There is no single, nationwide appeal form or deadline for an academic-misconduct allegation in India. Your university’s current examination, academic-integrity or disciplinary rules—and the notice you received—control the first response, hearing and appeal. Act on that route immediately. Separately, the University Grants Commission (UGC) student-grievance regulations can address unfair or non-transparent evaluation and institutional action contrary to applicable rules. That process starts with the institution’s Student Grievance Redressal Committee (SGRC), with an appeal to the university Ombudsperson within 15 days after you receive the SGRC decision.
First, separate the two processes
An academic-misconduct case and a student-grievance complaint can overlap, but they are not the same proceeding. Treat them as separate tracks unless your university’s rules expressly combine them.

The UGC’s University Grants Commission (Redressal of Grievances of Students) Regulations, 2023, published on 12 April 2023, superseded the 2019 regulations. They do not create one universal disciplinary appeal procedure for every Indian university.

1. Identify the procedural stage
Determine whether the document is an allegation or show-cause notice, a summons to a hearing, an interim measure, a final finding, or a final penalty order. The next step differs. A show-cause notice usually invites a response before a finding; a final order normally triggers an appeal under the institution’s rules.

2. Extract every date and instruction
Mark the date and time for a written response, hearing, production of documents, fee payment, appearance, or appeal. Note the stated decision-maker, rule or ordinance, alleged conduct, proposed or imposed sanction, and named appeal authority. If the notice is silent, do not assume that silence gives you unlimited time. Locate the current examination regulations, unfair-means procedure, academic-integrity policy, student handbook and statutes, then ask the registrar, examination office or designated authority in writing which deadline applies.
3. Preserve the complete record
Save the original notice and all attachments in their original form. Keep emails with full headers where possible, portal acknowledgements, course instructions, examination-room directions, your submitted work or answer-script details, drafts, citation notes, laboratory records and messages relevant to the allegation. Make a dated chronology while events are fresh. Do not delete, edit or overwrite files that could later explain how the work was created.
4. Ask for access in writing
Request a clear description of the material relied on and ask how to inspect or obtain it, such as an invigilator report, similarity report, marked script, prohibited-material inventory, seating record or committee report. The cited UGC materials do not establish a universal right to every category of evidence in every university case, so frame the request under your institution’s applicable rule and preserve proof that you made it. Also ask how to submit a timely response if access will take time.

5. Protect a running appeal deadline
Do not wait for a general grievance response if a disciplinary appeal period is already running. File the university response or appeal on time, even if you must state that a requested document is pending and reserve the right to supplement where the rules permit. Keep the sent email, portal receipt, courier tracking or inward number.

How to make the university’s first response or appeal
Use the route and deadline in the notice and the current institutional rules. A useful submission is short enough to be read but specific enough to test each allegation.
- Address the correct authority. Use the title and address specified in the notice or policy, not a general inbox unless the rules direct you there.
- Identify the case. State your name, enrolment number, programme, course, examination date, notice date and case or roll number.
- State the relief requested. Depending on the rules, you might ask for withdrawal of the allegation, a fresh inquiry, correction of a factual error, permission to submit missing evidence, or cancellation or reduction of a penalty. Do not assume that filing an appeal pauses the sanction; ask what the policy provides.
- Give a numbered chronology. Use dates, locations and documents. Distinguish what you personally observed from what you infer.
- Answer each allegation separately. Quote or accurately paraphrase the allegation, then give your response and identify the supporting document. If an act occurred but was accidental or misunderstood, say so directly and explain the context rather than ignoring it.
- Identify procedural defects. Examples include notice sent to the wrong address, an impossible response period under the university rule, failure to identify the rule allegedly breached, a decision by an unauthorised body, or inability to attend after a documented request for an alternate date. Explain how the defect affected your ability to defend yourself.
- Attach an indexed bundle. Number each attachment and refer to it in the text. Keep the original files and submit copies in the format required by the university.
- Request a reasoned outcome. Ask for the written decision, the rule applied, the evidence relied on and information about any further appeal. This creates a clear record without presuming that a particular remedy is available.
- Confirm delivery. Use the prescribed portal or office and retain a screenshot, acknowledgement, inward number or delivery receipt.
Using the UGC student-grievance process
The 2023 UGC regulations include grievances about non-transparent or unfair practices in evaluating students and institutional actions initiated or taken contrary to applicable statutes, ordinances, rules, regulations or guidelines. This can be relevant when the complaint is about how the university handled an evaluation or case, not merely because you dislike the result.
Submit to the SGRC
Address the grievance to the chair of the institution’s SGRC. Universities are expected to publish SGRC and Ombudsperson information prominently on their website and in their prospectus. Use the current contact details and submission method published by your institution. Describe the institutional act, the rule you believe was breached, the effect on you, the documents supporting your account and the outcome you seek.
The SGRC is to follow principles of natural justice. The regulations state: “In considering the grievances before it, the SGRC shall follow principles of natural justice.” The SGRC should preferably send its report and recommendations to the competent institutional authority, with a copy to you, within 15 working days of receiving the complaint. “Preferably” is not an unconditional guarantee, so record the date of submission and follow up if no acknowledgement arrives.

Online submission and hearing
The regulations describe online complaint submission and referral to the appropriate SGRC with institutional comments within 15 days. The process may include a hearing date. Keep checking the email address and portal account you supplied. If a hearing is scheduled, attend or make a written request for an alternative supported by the relevant rule. Organise your evidence in the same numbered order as your complaint.
Appealing an SGRC decision to the Ombudsperson
If you are aggrieved by the SGRC decision, the 2023 regulations allow an appeal to the university’s Ombudsperson within 15 days after you receive that decision. Calculate the period from actual receipt and preserve the email, portal timestamp or envelope showing when it arrived.
The Ombudsperson route follows the other remedies available under the regulations. In practical terms, identify and use the SGRC process and any required institutional review before presenting the Ombudsperson appeal. Do not treat the Ombudsperson filing as a substitute for a separate disciplinary appeal unless your university expressly says it is.

- A copy of the SGRC complaint and decision.
- The date you received the decision.
- A concise statement of each error in the decision or process.
- The rule, guideline or published procedure supporting your position.
- Documents that were unavailable earlier, with an explanation of why.
- The precise remedy requested.
- Proof that you used the required prior remedies.
The Ombudsperson may give the student an opportunity to appear personally or through an authorised representative, provide reasonable opportunities to be heard, and issue a reasoned order copied to the institution and the student. The regulations say the Ombudsperson should make efforts to resolve the grievance within 30 days after receiving the appeal. This is a regulatory effort period, not a promise that every case will finish in 30 days.

When evaluation complaints are not ordinary revaluation requests
Examination malpractice or evaluation issues may be referred to the Ombudsperson. However, a routine request to revalue or re-total marks is not entertained unless you indicate a specific irregularity that materially affected the outcome or a specific instance of discrimination. State the concrete irregularity—such as a documented calculation error or an identified procedural departure—rather than asking for a second opinion on academic judgment alone.
Plagiarism allegations: safeguards that are specifically documented
UGC plagiarism provisions reproduced in its compendium describe safeguards for plagiarism cases. The relevant inquiry panel, identified there as the Institutional Academic Integrity Panel (IAIP), must follow natural-justice principles when deciding the allegation. The inquiry report is provided to the person against whom it is submitted.
For covered students and personnel, penalties follow only after misconduct is established, available appeals are exhausted and the person has had a fair or transparent opportunity to defend. Use these points when the allegation is plagiarism and the cited UGC or university plagiarism rules apply. Do not assume that the same IAIP, report-sharing step or exact sequence governs cheating, impersonation, unauthorised materials, collusion or other examination offences; those procedures remain institution- and charge-specific.

Preparing for a hearing
Build a factual presentation
- Prepare a one-page chronology and a separate allegation-by-allegation answer.
- Bring the notice, your submission, indexed evidence and proof of delivery.
- Explain technical facts plainly—for example, document version history, citation software, laboratory timestamps or access logs.
- Answer the question asked. Do not speculate about another student or accuse staff without evidence.
- Ask that important answers, documents tendered and requests for clarification be recorded.
Ask focused procedural questions
You may ask which rule is being applied, what finding is proposed, what material the panel considered and when you may respond. Whether you may cross-question a witness, inspect an original script, have a representative, or receive an audio recording depends on the university’s rules. Ask for the applicable provision rather than asserting a universal entitlement.

Keep communications professional
Use a neutral subject line and factual language. Do not threaten staff, post confidential documents publicly or contact alleged witnesses in a way that could be seen as interference. If you discover a genuine error in an earlier submission, correct it promptly and explain the correction.
Sanctions, interim measures and requests to pause them
The available material does not establish a nationwide rule that an appeal automatically stays a failing grade, suspension, expulsion, withheld result or transcript notation. Check your institution’s policy and the decision notice for a stay, interim-enrolment, examination or residence provision. If no automatic stay is stated, make a separate written request explaining the immediate academic or welfare consequences and asking what temporary arrangement is available while the appeal is decided. Continue meeting unrelated academic deadlines unless the university confirms otherwise.
Common mistakes that weaken an appeal
- Missing the university’s stated deadline while waiting for an SGRC response.
- Sending a general denial that does not answer each alleged act.
- Deleting drafts, messages or metadata that could explain the work.
- Submitting an unindexed mass of documents with no explanation.
- Arguing that a similarity percentage alone proves or disproves plagiarism without addressing the applicable policy and context.
- Assuming the 15-day Ombudsperson period applies to the original misconduct notice; it applies to an appeal from an SGRC decision.
- Calling a routine revaluation request a grievance without identifying a material irregularity or discrimination.
- Assuming plagiarism safeguards automatically govern every form of academic misconduct.
A practical decision checklist
- Read the notice and classify its stage.
- Find the current university rule cited, plus the institution’s appeal provision.
- Record every deadline and submit a written clarification request if any is unclear.
- Preserve the notice, correspondence, work files, instructions and relevant records.
- Request access to relied-on material under the applicable university rule.
- File the required university response or appeal before its deadline.
- Separately assess whether the institutional evaluation or action fits a UGC grievance category.
- If so, file with the SGRC and retain proof of receipt.
- If dissatisfied with the SGRC decision, file the Ombudsperson appeal within 15 days of receiving it.
- For a suspension, expulsion, degree consequence or related legal issue, consider obtaining advice from a qualified lawyer or student-rights adviser who can review the actual university rules and record.
Where to verify the current procedure
Start with your university’s current statutes, ordinances, examination regulations, academic-integrity or plagiarism policy, student-grievance page and the allegation or decision notice. The UGC’s official regulations listing identifies the 2023 student-grievance regulations and their publication date; the 2023 text explains the SGRC and Ombudsperson sequence. Check the version in force when your case arose, because universities may amend their own procedures and publish different forms or contact details.
