When software can search, decide and pay for a customer, a fraud check must evaluate two identities and one specific act: the customer or business that is the principal, the agent operating under delegated authority, and whether this transaction is within the permission actually granted. A recognized agent is only a signal. The decisive evidence is a fresh, verifiable authorization bound to the merchant, operation, amount or cart, time window and policy, followed by risk checks before execution and an investigation-ready record afterward.

Why agent-initiated payments require a different fraud model

Traditional payment controls usually start with a person, account or device and ask whether that actor is likely to be the legitimate customer. An AI agent changes the sequence. The software may authenticate to a merchant, choose products, negotiate options and submit payment without the customer present at the final click. The merchant therefore has to answer two separate questions:

  • Who is the principal? Which authenticated consumer, employee or business account is financially responsible?
  • Which agent is acting? What software identity is making the request, and how is it linked to that principal?
  • What was authorized? Did the principal permit this merchant, action, cart or amount, under the current conditions and time limit?

Collapsing those questions into “the agent is known” creates a dangerous blind spot. A legitimate agent can receive a manipulated instruction, suffer prompt injection, operate with an excessive token scope or make a mistake. Conversely, an unfamiliar software identity is not automatically malicious if the merchant can verify a valid delegation and the transaction fits it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Visa’s security guidance captures the distinction: “It is not enough to know that a request came from the right software; there needs to be confirmation that the agent has the correct request and parameters for it, the proper permissions and is acting on behalf of a legitimate, verified business.” Treat that as a design principle, not as a claim that any particular protocol eliminates fraud.

The control objective: bind a real principal to a bounded action

An agent transaction should produce a chain of evidence that connects the principal, the agent, the delegated permission and the exact operation. A useful authorization record answers:

  • Which customer or business granted authority?
  • Which agent credential and software instance received it?
  • What action was allowed: purchase, refund, transfer, booking or another operation?
  • Which merchant, domain, seller or service was in scope?
  • Which products, cart contents, categories or quantity limits were allowed?
  • What maximum amount, currency and cumulative spend applied?
  • When was the permission issued, and when does it expire?
  • What session, nonce or transaction identifier prevents replay?
  • What additional approval is required if a material condition changes?

The exact fields depend on the payment environment, but the principle is stable: authorization should describe the action, not merely identify the software.

A six-step operating pattern for fraud and risk teams

1. Establish the principal–agent relationship

Store the customer or business as the principal and the agent as a distinct identity. Do not overwrite the customer identity with an agent name, and do not let a generic “trusted bot” label stand in for delegation. The relationship should be cryptographically or administratively verifiable and revocable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a business, the relationship may include an organization identifier, the employee or service owner who approved the agent, and the permitted business function. For a consumer, it may include the account that enrolled the agent and the consented identifier used to recognize it. Keep the enrollment event, credential status and revocation history available to the risk engine.

NIST’s February 5, 2026 announcement describes a proposed National Cybersecurity Center of Excellence project and concept paper focused on agent identification, authorization, auditing, non-repudiation and prompt-injection mitigation. It is a proposed effort, not a finalized NIST standard. Use it as a signal of the control areas being explored, not as a certification to require from merchants today.

2. Turn delegation into a transaction-specific permission

Represent the user’s instruction as an authorization envelope. At minimum, include the operation, merchant or domain, amount or spending limit and validity period. Add cart or product scope when the user’s instruction is narrow, such as “buy this model” or “reorder the approved supplies.” A broad, long-lived permission such as “buy anything” is difficult to evaluate safely.

Visa’s Trusted Agent Protocol describes signatures that include a timestamp and unique session identifier and are bound to the merchant domain and operation. Those features are intended to reduce replay and cross-context use. Visa says the protocol is in development and deployment, so present them as described design features rather than controls that every merchant already supports.

Freshness matters. An authorization created yesterday for one checkout should not silently authorize a different merchant, altered cart or later session. Reject or step up when the signed context, amount, operation or expiry no longer matches.

3. Compare the attempted action with the customer’s intent

After authenticating the agent, evaluate the transaction itself. Mastercard’s framework describes purchase-intent data that may include cart contents, transaction limits and validity windows. Compare those fields with the submitted order and with the principal’s account and policy.

  • Scope match: Is the merchant or domain the one the principal approved?
  • Content match: Are the products, quantities, shipping destination and category consistent with the permitted cart or instruction?
  • Value match: Is the total, currency, tax and shipping cost inside the authorized limit?
  • Time match: Is the request still within its validity window?
  • Behavior match: Does the sequence resemble the principal’s normal activity, or does it show rapid retries, unusual destinations or policy evasion?
  • Change detection: Did a price, seller, payment instrument or fulfillment condition change after approval?

A positive agent credential should raise confidence only when these checks also pass. Visa’s guidance notes that human review can be appropriate at key decision points, especially when the transaction departs from the approved intent.

4. Enforce policy before the agent can execute

Place policy gates in the transaction path, not only in post-transaction analytics. An agent should receive a definitive allow, deny or step-up response before payment authorization or order submission.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a fresh customer approval when the request exceeds the envelope. Examples include a higher amount, a new merchant, a changed beneficiary, a restricted product, a new shipping country or a request to disable a security control. The approval should identify what changed and what the customer is approving, rather than showing a generic “continue” button.

Visa describes APIs that confirm intent and an auditable record of human approval in advanced pilots. Mastercard’s April 29, 2025 Agent Pay announcement describes consumer control over what agents can purchase and on-device biometrics for strong consumer authentication. These are company-described capabilities, not independent evidence that every implementation has them or that they prevent loss.

  • Risk signals, policy rules, model version and decision outcome.
  • Interventions such as denial, hold, step-up or human approval.
  • Final payment and fulfillment result, including subsequent changes or reversals.

Visa recommends traceable decision points. Mastercard says intent data can supply audit material that may help prevent or resolve cardholder disputes. Design retention and access controls around the purpose of investigation, and disclose what identifiers are shared. Visa’s protocol describes identifiers as consented by the consumer, while the Consumer Financial Protection Bureau’s 2025 Consumer Credit Card Market Report to Congress highlights protection of sensitive personal and financial data as a concern.

6. Connect fraud operations to errors and disputes

An agent can be legitimate while a transaction is unauthorized, mistaken or inconsistent with the customer’s instruction. Customer support and dispute teams therefore need the same authorization evidence as the fraud engine. Give them a way to see the principal, agent, approved scope, actual action, decision points and any human confirmation.

Mastercard describes a process intended to clarify agentic transactions that consumers do not recognize. The CFPB identifies transparent decision-making and dispute resolution as consumer concerns. Your operating procedure should distinguish at least three cases:

  • Credential compromise or impersonation: the principal did not enroll or authorize the agent.
  • Agent or integration error: the agent was legitimate, but it exceeded or misread the instruction.
  • Customer-authorized transaction: the evidence matches the scope, even if the customer later regrets the purchase.

Each case can require a different response, from credential revocation and account protection to merchant remediation or a standard billing dispute.

What to check at the moment of purchase

The following decision sequence keeps identity, authorization and risk analysis separate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Resolve the principal. Confirm the authenticated customer or business account and its current status.
  2. Resolve the agent. Validate the credential, enrollment, revocation status and relationship to the principal.
  3. Verify authorization freshness. Check timestamp, expiry, nonce or session identifier and any replay protections.
  4. Validate context. Match domain, operation, merchant, cart, amount, currency and destination against the authorization envelope.
  5. Run ordinary transaction-risk controls. Evaluate account behavior, payment instrument, velocity, device or network anomalies, and known fraud indicators. Agent status does not replace these controls.
  6. Apply policy. Allow only if the action is inside scope and risk is acceptable; otherwise deny, hold or request stronger approval.
  7. Record the outcome. Persist the evidence and the reason for every intervention.

Because an agent can complete a flow quickly, controls must execute synchronously where possible. Visa says a response window that once lasted hours or days may shrink to minutes or seconds. That is a qualitative warning about operational speed, not a measured fraud statistic.

How to compare protocols or internal designs

Evaluation axis Questions for a design review
Agent and principal identity How is the agent registered? How is its relationship to an authenticated customer or business represented, revoked and audited?
Authorization scope Can permission cover the exact action, merchant, cart or product scope, amount and time window?
Context and replay protection Is authorization fresh and bound to the correct domain, operation and session?
Risk decisioning and intervention Do checks run before execution? How are limits enforced, and where is human review required?
Audit and dispute support Can investigators show who authorized what, what the agent did and why the system allowed or stopped it?
Privacy and interoperability Are identifiers shared with consent, and will the approach work across merchant and payment environments?
Deployment maturity Is the proposal a published framework, a vendor announcement, a pilot or a generally available control independently evaluated?

This last distinction is essential. Visa describes its Trusted Agent Protocol as in development and deployment. Mastercard and Visa describe their own frameworks and product capabilities. Those descriptions explain intended operation; they do not establish independent effectiveness or broad merchant adoption.

Architecture that keeps the checks enforceable

Identity and enrollment service

Maintain separate records for principal, agent, credential, owner and consent. Support revocation, rotation and expiration. Require stronger enrollment for agents that can spend money than for agents that only provide information.

Authorization service

Issue a signed, short-lived authorization object containing the operation and limits. Bind it to the merchant or domain and session when the environment supports that feature. Expose a clear reason when an attempted action falls outside scope so the agent can request a new approval rather than retry indefinitely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Risk and policy engine

Combine authorization facts with payment-fraud signals, account history and velocity. Keep deterministic policy checks separate from model scores so an investigator can tell whether a hard limit or a probabilistic signal caused the decision. Version rules and models in the audit record.

Execution gateway

Place the final allow, deny or step-up decision immediately before payment authorization, order submission or another irreversible action. Do not rely on a browser plug-in or an agent prompt to enforce a financial limit; enforce it server-side.

Evidence and case management

Stream decision events to fraud operations and customer support with consistent identifiers. Build a case view that links the original instruction, authorization, agent actions, interventions and final outcome. This reduces the risk that a dispute team sees only a payment record with no explanation of delegated authority.

Desk wire organizer is also suitable for use in the kitchen and outdoors.
  • 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

Prompt injection changes the agent’s behavior

Keep policy enforcement outside the agent’s natural-language context. Treat text returned by a merchant, webpage or product listing as untrusted input. A changed instruction must still pass the authorization service and any required human approval.

The customer cannot recognize the transaction

Show the agent name, principal account, merchant, approved purpose and approval time in customer-facing records. Route the case with the complete evidence chain so support can determine whether the issue was compromise, agent error or a valid but surprising purchase.

Controls slow down legitimate automation

Use risk-based step-up rather than a human confirmation for every low-risk renewal. Predefine narrow limits for routine purchases and reserve stronger approval for high-value, unusual or irreversible actions. Measure approval abandonment and false positives alongside fraud outcomes.

Privacy, consumer protection and market maturity

Delegated commerce can expose more information than an ordinary card payment: shopping history, household preferences, business purchasing rules and financial limits. Collect only the identifiers and intent fields needed for authorization, fraud prevention and dispute handling. Define who can access agent logs and how long they are retained.

The CFPB’s 2025 report described consumer shopping and payment agents as being in the initial stages of development and deployment, with limited availability and purchase-execution capabilities at that time. It raised concerns about sensitive data, transparent decisions and dispute resolution. That is a dated market-status snapshot, not a current adoption percentage and not evidence that all agent transactions are immature today.

Similarly, there is no named, agent-specific fraud prevalence, loss rate or detection-rate statistic established by the primary sources summarized here. Do not substitute general payment-fraud figures for that missing evidence. Track your own exposure, authorization failures, step-up rates, confirmed fraud, mistaken orders and dispute outcomes, with clear definitions and time periods.

A staged rollout for an existing fraud program

  1. Inventory authority. List every agent that can read account data, initiate an order, move funds or change a payment instrument.
  2. Separate identities. Add principal, agent and delegation fields to authentication, payment and case-management records.
  3. Define authorization envelopes. Start with merchant, operation, amount and expiry; add cart and product scope where the use case requires it.
  4. Gate execution. Enforce limits before payment or fulfillment, with explicit step-up paths for exceptions.
  5. Instrument evidence. Log consent, intent, policy decisions, interventions and approvals using shared transaction identifiers.
  6. Pilot narrowly. Begin with low-value, reversible use cases and a small set of merchants or internal workflows. Review exceptions manually.
  7. Test adversarially. Exercise replay, altered carts, prompt injection, credential theft, expired permissions and merchant-domain changes.
  8. Expand by evidence. Increase limits or automation only after monitoring fraud, errors, customer complaints, disputes and operational response times.

Questions leaders should ask vendors and internal teams

  • Can you show a complete record of the principal’s instruction and the exact action the agent attempted?
  • What prevents a valid authorization from being reused for another merchant, operation or session?
  • Which controls are enforced server-side before execution?
  • What happens when cart contents, amount, destination or seller changes after approval?
  • How quickly can a customer revoke an agent, and how quickly do downstream credentials stop working?
  • Which identifiers are shared, under what consent, and for how long are logs retained?
  • Is the capability generally available, a pilot, a published design or independently evaluated?
  • Can a dispute investigator explain the decision without access to the agent’s private internal reasoning?

Bottom line for fraud, payments and security leaders

Adaptation is not a matter of adding an “AI agent” field to an existing fraud score. Build a two-identity model, express delegation as a narrow and time-bound authorization, bind it to the transaction context, enforce policy before execution and preserve the evidence needed for investigation and disputes. Treat authenticated-agent status as one risk signal among many. The safest implementations make the principal’s intent explicit, stop the agent when it leaves that intent, and give both the customer and the fraud team a clear account of what happened.
