To apply for Pakistan’s federal PM Fuel Relief Scheme, send a free SMS in the format REG <CNIC> <VehicleNumber> <ProvinceInitial> <VehicleRegistrationDate> to 9771. After registration, send TOK to 9771 when you need fuel. That message requests a fuel token; it is not an application-status lookup.
A single nationwide federal website for checking application status has not been established in the official information available for this guide. The CNIC status pages that do exist are regional: one serves Azad Jammu and Kashmir (AJK), and another serves Gilgit-Baltistan (GB). For federal registration, token or petrol-station problems, use the 9771 help route.
What the federal fuel assistance scheme covers
The PM Fuel Relief Scheme is a petrol subsidy delivered primarily through ordinary SMS. The federal Ministry of IT and Telecommunication describes nationwide registration for eligible motorcycles, rickshaws, Qingqi two- or three-wheelers and small cars. The scheme is tied to the vehicle record, so the CNIC, plate number, province and registration date in your message must match official records.
The published eligibility rules are:
- Motorcycles, rickshaws and Qingqi two- or three-wheelers registered on or after 1 January 2011.
- Motor cars with an engine size of up to 800cc, registered on or after 1 January 2006.
These cutoffs and categories are the Ministry’s published rules and can be amended. Check the latest instruction returned by 9771 or a current government notice before relying on an older message, especially if your vehicle is near a cutoff or has recently changed ownership.

Check your details before sending the registration SMS
Prepare the exact values that appear on your CNIC and vehicle documents. A mismatch can prevent the system from linking the subsidy to your vehicle.
- CNIC: Use the 13-digit number. The GB government’s SMS guide specifies no dashes; use that format unless a newer federal instruction says otherwise.
- Vehicle number: Enter the registration plate number without spaces or dashes, following the same GB formatting guidance.
- Province initial: Enter the first letter of the province where the vehicle is registered, not necessarily the province where you currently live or buy fuel.
- Registration date: The GB guide writes it as
DDMMYYYY, for example15032018. Treat this date format as GB-specific guidance unless current federal instructions confirm that it applies uniformly nationwide. - Phone and SIM: Use a working mobile number that can send and receive SMS. The registration message itself was reported as free.
Do not add explanatory words, punctuation or extra spaces beyond the required fields. Keep your sent message and the reply from 9771 until your registration and first token redemption are complete.
How to register by SMS, step by step
- Open your phone’s SMS app. Create a new text message addressed to
9771. - Type the registration command. Use this structure exactly:
REG <CNIC> <VehicleNumber> <ProvinceInitial> <VehicleRegistrationDate> - Replace each placeholder. For example, a message would contain the word
REG, followed by your 13-digit CNIC, the plate number without spaces or dashes, the registration province’s initial and the registration date in the format accepted by the current instructions. - Send the SMS. Registration is intended to be a one-time action for the vehicle. Do not repeatedly submit altered versions while waiting; save each reply so support staff can see what was returned.
- Read the response. A successful reply should identify the registration or explain the next action. If the service reports an invalid format, correct the field it identifies and resend once. If it reports that the vehicle or CNIC cannot be matched, verify the registration record rather than guessing.
Registration by SMS is designed for people without smartphones or mobile internet. The Ministry’s nationwide instructions and the GB guide both use 9771, but the GB guide’s no-dash and date-format details should not be assumed to override a newer federal message.
Request and use a fuel token
Registration and fuel collection are separate steps. When you are registered and plan to buy subsidised petrol, send TOK to 9771. The returned token message is presented at a participating petrol station for redemption.
- Send a new SMS containing only
TOKto 9771. - Wait for the token response before starting the purchase.
- Show the token message to the station attendant and follow the station’s identity or vehicle verification process.
- Use the token within its stated validity period. Keep the message until the transaction is completed or the token expires.
A TOK message asks for a fuel token. Official information reviewed for this scheme does not describe it as a way to look up whether your application is approved, pending or rejected.

Published fuel limits, token sizes and validity
The Ministry’s published terms and a later official update describe limits differently for some two- and three-wheelers. The category and date attached to each rule matter, so use the limit shown in your current token message if it differs from an older announcement.

Rs100 per litre is the published subsidy amount, not a promise that petrol will cost a fixed final price. The amount you pay still depends on the prevailing official petrol price and the quantity approved on that token. If the SMS, station system and an older public statement conflict, ask the station to verify the current token record or contact 9771.

Fuel stations without internet connectivity were approved to redeem fuel tokens through SMS. Tell the attendant that you have an SMS token and follow the station’s instructions. Do not hand over your phone permanently or disclose unrelated account passwords. If a station refuses a token that appears valid, note the station, date, token reference and the exact error shown, then use 9771 for a complaint.
How to track your application or subsidy
There is no confirmed nationwide federal web tracker
The official material available for the federal scheme does not identify one national website where every applicant can enter a CNIC and see an application stage. Be cautious with websites that use similar names but do not clearly identify a Pakistani government owner. Do not upload a CNIC scan or pay a fee merely because a page calls itself a “fuel subsidy tracker.”
AJK: Public Fuel Subsidy Portal
The Government of Azad Jammu and Kashmir Public Fuel Subsidy Portal includes a Track Your Application form that asks for a CNIC. It is an AJK service. Use it only when your application belongs to the AJK programme and the page is clearly hosted or identified by the AJK government. Its result should not be treated as a federal result for a vehicle registered elsewhere.

GB: Fuel Subsidy Management System
Gilgit-Baltistan has a separate Fuel Subsidy Management System with a CNIC status check for motorcycle owners. The stated purpose is to show whether a subsidy amount has been disbursed or is expected soon. That is a regional disbursement status, not proof that every federal SMS registration has been accepted. GB also publishes separate Excise and Taxation guidance for vehicle eligibility and SMS formatting.

Getting help and filing a complaint
The Minister for IT said citizens could lodge complaints by calling 9771 for federal registration or petrol-station difficulties. The complaint process was kept on ordinary SMS and phone channels so people without smartphones or internet could use it.
Have these details ready before contacting support:
- Your CNIC (share it only through the official 9771 route).
- Vehicle plate number, province of registration and registration date.
- The date and wording of your
REGorTOKmessage. - Any reply code, token reference, station name and transaction time.
- A description of the mismatch, rejection or payment problem, without sending an unrelated document or password.
On 24 September 2026, the Economic Affairs Division described a dedicated complaint portal for vehicle-registration and token-payment complaints as still forthcoming. Its later nationwide operation was not verified in the official information available here, so 9771 remains the safer published route unless a current government notice gives you a different address.

No reply after sending REG
- Confirm that you sent to
9771, not a personal short code or an internet chat account. - Check that your phone has network service and can send ordinary SMS.
- Resend once with the exact command and no punctuation. Save the message and timestamp.
- If there is still no response, call or message the official 9771 support route rather than using an unverified website.
“Invalid format” or rejected command
Remove dashes and spaces from the CNIC and plate number, check the province initial and verify the date order. The no-dash and DDMMYYYY details come from GB guidance; if a newer federal reply specifies another format, follow that reply.

Vehicle or CNIC cannot be matched
Compare the SMS with the registration certificate and the CNIC used in the vehicle record. A vehicle registered after the relevant cutoff, a car above 800cc, an incorrect province initial or an unupdated ownership record can all prevent a match. Ask the excise authority to correct the underlying record; changing random SMS fields will not repair a government database.
Token is expired or already used
Check the validity period in the token message: the Ministry terms describe seven days for 5-litre tokens and ten days for 10-litre tokens. Request a new token with TOK if the programme still shows you as eligible. For a disputed deduction or a token marked used without fuel, record the station and token details and report the incident through 9771.
The station cannot process the token
Ask the attendant to try the approved SMS redemption process if the station has no internet. If the system still rejects the token, do not pay a separate “activation” fee. Keep the token message and submit a complaint with the station and error details.
How to protect your CNIC and avoid scams
- Use only the published short code 9771 for federal registration, token requests and the reported complaint route.
- Never send a CNIC, one-time password or token to a social-media account claiming to be an agent.
- Do not pay someone to “unlock” a free registration SMS or to guarantee approval.
- Verify the government owner and geographic scope of any AJK or GB status page before entering a CNIC.
- Do not post a screenshot of a token publicly; it may contain information that another person could try to use.
How the published programme figures should be read
Government figures are snapshots from different dates and measure different things. A Government of Pakistan and Prime Minister’s Office briefing reported by Radio Pakistan on 1 October 2026 said there had been more than 8.4 million registrations, over 7.5 million beneficiaries and 12.2 million tokens issued, of which 10.3 million had been used. Registrations, beneficiaries and token redemptions are not interchangeable counts.

That statement uses a different population measure and date, so it should not be added to the 1 October registration total.

Bottom line for applicants
The practical federal workflow is SMS-only: verify eligibility, register once with REG to 9771, request fuel with TOK, and keep every response. A nationwide online application tracker is not confirmed. AJK and GB offer separate CNIC tools with limited geographic and status scopes, so use the portal that matches your programme and rely on 9771 for unresolved federal problems.
