Choose a data-center site only after you have matched the intended IT workload to a documented power-delivery plan, a workable cooling and water strategy, and a realistic permitting schedule. A parcel’s advertised megawatt figure is not proof of service: the utility must confirm deliverable capacity, interconnection work, network upgrades, equipment lead times, and the date each project phase can be energized.

Start with the workload and its growth path, then test every candidate against utility, climate, water, efficiency, expansion, and approval constraints. The framework below helps a development team eliminate sites that cannot support the required rack density or schedule before expensive design and land commitments.

Define what the site must support

“How much power does a data center site need?” has no useful answer until the workload is defined. A facility for conventional enterprise servers has different electrical and thermal requirements from one designed for high-density accelerated computing. Record the assumptions that will drive the site test before ranking parcels.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the initial and ultimate IT loads

  • Opening-day IT demand: the power required when the first phase enters service, expressed with the measurement boundary clearly stated.
  • Ultimate IT demand: the planned load after all phases, including the date or trigger for each expansion.
  • Rack density: expected average and peak kilowatts per rack, plus the number of racks in each room or hall.
  • Workload mix: compute, storage, networking, accelerated or AI systems, and any unusual duty cycles.
  • Resilience target: the electrical and cooling redundancy required for the operating model.
  • Growth assumptions: what must be installed on day one and what can be added later.

Separate capacity that must be available at opening from capacity that can be delivered in later phases. This prevents a site from appearing adequate because an ultimate-load number is available on paper while the first energization date remains uncertain.

Turn IT demand into facility requirements

IT equipment converts nearly all of its electrical input into heat that the cooling system must remove. The preliminary model therefore needs both the IT load and the overhead required for power distribution, cooling, controls, lighting, and other facility systems. Use a consistent boundary when discussing capacity with utilities and when comparing engineering proposals; otherwise, one site may quote IT megawatts and another total facility megawatts.

For high-density or AI workloads, identify the power-distribution topology and cooling interface early. The ASHRAE AI Data Center Energy Performance Framework emphasizes aligning site planning with workload density and advanced cooling requirements rather than treating every data center as a generic load.

Validate utility power before selecting a parcel

Power availability and delivery timing are early feasibility tests. ASHRAE advises prioritizing grid capacity during site selection because utility constraints and interconnection timelines can drive both feasibility and schedule risk. A utility map or broker statement is only a starting point; obtain written, project-specific answers from the serving utility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to put to the serving utility

  1. What capacity is deliverable? Request the available and deliverable load for the opening phase and each planned expansion, not just a nearby substation’s nameplate rating.
  2. Where is that capacity in the network? Ask about substation proximity, feeder configuration, available network capacity, and the point of interconnection.
  3. What studies and upgrades are required? Identify interconnection studies, transmission or distribution upgrades, protection changes, new lines, and customer-owned equipment.
  4. What is the sequence and date? Obtain the expected dates for study completion, design, procurement, construction, testing, and energization, with dependencies identified.
  5. Can later phases be reserved? Ask whether the utility can document capacity for the ultimate load or whether future phases depend on an expansion that is not yet approved.
  6. Which assumptions could change the answer? Clarify load factor, power factor, operating hours, coincidence with other customers, seasonal constraints, and any conditions attached to the utility estimate.

Have the utility distinguish “capacity in the area” from “capacity available to this project on the required date.” Record the response, the responsible utility contact, the study reference, and the validity period in the project due-diligence file.

Map electrical dependencies and lead times

Critical equipment can become the schedule bottleneck even when the grid has capacity. Include transformers, switchgear, protection and control equipment, medium-voltage gear, generators, and other long-lead items in the feasibility schedule. ASHRAE identifies transformers, switchgear, permitting, and interconnection as early planning considerations.

Model the order in which utility work, customer substation construction, equipment delivery, building completion, commissioning, and service energization must occur. A site with a shorter physical distance to a substation may still lose its schedule advantage if an upgrade or transformer has a longer lead time.

Check the electrical expansion path

Review the land and utility corridor needed for future feeders, substations, transformers, and switching yards. Confirm that later phases will not require a new right-of-way, a separate interconnection study, or a utility project with no committed date. Treat undocumented expansion capacity as an assumption, not as available power.

Estimate cooling and water requirements together

Cooling design must follow the workload, rack density, climate, water conditions, and operating constraints. There is no universally best technology. The U.S. Department of Energy design guidance addresses air management, electrical systems, cooling systems, and direct liquid cooling; DOE FEMP guidance covers cooling towers, air-side and water-side economizing, thermal storage, and water-use implications.

Start with the heat-rejection profile

Translate the IT load into a heat-rejection profile by operating condition: normal load, peak load, ramp-up, maintenance, and failure scenarios. Identify whether heat leaves the rack through room air, a rear-door or in-row exchanger, a liquid-cooled cold plate, or a combination. The profile should include the temperature and flow conditions that the IT equipment and cooling distribution system require.

Compare concepts at the expected rack density rather than at a generic average. A room designed for low-density air cooling may not have the distribution capacity, piping, heat exchangers, or controls needed for a later high-density deployment.

Evaluate outdoor climate and air quality

For each candidate, examine outdoor temperature and humidity patterns over the year, not just an annual average. Air-side economizing depends on outdoor conditions and requires management of humidity and contaminants. Dust, smoke, salt, industrial pollutants, and other air-quality issues can reduce the hours when outside air is suitable and can increase filtration and maintenance requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the environmental control range accepted by the intended IT equipment. If the workload requires tighter temperature or humidity control than the local climate naturally supports, include the resulting mechanical and electrical capacity in the site model.

Understand cooling-tower water flows

A cooling tower rejects heat through evaporation and also discharges blowdown to control dissolved minerals. Distinguish four quantities in the water model:

  • Withdrawal or makeup: water supplied to replace evaporation, blowdown, and other losses.
  • Consumption: the portion not returned to the source, often dominated by evaporation.
  • Discharge: blowdown and other wastewater requiring an approved destination and treatment.
  • Peak and seasonal demand: the maximum flow and the conditions under which it occurs.

Water availability is site-specific. Confirm the source, pressure, reliability, allocation or entitlement, drought restrictions, quality, treatment requirements, discharge limits, and connection schedule with the water provider and relevant authorities.

Compare economizers and liquid cooling

Air-side economizing can reduce mechanical-cooling energy when outdoor conditions are suitable, but its usefulness depends on temperature, humidity, and air quality. Water-side economizing uses favorable outdoor conditions through the cooling-water system; its performance depends on the system configuration and controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Direct liquid cooling can support high heat flux at the rack, but it introduces requirements for coolant distribution, heat exchangers, leak detection, water chemistry or fluid management, maintenance procedures, and a way to reject the heat outside the technology loop. Evaluate those requirements against the workload and the site’s water and service capabilities rather than assuming liquid cooling automatically lowers total facility energy.

Use consistent performance metrics

Metrics are useful only when the boundary, load profile, climate, redundancy, and operating conditions are the same for every candidate. Require those assumptions in every utility, architect, and mechanical-engineering proposal.

Metric Definition How to use it in site selection
PUE Total facility energy divided by IT-equipment energy. Compare the overhead of power, cooling, lighting, and other facility systems using the same boundary and load condition.
WUE Site water use relative to IT-equipment energy, expressed in liters per kilowatt-hour in DOE FEMP’s description. Compare water intensity only when withdrawal, consumption, discharge treatment, and the measurement period are defined consistently.
Cooling-system efficiency Cooling-system power in kilowatts divided by cooling load in tons. Test the mechanical concept against climate bins, redundancy mode, and the intended load rather than quoting one favorable operating point.

Interpret the DOE cooling benchmarks correctly

The U.S. Department of Energy’s Best Practices Guide for Energy-Efficient Data Center Design (2024) identifies 0.8 kW/ton as a good-practice cooling-system efficiency benchmark and 0.6 kW/ton as a better benchmark. These are comparison points, not guaranteed results for a proposed facility. Ask the designer to show the load, outdoor conditions, redundancy state, and measurement boundary behind any quoted value.

Use PUE and WUE as context, not promises

DOE FEMP describes average data-center energy efficiency as a PUE of about 2.0, while highly efficient facilities can approach the theoretical minimum of 1.0. Those figures provide context for the metric’s scale; they do not predict a particular site’s result. PUE changes with utilization, climate, redundancy, and operating practice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

FEMP also reports that increasing cooling-tower cycles of concentration from three to six reduces cooling-tower makeup water by 20% and blowdown by 50%. That statement applies to the specified cooling-tower operating change, not to total facility water consumption. Verify water chemistry, treatment, equipment warranty, and discharge constraints before assuming the change is practical.

Screen water, environmental, and community constraints

Confirm the water source and approvals

Ask the water provider and regulators to confirm the available flow, pressure, quality, reliability, drought or seasonal restrictions, connection cost, and delivery date. For a water-cooled design, obtain the permitted withdrawal or supply quantity, blowdown limits, discharge route, pretreatment requirements, and monitoring obligations. For a low-water or air-cooled design, still check the water needed for humidification, domestic use, fire protection, and emergency operations.

The DOE Office of Indian Energy’s data-center siting FAQ (May 14, 2026) lists land area, water access, and power access as general screening factors and notes that water needs vary widely with facility size and cooling technology. Use those factors to screen parcels, then perform a local water assessment; a general FAQ cannot establish rights or availability at a particular site.

Identify environmental and neighborhood impacts

List the agencies and authorities that may review land use, building plans, air emissions, water withdrawal, wastewater discharge, stormwater, noise, traffic, fuel storage, generators, and electrical infrastructure. Determine whether the parcel’s zoning permits the use and whether public hearings or environmental reviews are likely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Noise and visual impacts from generators, chillers, cooling towers, substations, and traffic can affect approval risk even when the land is technically suitable. Engage the relevant authorities and the community early enough to change the shortlist if a constraint cannot be mitigated.

Build a comparable site scorecard

Use one scorecard for every candidate. Require evidence, an owner, and a date for each answer; mark unverified assumptions separately from confirmed conditions.

Axis Evidence to request Decision question
Deliverable power Utility letter, study status, point of interconnection, upgrade list, and phased capacity. Can the utility serve the opening and ultimate loads?
Schedule Study, equipment, construction, commissioning, and energization milestones with dependencies. Can capacity arrive before the required service date?
Workload fit Rack-density plan, distribution topology, resilience design, and expansion layout. Does the parcel support the actual workload, including high-density zones?
Cooling fit Thermal model, climate data, equipment operating envelope, and failure-mode analysis. Can the selected cooling approach reject heat reliably at peak conditions?
Water Source confirmation, quality, seasonal limits, makeup, consumption, blowdown, and discharge approvals. Is water available and legally usable for the proposed design?
Energy performance PUE, WUE, and kW/ton calculations with common assumptions. Are efficiency claims comparable and credible?
Approvals Zoning, building, environmental, water, air, noise, and utility-permit paths. What reviews could delay construction or operation?
Expansion Future land, utility reservation, corridors, and documented phase assumptions. Can later capacity be added without restarting the site’s feasibility case?

A practical assessment sequence

  1. Freeze the workload assumptions. Record opening and ultimate IT load, rack density, resilience, cooling interface, and expansion dates.
  2. Issue a common utility data request. Send each serving utility the same phased-load profile and ask for deliverable capacity, interconnection work, upgrades, dates, and dependencies.
  3. Map the electrical path. Trace the route from the grid and substation through customer equipment to the halls, including land and rights-of-way for later phases.
  4. Create a thermal model. Model heat rejection for normal, peak, maintenance, and failure conditions at the planned rack densities.
  5. Test climate and air quality. Use local temperature, humidity, and contaminant conditions to estimate economizer hours, filtration, humidification, and mechanical-cooling needs.
  6. Quantify water and wastewater. Separate makeup, consumption, evaporation, blowdown, discharge, treatment, and seasonal peaks.
  7. Normalize efficiency claims. Recalculate PUE, WUE, and kW/ton under the same boundary, climate, utilization, and redundancy assumptions.
  8. Open the permitting path. Contact land-use, building, environmental, water, air, and noise authorities while multiple parcels remain available.
  9. Schedule critical equipment. Obtain budgetary lead times and procurement dependencies for transformers, switchgear, cooling equipment, generators, and controls.
  10. Score and stress-test the shortlist. Test a delayed utility upgrade, a hotter or more humid season, a water restriction, a higher rack density, and a later expansion date.
  11. Obtain written confirmations. Do not convert a candidate into a land commitment until the utility, water provider, engineers, and permitting authorities have answered the material feasibility questions.

Common failure modes and how to correct them

Relying on a headline megawatt number

Symptom: marketing material cites a large nearby capacity, but no service date or interconnection path exists. Correction: request a utility-confirmed, phased deliverability statement and list every required upgrade and dependency.

Using total facility power as if it were IT capacity

Symptom: the project team compares one site’s IT megawatts with another site’s total-facility megawatts. Correction: define the boundary and convert all proposals to the same IT, facility, and redundancy basis.

Choosing cooling technology before defining the workload

Symptom: an air- or liquid-cooling decision is made before rack density and heat flux are known. Correction: complete the rack-level thermal profile, then test each cooling concept against climate, water, maintenance, and failure requirements.

Counting water supply but ignoring discharge

Symptom: makeup water appears available, but blowdown or wastewater approval is unresolved. Correction: document withdrawal, consumption, blowdown, treatment, discharge route, and permit limits separately.

Treating benchmarks as guaranteed performance

Symptom: a proposal promises 0.6 kW/ton or a low PUE without operating conditions. Correction: require the calculation boundary, climate bin, load, redundancy state, and measurement method before using the number in a comparison.

Leaving permits until after land selection

Symptom: zoning, noise, water, or environmental review appears late and changes the schedule. Correction: identify agencies, review steps, public processes, and likely durations during the shortlist stage.

Decision rule for choosing the site

Advance a candidate only when its opening load has a credible utility path and date, its ultimate expansion assumptions are documented, its cooling concept matches the rack-density and climate profile, its water and wastewater needs are legally and physically supportable, and its permitting and equipment schedules fit the business plan.

If any of those items remains an unbounded assumption, keep the parcel in a conditional shortlist rather than treating it as feasible. Site-specific utility and water-provider responses, local engineering, and jurisdictional approvals are required to establish the actual megawatts, service date, water entitlement, cooling design, tariff, cost, and total project schedule.
