Start by treating a suspected cloud-vendor compromise as an incident involving shared responsibilities. Open a documented response, identify the provider services and identities involved, preserve your own telemetry before it expires, and establish who can authorize disruptive actions. Then contain the threat in proportion to evidence and business risk, eradicate persistence, recover in stages, and handle legal and regulatory notifications with qualified counsel.

This guide applies when a cloud provider, SaaS vendor, managed service provider (MSP), hosting company, or other supplier may have been compromised or may have exposed your data or systems. It is a decision framework, not a universal command list: the safe action depends on the service model, indicators, contractual authority, evidence requirements, dependencies, and operational impact.

What counts as a third-party cloud security incident?

The event may be a confirmed compromise at the provider, suspected unauthorized access through a supplier account, accidental exposure of your data, malicious activity in a managed environment, or a provider outage that affects security controls. You do not need proof of data theft before opening an incident. A credible notification, suspicious provider activity, unexplained access, or loss of expected logging is enough to start controlled assessment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate a service outage from a security incident, but do not assume they are unrelated. An outage can remove identity, monitoring, backup, or communication controls and may be part of an attack or its consequence. Record both the security concern and the availability impact so business continuity decisions do not obscure evidence questions.

NIST’s current incident-response publication is Special Publication 800-61 Revision 3, published in April 2025. It supersedes Revision 2, aligns incident response with the Cybersecurity Framework 2.0, and places response inside organization-wide cybersecurity risk management. NIST describes incident handlers as responsible for verifying incidents, collecting and analyzing evidence, prioritizing work, limiting damage, identifying causes, and restoring operations.

Open the response and establish what is known

Create an incident record immediately. Record facts separately from assumptions so later decisions can be defended.

  • Who reported or detected the event, and through which channel.
  • The detection time, the provider’s stated timeline, and the time zone used.
  • The provider, account or tenant, cloud service, region, and service model involved.
  • The suspected event type: credential compromise, provider-side intrusion, data exposure, malicious configuration change, ransomware, or availability incident.
  • Known or suspected accounts, workloads, storage locations, integrations, applications, and data classes affected.
  • Immediate effects on confidentiality, integrity, availability, safety, and critical business processes.

Assign an incident lead and bring in cloud and system administrators, asset and data owners, security responders, legal and privacy specialists, leadership, and communications personnel as the situation requires. Define one decision log and one evidence repository. Restrict sensitive discussion to approved channels and record the identity and authority of every person making a high-impact decision.

Set an initial review cadence and an owner for each open question. A provider’s first notice may be incomplete or revised, so mark each conclusion with its time, confidence, and supporting evidence. Identify a safe channel for exchanging sensitive files and a fallback channel in case the affected provider or identity service is unavailable.

Scope the exposure before changing the environment

Build a working map of the provider relationship. Include subscriptions and tenants, regions, accounts and roles, managed identities, storage and databases, compute workloads, CI/CD connections, secrets stores, monitoring systems, support portals, APIs, single sign-on, backup services, and every supplier that can reach the affected environment. Map data flows so you can answer “How do I know whether my data was affected?” with evidence rather than a provider’s generic assurance.

Assess scope across several dimensions: time, identity, location, service, data, and action. A compromised administrator may have viewed configuration without reading business data; a stolen service token may have reached a different region; a support account may have access that is not visible in ordinary tenant logs. Check direct and indirect paths, including federation, automation, shared storage, replication, backups, and downstream customers.

Review customer-accessible cloud audit logs, identity-provider logs, application logs, network telemetry, endpoint records, data-access events, configuration history, ticket and support records, and provider notifications. Export records in their original format where possible, retain metadata, and note the collection time. Ephemeral workloads and short retention windows can remove the evidence you need to reconstruct activity; CISA’s TIC 3.0 Cloud Use Case therefore emphasizes sufficient telemetry and logging for cloud incidents.

Preserve evidence without destroying it

  • Snapshot or export relevant logs before retention limits or automated deletion apply.
  • Preserve suspicious messages, provider notices, access records, configuration versions, and support conversations with headers and timestamps.
  • Record the source, collector, hash or integrity method used, storage location, access restrictions, and every transfer.
  • Maintain a timeline that distinguishes observed events, provider statements, analyst interpretations, and unknowns.
  • Do not reset, delete, rebuild, or rotate away artifacts solely to make the environment look clean unless the response lead has assessed the evidence and operational risk.

Customer visibility differs sharply by service model. You may not be able to inspect provider infrastructure, hypervisors, or internal logs. Record exactly what evidence is available to you, what the provider has supplied, and what remains inaccessible. An evidence gap is itself a finding: state whether the gap results from provider policy, retention, an outage, a contract limitation, or a technical failure.

Understand SaaS, PaaS, and IaaS responsibility

Service model Typical customer visibility and control Questions to settle with the provider
SaaS Least visibility into underlying hosts and provider operations; control is concentrated in tenant identities, data, configuration, and integrations. Which tenant, administrator, support, and provider identities were involved? What tenant-level logs, export formats, retention, and investigation findings will be provided?
PaaS Control over applications, data, identities, and configuration, but limited control over the managed runtime and platform layer. Which platform components were affected? Which application and control-plane logs exist? Who can isolate workloads or preserve platform evidence?
IaaS More control over virtual machines, networks, storage, and operating systems, while the provider retains responsibility for physical and core platform layers. Which hosts, regions, control-plane functions, and provider accounts were implicated? What infrastructure evidence and containment support can the provider lawfully provide?

These models are not a security ranking. They determine where evidence resides, who can act, and how quickly a customer can verify scope. In SaaS, provider-side investigation and tenant-level exports may be decisive. In PaaS and IaaS, the customer may have more technical options but also more responsibility for analyzing workloads, identities, and configurations.

Coordinate with the provider and other suppliers

Read the contract, service terms, security addendum, data-processing agreement, incident-response plan, and support escalation procedure. Identify the exact notification channel and severity criteria, named contacts, response-time commitments, evidence and log-access rights, retention periods, confidentiality rules, cross-border constraints, and customer or provider responsibilities.

Confirm who has authority to disable an account, revoke a supplier credential, isolate a workload, suspend an integration, block an address, or take a provider-side action. Establish whether the provider may share sanitized incident information, preserve or disclose evidence, and perform emergency containment on your behalf. NIST cautions that provider actions can be restricted, including sharing sanitized information or deactivating a service; authority should therefore be agreed before an emergency.

Assess the provider’s response capability, not only its notification promise. Ask whether it can preserve relevant records, produce a usable timeline, coordinate across regions, support customer forensics, and communicate changes in scope. CISA’s cloud guidance also calls for planning around provider differences, cloud outages, and coordination with cloud service providers. For MSPs and other suppliers, formalize security requirements, access controls, escalation paths, and planned handling of third-party access.

Questions to ask in the first provider call

  • What was detected, when, by which system, and how confident is that assessment?
  • Which provider, tenant, customer, support, administrative, or service identities were involved?
  • Which regions, services, hosts, data stores, and time periods are in scope?
  • Was data accessed, copied, altered, deleted, or merely exposed by configuration?
  • Which indicators, log extracts, timelines, and forensic findings can be shared, and in what format?
  • What containment and eradication has the provider completed, and what remains for the customer?
  • How will updates, evidence requests, and changes in scope be communicated?

Keep the provider’s statements and supplied evidence in the incident record. Treat preliminary statements as time-bounded findings that may change as analysis continues.

Choose containment proportional to risk

“Most incidents require some form of containment,” according to the National Institute of Standards and Technology in SP 800-61 Rev. 3. Containment means preventing further expansion while preserving the ability to investigate and avoiding unnecessary service damage. There is no single safe sequence for every cloud architecture.

  1. Define the decision. State the suspected indicator, the asset or identity at risk, the harm the action is intended to stop, and the evidence or service impact it may create.
  2. Check authority and dependencies. Confirm that your team or the provider is authorized to act, identify authentication, backup, monitoring, safety, and customer dependencies, and obtain business-owner approval where required.
  3. Select the narrowest effective action. Potential actions include restricting or revoking an implicated supplier credential, disabling a compromised account, isolating a workload or network path, blocking known malicious access, suspending an integration, or requesting provider-side containment.
  4. Preserve evidence first when feasible. Export volatile logs and capture relevant state before disabling or rebuilding an asset, unless delay creates unacceptable risk.
  5. Monitor the result. Define success and failure signals, watch for alternate access paths, and be prepared to reverse or strengthen the action.
  6. Record the outcome. Log who authorized the action, its start and end time, affected dependencies, observed effects, and the next decision point.

Fast isolation can stop damage but hide attacker behavior or interrupt critical operations. Delaying action can preserve evidence but allow expansion. NIST recommends balancing rapid recovery with observing the attacker or conducting a fuller investigation. Where appropriate, pre-authorize a CSP to perform narrowly defined emergency actions and let responders choose manual containment actions when automation could cause disproportionate harm.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consider a temporary, reversible control before a destructive one when risk permits. For example, restricting a supplier identity to known paths may preserve a needed integration while analysts test whether access continues. Conversely, a confirmed active path to sensitive data may justify immediate suspension even if it interrupts service. Document why the chosen action was proportionate and what would trigger escalation.

Eradicate persistence and recover safely

After containment, remove the attacker’s persistence and entry points across the complete affected scope. NIST’s guidance specifically identifies disabling breached accounts and remediating exploited vulnerabilities; the same principle applies to provider-managed identities, integrations, tokens, and configurations.

Eradication checks

  • Identify every affected host, workload, tenant object, account, role, API key, token, certificate, integration, and configuration—not only the first one reported.
  • Disable or replace breached identities and remove unauthorized roles, keys, forwarding rules, scheduled jobs, applications, and persistence mechanisms.
  • Mitigate the exploited vulnerability or insecure configuration, and verify the fix rather than assuming a patch ended access.
  • Confirm that the provider has addressed provider-side persistence, compromised support paths, and affected platform components.
  • Compare current configuration and access with a known-good baseline and investigate unexplained differences.

Stage recovery

  1. Restore from a trustworthy source whose integrity and provenance have been checked.
  2. Re-enable services in a controlled order, starting with monitoring, identity controls, and dependencies needed to observe recovery.
  3. Validate data integrity, authorization boundaries, integrations, backup behavior, and critical business functions.
  4. Monitor for renewed authentication, command, data-access, configuration, and network indicators before returning to normal operations.
  5. Keep heightened logging and review for a defined period, then document the criteria for closing the incident.

No single credential-rotation, rebuild, or token-revocation pattern is sufficient for every architecture. The recovery plan must match the service, evidence, provider findings, and dependencies. If the provider remains under investigation, define what evidence or assurance is required before reconnecting a high-impact integration.

Plan for provider outages and loss of access

A third-party incident may prevent access to the very console, identity service, ticketing system, or logs needed to respond. Use the contract and continuity plan to identify alternate contacts, out-of-band authentication, backup communication channels, independent copies of critical configuration, and a safe operating mode. Do not assume that a provider’s normal support path will function during a provider-wide event.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decide in advance which business processes can pause, which must continue manually, and which require a replacement service. Any workaround should preserve access control and evidence rather than introducing untracked accounts or data copies. Record temporary exceptions and remove them after normal controls return.

Legal, privacy, communications, and notification

Route legal and privacy questions to qualified counsel. Assess contractual, sectoral, employment, data-protection, customer, insurer, and law-enforcement obligations using the facts and jurisdictions that actually apply. Do not assume a universal deadline: notification duties depend on location, data type, contractual language, regulator, and the confirmed incident facts.

Prepare one approved internal and external narrative. Distinguish confirmed facts, credible hypotheses, unknowns, actions taken, and the next update time. Avoid claiming that no data was affected merely because the provider has not found evidence; say what was examined, what remains unavailable, and when the assessment will be revisited.

When to bring in outside help

Use an incident-response retainer or digital-forensics and incident-response (DFIR) specialist when internal responders cannot preserve evidence, analyze a complex provider-side compromise, operate across jurisdictions, or sustain 24-hour coordination. NIST recognizes contracted incident handlers and CSP response teams as possible resources. Bring them in early when evidence is disappearing, the provider cannot answer material questions, privileged legal analysis is needed, or the suspected blast radius crosses many accounts and services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Improve readiness after the incident

  • Exercise provider-compromise scenarios separately for SaaS, PaaS, and IaaS dependencies.
  • Inventory supplier identities, integrations, data flows, regions, recovery dependencies, and business owners.
  • Require minimum logging, retention, export, notification, evidence-sharing, and cooperation terms in contracts.
  • Define pre-authorized containment actions, approval thresholds, escalation contacts, and service-restoration criteria.
  • Test how quickly your team can obtain provider logs, preserve ephemeral evidence, rotate access, isolate workloads, and communicate uncertainty.
  • Review monitoring gaps, contract language, provider response capability, and the lessons from every exercise or incident.

Frequently Asked Questions

What should I do if a cloud vendor is hacked?

Open an incident record, preserve your available telemetry, map affected identities and services, invoke the contract’s escalation process, and coordinate containment with the provider. Do not assume the vendor’s initial scope statement is complete.

How do I contain a third-party cloud breach?

Use the narrowest authorized action that stops observed expansion—such as restricting an implicated identity, isolating a workload, or suspending an integration—after considering evidence preservation, dependencies, provider capability, and business impact.

How do I know whether my data was affected?

Trace the affected tenant, identities, data stores, access events, and time window using customer and provider logs. Ask what was accessed, copied, altered, or exposed, and document any evidence that remains unavailable.

Should I immediately shut down the affected cloud service?

Not automatically. Compare the risk of continued access with the evidence and business impact of shutdown, verify authority and dependencies, preserve volatile evidence when feasible, and choose a reversible or narrowly scoped action when it can adequately contain the threat.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the provider will not share its internal logs?

Document the limitation, request customer-accessible exports and a provider timeline, preserve your own identity, application, network, and configuration records, and ask counsel or contract owners to assess available evidence and cooperation rights. You may not have access to provider infrastructure or hypervisor records.

Does the cloud service model change the response?

Yes. SaaS usually gives the customer the least underlying visibility, while PaaS and IaaS provide more control over applications, workloads, networks, and operating systems but also leave more incident-handling responsibility with the customer. Compare evidence access, provider capability, authority, dependencies, and disruption risk rather than treating one model as inherently safer.

When should I hire a DFIR provider?

Consider an incident-response retainer or DFIR specialist when evidence is disappearing, the provider cannot answer material questions, the compromise spans many accounts or services, privileged legal analysis is needed, or internal staff cannot sustain the investigation and coordination effort.

What should be agreed with a cloud provider before an incident?

Define notification channels and severity criteria, contacts, response expectations, log retention and export, evidence access, confidentiality and cross-border rules, containment authority, provider and customer responsibilities, and how updates and changes in scope will be communicated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Containment is a coordinated decision, not a reflex. Establish the facts, preserve evidence, clarify provider authority, choose proportionate action, eradicate across the full affected scope, and recover only when monitoring and validation show that access cannot simply return.
