If your Singapore business buys software or cloud services from a supplier outside Singapore, first determine whether the purchase is an imported service within Singapore’s reverse-charge rules. A GST-registered buyer that is not entitled to full input-tax recovery will generally account for GST on an in-scope imported service, subject to exclusions. A buyer entitled to full input-tax credit generally does not meet that recipient-side reverse-charge condition. The tax you account for and the tax you can claim back are separate calculations.

This guide covers Singapore GST only. It explains how to classify a foreign software subscription, decide whether reverse charge applies, calculate the value, report it in the GST return, and deal with an overseas provider that charged GST.

What “foreign software subscription” means for Singapore GST

For this purpose, a foreign software subscription is a recurring or one-off payment for software, a software platform, hosted functionality, or cloud storage supplied by a provider that belongs outside Singapore. The commercial label does not decide the tax treatment. The contract, supplier location, buyer’s GST status, and entitlement to input-tax recovery do.

IRAS identifies software programs and cloud storage as examples of remote services. A subscription can therefore be an imported service even when the buyer downloads an application, accesses a web dashboard, or receives no physical product.

The Singapore rule is not universal. A different country may use a different import mechanism, threshold, or return box. The steps below apply to Singapore GST returns and should be checked against the live IRAS guide for the filing period.

The decision in one view

Question Why it matters
Is the buyer GST-registered in Singapore? The recipient-side reverse-charge rule described here applies to a Singapore GST-registered recipient.
Does the supplier belong outside Singapore? The transaction must be an imported service from an overseas supplier for this reverse-charge analysis.
Is the service software, cloud storage, or another remote service? Software programs and cloud storage are listed remote services. Bundled contracts require closer review.
Is the buyer entitled to full input-tax credit? A recipient with full recovery entitlement generally falls outside this recipient-side reverse-charge condition. A recipient without full entitlement generally accounts for GST, subject to exclusions.
Is the service excluded from reverse charge? An excluded service remains outside the regime even if the supplier is overseas.

Do not decide from the invoice alone. Keep the subscription agreement and understand what the provider actually supplies.

Reverse charge and the separate overseas-vendor regime

Business-to-business reverse charge

Under reverse charge, the Singapore GST-registered recipient accounts for GST on an imported service as though it were the supplier. IRAS describes the mechanism this way: “Under the reverse charge mechanism, the GST-registered recipient of the imported services or low-value goods, accounts for GST on those services or goods as if he were the supplier.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a software subscription, the recipient calculates Singapore GST on the taxable value, reports the output tax, and claims any allowable input tax under the ordinary input-tax rules. The claim can be partial or unavailable, so the two sides must not be assumed to cancel.

Business-to-consumer overseas-vendor registration

A separate regime applies when a GST-registered overseas supplier accounts for GST on remote services supplied to Singapore consumers or non-GST-registered persons. That is the supplier’s consumer-facing obligation. It is not the same as a Singapore GST-registered business accounting for an imported service under reverse charge.

When reviewing a subscription invoice, identify which regime fits the buyer and transaction. A supplier’s registration or invoice wording does not by itself remove the recipient’s need to assess reverse charge.

Step 1: Confirm the buyer, supplier and supply

Confirm the Singapore buyer

Record the legal entity that purchased the subscription and its Singapore GST registration number. A group company, employee, or branch may appear on the order, while a different entity pays the card statement. The entity that received the service and is filing the return should be able to reconcile the contract, invoice, payment, and accounting entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm where the supplier belongs

Establish that the provider belongs outside Singapore. Check the contracting entity, invoice details, terms of service, and any stated business or tax registration information. A provider’s support team, billing platform, or payment processor may be located in another country without changing the identity of the contracting supplier.

Confirm what was supplied

Read the order form and subscription terms. A standalone licence, hosted application, software-as-a-service plan, and cloud-storage plan can fall within the remote-services description. If the price also covers implementation, consulting, training, support, advertising, hardware, or another element, do not automatically apply one treatment to the entire invoice. The contract may need a service-by-service allocation.

Step 2: Test input-tax recovery and exclusions

Full recovery entitlement

A GST-registered business entitled to full input-tax credit generally does not meet the recipient-side condition for reverse charge. “Full” means the business can recover all relevant input tax under the normal rules; it is not enough that the subscription is used partly for business purposes.

Partial or no recovery

Reverse charge generally applies where the GST-registered recipient is not entitled to full input-tax credit, subject to exclusions. A business making exempt supplies, receiving non-business services, or otherwise restricted under the ordinary input-tax rules may have to account for output tax while recovering only the deductible portion as input tax.

Calculate the claim separately. The fact that a software subscription supports taxable business activity does not prove that every dollar of reverse-charge GST is claimable.

Check exclusions

Services specifically excluded from the reverse-charge regime remain outside it. Review the applicable IRAS guide for the filing period and document the reason for any exclusion. If the contract contains several components, an exclusion for one component should not be extended to unrelated services without an analysis of the contract.

Step 3: Classify and document the subscription

Use a consistent review record for each foreign subscription. At minimum, capture:

  • Supplier’s legal name and country or place of belonging.
  • Singapore entity that bought and used the service.
  • Description of the software, platform, storage, or other service.
  • Subscription period, invoice date, payment date, and any renewal date.
  • Currency, amount, and the conversion basis used for the GST return.
  • Whether foreign indirect tax was charged because of the supply.
  • Whether the contract includes implementation, support, training, hardware, or other components.
  • The buyer’s input-tax recovery percentage and the reason for it.

Save the invoice, subscription terms, order confirmation, payment evidence, credit notes, and internal tax assessment together. A downloadable invoice may not show every fact needed to determine supplier belonging or service allocation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Establish the taxable value and filing period

Include relevant foreign indirect tax

IRAS states that foreign indirect tax imposed or levied because of the supply is included in the value of imported services. Foreign stamp duty is excluded. Separate those amounts in the working paper rather than treating every overseas charge as part of the service price.

Convert the currency consistently

Preserve the currency-conversion basis used to translate the subscription value into Singapore dollars. The invoice, accounting record, and GST return should reconcile. If a recurring subscription is paid in a foreign currency, retain the calculation for each taxable period and explain any difference caused by the selected conversion basis.

Identify the time of supply

Use the applicable time-of-supply rules to decide which GST return includes the imported service. Do not place every annual subscription in the period when the contract was signed if the relevant tax point occurs later. Review invoice, payment, and service dates together, especially for renewals, prepaid plans, amendments, refunds, and credit notes.

Step 5: Calculate GST at the applicable rate

The Singapore GST rate is 9% from 1 January 2024. Verify the rate and any transitional rules against the actual supply, invoice, and payment dates, particularly for historical subscriptions that span a rate change.

Illustrative calculation

Assume an in-scope subscription has a Singapore-dollar value of S$1,000 for the relevant tax point, including any foreign indirect tax that must be included and excluding foreign stamp duty. At 9%, the reverse-charge output tax is S$90. The amount that can be claimed as input tax is then determined independently under the normal recovery rules. If the buyer can recover 40% of that input tax, the claim would be S$36 and the unrecovered S$54 remains a cost. The 40% figure is only an illustration; use the business’s substantiated recovery entitlement.

Step 6: Complete the GST return

For reverse-charge imported services, the current IRAS guide identifies these GST F5 entries:

GST F5 box What to report
Box 1 The value of the imported service, included with the relevant taxable supplies value required in the return.
Box 5 The imported-service value as part of the return’s relevant purchase or value reporting.
Box 14 The imported-service value and a “Yes” answer to the reverse-charge question, where applicable.
Box 6 Output tax accounted for under reverse charge.
Box 7 Claimable input tax, limited to the amount allowed under the ordinary input-tax rules.

IRAS’s return instructions say to answer “Yes” in Box 14 and include the relevant imported-service value there; that value is also included in Box 1. Reconcile the boxes to the calculation schedule rather than entering only the net amount.

Illustrative return entries

Using the S$1,000 example, the value is reported in Boxes 1, 5 and 14, S$90 of output tax is reported in Box 6, and the allowable input-tax amount is reported in Box 7. If none of the reverse-charge tax is recoverable, Box 7 does not contain the S$90 merely because Box 6 does.

What if the overseas provider already charged GST?

For a GST-registered Singapore business buying remote services, IRAS says to provide the Singapore GST registration number to the overseas provider so that the provider does not charge consumer GST on a business purchase.

If the provider incorrectly charged GST, contact the provider for a refund. Do not claim that incorrectly charged amount as Singapore input tax. If the underlying service is within reverse-charge scope, the Singapore business still accounts for GST under reverse charge and claims any corresponding input tax only under the normal recovery rules.

Keep the original invoice, the request for correction, the refund or credit note, and the corrected invoice. A foreign tax label on an invoice is not evidence that the amount is Singapore GST or that it is deductible in the Singapore return.

Registration threshold for businesses that are not GST-registered

The reverse-charge return entries described above concern a GST-registered recipient. A non-GST-registered business should separately consider whether registration is required. IRAS’s current registration guidance states a S$1 million threshold over a 12-month period for a specified situation in which the business would not be entitled to full input-tax credit even if registered. The calculation can include taxable turnover and/or the total value of imported services and low-value goods, as applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is not a universal threshold for every software buyer. Apply the conditions in the registration guidance to the business’s own supplies, imported services, low-value goods, and recovery entitlement. Do not infer a registration obligation from the price of one subscription.

Bundled subscriptions and difficult contracts

Separate line items

Where software access, implementation, premium support, and training have separate prices, assess each component using the contract and invoice. A software line may be a remote service while another line has a different character or exclusion.

One price for several elements

When a single amount covers several elements, identify the principal service, any separately identifiable services, and the contractual basis for allocation. The available guidance does not resolve every bundled-service allocation. Avoid an arbitrary split based only on internal budgeting; obtain tax advice when the amount is material or the allocation affects reverse-charge liability.

Renewals, upgrades and credits

Retain the original terms and each renewal or upgrade notice. A change in plan can change the value, service components, or tax point. Process refunds and credit notes in the period required by the applicable rules and preserve the link to the original entry.

Common errors and how to correct them

  • Treating every overseas invoice as outside GST: First classify software and cloud storage as potential remote services and test the reverse-charge conditions.
  • Assuming all GST-registered businesses reverse charge: Full input-tax recovery entitlement generally removes the recipient from this condition; document the recovery analysis.
  • Claiming the entire reverse-charge amount back: Box 7 is limited by normal input-tax rules and may be partial or zero.
  • Reporting only the net cost: The return requires the imported-service value and output tax entries, not just the unrecovered balance.
  • Putting the value in only one box: The current guide identifies Boxes 1, 5 and 14 for the value, with Box 6 for output tax and Box 7 for claimable input tax.
  • Using the payment date automatically: Determine the filing period under the applicable time-of-supply rules.
  • Ignoring foreign tax in the value: Include foreign indirect tax imposed because of the supply; exclude foreign stamp duty.
  • Accepting supplier-charged GST as deductible Singapore tax: Seek a supplier refund and keep the correction trail.
  • Applying one treatment to a bundle: Review implementation, support, training, and other elements instead of assuming the whole invoice is software access.
  • Using a generic threshold: The S$1 million rule applies to the specified non-full-credit registration situation, not automatically to every purchaser.

A practical month-end control

  1. Extract all overseas software, platform, and cloud-storage payments from the accounts-payable ledger and card statements.
  2. Match each payment to the contracting supplier, invoice, subscription terms, and Singapore GST registration details.
  3. Mark whether the service is standalone or bundled and record the buyer’s input-tax recovery status.
  4. Check exclusions, foreign indirect tax, foreign stamp duty, currency conversion, and the applicable time of supply.
  5. Calculate the Singapore-dollar value and 9% output tax where the rate applies.
  6. Post the value to Boxes 1, 5 and 14, output tax to Box 6, and only the allowable input tax to Box 7.
  7. Reconcile the return to the calculation schedule and retain evidence for the filing period.

Accounting or bookkeeping software can organize invoices and return data, but it cannot determine whether a complex subscription is within reverse charge or how a bundled contract should be allocated.

When professional advice is warranted

Obtain GST advice when the supplier’s belonging is unclear, the subscription includes substantial implementation or consulting, the business has exempt or non-business activities, input-tax recovery is shared across activities, the supplier charged an overseas tax, or the transaction spans different rates or tax points. The cost and risk of an incorrect allocation can exceed the value of a routine subscription, especially when the same contract renews across several periods.

Final filing checklist

  • Singapore GST registration status confirmed.
  • Supplier’s overseas belonging established.
  • Software, cloud storage, or other remote-service classification documented.
  • Contract bundle and exclusions reviewed.
  • Full, partial, or no input-tax recovery position supported.
  • Invoice, terms, payment evidence, and currency conversion retained.
  • Foreign indirect tax included where required; foreign stamp duty excluded.
  • Time of supply assigned to the correct filing period.
  • GST rate checked for the transaction dates.
  • Imported-service value entered in Boxes 1, 5 and 14; Box 14 answered “Yes” where applicable.
  • Output tax entered in Box 6 and only allowable input tax in Box 7.
  • Any supplier-charged GST sent back for refund rather than claimed as Singapore input tax.
