Use a two-layer record. First, create a human-readable full-page screenshot or PDF that shows the rendered construction page, title, visible URL, capture date and time, and all relevant scrolling content. Then preserve the underlying web record—HTML, CSS, images, linked PDFs and other files, or a WARC capture—so the exhibit is backed by the page structure and assets that produced it.
A screenshot proves what a page looked like at capture time, but it does not preserve every link, script, metadata field or piece of context. For a permit, inspection result, plan-review comment, notice, meeting minute or change order that may be challenged later, retain the screenshot together with provenance, a URL inventory or site map, integrity hashes and a documented recapture procedure.
Why a full-page screenshot is useful—and why it is not the whole archive
A full-page capture is the quickest exhibit for a human reviewer. It keeps the visual layout, headings, status labels, revision text, tables and rendered attachments visible in one readable artifact. That makes it useful in project meetings, handover packages and an initial review of what a public portal displayed.

The U.S. National Archives and Records Administration (NARA) says that a trustworthy web record is “complete and unaltered” and that static screenshots are not sufficient as the permanent transfer format for web content. NARA also advises using a method or combination of methods that captures the complete record.

For important construction records, treat the screenshot or PDF as the readable exhibit and the HTML/assets or WARC capture as the preservation layer. The Library of Congress describes its goal as creating a reproducible copy of how a site appeared at a particular point in time. That combination gives a reviewer something easy to read while preserving a path back to the captured web structure.
1. Define exactly what belongs in the construction record
Start with a scope list before opening the browser. Construction information is often distributed across a project portal, a permit database and linked document pages. Include the pages and files that explain the decision, not just the landing page.
- Permit applications, issued permits, amendments and expiration notices.
- Plan-review comments, responses, resubmittals and approval letters.
- Inspection requests, results, correction notices and sign-offs.
- Public notices, hearing material and meeting minutes.
- Procurement pages, bids, awards, change orders and notices to proceed.
- Linked drawings, specifications, photographs, reports and downloadable PDFs.
- Status, revision, effective-date and contact information shown on the portal.
Give each item a stable project identifier in your inventory. If a portal exposes several views of the same record, capture the search result, the detail page and the linked document rather than assuming one URL contains everything.
2. Record provenance before you capture
Write the capture context first. This prevents a later reviewer from confusing a redirected session URL, a stale cache or a similarly named project with the record you intended to preserve.
- Exact URL entered, including the original URL before any redirect.
- Project number, permit number or other identifier.
- Page title as displayed.
- Observed capture date and time in UTC, with the local time zone noted separately if useful.
- Operator or service account that performed the capture.
- Browser and version, or the capture service and API request.
- Reason for capture, such as issuance, inspection result, revision or dispute hold.
- Access state: public page, authorized account, or another permitted access method.
Keep the original URL even when a portal creates a temporary session link. Store the final resolved URL as an additional field, not as a replacement.
3. Capture a readable full-page exhibit
Browser print-to-PDF
- Open the exact record URL in an authorized browser session.
- Wait for the page to finish loading. Scroll through the page once so lazy-loaded tables, images and attachments appear.
- Check the heading, project identifier, status or revision text and any dates that establish what the page represents.
- Use the browser print command (usually Ctrl+P on Windows/Linux or Command-P on macOS) and choose Save as PDF. Enable headers and footers only when they add useful URL or date information without obscuring the record.
- Use the print preview to confirm that tables are not clipped and that every relevant section is present. If a very long page becomes unreadable, export clearly numbered parts such as 01-of-04 through 04-of-04 rather than shrinking the page to illegible text.
- Save the PDF with a deterministic name containing the project identifier and UTC timestamp, for example
PRJ-1842-inspection-2026-10-16T14-30-00Z.pdf.
Browser full-page image
A full-page PNG, JPEG or WebP is useful when visual fidelity matters more than selectable text. In Chromium-based browsers, open Developer Tools, use the Command Menu and choose the full-size screenshot command; labels can vary by browser version. Capture after the page has rendered and after any required consent or sign-in step. Verify the image dimensions and inspect the bottom of the page for truncation.
Do not hide a banner, status label or revision marker merely to make the image look cleaner unless you save an unmodified capture as well. If you make a presentation copy with annotations or redactions, keep it separate from the preservation copy.
4. Preserve the underlying web record
For records that may be needed in a dispute, retain more than the visual exhibit. Download or harvest the HTML and the associated CSS, images, PDFs and other files that explain the page. For a larger or more dynamic portal, use a web-archiving crawler that writes a WARC-style capture.
A WARC or ARC package can retain the request and response sequence and the assets needed to replay a site. The Library of Congress describes collecting seed URLs and attempting to gather HTML, CSS, JavaScript, images, PDFs, audio and video into WARC or ARC containers. A capture that omits a linked decision letter or a referenced drawing is incomplete even if the screenshot looks correct.

Respect authorization, robots or portal terms and applicable privacy requirements. Do not bypass an access control. If an authorized portal requires a login, document the account or role used without placing passwords in the archive.
5. Build a URL inventory or site map
Save a plain-text, CSV or spreadsheet inventory with one row per captured resource. NARA specifically recommends a site map with a snapshot so another person can understand how the pages relate.

Keep the inventory with the screenshot, PDF and archive package. If a linked resource could not be retrieved, record the URL and the failure instead of silently omitting it.
6. Add integrity and preservation metadata
Hash every exported file
Generate a cryptographic digest after the file is finalized, and keep the original capture separate from working copies. On macOS or Linux, a typical command is:

Get-FileHash .PRJ-1842-inspection-2026-10-16T14-30-00Z.pdf -Algorithm SHA256A hash shows whether the stored bytes changed after the digest was made. It does not by itself prove that a portal was complete, truthful or operated by a particular person, so retain the provenance and capture procedure alongside it.
Store descriptive metadata
At minimum, record the URL, UTC timestamp, extracted title, MIME type, file size, operator, capture method, project identifier and digest. These fields correspond to the metadata described in UK Government Web Archive documentation: URL, timestamp, MIME, digest, length and extracted title. Add the browser or API version, redirect chain, authentication state and any exceptions when they affect interpretation.

Keep an immutable or access-restricted master and a separate working copy for annotations, redactions or format conversion. Document who can alter each copy and the standard procedure used for replacement. NARA calls for secure environments and documented standard procedures; apply that discipline to the screenshot, the archive package and the inventory together.
7. Choose a capture method deliberately
Use these axes when deciding whether a screenshot, PDF, harvested files or a WARC package is appropriate.

NARA notes that PDF capture keeps links workable but loses some page functionality and is not appropriate for complex or very large sites. Harvesting better preserves web structure but requires more technical handling. For a high-risk permit or inspection, use the screenshot or PDF for review and add HTML/assets or WARC for preservation.
8. Set a recapture schedule based on risk
There is no useful universal interval. Capture more often when a page changes frequently, records a live decision, has a short retention window or may be needed in a dispute. A static permit index may need less frequent recapture than a page showing daily inspection status.

- Capture immediately after issuance, approval, inspection, revision or withdrawal.
- Keep each capture as a separate timestamped package; do not overwrite the prior state.
- Retain the rationale for the schedule so another records officer can reproduce it.
9. Verify that the archive can actually be retrieved
- Open the screenshot and PDF from the preservation copy and confirm that the title, URL, timestamp and relevant content are legible.
- Inspect the HTML/assets or WARC package with the intended replay or browsing tool.
- Follow representative links and open linked PDFs or images where they were expected to be captured.
- Compare each stored digest with a newly calculated digest.
- Check the URL inventory against the files on disk and record every missing or failed resource.
- Document exceptions rather than repairing the master silently. If a corrected working copy is made, give it a new filename and digest.

Options that matter for construction records
- Full-page rendering: load lazy images before capture so the exhibit includes content that appears only after scrolling.
- Element capture: target one permit table or status panel with a CSS selector when a complete page would be too wide; retain the full-page capture as context when needed.
- Viewport and device: use one of the 12 device presets, a custom viewport, and a retina scale when text or responsive layout must be reproduced. Record those settings as metadata.
- Output: choose PNG, JPEG or WebP for images. Use PDF when selectable text, paper size, margins, landscape orientation or page ranges are important.
- Timing: wait for a selector, a fixed delay or network idle. This is useful for portals that populate inspection rows asynchronously.
- Interaction: click an element before capture, run custom JavaScript or CSS, and hide selectors that are irrelevant to the exhibit. Do not hide evidence-bearing status or revision fields.
- Network controls: block ads, trackers, selected requests or resource types to reduce noise, while checking that required scripts and documents still load.

Troubleshooting and recovery
The bottom of the page is missing
The browser or service captured the initial viewport instead of the full document, or the page stopped loading before its lazy content appeared. Scroll through the page before printing, use the full-page capture command, and verify the image dimensions. For automated captures, enable full-page rendering and wait for a selector, delay or network idle. If the page remains too long to read, create ordered sections and keep the URL inventory that shows how they fit together.
Cookie consent, newsletter or chat controls obscure the record
Accept or dismiss the consent control according to your organization’s procedure before making the manual capture, and record that interaction. Do not remove a control that contains evidence. An automated clean-up service may remove known consent platforms, newsletter popups and chat widgets, but you should still inspect the resulting exhibit for missing status information.
A bot check, CAPTCHA, blank page or timeout appears
Do not treat the error screen as the construction record. Save the failed attempt, its URL, timestamp and error details as an exception, then retry through an authorized browser or approved access method. If the page cannot be obtained, record that limitation and ask the records officer or portal owner for an official export.
Inspection rows change while the capture runs
Record the UTC start and finish times, use a wait condition that indicates the data is populated, and capture the page again if a status changes during the run. Keep both timestamped states rather than overwriting the first one.
A login or authorization header is required
Capture only with an account and scope that permits archival use. Store the fact that an authenticated session was used, but never place passwords or reusable secrets in the inventory. If the portal supports an official download, retain that file alongside the visual exhibit.

Change the print orientation or paper size, adjust margins, and test the preview before finalizing. For very wide tables, export a landscape version and a separate portrait summary if both are needed. Preserve the original browser settings in metadata.
The URL redirects or contains a session token
Store the original URL, the final resolved URL, redirect timestamps and the access state. A session URL alone may expire, so pair it with the downloaded assets or a WARC capture and the readable exhibit.
The file hash no longer matches
Quarantine the changed file, recalculate the digest, and compare it with the recorded value. Check whether someone edited, recompressed, renamed or migrated the file. Never replace the preservation copy without documenting the reason and producing a new digest.

Legal, retention and privacy limits
Preservation practice is not a universal rule for screenshot admissibility. Contract terms, public-records duties, retention schedules, privacy obligations, access controls and evidence law vary by jurisdiction and project. A screenshot can show appearance and a capture time, but it does not establish who authored a page or whether an omitted linked record existed.

For a dispute-sensitive record, involve the project records officer or counsel. Retain the original capture package, the URL inventory, the procedure, the access context and the integrity information. Apply the project’s retention schedule and redact personal information only in a separate working copy unless the governing policy requires otherwise.
FAQ
Can a hash prove that a screenshot is authentic?
It can show that the stored bytes have not changed since the digest was created. Authenticity and completeness also depend on provenance, access controls, the capture procedure and the underlying web record.
Is a WARC file required for every permit page?
No. The appropriate combination depends on project risk, page complexity, retention requirements and jurisdiction. A screenshot or PDF paired with the underlying HTML/assets is often sufficient for a small record; a dynamic or dispute-sensitive portal may justify a WARC capture.
What should happen when a linked document cannot be captured?
Keep the parent-page exhibit, list the missing URL and failure in the inventory, and seek an authorized export or copy from the portal owner. Do not imply that the archive is complete when a material linked document is absent.

Can a hash prove that a screenshot is authentic?
It can show that the stored bytes have not changed since the digest was created. Authenticity and completeness also depend on provenance, access controls, the capture procedure and the underlying web record.
Is a WARC file required for every permit page?
No. The appropriate combination depends on project risk, page complexity, retention requirements and jurisdiction. A screenshot or PDF paired with the underlying HTML/assets is often sufficient for a small record; a dynamic or dispute-sensitive portal may justify a WARC capture.
What should happen when a linked document cannot be captured?
Keep the parent-page exhibit, list the missing URL and failure in the inventory, and seek an authorized export or copy from the portal owner. Do not imply that the archive is complete when a material linked document is absent.
