Do not begin with Tokyu Construction’s share price. Begin with the quality of its orders, how those orders convert into completed-construction sales, the gross margin earned on each project, and how much reported profit comes from ordinary construction operations. Then recalculate valuation using a current price and a normalized earnings view.
Tokyu Construction Co., Ltd. (Tokyo Stock Exchange Prime Market: 1720) reported a major improvement in fiscal 2026, the year ended March 31, 2026. Consolidated net sales were ¥341.1 billion, operating income was ¥16.3 billion, profit attributable to owners of the parent was ¥13.3 billion, and ROE was 12.6%. Orders received were ¥408.9 billion. Those figures support a stronger starting point, but they do not by themselves establish that the shares are cheap or that the earnings rate will persist.
What a useful Tokyu Construction analysis must answer
A buy decision requires four separate answers:
- Demand: Are new orders large, profitable and diversified enough to support future sales?
- Execution: Are projects being delivered at stable or improving gross margins after labor, materials and subcontracting costs?
- Earnings quality: Is attributable profit generated by recurring construction operations, or by securities gains, equity-method income, foreign-exchange movements or other one-off items?
- Price: Does the market value, measured with current PER, PBR and dividend yield, compensate you for construction-cycle and project risks?
The company’s long-term plan is titled “To zero, from zero.” President Koji Hisada describes fiscal 2026 as the fifth year of that plan. His message says, “Construction demand in urban areas remains robust, and we are well-positioned to draw on our unique technologies and expertise cultivated over the years in Shibuya and elsewhere in Japan, as well as overseas.” Treat that as management’s strategy and outlook, not as a guarantee of future returns.

Start with orders received
For fiscal 2026, Tokyu Construction reported ¥408.9 billion of consolidated orders received. This is the leading indicator for a contractor: it shows work won during the period, whereas revenue generally appears as projects progress over several reporting periods. Large redevelopment projects around Shibuya Station were cited as contributors to the record order level.

Compare orders with completed-construction sales, but do not treat the ratio as immediate revenue growth. Fiscal 2026 orders of ¥408.9 billion were approximately 1.20 times the reported ¥341.1 billion of consolidated net sales. That indicates order intake exceeded the year’s sales, yet the economic value of the order book depends on project duration, contract terms, expected margin, cancellation rights and the schedule for commencing work.
Estimate backlog coverage
Use the company’s disclosed year-end backlog, when available, and calculate:
Backlog coverage (years) = year-end uncompleted contracts ÷ expected annual construction sales
Recommended Free Tools
A rising backlog can support visibility, but a very long coverage period can also lock in old prices while wages, materials and subcontractor rates rise. Examine the backlog by segment, geography, project size and expected completion year. A backlog concentrated in a few large redevelopment projects is less resilient than a similarly sized book spread across many customers and contract types.
Test order quality, not just order growth
For each major order category, ask:
- Is the contract fixed-price, cost-plus, or adjustable for specified material and labor changes?
- Were margins estimated using current subcontractor bids, or assumptions that may now be outdated?
- What portion is public-sector, private-sector, overseas, building, civil engineering or real estate related?
- Are projects technically complex enough to support Tokyu Construction’s expertise, or are they exposed to aggressive price competition?
- Do customer concentration, joint ventures or land-development dependencies create additional risk?
Orders received are valuable only when they can be converted into cash-generating work at acceptable margins. A record order year can precede a weak earnings year if the company wins low-margin work or encounters delays and cost overruns.
Reconstruct profitability from construction gross profit
Use a consistent gross-margin calculation
The official fiscal 2025 consolidated summary reported ¥259,880 million of completed-construction sales and ¥23,290 million of completed-construction gross profit. The implied completed-construction gross margin was:

¥23,290 million ÷ ¥259,880 million = 8.96%
Round that to about 9.0%, while retaining the unrounded figures in your worksheet. Calculate the same ratio for every available year and segment. Do not compare a completed-construction margin in one year with a consolidated operating margin in another.
| Metric | Fiscal 2025 | Fiscal 2026 | How to use it |
|---|---|---|---|
| Consolidated net sales | ¥263,945 million | ¥341.1 billion | Measure scale, then investigate whether growth came from volume, project mix or accounting timing. |
| Completed-construction sales | ¥259,880 million | Not stated in the cited figures | Use this line for a like-for-like construction gross-margin calculation. |
| Completed-construction gross profit | ¥23,290 million | Not stated in the cited figures | Check whether project economics, rather than non-operating items, drove profit. |
| Operating income | ¥6,770 million | ¥16.3 billion | Compare operating margin after selling, general and administrative costs. |
| Profit attributable to owners | ¥3,896 million | ¥13.3 billion | Separate recurring earnings from below-operating-line items and taxes. |
| ROE | Not stated in the cited figures | 12.6% | Interpret alongside leverage, equity growth and cash generation. |
| Orders received | Not stated in the cited figures | ¥408.9 billion | Assess future work and backlog conversion, not current-period revenue. |
Check operating leverage and cost control
Fiscal 2025 operating margin was approximately 2.56% (¥6,770 million divided by ¥263,945 million). Fiscal 2026 operating margin was approximately 4.78% (¥16.3 billion divided by ¥341.1 billion). The improvement is substantial, but it should be decomposed rather than extrapolated mechanically.
Bridge gross profit to operating income by examining selling, general and administrative expenses, research and development, and other operating costs. Then ask whether the change came from better project execution, contract-price adjustments, lower cost inflation, favorable mix, overhead absorption or a one-time item. A contractor can report higher sales while earning less if low-margin work grows faster than profitable work.
Look for early loss signals
Review changes in construction-loss provisions, estimated total project costs and percentage-of-completion assumptions. Warning signs include repeated revisions to expected project margins, provisions released without a clear operational explanation, unusually rapid work-in-progress growth, or receivables rising faster than sales. These checks require the latest annual securities report and notes, because the cited summary does not provide a complete project-level risk register.
Separate recurring construction profit from below-the-line items
Attributable profit can move for reasons that do not describe the earning power of new construction work. Tokyu Construction’s official results explanation identifies equity-method investment income, gains on investment securities, foreign-exchange effects, other non-operating expenses, extraordinary losses and taxes as contributors to year-on-year changes.

Build a bridge with at least these lines:
- Operating income from construction and related operating segments.
- Interest and other ordinary non-operating income or expense.
- Equity-method investment income.
- Investment-securities gains or losses.
- Foreign-exchange gains or losses.
- Extraordinary gains or losses.
- Tax expense and effective tax rate.
- Profit attributable to owners of the parent.
For forecasting, create a “core” case that excludes clearly non-recurring gains and losses, a reported case that follows management guidance, and a stress case that includes project provisions or weaker margins. Do not value the company on a peak net-income year if a material portion came from securities disposals or other items that cannot be repeated.

Use ROE with the balance sheet, not alone
Tokyu Construction reported 12.6% ROE for fiscal 2026. ROE is useful because it relates profit to shareholder capital, but a single year can be flattered by leverage, shrinking equity, asset sales or a cyclical profit rebound.
Decompose ROE into net margin, asset turnover and financial leverage where the necessary balance-sheet figures are available:
ROE = net profit margin × asset turnover × equity multiplier

Construction businesses can show accounting income before collecting cash, particularly when receivables and contract assets expand. Recalculate Tokyu Construction’s valuation at the date you buy
The investor-relations snapshot displayed on September 24, 2026 showed a price of ¥1,221.0, forecast PER of 11.8, actual PBR of 1.2 and expected dividend yield of 3.5%. These are dated reference figures, not a live quote. Refresh the share price, earnings estimate, book value, dividend forecast and share count immediately before trading.
| Snapshot item | September 24, 2026 figure | Interpretation |
|---|---|---|
| Share price | ¥1,221.0 | Dated market snapshot; do not present it as current after that date. |
| Forecast PER | 11.8× | Uses forecast earnings; confirm the fiscal year and estimate source. |
| Actual PBR | 1.2× | Uses reported book value; check the balance-sheet date. |
| Expected dividend yield | 3.5% | Forward estimate; verify the dividend policy and latest forecast. |
Simple arithmetic from that snapshot gives an implied forecast EPS of about ¥103.47 (¥1,221.0 divided by 11.8) and an implied book value per share of about ¥1,017.50 (¥1,221.0 divided by 1.2). The implied annual dividend is about ¥42.74 (¥1,221.0 multiplied by 3.5%). These are derived estimates, not additional company disclosures, and rounding in the published multiples can affect them.

PER: compare price with normalized earnings
A forecast PER of 11.8× may look moderate, but the denominator matters more than the headline multiple. Use the latest company forecast, then build a normalized EPS based on a mid-cycle operating margin and conservative project provisions. Compare Tokyu Construction with Japanese construction companies using the same fiscal-year basis, currency and treatment of extraordinary items. A peer trading at a lower PER may have weaker order visibility; a higher multiple may reflect stronger margins or a less leveraged balance sheet.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minutePBR and the ROE relationship
PBR of 1.2× means the market value was about 1.2 times stated book equity in the cited snapshot. A PBR near book value can be reasonable when ROE is sustainably above the company’s cost of equity. It is not automatically cheap when ROE is temporarily elevated by a construction-cycle rebound or asset gains. Test whether 12.6% ROE can persist after normalizing gross margin, provisions and non-operating income.
Dividend yield and capital allocation
The expected yield of 3.5% should be tested against free cash flow, payout policy and balance-sheet needs. Construction companies may need working capital before collecting milestone payments, and project volatility can make a fixed dividend less secure than a single-year yield suggests. Check whether the dividend is based on recurring profit, whether management states a payout or shareholder-return target, and whether cash remains after capital expenditure, guarantees and debt service.
Build a disciplined peer comparison
When comparing Tokyu Construction with other Japanese contractors, put every company on the same fiscal-period and accounting basis. A compact comparison sheet should include:
| Axis | Questions to answer |
|---|---|
| Orders and backlog | How fast are orders growing, how many years of sales are covered, and how concentrated are the projects? |
| Completed-construction gross margin | Is margin stable through the cycle, and are provisions or revisions distorting a year? |
| Operating margin | Does overhead scale efficiently, or do SG&A costs rise with revenue? |
| ROE and leverage | Is ROE generated by operations or by a high equity multiplier? |
| PER, PBR and dividend yield | Are earnings forecasts, book values and dividend definitions comparable? |
| Business mix | How much exposure is there to urban redevelopment, civil engineering, overseas work and real estate? |
| Profit quality | What share comes from recurring construction versus real estate, equity-method income, securities, foreign exchange or extraordinary items? |
Tokyu Construction’s Shibuya-area redevelopment exposure can be a differentiator if it produces specialized, repeatable work. It can also increase concentration and timing risk. Compare project pipelines and customer concentration rather than treating “urban redevelopment” as an automatic advantage.

Model the main risks before deciding
Cost inflation and labor availability
Wage, steel, cement, energy and subcontractor costs can erode a fixed-price contract. Examine escalation clauses, procurement timing and the gap between order date and construction start. A strong order book does not protect margins if costs rise faster than contract adjustments.

Project execution and extraordinary losses
Delays, design changes, disputes, safety incidents and technical problems can trigger provisions or extraordinary losses. Stress-test a case in which one large project loses several percentage points of margin and another case in which completion is delayed by a year.
Foreign exchange and non-operating volatility
Foreign-exchange movements and equity-method results can change reported profit without changing domestic construction demand. Keep those effects outside your core earnings estimate unless you have a specific, repeatable basis for forecasting them.

How to reach a buy, wait or avoid decision
A reasonable buy case requires more than 11.8× forecast PER or a 3.5% expected yield. It would normally combine a well-covered, profitable backlog; evidence that fiscal 2026 margin improvement is operational; recurring cash generation; a balance sheet that can absorb project volatility; and a price that remains attractive after normalizing earnings.
A wait decision is appropriate when orders are strong but backlog margins, cash conversion or non-operating items are unclear. Waiting for the next results release can answer whether fiscal 2026 was a new earnings level or a one-year rebound.
An avoid or reduce decision becomes more defensible if orders are won at deteriorating margins, provisions repeatedly increase, profit depends on asset gains, leverage limits flexibility, or the current price already assumes unusually high ROE and sustained redevelopment demand.
The fiscal 2026 numbers establish a stronger operating base than fiscal 2025: sales rose to ¥341.1 billion, operating income to ¥16.3 billion and attributable profit to ¥13.3 billion, while orders reached ¥408.9 billion. The investment question is whether that improvement survives project-cost pressure and normalization of non-operating items. Refresh the market data, read the latest securities-report notes and run the three-case model before treating Tokyu Construction as a buy.
