Assess a bank’s commercial real estate (CRE) loan exposure by first defining which loans count, then measuring their size and growth against capital, examining concentrations and credit quality inside the portfolio, and judging whether the bank’s controls, capital, reserves, and funding can absorb the risks. A high ratio is a warning signal to investigate—not proof that a bank is unsafe. The federal banking agencies’ concentration indicators are supervisory screening tools, not universal lending limits.

What a CRE exposure assessment can—and cannot—tell you

A CRE assessment asks more than how many loans a bank has secured by commercial property. It asks whether repayment depends on property income, sale, or refinancing; whether loans share vulnerabilities such as property type, location, or maturity; and whether the bank can identify and manage losses if conditions worsen.

The same headline concentration can mean different things at different banks. A portfolio’s risk depends on its composition, underwriting, borrower capacity, market conditions, management, capital, and available reserves. Conversely, a moderate overall ratio can conceal a substantial exposure to one property type, local market, borrower, or refinancing period.

This is an assessment framework, not a finding about a particular bank. To reach a bank-specific conclusion, use that institution’s applicable quarterly regulatory filings and published financial disclosures. Public disclosures may not provide every detail needed to evaluate loan-level risk or internal stress testing.

Define which loans belong in the CRE portfolio

Start with the repayment source and the loan’s sensitivity to property-market conditions, not just the collateral. The federal banking agencies’ December 6, 2006, Interagency Guidance on Concentrations in Commercial Real Estate Lending; Sound Risk-Management Practices focuses on loans whose primary repayment source is property cash flow, property sale, refinancing, or permanent financing, and whose risk is sensitive to the general CRE market.

The guidance includes land development and construction loans, other land loans, multifamily loans, qualifying nonfarm nonresidential property loans, and certain REIT or developer exposures closely linked to CRE markets. It excludes nonfarm nonresidential loans primarily repaid from the ongoing operations of the property owner or an affiliate—even when commercial real estate secures the loan. That distinction matters: a business loan secured by a building is not automatically equivalent to a loan whose repayment depends on the building’s income or value.

Regulatory report categories provide a consistent starting point. The OCC’s Commercial Real Estate Lending handbook points to Call Report Schedule RC-C loan categories for supervisory calculations. But a reporting category can combine loans with different risk profiles. State exactly which line items and definitions you use, and apply the same definition across periods and banks. Otherwise, an apparent change in concentration may reflect a changed classification rather than a changed portfolio.

Record a usable portfolio definition

  • List the regulatory loan categories included and excluded, including how you treated multifamily, land, construction, and qualifying nonfarm nonresidential loans.
  • State whether any REIT or developer exposure is included and the reason for its inclusion.
  • Keep the definition consistent for the numerator, the 36-month growth calculation, and every bank or quarter in a comparison.
  • Where published data allow, supplement reporting categories with the bank’s own portfolio breakdowns. Do not split exposures into arbitrary small categories that obscure a meaningful concentration.

Calculate concentration and growth against capital

Use reported total risk-based capital as the denominator and disclose the numerator. The two interagency indicators below identify institutions that may warrant additional supervisory analysis; neither is a lending limit, a universal risk boundary, nor a safe harbor.

Screening indicator Calculation How to interpret it
Construction, land development, and other land loans Those loans equal 100% or more of total risk-based capital. A preliminary indicator of potentially significant concentration risk under the 2006 interagency guidance—not proof of loss or insolvency.
Broader CRE portfolio Total CRE loans, as defined in the guidance, equal 300% or more of total risk-based capital, and the CRE portfolio has grown by 50% or more during the prior 36 months. Both conditions are part of this indicator. Meeting them calls for closer analysis; it does not by itself establish that the portfolio is unsafe.

For a transparent calculation, show the components rather than publishing only a percentage:

  • Construction/land concentration: qualifying construction, land development, and other land loans ÷ total risk-based capital × 100.
  • Broader CRE concentration: CRE loans under the stated guidance-based definition ÷ total risk-based capital × 100.
  • 36-month growth: (current CRE balance − CRE balance 36 months earlier) ÷ CRE balance 36 months earlier × 100.

Use comparable reporting dates and the same loan definition in both growth balances. A ratio can rise because the loan balance grew, because capital declined, or because both changed. Show the capital and CRE balances alongside the ratio when available so a reader can distinguish these causes. Do not substitute a different capital measure in one period or for one bank without explaining the change.

The agencies explicitly state that their guidance does not establish a CRE concentration limit applicable to all institutions. A bank below the indicators can still have a risky office, geographic, borrower, or construction concentration, weak underwriting, or inadequate risk controls. A bank above them may have mitigating characteristics and strong management. The Federal Reserve’s February 2026 Commercial Bank Examination Manual likewise frames the assessment around the portfolio’s inherent risk and the bank’s ability to manage it.

Look beyond the headline ratio

Break the portfolio into segments that could respond to the same stress. The bank’s total CRE-to-capital ratio cannot show whether one market, borrower group, or repayment window dominates the risk. Where disclosures permit, examine the following dimensions together rather than treating each as an isolated statistic.

Property type, location, and sources of income

  • Property type: separate office, multifamily, retail, industrial, hotel, construction and development, and other relevant categories. Property types have different operating and valuation drivers; an aggregate CRE number hides those differences.
  • Geography: identify local markets and economic dependencies. A downturn affecting a regional employer or industry can create correlated stress across otherwise separate properties.
  • Tenants and tenant industries: examine reliance on large tenants, tenant concentration, and exposure to industries facing similar pressures. A property’s repayment capacity may depend heavily on occupancy and the ability of tenants to pay.
  • Borrowers and developers: look for repeated exposure to the same sponsor, developer, guarantor, or related borrowers. Multiple properties do not necessarily diversify risk if repayment ultimately depends on the same party.

For office exposure specifically, seek a disclosed office-loan balance or share of CRE, and distinguish it from general nonfarm nonresidential loans if the bank provides that detail. Then examine geographic and tenant concentration, occupancy or leasing information if disclosed, loan maturities, credit quality, and reliance on refinancing. If the bank does not publish a separate office figure, do not infer one from a broader category; state that the public disclosure does not establish the office exposure.

Loan purpose, structure, and maturity

  • Purpose and phase: distinguish construction, short-term bridge financing, and permanent financing. Construction loans can involve unfinished projects and ongoing funding needs; bridge loans may depend on a later sale or refinancing; permanent loans may still face repayment pressure at maturity.
  • Rate structure: separate fixed-rate and adjustable-rate loans. Changes in rates can affect borrower payments, property cash flow, and the amount of debt a property can support.
  • Maturity schedule: identify when loans mature and whether maturities cluster in particular periods. A concentration of loans coming due can increase dependence on refinancing or property sales at the same time.
  • Repayment path: identify loans whose repayment depends on property sale, refinancing, or permanent financing. An existing payment history does not by itself establish that the borrower can refinance the balance at maturity.

To assess whether loans can be refinanced, look for maturity dates, outstanding balances, property cash flow, loan terms, and disclosed underwriting or refinancing assumptions. A bank-wide CRE balance alone cannot answer the question. Refinancing depends on conditions at maturity and the borrower and property’s ability to support new financing; the assessment should identify the exposure to that uncertainty rather than assume either successful refinancing or failure.

Credit quality and underwriting signals

Review risk ratings and their migration over time, delinquencies, nonaccrual loans, classified loans, modifications, policy exceptions, loan-to-value (LTV), and debt-service coverage. These measures answer different questions. For example, a loan’s LTV relates the balance to collateral value, while debt-service coverage relates property income to required debt payments. Neither measure alone captures every repayment risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look for direction as well as level: weakening ratings, growing delinquencies, more modifications, or rising exceptions can signal deterioration even before a headline loss measure changes. Consider whether the bank reports these measures consistently and whether its classifications and allowance methodology reflect the risks in the portfolio.

Test how the portfolio could respond to stress

The interagency guidance calls for portfolio-level stress testing or sensitivity analysis that quantifies how changing conditions could affect asset quality, earnings, and capital. The test should fit the bank’s portfolio size, complexity, and risk—not rely on a generic scenario that misses its principal vulnerabilities.

Relevant sensitivities include changes in rents and vacancies, property values and capitalization rates, borrower cash flow, interest rates, and the availability of refinancing. Ask whether the analysis combines related pressures where appropriate. For example, a portfolio with refinancing exposure should be evaluated for the effect of weaker property cash flow and less available refinancing, not only for a change in property values in isolation.

Useful disclosures or examination findings would clarify which exposures were tested, what assumptions were used, and the resulting effects on credit quality, earnings, and capital. If those details are not public, do not claim that a bank has or lacks a particular stress-testing capability based only on its aggregate CRE ratio.

Judge management, capital, reserves, and funding

A concentration becomes more or less concerning depending on the controls around it. The interagency guidance calls for oversight, systems, market analysis, credit standards, risk review, and stress testing that are commensurate with the portfolio. Assess whether board and management policies set measurable limits by property type and loan structure, and whether management monitors exceptions and emerging concentrations.

Underwriting and construction oversight

Review whether credit decisions evaluate collateral values, borrower equity and net worth, property cash flow, and debt-service coverage. Exceptions should be limited, approved, documented, and reported. For construction exposures, controls should monitor loan disbursements, construction progress, presales or preleasing, and whether the borrower continues to contribute the required equity.

Capital and credit-loss allowances

Do not apply a single assumed capital add-on to every concentrated bank. The Federal Reserve’s February 2026 examination manual says the assessment considers CRE risk alongside management expertise, historical performance, underwriting, risk-management practices, market conditions, and reserves allocated for CRE concentration risk. Examine capital in relation to the portfolio’s particular risks and the bank’s ability to absorb losses. Review credit-loss allowances and the methodology and assumptions behind them where disclosures make that possible.

Liquidity and funding

Credit losses are not the only concern. The FDIC’s December 18, 2023, advisory emphasizes that liquidity and funding risks can compound lending risks at CRE-concentrated institutions, alongside the importance of strong capital, appropriate credit-loss allowances, and robust credit-risk management. Consider whether the bank’s funding position could remain resilient if CRE borrowers weaken or confidence and liquidity come under pressure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Diversification, presales or take-out commitments, and the ability to sell or securitize loans can mitigate a concentration. Describe these as mitigants, not as reasons to remove the loans from the measured exposure. A mitigation is useful only to the extent it is credible and relevant to the risk being assessed.

Use current supervisory context carefully

The Federal Reserve’s June 2026 Supervisory Developments report says that, as of 2025 Q4, most CBO and RBO banks had lower levels of past-due and classified loans than their average over the previous 10 years. The report attributes this observation to internal supervisory databases, so it is not a public bank-by-bank statistic and should not be used to infer the condition of an individual bank.

The same report says CRE delinquencies remained above their averages from the past decade, notes that office-space demand had not returned to pre-pandemic levels, and identifies office and multifamily as supervisory focus areas. It says supervisors were monitoring delinquencies and modifications, underwriting, classifications, and credit-loss reserve methodologies and levels. The material does not provide a numeric CRE delinquency rate, so no specific rate should be inferred from those statements.

Compare banks on consistent terms

Before ranking institutions, align their reporting periods, portfolio definitions, and capital measures. Differences in business model and loan mix can make the same ratio carry different implications. A comparison is more informative when it tests multiple dimensions rather than treating the largest CRE-to-capital ratio as the automatic worst result.

Comparison area What to examine
Scale and growth CRE-to-capital and construction-to-capital ratios, portfolio balances, and growth over the same 36-month period.
Concentration Property types, geographies, major borrowers or developers, tenants, and tenant industries.
Repayment and refinancing Loan structures, fixed or adjustable rates, maturity windows, and dependence on property sale or refinancing.
Asset quality Risk-rating migration, delinquencies, nonaccruals, classifications, modifications, LTV, debt-service coverage, and policy exceptions.
Risk capacity and controls Stress-test quality, underwriting, risk review, capital, credit-loss allowances, liquidity and funding, and management capability.

Explain material business-model differences before interpreting the results. Official guidance recognizes that CRE risk varies by loan type and that manageable concentration levels depend on portfolio characteristics, management, and capital. If a comparison uses different definitions or reporting dates, label the figures as non-comparable rather than presenting a precise ranking.

A practical assessment sequence

  1. Collect comparable disclosures. Gather quarterly regulatory filings and published financial disclosures for the same reporting dates. Identify available loan categories, total risk-based capital, asset-quality measures, and any portfolio breakdowns.
  2. Write down the CRE definition. Specify the included and excluded categories, following the guidance-based repayment and market-sensitivity distinction. Keep that definition fixed across dates and institutions.
  3. Calculate the two screening ratios and growth. Show numerator, denominator, date, and calculation for each. Compare broader CRE with the 300%-of-capital indicator only in conjunction with the 50%-over-36-month growth condition; assess construction and land loans against the separate 100% indicator.
  4. Map concentrations and maturities. Break out property type, geography, borrower, tenant, purpose, loan structure, and refinancing windows where data permit. Mark which material categories are not separately disclosed.
  5. Evaluate credit quality and risk management. Track ratings, delinquencies, classifications, modifications, exceptions, underwriting measures, stress testing, capital, allowances, liquidity, and management controls.
  6. State a qualified conclusion. Separate measured exposure from risk interpretation. Explain the main vulnerabilities, meaningful mitigants, data limitations, and why a screening indicator does or does not warrant closer attention. Do not label the bank safe or unsafe based on a single ratio.
