Manufacturers can respond to skilled-worker shortages most effectively by identifying the specific roles they struggle to staff, improving retention and internal development, and connecting training to real work through employer-linked programs such as registered apprenticeship. There is no single national vacancy figure that describes every plant’s needs, and available projections and surveys do not prove that one intervention will work everywhere. Start with local workforce data, build a role-specific plan with workers and training partners, and measure whether it improves hiring, retention, and time to competency.

What the numbers say—and what they do not

“Manufacturing labor shortage” can describe very different problems: a plant may be unable to hire maintenance mechanics, may have frequent turnover among production workers, or may need workers with skills in automation that its current team does not yet have. National projections and industry surveys show why workforce planning matters, but they measure different populations and periods. They are not a count of current, hard-to-fill vacancies.

Figure What it measures What not to infer
More than 12.8 million people employed in manufacturing in 2024 U.S. Bureau of Labor Statistics (BLS) employment figure, reported in its May 2026 article on manufacturing job opportunities. This is an employment count, not a count of open jobs. BLS projected top-line manufacturing employment to be little changed over 2024–2034.
Nearly 1 million production-occupation openings per year on average, 2024–2034 BLS projection across production occupations. BLS says openings are expected primarily because workers permanently leave an occupation, including through retirement or transfer. These are projected openings across production occupations, not manufacturing vacancies alone, and not a measure of net new jobs.
41,200 additional industrial machinery mechanics in manufacturing, 2024–2034 BLS projection for added employment in manufacturing, tied to continued adoption of automated machinery requiring maintenance and repair. This is a projected increase in employment for a particular occupation and industry, not a count of current vacancies.
3.8 million manufacturing jobs to fill over the next 10 years, with nearly half potentially unfilled A Manufacturing Institute and Deloitte study projection, summarized by the National Association of Manufacturers (NAM) in 2025. This is a decade-long study projection, not an observed current shortage or a BLS vacancy projection.
72.1% of Q4 2025 survey respondents cited skilled production workers among their hiring needs NAM’s December 4, 2025 Manufacturers’ Outlook Survey. The cited roles include technicians, welders, and machinists. This is the share of survey respondents reporting a hiring need, not the share of all manufacturers with vacancies and not a vacancy rate.
About 177,500 annual openings for assemblers and fabricators, 2025–2035 BLS Occupational Outlook Handbook projection for this occupational group; most openings are expected to come from replacement needs. This has a different occupational scope and projection period from the production-occupation figure above.

These measures can all be true at once. Employment can remain broadly stable while many openings occur because workers leave; particular technical occupations can grow even as overall manufacturing employment changes little. For employers, the practical implication is to plan for recurring replacement and skill needs—not to use a national projection as a substitute for identifying which roles are difficult to staff at a particular site.

1. Pinpoint the roles and skills your operation needs

Begin with the plant’s actual work, rather than a general goal to “hire more manufacturing workers.” A production associate, precision machinist, maintenance mechanic, robotics technician, and quality technician have different responsibilities and training needs. The U.S. Department of Labor’s advanced manufacturing occupational examples also include CNC machine operator, mechanical engineering technician, mechatronics technician, tool and die maker, and industrial manufacturing technician.

Build a short priority list—often a handful of roles—by combining hiring difficulty with the operational consequences of leaving a role uncovered. A vacancy in a specialized maintenance position may affect equipment availability differently from a vacancy in a role with a larger qualified applicant pool. The appropriate priorities depend on the plant’s processes, equipment, shifts, and workforce.

Assemble a site-level baseline

For each priority role, collect the same measures over a consistent period so managers can distinguish a persistent skills gap from a temporary hiring spike. Useful inputs include:

  • Current vacancies, vacancy duration, time to fill, and the number of qualified applicants reaching each hiring stage.
  • Turnover by role, shift, tenure, and supervisor, alongside overtime or temporary coverage used to keep work moving.
  • Retirement or other expected departures where employees have chosen to share that information, plus roles with concentrated institutional knowledge.
  • Production interruptions, equipment downtime, quality issues, or schedule pressure associated with missing skills, where those effects can be tracked.
  • Existing workers’ demonstrated competencies, certifications, training histories, and interest in advancement.

Keep the measures tied to a clear definition. For example, agree whether “time to fill” begins when a requisition is approved or posted, and whether a “qualified applicant” must meet every requirement or a defined minimum. Consistent definitions make later comparisons more useful than a single headline vacancy total.

Translate job titles into competencies

A job title alone is too broad to guide training. For each role, list the tasks a worker must perform safely and reliably, the equipment or software involved, the level of supervision required, and how competence will be demonstrated. Separate skills needed on day one from those that can be developed after hiring.

For example, a maintenance-mechanic plan might distinguish routine inspections and safe troubleshooting from more advanced diagnostic work on automated equipment. That is a planning example, not a claim that every plant uses the same tasks or equipment. Have experienced workers and supervisors validate the competency list; they can identify steps that a job description overlooks and knowledge that is currently undocumented.

2. Improve retention and develop the workforce you already have

Recruiting will not close a recurring gap if trained employees leave faster than the organization can replace them. NAM’s 2025 summary of the Manufacturing Institute and Deloitte workforce study points to retention and upskilling as parts of the response. BLS’s replacement-driven opening projections also make workforce continuity relevant even where employment growth is limited.

Review the working conditions and development routes that affect whether people stay and advance. Examine pay progression, schedule predictability, supervisor support, access to training, and whether workers can see a credible next step. Use conversations with employees and exit information alongside operational measures; a policy that exists on paper may not be accessible in practice across all shifts.

Make advancement concrete

Map realistic progression from entry roles to higher-skill work. A worker should be able to understand which competencies are required for a next role, how training is delivered, who assesses readiness, and whether the move changes pay or responsibility. If internal candidates are expected to acquire new technical skills, make time for learning part of the work plan rather than an informal expectation after a full shift.

Cross-training can improve coverage for recurring needs, but it should not be treated as proof of qualification for every task. Define the boundaries of each worker’s authorization, assess demonstrated competence, and update records when equipment or procedures change. For critical roles, schedule hands-on practice and coaching so knowledge is not concentrated in a single employee.

Plan for knowledge transfer

Where experienced workers are likely to leave, identify the procedures, troubleshooting judgment, and process history that would be difficult to recreate. Pair experienced employees with learners for defined tasks; document decision points and safe work practices; and arrange opportunities for the learner to perform the work under appropriate supervision. This is more useful than asking a departing employee to produce a general handoff at the last minute.

3. Connect training to real work and competencies

Training is more likely to address a staffing need when employers specify the work to be learned, the equipment or context in which it is used, and how proficiency will be assessed. Registered Apprenticeship is one established option: the Department of Labor describes it as combining paid work, mentoring, classroom instruction, progressive wages, and a nationally recognized credential. Advanced manufacturing occupational frameworks are competency-based and were developed with employers, educators, and workforce experts.

In 2025, 97,500 registered apprentices were served in advanced manufacturing, a 20% increase over five years, according to Apprenticeship.gov. That figure indicates program scale and growth; participation alone does not establish completion, retention, productivity gains, or causal effectiveness for a particular employer.

Compare training routes against your need

Registered apprenticeship, short-course upskilling, community-college programs, and internal training can each be considered, but the cited federal and industry sources do not provide a side-by-side cost or outcome ranking across them. Compare the options against the role and local delivery arrangements rather than assuming one route is universally best.

Training route What is established Questions to resolve locally
Registered Apprenticeship DOL’s model combines paid work, mentoring, classroom instruction, progressive wages, and a credential. Advanced manufacturing frameworks provide competency-based reference points. DOL reports 97,500 advanced manufacturing apprentices served in 2025, 20% above the level five years earlier. Does a sponsor serve the relevant occupation and region? How will work-based learning, instruction, mentoring, wage progression, assessment, and registration requirements fit the employer’s operation?
Short-course upskilling The sources establish upskilling as a workforce response, but do not set out a comparative short-course model or its typical costs and outcomes. Does the curriculum match the employer’s equipment and tasks? How will learners practice, demonstrate competence, and receive follow-up coaching?
Community-college or technical-college program The sources support collaboration with educators as a practical route, but do not rank college programs against other training options. Can the schedule, curriculum, facilities, and enrollment calendar serve the intended workers and roles? What portion of learning needs to occur at the worksite?
Internal training The sources support developing current workers and connecting training to employer needs, but do not establish a standard cost, duration, or comparative impact. Who will teach and assess? Is there protected training time, documented competency, coverage for the learner’s current duties, and a way to maintain the training materials?

For any route, ask whether the curriculum maps to specific roles and equipment, how time to competency is defined, how learning is assessed, whether work is paid, what mentoring and classroom instruction are included, and whether a credential is portable. Also compare employer cost, available public or partner support, administrative effort, ability to serve recurring needs, and local evidence on completion and retention. These are decision criteria, not claims that the sources establish one option as more cost-effective or more successful.

Build an employer-linked apprenticeship

  1. Choose the occupation and the work to be learned. Select a role with recurring need and define the competencies workers must demonstrate. Use an applicable DOL advanced manufacturing framework as a starting point, then validate it against the employer’s own equipment and work practices.
  2. Find a local sponsor and partners. Contact an apprenticeship sponsor or relevant workforce partner, and involve a technical college, community college, workforce board, or other appropriate educator. Confirm that the occupation, instruction, and delivery arrangements are available in the jurisdiction and fit the employer’s requirements.
  3. Design the work-based and classroom components. Agree on who mentors apprentices, how supervised work is structured, what instruction is required, and how progress is assessed. Set wage progression and credential requirements through the applicable sponsor and program process rather than assuming a single national arrangement.
  4. Plan the operating details before enrollment. Identify supervisor time, shift coverage, equipment access, training time, records, and a process for addressing a learner who falls behind. Explain the program and advancement path to current employees as well as new applicants.
  5. Track each cohort from entry to outcome. Record enrollment, milestones, completion, retention, time to competency, and placement into the intended role. Review results by occupation and cohort so a strong result in one role does not conceal a problem in another.

Program registration and structure vary by jurisdiction and sponsor, so employers should confirm local availability and requirements before setting a launch date. The Department of Labor factsheet attributes this account to Thomas Gombos, Maintenance Manager at Mack Trucks’ Lehigh Valley Operations: “Through customized training, our apprentices build their skill sets working directly with our equipment, enabling them to become very efficient in supporting our manufacturing facility as they progress through and complete the program.” This is a company representative’s testimonial about a program, not an independent outcome study.

4. Widen recruitment and make the work understandable

People cannot make an informed decision about a manufacturing job if a posting relies on a title and a list of unexplained requirements. Describe the tasks, skills, shift, physical or safety requirements that are material to the work, training provided, and possible advancement route. Distinguish requirements needed immediately from skills the employer is prepared to teach.

Work with schools and community organizations to show what modern production and technical roles involve. A plant visit, demonstration, or conversation with employees can make specialized work more legible than a generic description. The DOL’s examples of advanced manufacturing occupations—from CNC machine operator and precision machinist to mechatronics and robotics technician—can help partners discuss the range of work, but local employers should explain their own processes.

Technology, automation, and AI are changing skill needs, and NAM identifies those changes as ongoing workforce concerns. That does not establish one recruitment tactic as superior. Employers should test messaging and outreach locally, record which channels generate qualified applicants and hires, and examine whether applicants understand the actual schedule, work, and development path before accepting an offer.

5. Measure whether the response is working

Before launching a training or recruitment initiative, record a baseline for the roles it is intended to affect. Choose a small set of measures that connect to the original problem, then review them at planned intervals. Depending on the intervention, useful measures include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Time to fill and vacancy duration for the targeted role.
  • First-year retention, separated by role and cohort where the data allow.
  • Training enrollment, milestone completion, and apprentice completion.
  • Time to competency, with a consistent definition and an assessment tied to the job’s tasks.
  • Internal promotion or placement into the intended occupation.
  • Overtime, temporary coverage, or operational interruptions associated with the skill gap, if those measures are tracked reliably.

Interpret changes carefully. A shorter time to fill may reflect a change in demand or hiring conditions as well as a new training route. Compare cohorts or time periods with attention to role, shift, supervisor, and labor-market context; do not attribute every improvement to a single program without evidence. The sources cited here provide projections, survey responses, a participation count, and an apprenticeship model, but no comparative causal estimate showing how much a particular intervention reduces vacancies or raises productivity.

Common planning mistakes to avoid

  • Treating every opening as a new job or a vacancy. BLS projections include replacement openings, and the scopes of its production, manufacturing, and assembler figures differ.
  • Using a national statistic as a plant-level diagnosis. Industry estimates can signal broad pressure, but local role, turnover, and operating data should determine where to act.
  • Training to a generic title. Define tasks, equipment, competencies, supervision, and assessment for the actual role.
  • Recruiting without addressing retention. If working conditions or advancement routes contribute to turnover, hiring more people alone may leave the underlying problem intact.
  • Launching training without operational capacity. Mentors need time, learners need access to appropriate work and instruction, and supervisors need a way to assess progress.
  • Claiming success from participation alone. Enrollment or program growth is not the same as completion, retention, or impact on the employer’s staffing needs.

A practical starting sequence

  1. Choose the roles with the clearest combination of persistent hiring difficulty and operational impact.
  2. Establish consistent baselines for vacancies, turnover, overtime, expected departures, and time to competency.
  3. Define role-specific competencies with experienced employees and supervisors, including which skills can be taught after hire.
  4. Review retention, scheduling, pay progression, support, and internal advancement for the same roles.
  5. Choose a training route with workers and local education or workforce partners; validate availability, responsibilities, and cost before launch.
  6. Set outcome measures and a review date before enrolling workers or changing recruitment practices.

The objective is not simply to add applicants. It is to build a repeatable local system that helps people enter, learn, stay, and move into the skills the operation actually needs.
