Approve an Indian contract manufacturer only after you have verified the exact factory, process, product requirements, destination rules, and evidence that the supplier’s controls work in practice. A certificate or a polished capability deck is a starting point, not approval.

Use a risk-based sequence: define the transaction, confirm the legal entity and production site, test capability with records and samples, map product and destination obligations, inspect export and customs processes, examine continuity and subcontracting controls, then compare candidates on the same evidence-based criteria. The applicable rules depend on the product, buyer country, destination and supply-chain role.

Start with a precise definition of the transaction

“Indian contract manufacturer” can describe very different arrangements: a factory making your design under your brand, a supplier assembling imported components, a trader managing third-party production, or a site that performs only one operation. Your assessment is meaningful only when it is tied to the actual product and route.

Write the assessment brief

Record these facts before requesting documents:

  • Product name, model or drawing revision, bill of materials and critical-to-quality characteristics.
  • Manufacturing steps, special processes, required equipment and any testing or calibration method.
  • Annual volume, batch size, ramp plan, order frequency and acceptable lead time.
  • Buyer specifications, packaging, labeling, language, serialization and traceability requirements.
  • Country of import, final destination, intended end use and any onward-transshipment countries.
  • Whether the supplier will manufacture, assemble, test, pack, warehouse, export or coordinate logistics.
  • Ownership of tooling, software, technical data, molds, test fixtures and finished-goods records.

This brief prevents a common error: approving a company generally when the actual order depends on a different site, process, product variant or destination rule.

Identify the risk owner

Name who owns each decision on your side. Procurement can negotiate price and capacity, but engineering should approve process capability; quality should approve controls and records; regulatory staff should determine product and destination obligations; trade-compliance staff should own classification, screening and authorizations. If one person performs all reviews, document independent checks for high-risk products.

Verify the legal identity and the actual manufacturing site

Request the supplier’s legal name, registration identifiers, tax and import-export identifiers, operating address, factory address and names of related entities. Match those details across the quotation, bank information, certificates, test reports, export documents and draft contract.

Resolve ownership and site relationships

Ask whether the supplier owns the premises, leases them, operates inside another company’s facility or uses a related entity. Obtain a site list showing every location involved in production, testing, storage and packing. A certificate issued to a trading company does not automatically cover a factory operated by another legal entity.

Ask the supplier to disclose every outsourced operation, including heat treatment, plating, sterilization, inspection, software loading, packaging and laboratory testing. For each subcontractor, record the legal name, address, process, approval method, audit status and change-notification commitment.

Check consistency before a visit

Compare addresses and identifiers character by character. Differences in transliteration, abbreviated street names or entity suffixes can obscure whether documents refer to the same organization. The AEO India application guidance emphasizes consistent names, addresses and identifiers, documented processes, auditable records and verification at relevant premises. Treat a mismatch as an open finding until the supplier explains it with authoritative evidence.

Test capability at the factory that will make your order

Capability means more than installed machinery. You need evidence that the specified process can repeatedly produce conforming product at your required volume and under the controls your market demands.

  • Observe setup and changeover, not only a running line.
  • Verify that work instructions match the current product revision.
  • Check gauges and test equipment against a calibration register and current certificates.
  • Confirm that rejected or awaiting-inspection material is physically identified and segregated.
  • Review staffing by shift, including backup coverage for specialist roles.

Use recent production evidence

Request production records from several recent lots of the same or technically comparable product. Review yields, scrap, rework, downtime, customer complaints, test results and corrective actions. If the product is new to the site, require a controlled pilot run and define acceptance criteria before volume release.

In its Scheme-X certification FAQ, the Bureau of Indian Standards (BIS) says: “The Bureau grants the licence based on successful assessment of the manufacturing infrastructure, in-process controls and quality controls, testing capabilities of the manufacturer through a visit to its manufacturing premises.” The statement describes that certification context; it does not prove that every product or factory meets your specification.

Examine the quality system in operation

Ask for procedures and the records that demonstrate employees follow them. A manual or certificate without operating evidence cannot establish order-level control.

Minimum record set

  • Approved supplier list and incoming inspection results for critical materials.
  • In-process inspection sheets, statistical monitoring where used, and operator sign-offs.
  • Final inspection and release records tied to lot, batch or serial number.
  • Nonconformance reports showing disposition authority and segregation.
  • Corrective and preventive action records with root-cause evidence and effectiveness checks.
  • Calibration certificates, out-of-tolerance evaluations and equipment maintenance logs.
  • Traceability from incoming material through work-in-process to shipment.
  • Engineering change notices, revision control and customer-approval records.
  • Complaint investigations, returns analysis and trend reviews.

Sample across lots and shifts

Select records without allowing the supplier to curate only successful examples. Sample multiple production dates, operators and shifts. Reconcile quantities between receiving, production, inspection, rework and shipment records. Missing signatures, identical handwriting across many entries, unexplained overwrites or records created after shipment indicate weak data integrity.

Separate management-system certification from product conformity

ISO-management-system certification addresses the system’s defined scope. Product certification addresses specified products and schemes. Customer qualification is your own decision. For each certificate, verify:

  • Legal entity and exact manufacturing site.
  • Activities and products included in the scope.
  • Issuing body and its accreditation status.
  • Issue, expiry, suspension or withdrawal status.
  • Exclusions, additional sites and surveillance conditions.

DGFT’s Handbook of Procedures 2023, paragraph 2.75, discusses export quality certification and references accredited agencies for ISO 9000 and ISO 14000 series under the cited policy provisions. Confirm later notifications and amendments before relying on that procedural text.

Determine product-specific Indian and destination requirements

Do not assume that exporting from India makes one approval pathway applicable to every product. Determine the exact Indian rule, the buyer-country rule and any destination-market conformity obligation separately.

Check Indian requirements by product

BIS compulsory certification and Quality Control Order (QCO) obligations apply to specified product categories. Use the current BIS compulsory-certification list and the applicable order for the exact product, standard, model and manufacturing location. The cited Scheme-X FAQ is not a universal rulebook; its examples and procedures apply to the scheme and products covered there.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the supplier for the licence number, scope, covered models, factory address, testing arrangements and surveillance status when a BIS requirement applies. Confirm whether a separate application is required for each factory location under the relevant scheme. Check the live status immediately before contracting and again before the first shipment because lists, standards and licence details can change.

Map destination obligations

Create a requirements register for the importing country and final use. Include safety, electromagnetic compatibility, chemicals, energy performance, labeling, language, packaging, recycling, cybersecurity, medical or food-contact rules where relevant. Identify who will obtain each approval, who pays for testing, which laboratory is acceptable and how changes to the product affect validity.

Control technical files and test reports

Request the test standard and revision, laboratory identity and accreditation, sample description, serial or lot number, test dates, deviations and conclusion. Ensure the report covers the exact model and configuration you will buy. A report for a similar product or an untracked sample is supporting evidence, not proof of conformity.

Assess export and customs readiness

A capable factory can still create delays if its export documentation is incomplete or responsibilities are unclear. Establish who prepares commercial invoices, packing lists, shipping instructions, certificates of origin, product descriptions, tariff classifications and export declarations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the process and records

  • Ask for a documented order-to-shipment workflow with approval points.
  • Sample prior export files and reconcile purchase order, invoice, packing list, transport document and customs data.
  • Check how product descriptions, quantities, values, origin and classification are reviewed.
  • Identify the customs broker, freight forwarder and escalation contact.
  • Verify retention periods, access controls and backup for customs records.
  • Ask how the supplier responds to customs queries, inspections, detentions or valuation challenges.

AEO India guidance is useful for evaluating compliance readiness, documented processes, auditable records and premises verification for eligible entities involved in customs-related supply-chain activity. AEO evidence does not certify product quality, safety or destination-market conformity.

Map export-control obligations to the transaction

Export-control analysis depends on the parties, goods, software, technology, end users and destinations. Determine which jurisdictions’ rules apply before exchanging controlled technical data or accepting an order.

Assign the eight practical control tasks

  1. Classify the product, components, software and technical data under the relevant jurisdiction.
  2. Screen customers, consignees, intermediaries and end users against applicable restricted-party lists.
  3. Assess end use, destination, diversion risk and unusual routing.
  4. Determine whether an authorization, licence, exception or government statement is required.
  5. Control access to drawings, source code, specifications and test data.
  6. Keep classification, screening, authorization and shipment records for the required period.
  7. Train employees and subcontractors who handle controlled items or information.
  8. Provide an escalation path for red flags, holds, voluntary disclosures and policy changes.

The U.S. Bureau of Industry and Security’s Export Compliance Programs guidance describes these elements for organizations conducting activities subject to the U.S. Export Administration Regulations (EAR). Apply that framework only when the EAR is relevant; it is not a blanket requirement for every Indian export.

Evaluate continuity, cybersecurity and subcontracting risk

Ask what happens when a critical machine fails, a key employee leaves, a utility is interrupted or a subcontractor becomes unavailable. Request evidence rather than a generic business-continuity statement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Continuity evidence to request

  • List of bottleneck equipment, preventive-maintenance history and spare-parts strategy.
  • Backup utilities, alternate production routes and tested recovery times.
  • Cross-training matrix for specialist operations and quality approvals.
  • Critical-input inventory policy, approved alternates and change-qualification method.
  • Disaster-recovery exercises and communication tree.
  • Cybersecurity controls for shared drawings, credentials, backups and remote access.
  • Subcontractor capacity, approval records, audit results and notification of changes.

Define which events require your written approval: site transfer, new subcontractor, material substitution, process-parameter change, software revision, test-laboratory change or relocation of tooling. Put notification lead times and stop-ship rights in the quality agreement.

Conduct a risk-led site visit or independent audit

Plan the visit around failure modes identified in your assessment brief. An independent auditor can add objectivity, but independence does not replace your product knowledge or legal review.

Prepare the agenda and sample plan

  1. Send the product specification, process map and evidence request in advance.
  2. Choose representative lots, shifts, operators and subcontracted steps to sample.
  3. Define objective criteria for major, minor and critical findings.
  4. Reserve time for private interviews with production, quality, maintenance and logistics personnel.
  5. Require a closing meeting that assigns an owner and due date to every finding.

Observe the factory in sequence

  1. Start at receiving and verify identification, quarantine and material status.
  2. Follow one lot through storage, processing, inspection, rework and release.
  3. Compare posted instructions with the controlled revision in the document system.
  4. Watch an operator perform a critical inspection and verify the instrument used.
  5. Inspect nonconforming-product areas and trace one closed corrective action to effectiveness evidence.
  6. Review packing, label control, finished-goods release and shipment reconciliation.

AEO application guidance warns that procedures without records or examples are insufficient evidence. Apply the same principle to the site visit: record what you observed, the document or lot sampled, the person interviewed and the unresolved risk.

Compare candidates with one evidence matrix

Use identical questions, sample sizes and evidence standards for every candidate. Record the supplier’s claim separately from what you verified.

Assessment axis Evidence to compare Decision question
Site and process capability Equipment list, process observations, capacity records, pilot results Can this exact site make the specified product at the required volume?
Quality performance Lot results, yield, complaints, nonconformances and corrective-action closure Are problems detected, contained and prevented from recurring?
Traceability and change control Lot genealogy, revisions, calibration and approval records Can you identify affected product after a defect or change?
Regulatory fit BIS or other applicable approvals, test reports, destination requirements Does the product and site meet the rules for this shipment?
Subcontractor transparency Disclosed processes, approvals, audits and change notifications Do you know who performs every critical operation?
Export and customs readiness Prior files, workflow, classification and broker controls Can the supplier produce accurate, consistent shipping data?
Continuity and lead time Capacity loading, maintenance, backups, recovery tests Can the supplier recover without an uncontrolled change?
Commercial and total delivered risk Price, tooling terms, payment, logistics, duties, inspection and failure costs Is the apparent price advantage still attractive after control costs and disruption risk?

Do not turn this matrix into an official certification score. Weight the axes according to consequence: a life-safety component, controlled technology or regulated medical product warrants a higher evidence threshold than a low-consequence accessory.

Make approval conditional and contractually enforceable

Use staged approval rather than an unconditional purchase order.

Suggested release gates

  1. Document gate: identity, site, scope, regulatory register, certificates and export responsibilities are verified.
  2. Capability gate: pilot samples, process capability evidence and test methods meet agreed criteria.
  3. Control gate: quality agreement, traceability, change notification, subcontractor controls and corrective-action response times are signed.
  4. Production gate: first-article or first-lot inspection passes, records are complete and shipment documents reconcile.
  5. Routine-monitoring gate: performance, complaints, delivery, changes and audits are reviewed at defined intervals.

Clauses worth addressing

  • Exact manufacturing and testing sites, including approved subcontractors.
  • Specification and revision hierarchy when documents conflict.
  • Right to audit, access records and conduct unannounced or for-cause inspections where lawful.
  • Advance notice and approval for site, process, material, software, laboratory or subcontractor changes.
  • Lot release, retention samples, traceability period and record-access rights.
  • Nonconformance notification, containment timing, root-cause analysis and effectiveness verification.
  • Ownership and protection of tooling, technical data and test fixtures.
  • Export-control, confidentiality, cybersecurity and incident-notification duties.
  • Recovery, rework, recall, replacement and cost-allocation responsibilities.

Recognize red flags and respond proportionately

High-risk red flags

  • Certificate names, addresses or scopes do not match the contracting entity or factory.
  • The supplier refuses to disclose a critical subcontractor or testing laboratory.
  • Records are unavailable, recreated after the fact or inconsistent with shipment quantities.
  • Calibration is expired, instruments are unidentifiable or failed measurements lack impact review.
  • Quality staff cannot explain nonconformance disposition or corrective-action effectiveness.
  • Production capacity claims exceed observed equipment, staffing or historical output.
  • The supplier pressures you to ship before regulatory, first-article or document gates are complete.
  • Technical data is shared through uncontrolled personal accounts or unknown third parties.

Choose the response

Classify each finding by consequence and detectability. A missing signature on a low-risk internal check may require correction and follow-up; an undisclosed production site, falsified test record or uncontrolled safety-critical change should stop approval until independently resolved. Record the evidence, owner, due date and verification method. Do not close a finding because a revised procedure was issued; confirm that the revised control produced reliable records in production.

Maintain oversight after onboarding

Supplier qualification is not permanent. Set a review cadence based on risk and performance. Monitor incoming defects, on-time delivery, corrective-action aging, change notices, customs queries, regulatory updates and subcontractor changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Re-audit after a major process change, site move, ownership change, serious complaint, repeated late delivery or significant regulatory revision. Refresh the product-and-destination requirements register before a new market, model or end use. Keep the evidence matrix current so a low initial price cannot conceal deteriorating control performance.

Decision rule

Select the manufacturer that can demonstrate control of your exact product at the exact site, meet the applicable Indian and destination requirements, provide reliable export documentation and manage changes transparently. If material evidence remains unresolved, classify the supplier as conditional or unacceptable rather than converting uncertainty into a score. The strongest approval decision is the one another qualified reviewer can reproduce from the records, observations and contract controls.
