Use Apple Preview to add, delete, reorder, or move pages between PDFs on a Mac. Open the file, show its page thumbnails, then edit the pages in the sidebar—no separate PDF editor is needed for these basic changes.
Show the page thumbnails in Preview

Open the PDF in Preview.

Choose View > Thumbnails or View > Contact Sheet. The page thumbnails let you select and arrange pages.

Insert a page from a file

In the thumbnail sidebar, select the page that should come immediately before the new page. To add a page at the beginning, select the first page.

Choose Edit > Insert > Page from File, then select the PDF or other file containing the page you want to add.

Preview inserts the page after the selected page. You can also use the sidebar’s Add button and choose Insert from File.
Insert a blank page
Select the page that should come before the blank one, then choose Edit > Insert > Blank Page. The blank page is added after your selection. Alternatively, use the sidebar’s Add button and choose Insert Blank Page.

Delete pages from a PDF

Select a page thumbnail. To select multiple pages, select each one in the sidebar.

Press Delete or choose Edit > Delete.
Deleting a page also removes any annotations on that page, so keep a copy of the original PDF if you may need those notes later.

Reorder pages in a PDF
In the thumbnail sidebar, drag a page to its new position. Watch the insertion indicator as you drag, then release the thumbnail where you want the page to appear.
Move pages between two PDFs

Open both PDFs in Preview and show thumbnails in each window.

Drag a page thumbnail from one PDF’s sidebar into the other PDF’s sidebar, placing it at the desired position.

To make a separate PDF from selected pages, drag their thumbnails to the desktop. Preview creates a new PDF from the dragged pages.

When to use another PDF app
Preview covers adding, deleting, reordering, and moving pages between PDFs. If you already use Adobe Acrobat, its desktop All tools > Organize pages workflow lets you select and drag page thumbnails; on Mac, Command-click selects multiple pages. Save the PDF after editing. For work across two Acrobat documents, Adobe’s macOS instructions use Window > Tile > Vertically; drag thumbnails to move them, or use Copy and Paste to copy them, then save both PDFs. Adobe’s page organization instructions and instructions for working between PDFs describe those steps.
PDF Expert also advertises page insertion, removal, extraction, and reordering on Mac. These are vendor-stated features, not a comparative assessment. See its page-management feature information and App Store listing if you want to check its capabilities. Neither app is required for the basic page changes described above.
