To preserve a public construction dashboard, save more than a screenshot: record the project and agency, source URL, UTC capture time, pages and assets in scope, a readable PDF or image, and—when possible—a replayable WARC or WACZ capture with logs and checksums. A bookmark preserves only a changing address, not what the dashboard displayed on a past date.
What a defensible dashboard archive contains
A construction-status page can change its text, charts, map layers, downloadable files, URL, or entire site without notice. The Library of Congress describes web preservation as creating a reproducible copy of how a site appeared at a particular point in time. The National Archives and Records Administration (NARA) likewise treats trustworthy records as records that remain reliable, authentic, intact, and usable.
For a useful and defensible record, preserve these layers together:

- Identity: project name, agency or owner, programme or contract name, and the status period shown.
- Provenance: the original URL, related document URLs, UTC capture timestamp, operator, and tool or browser version.
- Content: the visible status, dates, percentages, milestones, notices, images, maps, downloadable reports, and data feeds.
- Structure: a site map or crawl record showing relationships among the dashboard, linked pages, APIs, documents, and media.
- Integrity evidence: capture logs, file hashes, version history, and controlled storage.
- Limitations: blocked scripts, authentication requirements, robots restrictions, failed requests, missing data, or content that was generated only after an interaction.
A screenshot or PDF is an excellent human-readable exhibit, but it is not a complete copy of an interactive site. It may omit links, embedded files, filters, map tiles, or the data feed that produced a chart.

Choose the capture level before you begin
Use the least complex method that still answers your future question. If someone only needs to read the status as it appeared on a date, a PDF and image may be sufficient. If the record may support an audit, public-records request, dispute, or later reconstruction, preserve the page and its associated assets as well.

NARA recommends choosing controls and snapshot frequency through risk assessment. The Library of Congress notes that collection scope and frequency vary by site. There is no universal “capture every week” rule.
Step 1: define the project, scope, and date
- Name the record. Write the project, agency or owner, contract or programme identifier if available, and the status period the dashboard claims to represent.
- Record the seed URL. Copy the complete address, including path and query string. Record the page title and the UTC time before interacting with it.
- Map what is in scope. List linked status pages, downloadable reports, meeting minutes, maps, image galleries, embedded dashboards, API endpoints visible in developer tools, and files linked from the page.
- Set boundaries. Decide whether external domains, historical reports, social posts, or unrelated agency pages belong in this archive. Write the decision down rather than silently collecting everything.
- Choose the evidence question. For example: “What completion percentage and target date did the owner publish on 15 October 2026?” The question determines which filters, tabs, map layers, and downloads must be captured.
The seed URL is only an entry point. LOC guidance describes collecting associated HTML, CSS, JavaScript, images, PDFs, audio, and video when they are needed for a reproducible copy.
Step 2: make a point-in-time browser record
Use a clean browser profile or private window so a personal login, extension, or cached session does not alter the result. Keep the system clock synchronized and record UTC rather than relying on a local time zone.
- Open the seed URL and wait until the status text, charts, map, and progress indicators finish loading.
- Record the visible project name, reporting period, headline status, milestone dates, completion figures, warnings, and “last updated” label in a plain-text index.
- Open every in-scope tab, accordion, filter, and map layer. Capture each meaningful state separately; do not assume the default view contains all public information.
- Download linked PDFs, spreadsheets, images, and reports using their original filenames. Preserve the source URL for each file.
- Use the browser’s print dialog to create a PDF. Include the URL, date, and page numbers in headers or footers when the browser offers those controls.
- Save full-page screenshots at a readable scale. For a map, record the zoom level, visible legend, selected layers, and any date or filter control.
- Export a text index containing the project identity, UTC timestamp, URL scope, visible values, and anything blocked or missing.
A screenshot should show enough surrounding context to identify the page, not just a cropped number. Keep the original, unedited capture. If you create an annotated copy for a report, store it beside—not instead of—the original.

Step 3: preserve the interactive site when the record needs more than a picture
For material likely to be challenged or reused, create a replayable capture in WARC or WACZ when your organization’s tools support it. These formats can retain HTTP responses and relationships among pages and assets so a reviewer can replay the captured experience rather than trusting a flat image.
- Start from the seed URL and crawl only the written scope.
- Allow the crawler to fetch linked HTML, stylesheets, scripts, images, PDFs, and data responses required by the dashboard.
- Capture important interaction states explicitly: selected date ranges, filters, map layers, and expanded panels.
- Save the crawl log, site map, start and end times, tool version, configuration, and any exclusions.
- Review the replay immediately. A successful download is not proof that a chart or map rendered correctly.
- Record failures such as bot checks, robots restrictions, timeouts, authentication, rate limits, or APIs that returned data only to a live session.
Do not describe an incomplete crawl as a complete copy. A precise limitation note is more useful than silently presenting missing assets as if they never existed.
Step 4: create a readable companion record
Keep a small index file with every capture. A practical filename pattern is project-dashboard-2026-10-15T14-30-00Z, followed by a folder for the PDF, images, downloaded files, replayable capture, and logs.
The companion record should include:
- Project and agency names, status period, and source URL.
- UTC capture start and finish times, operator, browser or capture-tool version, and configuration.
- Visible status values, progress claims, milestone dates, and “last updated” text.
- Every URL and file collected, with a short description of its relationship to the dashboard.
- Interactive states captured and states that could not be reproduced.
- Errors, blocked resources, authentication boundaries, robots instructions, and missing or delayed data.
- Hash values for each preserved file and the location of the controlled master copy.
Step 5: hash, store, and control access
A checksum helps show that a file has not changed after capture; it does not prove that the original page was truthful. Generate hashes after the files are complete, store the hash list separately from the working copy, and verify it after transfers.
Keep a read-only master in a controlled repository with documented access permissions. Maintain a working copy for analysis and a separate preservation copy. Record who performed each transfer and when. Apply the organization’s retention schedule, privacy rules, and public-access policy; a public page can still contain personal information in comments, staff directories, or embedded documents.

For public-records programmes, contact the responsible records officer or archive before the dashboard is retired. UK National Archives guidance recommends planning web archiving during new development or major redevelopment and distinguishes web archiving from making an ordinary backup copy.

Capture at milestones—such as notice to proceed, major design changes, substantial completion, and closeout—and more often when the schedule changes quickly or the project is controversial. Increase frequency when the owner has announced a redesign, moved URLs, replaced data feeds, or indicated that a page will be removed.
Maintain a change log with one entry per event:
- Content change: a percentage, date, statement, chart, or file changed.
- Location change: the URL moved or redirected.
- Structural change: navigation, page hierarchy, embedded provider, or API changed.
- Availability change: the page became blocked, blank, retired, or intermittently reachable.
Compare both the human-readable exhibits and the replayable captures. A changed screenshot can show what a reader saw; a changed URL or data feed explains why an automated check might otherwise appear to fail.

Troubleshooting common capture failures

Cost, performance, and reliability decisions
- Scope controls cost. Collecting every linked asset and interaction is slower and larger than preserving a single exhibit. Define scope before crawling.
- Frequency follows risk. A milestone-only schedule may suit a stable page; a disputed or rapidly changing schedule needs more frequent snapshots.
- Review beats volume. A hundred automated captures with no failure review can be less reliable than a smaller set with a checked log and companion record.
- Keep two kinds of evidence. The screenshot or PDF is easy for a reviewer to read; WARC/WACZ or another replayable capture is better for links and associated assets.
- Separate availability from authenticity. A successful HTTP response does not prove that the agency authored the content or that a data feed was complete. Preserve provenance and limitations.
Handoff and public preservation
When the project enters a formal records process, send the archive package—not just a link—to the responsible records officer or public archive. Include the index, site map, capture logs, checksums, readable exhibits, replayable files, and the change log. Confirm the receiving organization’s preferred format, retention period, access restrictions, and metadata requirements.
Plan this handoff before retirement or redevelopment. A dashboard that has already disappeared may leave no practical way to recover its filters, embedded files, or historical data feed.

- Identify the project, agency, URL, and status period.
- Record UTC capture time, operator, and tool version.
- Save a screenshot or PDF for quick reading.
- Capture linked assets and, where feasible, a WARC or WACZ replay.
- Save URL scope, site map, crawl log, and checksums.
- Note blocked scripts, authentication, robots restrictions, and missing data.
- Repeat at milestones or another risk-based interval.
- Store master and working copies under documented retention and access controls.
- Provide the package to the responsible records officer or archive when required.
Frequently Asked Questions
Is a screenshot by itself enough to prove what a dashboard said?
It proves what was visible in that image at the recorded time, but it may not preserve links, filters, map layers, downloads, or the underlying data feed. Pair it with a timestamped index and, when the matter is important, a replayable capture.
What should I do if the dashboard requires a login?
Do not bypass access controls. Record the public URL, document the authentication boundary, preserve any authorized public export, and note that the unavailable material was outside the captured scope.
