To assess a mining project’s progress, look for dated evidence that each major milestone has actually been completed—not just a company’s stage label or target date. Drill results, a mineral resource, a feasibility study, permits, financing, construction and production each answer different questions. None automatically proves the next one. The sequence can overlap or unfold in phases, and terminology varies by jurisdiction, so check the project’s reporting standard and the date of each disclosure.
Start with the distinction between a claim and a completed milestone
Mining disclosures mix measured results, technical estimates, approvals, company decisions and future targets. These are not interchangeable. A useful first pass is to mark each statement as one of three things:
- Completed and documented: for example, an approval that has issued, a financing agreement that has been executed, or equipment that has been installed.
- Estimated or assessed: such as a mineral resource estimate or a study’s projected costs and economics.
- Planned or forecast: such as a target construction date or expected first production.
Keep the source and date beside each item. A later filing may change an estimate, report a delay, or show that a forecast was met; an older schedule is not evidence of current status.
What each stage demonstrates—and what it does not

Read exploration results as geological evidence, not a mine plan
Drilling and sampling can show that mineralization exists and help define its location, extent and characteristics. Their significance depends on context: how the targets were selected, how samples were collected and assayed, and whether results indicate continuity. A positive drill result alone does not establish that a deposit can be economically extracted, that a mine has been designed, or that a project will be built.

Check whether a resource has become a reserve
A mineral resource is not the same as a mineral reserve. In the SEC-filed technical disclosure that reproduces S-K 1300 definitions, a resource is a concentration with reasonable prospects for economic extraction. A reserve is the economically mineable part of measured or indicated resources after relevant modifying factors are applied and allowance is made for dilution and losses. Inferred resources have the lowest resource confidence and may not be converted to reserves.
When reviewing a resource statement, note its effective date, classification, assumptions and the technical report that supports it. The applicable definitions and disclosure requirements depend on the reporting regime; S-K 1300 is not a universal rule for every project.
Judge study maturity by its contents, not its title
A pre-feasibility study and a feasibility study are not equivalent labels for the same level of certainty. The cited technical disclosure describes a feasibility study as more comprehensive and higher-confidence than a pre-feasibility study. It includes sufficiently detailed mine, infrastructure and process designs and economic analysis to support an investment decision or project financing.

Even a feasibility study remains an assessment of a proposed project. It does not prove that financing has closed, required approvals have issued, construction is finished, or production has begun. Examine the underlying design, assumptions, risks and sensitivities rather than treating a headline economic result as a guarantee.
Verify permits and environmental and social commitments
Look for approvals that have actually been issued, identify the authority and scope, and read the conditions attached to them. A project may need different approvals for different activities or phases; a general statement that it is “permitted” can obscure what is and is not authorized.
Environmental and social review should be treated as part of project readiness, not as a separate public-relations milestone. Check what the project documents say about water management, biodiversity, stakeholder and community engagement, construction management, closure and monitoring. Also look for how binding conditions will be met and monitored. The IFC review of Argentina’s Rincon project describes these areas of review; it is project-specific, not a universal permitting checklist.

Separate financing announcements from available capital
A proposed financing package or board approval is not the same as cash available to build. Check whether agreements have been executed, whether conditions precedent remain, and whether funds have been made available or drawn. Companies may report financing, detailed engineering, permits and construction activities as separate milestones, and progress in one area does not show completion in another.

Measure construction with completed work
Broad labels such as “under development” or “construction underway” reveal little on their own. Look for dated reporting on specific work: site access, power and water infrastructure, tailings facilities, plant construction, installed equipment, energization, mechanical completion and commissioning. Distinguish work in progress from work reported complete, and check whether the disclosure identifies remaining dependencies.
Distinguish first production from commercial or steady output
“First production” can refer to an initial product, while commissioning describes testing and bringing systems into operation. Commercial production is a separate milestone whose criteria should be identified in company disclosures. A forecast for first production is not an achieved result; reported output is not proof of stable performance unless the operating record supports that conclusion.

For every production claim, record whether it is planned, expected or actual; the date of the statement; and the definition used. Keep a forecast attached to the company or project document that made it rather than presenting it as a general fact about the project.

Rincon: phased capacity and dated expectations
The International Finance Corporation’s 2025 Environmental and Social Review Summary describes Rincon as having two planned production stages of 25,000 tonnes per year each and a stated final capacity of 50 ktpa. Those are project plans in that disclosure, not industry benchmarks. The same 2025 document says Stage 1 early works commenced in Q3 2025, gives expected Stage 1 first production as Q1 2028, and targets Stage 2 construction for mid-2027 with production targeted for Q1 2029. These are schedule expectations stated in that document, not confirmation that later milestones have been met.
Eskay Creek: independently trackable milestones
Skeena Gold + Silver’s 2025 Annual Information Form, filed in 2026, reports Eskay Creek’s feasibility study, financing package, environmental approvals, Mines Act and Environmental Management Act permits, detailed engineering and construction activities as distinct items. It anticipated initial production in Q2 2027; that is a forecast in the filing, not a report of production. The filing also gives a project-specific updated reclamation estimate of C$578.7 million. Consider such a figure in its filing context rather than using it as a general measure of project cost or progress.

Skeena described Eskay Creek as transitioning from exploration to development in December 2024. That issuer-described transition illustrates why stage names should be read as company terminology and checked against the underlying milestones.
Compare projects—or track one over time—on the same axes
For a useful comparison, apply the same questions to each project and separate achieved events from forecasts:
- Geology: How current is the estimate, and what level of confidence is reported?
- Technical maturity: What study has been completed, and how detailed are the designs and assumptions?
- Economics: What costs, production assumptions and risks underpin the study?
- Approvals and obligations: Which permits have issued, what conditions apply, and how are environmental, social and closure commitments addressed?
- Funding: What agreements are executed, what conditions remain, and is capital available?
- Execution: What construction work is reported complete, and what remains before commissioning?
- Operations: Is the project reporting forecasts, first product, commercial production or actual output?
There is no single cross-project score established by these disclosures. Explain the evidence and open questions instead of assigning an unsupported numerical rating. For a project-specific assessment, use the latest technical report, regulator records, financing documents and operating disclosures for its jurisdiction.
