To apply for the Hong Kong public-offer tranche of an IPO, use a broker or custodian that supports electronic IPO (EIPO) subscriptions. The intermediary submits your instruction through Hong Kong Securities Clearing Company’s FINI system. Before giving the order, read that IPO’s prospectus, confirm your eligibility and the broker’s earlier internal deadline, arrange the required funding, and submit only one application. An application can be rejected or receive no shares; neither an allotment nor a profit is guaranteed.

What a broker-submitted Hong Kong IPO application is

Hong Kong IPOs generally have a public-offer component for eligible investors and an institutional or placing component. This guide concerns the public-offer shares. A broker or custodian acts as your electronic intermediary: it collects your instruction and payment, submits an EIPO application through HKSCC’s FINI platform, and communicates the result and any refund under its client procedures.

Hong Kong Exchanges and Clearing Limited (HKEX) identifies this broker/custodian EIPO route as separate from the issuer-appointed White Form eIPO service. The two channels are electronic, but they have different interfaces, cutoffs, fee arrangements and refund processes. You must use the channel and application method permitted for the specific offer.

FINI is the market infrastructure used to process Hong Kong public-offer subscriptions and settlement. You do not normally log in to FINI yourself as a retail applicant. Your broker or custodian submits the application after you complete its app, web form, branch instruction or other designated process.

Read the IPO prospectus before contacting your broker

The prospectus for the particular issue controls the application. Look for the section usually titled “How to Apply for the Public Offer Shares” or “How to Apply for Hong Kong Offer Shares.” Do not substitute a general broker guide or an older IPO’s terms.

Confirm that you are eligible

HKEX’s FINI public-offer operations guidance says the issuer determines eligibility and states the restrictions in the prospectus. Restrictions can relate to nationality, residence, jurisdiction, investor category, sanctions, account type or other legal requirements. A broker accepting your account does not by itself prove that you may subscribe to every Hong Kong IPO. Investors outside Hong Kong should check the offer’s jurisdiction language and ask the broker whether it can service that particular application.

Record the timetable and board lots

Write down the opening and closing dates, the final time for payment and the expected allotment announcement. The issuer’s public deadline is not necessarily the time your broker will stop accepting instructions. Prospectuses also specify the minimum application quantity and permitted multiples, normally expressed as board lots. An instruction for a quantity that is not on the permitted schedule can be rejected or altered only under the broker’s stated rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check payment, refund and identification requirements

Read which currency and payment method are accepted, which bank or trading account must be used, and how surplus application money will be returned. Note any requirement for a designated bank account, cleared funds, identity documents, tax forms or declarations. Keep the prospectus version and filing date with your records; a later supplement can change dates or terms.

Step-by-step: applying through a broker or custodian

1. Find an intermediary that supports this IPO’s EIPO subscription

Ask the broker or custodian whether it can submit the named IPO’s Hong Kong public-offer application, not merely trade the shares after listing. Request the exact path in its mobile app, web portal, telephone service or branch channel. Confirm whether applications are accepted from your account type and country.

Ask for the intermediary’s internal cutoff and whether it is measured by Hong Kong time. It may close hours or a day before the issuer’s published deadline so it can validate your instruction, collect funds and submit through FINI. An instruction sent after that cutoff may not reach the offer even if the prospectus deadline has not passed.

2. Establish the amount you will apply for

Use the prospectus’ board-lot table to choose a permitted quantity. Calculate the application money for the selected lot, then add the stated exchange charges and the broker’s own charges. If the prospectus allows a maximum or multiple application categories, follow its exact form rather than entering an arbitrary share count.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Clarify pre-funding and financing

Ask whether the intermediary requires the full application amount, an estimated amount, or a margin deposit before it accepts the instruction. A Hong Kong issuer prospectus filed on 31 December 2025 illustrates that a broker or custodian may require pre-funding in an amount it determines; that is an example of variable practice, not a universal requirement.

Confirm the funding deadline, accepted transfer method, currency conversion rules and what happens if funds arrive late or are short. If you use an IPO-financing facility, obtain the interest rate, collateral rules, repayment date, fees and treatment of an unsuccessful or partial allotment in writing before submitting.

4. Submit one complete application

Enter the applicant name exactly as held by the broker, select the IPO and board-lot quantity, and provide the payment and contact details requested. Review the declaration and the account from which funds will be taken. Submit through the broker’s designated channel and save the confirmation, reference number, timestamp and amount.

HKEX warns that multiple applications can lead to rejection, including a separate application made in joint names. Do not apply once through your broker and again through White Form eIPO, another broker or a joint account. If you discover an error, contact the intermediary immediately; do not create a second application to correct the first unless the broker confirms that the original has been cancelled under the offer rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Monitor the application status

Check the broker’s order or corporate-actions screen for an accepted, pending, rejected or cancelled status. “Instruction received” is not necessarily the same as “valid application submitted.” Keep messages showing when funds were blocked or transferred. If the status remains unclear near the broker cutoff, contact its IPO service channel and quote your reference number.

6. Check the allotment and refund

Use the result-search method specified in the prospectus or the issuer and HKEX information services. HKEX states: “The allotment basis depends on the number of valid applications for subscription for the IPO shares.” Demand therefore determines the basis; the process does not promise that every valid applicant receives a lot.

If you receive fewer shares than requested, the broker credits the allotted shares according to its settlement timetable and returns the surplus application money under its client arrangement. For a broker/custodian EIPO application, the intermediary arranges any refund to the designated bank account, subject to the account and timing rules it gave you. Ask in advance how weekends, bank holidays, currency conversion and failed bank details affect the refund.

How much money is needed?

Budget for the offer price, statutory or exchange-related charges and the intermediary’s tariff. The following rates are the components listed on HKEX’s Hong Kong securities transaction-fee page, accessed in 2026. They are not a complete quotation for your application, and HKEX can revise fees.

Charge Rate Who sets or collects it Important qualification
Brokerage 1% HKEX-listed application charge Check whether your broker adds a separate service or handling fee.
SFC transaction levy 0.0027% Securities and Futures Commission levy shown by HKEX Calculated separately from the other components.
AFRC transaction levy 0.00015% Accounting and Financial Reporting Council levy shown by HKEX Calculated separately and subject to the live fee schedule.
Exchange trading fee 0.00565% HKEX Calculated separately; the rate may change.

HKEX says each component is calculated and rounded to the nearest cent before the amounts are added. Your broker or custodian may also pass on CCASS-related service fees or impose its own IPO handling, custody, transfer, financing, currency-conversion or failed-payment charges. Obtain the current tariff for your account and the named IPO rather than assuming the table is the total cost.

For a cash application, keep enough cleared money for the maximum amount the broker says it may block, not merely the nominal share price. Some intermediaries reserve an estimated amount and release the balance after the final price or allotment is known. The prospectus and broker notice should explain the calculation.

Broker EIPO versus White Form eIPO

HKEX describes two electronic public-offer channels. Neither bypasses the prospectus or creates a better entitlement. Choose only a route you are eligible to use and can fund before its own cutoff.

Issue Broker or custodian EIPO through FINI Issuer-appointed White Form eIPO
Interface and submission Your broker or custodian collects the instruction and submits it electronically through HKSCC’s FINI process. The issuer’s appointed White Form provider supplies the application interface and submits the electronic application.
Eligibility Must satisfy the issuer’s prospectus rules and the broker’s account and jurisdiction requirements. Must satisfy the same issuer and prospectus restrictions; the provider’s service rules also apply.
Funding Pre-funding, full payment or financing conditions are set by the intermediary and the offer terms. Payment method and timing are set by the White Form provider and the prospectus.
Refund The broker or custodian arranges surplus-money refunds to the designated bank account under its client agreement. HKEX says the White Form provider refunds surplus funds by bank transfer or cheque, according to its stated arrangement.
Fees Exchange charges plus any broker, custody, CCASS or financing charges disclosed by the intermediary. Provider charges and the offer’s stated application charges; check the provider’s current terms.
Deadline The broker’s internal cutoff may be earlier than the issuer’s public deadline. The White Form provider’s cutoff may differ from both the issuer’s deadline and a broker’s cutoff.

Using both channels for the same IPO is not a way to improve your odds. The multiple-application rule can cause rejection.

What determines your allocation?

Only valid applications enter the allotment process. The number of valid applications and the offer’s published allocation method determine how shares are distributed. A large application does not guarantee a larger allocation, and no general success rate applies across IPOs. The issuer may publish separate treatment for different lot sizes or categories, so read the allotment section rather than relying on another IPO’s pattern.

After the result is announced, your broker should show the number of shares credited, the final amount charged and the refund amount, if any. Check that the credited quantity matches the official result and report discrepancies through the broker’s corporate-actions channel promptly.

IPO financing: understand the borrowing risk

Borrowing to subscribe does not secure an allotment. You can pay interest and fees while receiving no shares or only a partial allocation, and you may have to repay the borrowing on the lender’s schedule regardless of the result. If the shares fall after listing, the sale proceeds may be insufficient to cover the loan and charges.

In a circular dated 20 March 2025, the Hong Kong Securities and Futures Commission (SFC) reported deficiencies in the IPO-financing controls of some licensed corporations, including accepting client orders before confirming that sufficient resources were available. The circular is a regulatory finding about selected firms, not a claim that every broker has those deficiencies. Treat financing as a leveraged transaction: verify the lender’s authorization, written terms, collateral triggers, interest calculation, repayment date and what happens when an allotment is rejected or reduced.

Common problems and how to avoid them

  • Missed broker cutoff: Submit well before the intermediary’s stated time and keep proof of submission. The public prospectus deadline may be later.
  • Ineligible applicant: Recheck the prospectus’ nationality, residence, account and jurisdiction restrictions before transferring funds.
  • Invalid quantity: Select a board lot or permitted multiple from the IPO’s own table; do not copy quantities from another issue.
  • Insufficient or uncleared funds: Ask how long transfers take and whether the broker requires a reserve for charges. A pending bank transfer may not count as paid.
  • Duplicate applications: Search all accounts and household instructions before submitting. One applicant should use one permitted application unless the prospectus expressly provides otherwise.
  • Incorrect account details: Match the applicant name and designated refund bank account to the broker’s records. An account mismatch can delay a refund or trigger rejection.
  • Assuming a subscription equals ownership: Shares are credited only if allotted and settled. A submitted instruction is not evidence that shares will be received.
  • Confusing a refund with a profit: Returned surplus money is unallocated application cash; it does not indicate a gain or a successful investment.

A practical pre-submission checklist

  • Current prospectus opened and “How to Apply” section read.
  • Eligibility, jurisdiction and account restrictions confirmed.
  • Board-lot quantity selected from the issue-specific table.
  • Issuer deadline and broker’s earlier internal cutoff recorded in Hong Kong time.
  • Offer price, HKEX-listed charges, broker tariff and any CCASS or financing fees calculated.
  • Pre-funding amount, cleared-funds deadline and payment method confirmed.
  • Refund destination, expected timing and currency treatment understood.
  • Only one application planned across all accounts and channels.
  • Applicant identity, contact details and bank information checked.
  • Confirmation reference, amount and submission timestamp saved.

Questions to ask the broker before applying

  • Do you accept applications for this exact IPO’s Hong Kong public-offer tranche?
  • What is your internal cutoff, and is it earlier than the prospectus deadline?
  • Must I pre-fund the full amount, and when must funds be cleared?
  • Which application quantities and board lots can your system accept?
  • What brokerage, handling, custody, CCASS, currency and financing charges will apply?
  • How will you notify me of allotment and refund, and to which account will surplus money be sent?
  • What happens if the application is rejected, partially allotted or the final offer price changes?

Key limits to keep in mind

The 1% brokerage and levy figures above are HKEX fee-page rates accessed in 2026, not a promise that every broker charges the same total. Eligibility, board lots, deadlines, application limits, pre-funding and refunds vary by IPO and provider. The 31 December 2025 prospectus example demonstrates issue-specific broker pre-funding language; it is not a current offer recommendation or a template for another IPO. Official materials describe procedure, not a guaranteed allocation, return or investment outcome.
