Say, calmly and clearly: “I’m not comfortable being recorded. Please stop filming me.” If the person refuses, do not argue about the law or touch them or their device. Repeat the request once if it feels safe, move toward other people or venue staff, and report threatening, persistent, or criminal conduct through the appropriate local channel.
A request is not a universal legal command. Whether someone may record, whether audio changes the analysis, and what happens if the footage is published depend on your country or state, the place, the recorder’s role, the conduct, and how the footage is used.
Use a short, direct script
Use a neutral voice, keep space between you and the recorder, and name the action you want. Avoid insults, threats, or an argument about privacy law in the moment.

If the person claims they are allowed to record
“I understand you may see it that way. I’m asking you to stop because I don’t consent to being filmed.” This states your position without claiming that your objection automatically makes the recording unlawful.
If recording continues
“I’ve asked you to stop. I’m going to speak with staff, security, or the event organiser now.” Then move toward that person if it is safe to do so.
If the recording is on managed premises
“Could you tell me the recording policy here and help address this?” Ask a responsible employee, organiser, or security officer to explain and enforce the venue’s policy. A venue’s rules may differ from the law that applies on a public street.
Scripts when you need more distance
If you cannot safely approach, speak from a distance or ask a companion to make the request: “Please keep your distance and stop recording me.” If you are leaving, you can say, “I’m leaving now. Do not follow me.” These statements communicate a boundary without threatening retaliation or asserting a legal conclusion.
Put safety before winning the argument
Practical safety matters more than persuading a stranger. If the interaction feels threatening, end the conversation and create distance.
- Move toward a staffed area, a group of people, or a well-lit public place.
- Keep your hands off the person, phone, camera, smart glasses, or other equipment. Trying to take or delete a device can escalate the situation and create legal problems.
- Do not block the person’s path, follow them, or threaten retaliation.
- Ask a nearby employee, organiser, guard, or trusted companion to stay with you.
- If there is immediate danger, leave and contact local emergency services. Singapore’s official guidance, for example, directs people who need immediate police assistance to call 999; that number is specific to Singapore, not a universal emergency number.
The wording above is practical communication advice. No authoritative source establishes that it will make a person stop or that it compels compliance.

What to do when the person refuses
- Decide whether another sentence is safe. If the person is calm and you are in a populated place, repeat your request once. If they are aggressive, skip this step.
- Disengage. Walk toward staff, security, an organiser, or another safe location rather than continuing a debate.
- State the factual problem to the responsible person. Explain where it happened, what the person did, whether they followed you, and whether audio, threats, intimate imagery, or physical obstruction is involved.
- Ask what policy applies. On transport, at work, in a shop, at an event, or in a school, the organisation may have a recording or harassment policy even when the general law does not require a bystander to stop.
- Preserve relevant information without escalating. Note the time, location, description of the person, witnesses, and any account or link if footage is later posted. Do not trespass, seize equipment, or encourage others to harass the recorder.
- Use the appropriate official route. Report suspected criminal conduct to local police or another named authority in your jurisdiction. For a legal claim, consult a lawyer or local legal-aid service that knows the law where the recording occurred.

- Am I safe right now? If not, leave, attract attention, and seek emergency help rather than continuing the conversation.
- Who is recording? A private individual, police officer, employer, venue, broadcaster, or contractor may be subject to different policies and laws.
- Where am I? A street, shop, workplace, school, transport system, or ticketed event can have different rules and different people who can intervene.
- What exactly is being captured? Visible video, audio of a private conversation, intimate imagery, or a camera that follows you can raise different concerns.
- What happened after I objected? One brief clip is different from repeated following, threats, blocking, or attempts to identify and contact you.
- Has anything been shared? Uploading, tagging, threatening distribution, or using footage to target you may require a separate response.
This checklist helps you describe facts accurately; it does not determine whether a law was broken.
Choose your next step by the situation

Why the law is different from place to place
There is no single “public recording” rule that applies everywhere. The relevant questions commonly include whether you had a reasonable expectation of privacy, whether the recording includes audio, whether the recorder is an official or private individual, whether the conduct is persistent or threatening, and what happens to the footage afterward.
United States: police body-worn cameras
The Bureau of Justice Assistance’s BWC Toolkit says officers should be sensitive to the privacy and dignity of people being recorded and, in general, should stop recording when requested if privacy concerns outweigh legitimate law-enforcement interests. It also describes recording the request and verbally stating that the camera is being turned off. This is guidance for law-enforcement body-camera programs. It does not create a universal rule requiring a private person with a phone to stop filming.
United Kingdom: recording a stop-and-search encounter
The College of Policing says members of the public may film or otherwise record a stop-and-search encounter provided doing so does not put anyone’s safety at risk. In that specific policing context, officers cannot stop the recording, seize it, or compel deletion unless there is a safety risk. That narrow rule should not be generalized to every public interaction or every type of recording.

United Kingdom: smart glasses and later publication
A UK Parliament written answer from the Department for Science, Innovation and Technology, answered 30 June 2026, says people may lawfully use smart glasses in public consistently with freedom of expression. It also says that recording people to cause alarm or distress or for sexual gratification may constitute offences. The answer does not say that every non-consensual public recording is unlawful.

The same answer distinguishes capture from later publication. Once images are uploaded, people may make UK GDPR requests to platforms, and platforms have duties concerning illegal material under the Online Safety Act. The available remedy depends on the facts and the platform’s role.
Singapore: deliberate filming and publication
Singapore’s Ministry of Digital Development and Information wrote on 9 September 2026: While filming another person in a public place, including after the person has objected, is not inherently unlawful, the Protection from Harassment Act provides recourse against harassment and stalking…
The statement is Singapore-specific and qualified by the circumstances and subsequent conduct.
The ministry explained that harassment or stalking remedies may apply in appropriate cases, and that voyeurism and distribution offences may apply in others. Certain online harms can be referred to the Online Safety Commission. It advised reporting suspected criminal conduct to police and using 999 when immediate police assistance is required.

Washington LawHelp explains that recording law depends partly on whether people have an expectation of privacy and describes consent requirements for private communications in Washington. Those rules concern Washington and should not be transplanted to another state or country. Audio can change the analysis even when video is taken in a place open to the public.
United Kingdom: an organisation’s use of your information
The UK Information Commissioner’s Office says a person can ask an organisation to stop using personal information. If you withdraw consent previously given for an organisation’s use, it must stop that use; an objection applies only in certain circumstances. This guidance concerns an organisation’s processing of personal information. It does not automatically require a private bystander to stop filming.
Recording and publication are separate problems
Someone may have been permitted to capture a scene yet still create a different legal or policy issue by uploading it, identifying you, using it to threaten or stalk you, or attaching abusive commentary. Conversely, a later complaint about a platform or organisation does not necessarily make the original filming unlawful.

If footage appears online:
- Save the exact page address, account name, date, and screenshots before content changes.
- Use the platform’s reporting route for threats, intimate imagery, harassment, or other prohibited content.
- Ask an organisation that controls the information about its removal or use policy. In the UK, the ICO’s guidance describes requests concerning organisational use of personal information and the limits of an objection.
- Seek local legal advice when the material is intimate, defamatory, threatening, part of stalking, or causing a concrete safety risk.
Special circumstances that need faster help
Audio or a private conversation
Consent rules for recorded conversations can differ from rules for visible video. Do not assume that being outdoors settles the audio question. Washington LawHelp’s explanation of private communications illustrates why location, privacy expectations, and the jurisdiction’s consent rule matter.
Intimate imagery or voyeurism
Tell staff or police that the issue involves intimate imagery or sexual conduct, not merely unwanted filming. The UK parliamentary answer identifies recording to cause alarm or distress or for sexual gratification as conduct that may constitute offences; Singapore’s ministry likewise notes that voyeurism and distribution offences may apply there.
Following, threats, or repeated targeting
Describe the pattern, not just one clip: how long the person followed you, what they said, whether they blocked you, and whether they contacted or threatened you afterward. Persistent conduct can change the available harassment or stalking remedies. Do not attempt to investigate or confront the person alone.
How to explain the incident when asking for help
Give staff, security, or police a concise factual account:
- Place and time: the exact area and when the filming began.
- Conduct: what the person recorded, whether they followed, blocked, threatened, or touched anyone, and whether there was audio.
- Your request: the words you used and the person’s response.
- Identification: clothing, distinguishing features, companions, vehicle, or account name, if known.
- Evidence and witnesses: saved links, screenshots, messages, and names of people who saw what happened.
Stick to observable facts. Avoid guessing the person’s motive or asserting a legal conclusion you cannot verify.
Common mistakes to avoid
- Claiming “you have to stop because I said so.” An objection communicates your boundary but does not establish one worldwide legal rule.
- Arguing about statutes in the street. A short request and safe exit are usually more useful than a legal debate.
- Grabbing the phone or demanding deletion. Physical interference can escalate the encounter and may create a separate dispute.
- Assuming a public place means anything goes. Harassment, stalking, voyeurism, threats, audio recording, and later publication can be treated differently.
- Assuming a public-place objection ends all organisational use. A venue, employer, or platform may have its own policy and legal obligations; ask which one applies.
- Using an emergency number from another country. Contact the emergency service for the jurisdiction where you are; Singapore’s 999 example is not a general instruction.
When to get local legal advice
Obtain jurisdiction-specific advice if you need to make a claim, received a threat, are being followed, suspect intimate-image or voyeurism conduct, recorded a private conversation, or want material removed from a platform. The applicable law may depend on your state, country, venue, the presence of audio, and the later use of the footage. General guidance cannot determine the outcome for an individual incident.

Can I legally force someone to stop filming me in public?
Usually, you cannot assume that a personal request compels a private person to stop. Public-recording rules differ by jurisdiction and circumstances. Ask clearly, avoid physical interference, and seek staff, security, police, or legal advice when the conduct becomes threatening, persistent, intimate, or otherwise harmful.
What should I say if the person keeps recording?
Repeat once if it feels safe: “I’ve asked you to stop. I’m going to speak with staff or security now.” Then disengage and move toward other people. Do not debate statutes, follow the recorder, block them, or try to take the device.
Does recording audio change the situation?
It can. Consent requirements for a private conversation may differ from rules for visible video in a public place. What if the recorder is police or another official?
Ask what policy governs the recording and state your privacy concern without touching the equipment. What if the video is uploaded later?
Save the URL, account name, date, screenshots, and messages. Report threats, intimate imagery, harassment, or other prohibited material to the platform. Publication can raise different privacy, harassment, data-protection, or online-safety issues from the original filming, so seek advice in your jurisdiction.
Is filming after I object illegal in Singapore?

Can I demand that a venue delete the footage?
Ask the venue for its recording, retention, and complaint policy and explain your concern. An organisation may have duties concerning personal information, but a request does not automatically require deletion or stop every use. The UK ICO describes limits on objections and withdrawal of consent for organisational processing.

Should I record the recorder as evidence?
Only if doing so is safe and lawful where you are. Do not escalate or pursue the person. It is often safer to note the time, place, description, witnesses, and online account, then provide those facts to staff, security, police, or a lawyer.
