There is no single “water use” number that tells you whether a data center harms local supplies. A credible assessment separates withdrawals, consumption, and returns; identifies every source and discharge; and then tests those flows against the specific watershed, aquifer, utility, competing demand, water quality, and seasonal conditions at the site.
Water usage effectiveness (WUE) is useful for comparing operating efficiency, but it is not a sustainability verdict. A facility can report a low WUE and still draw from a stressed aquifer or overload a wastewater system. Conversely, a larger withdrawal may have a smaller local effect if most water is returned in acceptable condition and the source is reliable. The steps below show how to tell the difference.
What you must measure before judging impact
Start by defining four separate flows. Treating them as synonyms is the most common reason data-center water claims become misleading.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →| Flow | What it means | Why it matters locally |
|---|---|---|
| Withdrawal | Water taken from a municipal system, aquifer, river, reservoir, reclaimed-water network, or another source. | Shows the demand placed on the source and its infrastructure, even if some water is later returned. |
| Consumption | Water not returned to the original source during the accounting period, commonly because it evaporates or is incorporated into products or waste. | Indicates depletion of the source, but does not by itself describe water quality or timing. |
| Return or discharge | Water sent to a sewer, treatment plant, surface water, groundwater system, or another receiving system. | Creates a quantity and quality obligation for the receiving system. Returned water may require treatment and may not be available to the original source. |
| Reuse or transfer | Water circulated again on-site or moved to another use, such as cooling-water treatment or irrigation. | Can reduce new potable withdrawals while still requiring makeup water, energy, treatment, and residuals management. |
For every flow, record the source, destination, water type, reporting period, and facility boundary. “Annual water use” without those fields is not a complete disclosure.

Step 1: Define the facility and accounting boundary
Identify the exact campus, operator, location, reporting year, and phase of development. A figure may cover one building, a multi-building campus, a regional fleet, or an entire company. Do not compare those figures as though they describe the same thing.
Questions to ask about the boundary
- Does the number include only cooling, or also restrooms, kitchens, landscaping, humidification, testing, and fire-suppression tanks?
- Are leased, managed, edge, or contracted facilities included?
- Does the reporting period cover a calendar year, fiscal year, commissioning period, or a short operating window?
- Are construction water and temporary generators included or excluded?
- Is the number measured, estimated, allocated from a utility bill, or modeled?
- Is the denominator IT energy for the same site and period as the water numerator?
AWS provides a useful example of a provider-specific boundary. Its definition of “attributable water withdrawals” includes water directly supporting cloud services, including cooling, domestic use at operational data centers, and filling fire-flow tanks. The boundary covers owned, leased, or controlled facilities and certain edge sites. That is an accounting choice by one provider, not a universal rule for every operator.
Create a one-line boundary statement before you analyze any number: “This figure covers [facility or fleet], [geography], [period], and [included operations]; it measures [withdrawal, consumption, or return] using [metered, estimated, or allocated] data.” If you cannot write that sentence, the figure is not ready for comparison.
Step 2: Build a source-by-source water balance
List each intake and each output separately. USGS water-use standards call for withdrawals, deliveries, or returns by source and water type, with an aquifer designation for groundwater where available.
Identify every source
- Municipal potable water: supplied through a drinking-water utility and usually competing directly with household, commercial, and public demand.
- Groundwater: identify the aquifer, well field, permit limits, and whether pumping can affect nearby wells, springs, streams, or dependent ecosystems.
- Surface water: identify the river, reservoir, or lake and the seasonal rules governing withdrawals.
- Reclaimed wastewater: document the treatment level, reliability, pipeline capacity, and whether the supply is available during drought restrictions.
- Recycled process water: describe what is recirculated, how often it is replaced, and what contaminants accumulate.
Also label whether water is fresh or saline and whether it is potable. A gallon of reclaimed water and a gallon of drinking water are not interchangeable from a community-planning perspective.
Record outputs and losses
Cooling systems can return blowdown with a higher concentration of dissolved minerals than the incoming water. Evaporation is usually consumption. Drainage from filtration, reverse-osmosis concentrate, and treatment residuals may be separate streams. Record discharge destination, flow, temperature, chemistry, permit limits, and treatment responsibility whenever those details are available.
A simple balance should reconcile the period as far as the evidence allows:

Total withdrawals = consumption + measured returns + transfers or reuse + change in storage + measurement uncertainty.
Do not force the equation to balance by silently treating missing data as zero. Show the uncertainty and explain which terms are estimated.
Step 3: Use WUE as an efficiency metric, not an impact verdict
The U.S. Department of Energy’s Federal Energy Management Program defines WUE as:
“WUE = (Annual Site Water Usage (liters))/(IT Equipment Annual Energy Use (kWh))”.
Free tools Windows power users keep installed

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
The unit is liters per kilowatt-hour. Lower WUE means less reported site water per unit of IT energy when the numerator, denominator, boundary, and measurement method are comparable.
What a WUE number can tell you
- How water intensity changes as cooling equipment, controls, climate, or operating practices change.
- Whether two facilities using the same definition and period have different water requirements per unit of IT work.
- Whether an operator’s efficiency is improving over time under a consistent boundary.
What WUE cannot tell you
- Whether the source is a stressed aquifer, a drought-sensitive reservoir, or a reliable reclaimed-water system.
- Whether use is concentrated in the hottest and driest weeks rather than spread evenly through the year.
- Whether the numerator is withdrawal, consumption, or another site-water quantity.
- Whether the facility’s discharge has enough quality and capacity margin at the receiving treatment plant.
- Whether off-site water used to generate the facility’s electricity is included.
Always publish the absolute annual and peak-period volumes next to WUE. A ratio can improve while total withdrawals rise if IT load grows faster than water efficiency.
An operator-reported example
Amazon Web Services reports a global data-center withdrawal WUE of 0.12 liters per kWh of IT load for 2025. The company also reports regional results and describes the measure as water withdrawn per kWh of IT load. This is a company-reported global aggregate, not independent site-level evidence and not a universal benchmark. Its usefulness depends on the stated boundary and on whether the comparison facility uses the same numerator and denominator.

Step 4: Separate direct cooling water from electricity-related water
Direct water is consumed or withdrawn at the data-center site. Electricity generation can create additional, off-site water use through cooling and fuel-cycle operations. The 2026 USGS science synthesis discusses both categories and warns that totals depend on the accounting boundary and the electricity-generation mix.
Report them as separate lines. Do not add a national or grid-average electricity-water estimate to a site’s metered cooling withdrawal and present the sum as a measured facility total. If an indirect estimate is used, identify the generation mix, geographic grid, time period, and method. A facility powered by a different mix, on-site generation, or a contracted supply may have a different indirect profile.
Step 5: Put the numbers in watershed and aquifer context
Annual volume alone cannot answer a local-supply question. The relevant comparison is the facility’s timing and location against available water, existing demand, ecological requirements, and infrastructure capacity.
USGS defines water availability as “the spatial and temporal distribution of water quantity and quality as it relates to the needs of humans and ecosystems.” That definition means a supply can look adequate in an annual average while being constrained during a summer drought, or abundant in volume while unusable because of quality.
Hydrologic checks
- Which watershed, sub-basin, aquifer, or reservoir supplies the facility?
- What are normal, dry-year, and drought-season flows or recharge rates?
- Does pumping lower groundwater levels or reduce connected streamflow?
- What minimum flows, habitat needs, or water-quality standards apply?
- Are other users already near legal, physical, or ecological limits?
Demand and infrastructure checks
- How much capacity remains in the drinking-water treatment plant, transmission mains, storage tanks, and peak-day allotment?
- What demand comes from households, industry, agriculture, irrigation, and public services?
- Can the wastewater plant accept the cooling blowdown’s flow, temperature, salinity, and chemical load?
- Are drought restrictions, curtailment tiers, or emergency-source rules triggered at the facility’s proposed volume?
The USGS National Water Availability Assessment provides national and regional resources on quantity, quality, supply, and demand, including a scientific report, modeled data companion, and key-findings materials. Use those resources for broad context, then verify site conditions with utility records, permits, basin plans, well data, and facility disclosures.

The 2026 USGS synthesis, citing the International Energy Agency’s 2025 work, gives an illustrative estimate that a 100-megawatt data center may consume 2 million gallons per day. That is not a default for every 100 MW facility: it is a cited estimate whose assumptions and attribution must remain attached. Cooling design, climate, load factor, water source, and accounting boundary can produce very different results.
Step 6: Examine seasonality and peak demand
Cooling demand often rises during hot weather, exactly when water supplies, rivers, and reservoirs may be under stress. Ask for monthly or daily withdrawals, not only an annual total.

Minimum seasonal dataset
- Monthly withdrawal and consumption by source.
- Maximum daily and maximum monthly demand.
- Cooling-system operating mode during heat waves.
- Drought-year performance and any restrictions or emergency deliveries.
- Seasonal wastewater flows and treatment capacity.
Compare the facility’s peak with the utility’s peak-day capacity and with other users’ simultaneous demand. A small annual share can still require expensive new wells, storage, pipelines, or treatment capacity if its peak arrives at the worst time.
Step 7: Test wastewater, blowdown, and reuse claims
“Reused water” is not a complete impact statement. The claim should identify the original source, the makeup-water source, the quantity recirculated, evaporation and other losses, the potable volume displaced, and the fate of concentrated salts and other residuals.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The Quincy reuse case
EPA case information reported through 2022 describes a reuse system in Quincy, Washington. The system is estimated to save 138 million gallons (522 million liters) of potable groundwater per year. It uses 260 million gallons (984 million liters) per year of Columbia Basin Project water as makeup water, primarily during summer. The makeup-water figure is not the same as potable-groundwater savings.
Mineral-rich cooling blowdown challenged the municipal wastewater reclamation facility. A dedicated reuse utility now treats and recirculates cooling water and manages concentrated salts in lined brine ponds. The case demonstrates both sides of reuse: it can reduce reliance on potable groundwater, while still requiring makeup water, evaporation management, treatment energy, and residuals disposal.
Questions for any reuse proposal
- What water source originally enters the system?
- How much makeup water is required by month and during drought?
- How much is lost to evaporation, purge, leaks, and treatment?
- What contaminants or dissolved solids concentrate in the loop?
- Where do blowdown and brine go, and who operates the treatment or disposal system?
- What potable demand is actually displaced, and is that displacement measured?
Step 8: Check permits, utility records, and evidence quality
Operator sustainability reports are useful disclosures, but they are not automatically independent verification. Pair them with public records whenever possible.
Evidence to collect
- Water-rights, groundwater, discharge, and air or cooling-system permits.
- Utility bills, meter records, allocation letters, and peak-demand schedules.
- Wastewater pretreatment agreements and treatment-plant capacity studies.
- Basin plans, drought declarations, aquifer-level data, and ecological-flow requirements.
- Environmental reviews, planning documents, and conditions imposed by regulators.
- Facility-specific monthly data rather than company-wide averages.
For each number, write down who measured it, when, where, the unit, the source type, the numerator definition, and the estimation method. Keep operator-reported figures clearly attributed. If a local conclusion cannot be supported because facility or watershed data are unavailable, say so directly instead of converting a national average into a site verdict.

| Comparison axis | Evidence to place side by side |
|---|---|
| Absolute demand | Annual and peak-season withdrawal, consumption, return, and storage changes. |
| Source and location | Potable share, reclaimed share, groundwater aquifer, surface-water body, and watershed. |
| WUE definition | Numerator, IT-energy denominator, site boundary, reporting year, and measurement method. |
| Discharge | Blowdown volume, salinity or other quality characteristics, treatment requirements, and receiving-system capacity. |
| Reliability | Drought exposure, seasonal supply, curtailment rules, and backup-source dependence. |
| Competition | Municipal, agricultural, industrial, and ecological demand drawing on the same source. |
| Reuse performance | Makeup source, recirculated volume, evaporation and purge losses, potable water displaced, and residuals management. |
A facility with a higher WUE can still be preferable if it uses non-potable water in a resilient basin and returns acceptable-quality water to a capable system. A facility with an impressive reuse percentage can still create stress if its makeup water arrives during a drought or its brine requires scarce treatment capacity.
A practical assessment worksheet
Use this checklist when reviewing a disclosure, permit application, or expansion proposal:
- Name the asset: record operator, street or service area, campus phase, and operating year.
- Fix the boundary: list buildings, leased or edge sites, cooling, domestic use, fire protection, construction, and any exclusions.
- Classify each flow: withdrawal, consumption, return, transfer, reuse, or indirect electricity-related use.
- Map sources: identify potable status, groundwater aquifer, surface-water body, reclaimed source, and watershed.
- Map destinations: identify sewer, treatment plant, surface water, groundwater recharge, brine pond, or other endpoint.
- Normalize units: convert gallons and liters consistently, retain the original unit, and preserve annual versus daily timing.
- Verify WUE: capture the exact numerator, IT-energy denominator, boundary, year, and whether it is withdrawal or consumption.
- Request peaks: obtain monthly, maximum-day, and drought-period figures.
- Check capacity: compare demand with water-treatment, transmission, storage, wastewater, and discharge limits.
- Check competing needs: include households, agriculture, industry, and ecosystems using the same water.
- Audit reuse: document makeup water, losses, displaced potable volume, treatment, and residuals.
- State the confidence level: distinguish metered data, modeled estimates, operator disclosures, and unresolved gaps.
Common interpretation errors
Using one annual number to answer a seasonal question
An annual average can hide a short period when cooling demand and community demand peak together. Request monthly and maximum-day data.
Calling withdrawal “consumption”
Water sent to a treatment plant is not automatically consumed, and water evaporated from a cooling tower is not the same as total withdrawal. Report both where possible.
Comparing WUE values with different boundaries
A site-only consumption WUE cannot be ranked against a global withdrawal WUE that includes domestic and fire-suppression water.
Treating reclaimed water as impact-free
Reclaimed water still requires a source, pumping, treatment, makeup water, and a plan for concentrated residuals.
Adding indirect electricity water without labeling it
Off-site generation water depends on the grid and accounting method. Keep it separate from measured on-site flows.
Recommended Free Tools
Assuming a national estimate describes one facility
The USGS-cited 2-million-gallon-per-day estimate for a 100 MW data center is illustrative context, not a site measurement.
What a defensible conclusion looks like
A strong conclusion names the facility and period, gives withdrawal and consumption separately, identifies the source and receiving system, describes peak timing, and explains how those flows compare with local supply, competing demand, ecological needs, water quality, and infrastructure capacity.
If those facts are missing, the correct conclusion is limited: the disclosed WUE or annual volume describes operational intensity, but the local-supply impact remains unresolved. That is more accurate than declaring a facility sustainable or harmful from a single ratio.
