If you cannot complete identity verification online, you still have several ways to reach the Department of Veterans Affairs. For online access, Login.gov offers in-person verification at participating USPS locations, while ID.me offers a video call or in-person verification at participating UPS Store locations. If you do not want to create an identity-verified account—or cannot complete any provider’s process—you can manage benefits and health care by phone, mail, or in person. Your choice of sign-in provider, or your decision not to create an account, does not affect eligibility for VA benefits or health care.
Use the route that matches the point where you are stuck. A failed photo upload, lack of a smartphone, no compatible document, and a need for immediate help have different solutions.
What “identity verification” controls—and what it does not
Identity verification is required for secure online access to personal VA information. VA.gov currently supports sign-in through an identity-verified ID.me, Login.gov, or CLEAR account. The verification step confirms that the person creating the account is really that person, rather than someone attempting to use another veteran’s information. VA describes it as a one-time process for an account, although a provider may later ask for authentication when you sign in.
Verification is about access to an online account, not a test of whether you qualify for a benefit, appointment, prescription, claim, or other VA service. VA’s account guidance states, “Your choice won’t affect your eligibility for VA benefits or healthcare.” You can therefore choose an alternate verification route or use offline channels without giving up eligibility.

Keep two separate questions in mind:
- Do you need online account access? If yes, use an alternate route offered by the same provider or choose another supported provider.
- Do you simply need VA assistance? If yes, contact VA by phone, mail, or in person for the specific service.
Provider requirements and participating locations can change. Follow the current instructions shown by VA.gov and the provider you select, especially before traveling to a post office, UPS Store, or VA facility.
Choose the route that fits your problem

How to use Login.gov in-person verification
Login.gov provides an in-person path when online identity-document verification does not work. VA says the option may appear when you begin verification or after an unsuccessful attempt to upload an identity document. It is carried out at participating USPS locations, so not every post office can provide it.
Steps after a failed upload
- Return to the Login.gov verification flow started from VA.gov. Do not create a second account simply because the first upload failed.
- Look for the in-person verification choice. The exact wording and screen order can change, but it will identify the USPS route when it is available for your account.
- Continue until Login.gov displays the code needed at the post office. This may be a barcode or QR code. Save it on your device or print it if that is easier.
- Read the current list of accepted identification documents and bring the specified document. A post office employee can only complete the process when the required code and identification match the instructions.
- Use the participating-location information supplied by Login.gov. Participation is location-specific; do not assume that your nearest USPS branch offers the service.
- Complete the in-person check, then return to the Login.gov or VA.gov sign-in flow if prompted. Keep the account email and password you used for the original account.
An upload failure does not by itself mean that you are ineligible for VA services or permanently locked out of online access. It means the provider could not complete that particular proofing method. If the in-person option is not offered, reread the provider’s current instructions rather than traveling to an unconfirmed location.

VA’s guidance indicates that Login.gov may offer address verification by mail when a user has no U.S. phone number. This is a provider-specific option, not a guarantee that every account will receive it. Follow the prompts shown in your Login.gov account and allow for mail delivery before trying a different route.
How to use ID.me assisted verification
ID.me offers two assisted alternatives: a video call with a representative and an in-person process at participating UPS Store locations. VA advises creating or using your ID.me account and starting the process through VA.gov so the verified account is connected to the VA sign-in flow.

ID.me video call
The video route is designed for people who need a representative to help complete identity proofing or whose documents cannot be approved by automated checks. It requires a computer with a working webcam and an internet connection. You should also be prepared to upload the documents requested by the current ID.me instructions before or during the session.
- Open VA.gov and select the sign-in option that uses ID.me.
- Create an ID.me account or sign in to an existing one, then choose identity verification.
- Select the video-call or representative-assisted option if it is offered for your situation.
- Prepare the identity documents listed by ID.me. The accepted-document list and image requirements can change, so use the live instructions rather than an old checklist.
- Allow browser access to the webcam and keep the document available for the representative to inspect.
- Join the live session and follow the representative’s instructions. Stay in the session until ID.me reports whether verification is complete or identifies another required step.
- Return to VA.gov and sign in with the same ID.me account.
A video call is not a telephone-only process. If you do not have a computer, webcam, or reliable internet, use the in-person route or contact VA through an offline channel instead.

ID.me in-person verification at a UPS Store
The in-person option can help when self-service verification fails, a compatible document is unavailable for automated review, or a video call is impractical. Only participating UPS Store locations can provide it, and the appointment or check-in procedure is controlled by ID.me.
- Start at VA.gov and choose ID.me so the request is associated with VA access.
- In the ID.me verification flow, select the in-person option when available.
- Use the current location and appointment instructions to identify a participating UPS Store. Do not assume that every location participates.
- Record any appointment confirmation, barcode, QR code, or other check-in information the instructions provide.
- Bring the identification documents listed for your case and the required code or confirmation.
- Complete the identity check at the location, then follow the instructions to finish linking the verified ID.me account to VA.gov.
Because acceptable documents and appointment procedures are operational details, check ID.me immediately before the visit. A location may require an appointment, may stop offering the service, or may accept only the documents specified in the current instructions.
What if you do not have a smartphone?
A smartphone is not the only possible way to complete multifactor authentication (MFA), and it is not automatically required for every identity-verification stage. VA lists alternatives that can include a landline telephone, a security key, or backup codes. Which choices appear depends on the account provider, the account’s existing settings, and the stage of verification.

Landline, security key, and backup codes
- Landline: If the provider offers voice-call authentication, a fixed telephone may receive the code instead of a text message.
- Security key: A compatible hardware key can serve as an MFA method when the provider and account support it.
- Backup codes: Codes generated in advance can be used when the primary MFA device is unavailable. Store them securely and do not share them with anyone.
These options address sign-in authentication; they do not replace every identity-proofing requirement. For example, a provider can still require an identity document even if you can receive an MFA code by landline.
Routes that avoid smartphone-based self-service
Login.gov’s in-person USPS process and ID.me’s in-person UPS Store process can be useful when a smartphone camera or mobile app is the obstacle. ID.me’s video-call route still requires a computer, webcam, and internet. If you have none of those tools, contact VA by phone, mail, or in person for the service you need.
How to get VA help without a Login.gov or ID.me account
You are not required to maintain an online VA account to receive VA benefits or health care. VA says people can manage benefits and health care by phone, mail, or in person. The right channel depends on the task: a health-care appointment, a disability claim, a benefits question, a records request, and an enrollment issue may each have different contact instructions.
By phone
- Identify the exact service you need before calling. Have your questions, claim or appointment details, and any correspondence available.
- Use VA’s current phone-number list to locate the office or program that handles that service.
- Explain that you cannot complete online identity verification and need the non-digital process.
- Ask what information the representative needs to authenticate you and whether the request can be completed during the call or requires mail or an appointment.
- Write down the representative’s instructions, any reference number, and the next deadline.
Phone representatives can help with VA services, but they cannot reset the password for an ID.me, Login.gov, or CLEAR account. Password and provider-account verification problems must be handled through that provider’s own support process.
By mail
Mail can be appropriate when a form, supporting document, or address-verification step is required. Use the mailing address and form instructions for the specific VA program; do not send sensitive documents to a general address unless VA directs you to do so. Make copies, use a trackable mailing method when appropriate, and keep the delivery confirmation with your records.

In person at a VA facility or office
For face-to-face help, use VA’s facility or office locator to find the location that handles your request. Confirm hours, services, and any appointment requirement before traveling. Bring the identification and correspondence listed by the facility. A VA location can assist with benefits or care even when you do not have an online account, but it may not be able to complete an identity-provider password reset.
Understanding the optional CLEAR sign-in pilot
VA describes CLEAR as an optional, free sign-in pilot for VA.gov. The guidance also describes an in-person option at certain VA locations with CLEAR Ambassadors. Because pilot sites, eligibility, and implementation can change, verify that the option is currently offered before making travel plans.
CLEAR is an additional sign-in route, not a requirement for VA services. If it is unavailable in your area or does not meet your needs, use Login.gov, ID.me, or an offline VA channel.

International address
VA guidance says that ID.me or CLEAR can be used by people with an international address. Provider-specific document and address requirements still apply, and the available options can differ by country. Start from the live VA.gov sign-in instructions and follow the provider’s current list rather than assuming that a U.S.-resident process will work abroad.

No U.S. Social Security number
VA’s guidance indicates that users without a U.S. Social Security number need ID.me and a valid U.S. passport among their documents. This is a provider-specific requirement. Check the current VA and ID.me instructions for any additional documents or account conditions before beginning verification.

Troubleshooting common verification problems
The document photo keeps failing
- Use the provider’s current image instructions, including lighting, focus, document orientation, and the requirement that all edges be visible.
- Check that the document is unexpired and matches the personal information entered in the account.
- Try the provider’s in-person route rather than repeating the same failed upload.
- Do not create multiple accounts to work around a failed attempt; duplicate accounts can make it harder to identify the account connected to VA.gov.
You cannot find an in-person location
Participation is not universal. Use the provider’s current locator or appointment flow, expand the search area only if travel is practical, and confirm that the location still offers verification before leaving home. If no suitable location is available, use VA by phone, mail, or in person for the underlying service.
You lost the barcode, QR code, or appointment details
Return to the same provider account and look for the pending verification task or confirmation message. If the code cannot be retrieved, use the provider’s support instructions. Do not rely on a screenshot from an earlier attempt if the provider has issued a new code.
You forgot the account password
Use the password-recovery process for the provider that owns the account. VA contact-center staff cannot reset ID.me, Login.gov, or CLEAR passwords. Once the provider account is recovered, return to VA.gov and sign in again.
You cannot complete any provider process
Stop trying to force online access when the immediate need is a benefit, health-care, or records service. Contact the appropriate VA program by phone, mail, or in person, and explain the access problem so staff can give you the correct non-digital procedure.
