Use a merchant UPI QR issued by your bank or acquiring provider, not a personal QR, and get the provider’s current tariff and settlement terms in writing before you display it. Complete the provider’s business checks, have it assign the correct merchant category code (MCC), and reconcile every successful payment against your sales record. This separates the customer’s payment experience from the charges, device costs, deductions and payout timing that can otherwise catch a small business off guard.

The Ministry of Finance release dated 15 September 2026 describes an MDR framework for UPI merchant payments, but the released text does not state when that framework takes effect. Treat the rates below as the published framework, then confirm the effective date and your acquirer’s implementation in a current written schedule.

What you need to accept UPI safely

There are four basic pieces: a business bank account or settlement account, an acquiring bank or payment provider, a merchant identifier with the correct MCC, and a merchant QR or online acceptance integration linked to that account. The National Payments Corporation of India (NPCI) describes onboarding as an acquiring-bank process that includes due diligence, merchant identifiers, account and UPI-ID configuration, and MCC assignment.

Use a merchant QR, not a personal QR

A personal UPI QR may receive money, but it is not designed to represent a business in the provider’s merchant systems. It may lack the correct business category, settlement reporting, staff controls or dispute workflow. Ask your bank or acquiring provider for a QR generated for the business account and merchant profile. NPCI’s UPI FAQ states: “Acquiring bank should allocate the correct MCC to the merchant depending upon the merchant business category.”

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Prepare business information

Required documents vary with the business type, legal structure and provider. Ask for the exact list before applying. Typical onboarding questions cover the proprietor or authorised signatory, business name and address, settlement account, tax or registration details where applicable, and the nature of goods or services. NPCI says the acquiring bank submits the required documents; it does not prescribe one universal checklist for every merchant.

Confirm the MCC before activation

Read the business description shown in the onboarding form and in the approval confirmation. A café, pharmacy, fuel station, professional service and online retailer can be treated differently under payment rules. If the category is wrong, ask the acquirer to correct it before printing signs, accepting high-value payments or relying on a particular MDR treatment.

Choose the acceptance method that fits the business

A QR at the counter is not the same product as an online gateway or a device bundle. Compare the complete service rather than choosing on a headline “zero MDR” claim.

Option Best suited to Questions to ask before signing
Bank-issued merchant QR Shops, stalls and service counters that mainly need scan-and-pay Which account receives settlement, what reports are provided, how are refunds and failed payments handled, and is there any QR, account or service fee?
Provider merchant app Businesses wanting payment alerts, transaction history and staff access in an app Are there subscription, support, withdrawal, device or minimum-usage charges in addition to MDR?
Soundbox or POS bundle Counters where an audible confirmation or card acceptance is useful One-time price versus rental, subscription, SIM or connectivity cost, replacement terms, supported instruments and tax on each fee
Online gateway or aggregator Websites, apps, payment links and invoices Processing fee by instrument, payout schedule, cut-off, refunds, failed transactions, disputes, holds, reconciliation exports and settlement deductions

These are comparison categories, not promises that every provider offers every feature. Reserve a device or gateway only after you have the written commercial schedule and operating terms.

Step-by-step: get a merchant UPI QR

  1. Contact the acquiring channel. Start with the business’s bank or a payment provider that explicitly onboards merchants. Ask whether the product is direct merchant QR acceptance, an online gateway, or a bundled service.
  2. Describe the business accurately. Give the actual products, services, sales channels and expected monthly UPI receipts. Do not select a more favourable category merely to obtain a lower quoted rate.
  3. Submit the requested documents. Keep copies of the application, declarations, account details and approval communication. Ask which document is missing if onboarding is delayed.
  4. Review the merchant profile. Check the legal or trading name, settlement account, registered mobile number, UPI ID and MCC. Correct errors before activation.
  5. Request the current tariff in writing. Obtain MDR by transaction type, provider fees, device charges, taxes, refund or reversal charges, and any minimums. Ask for the schedule’s issue date and whether it replaces an earlier agreement.
  6. Read settlement terms. Confirm the payout day, cut-off time, treatment of Sundays and bank holidays, deductions, reserve or hold rights, refund timing and what happens when a payment is pending or reversed.
  7. Activate and test. Make a small payment from a separate UPI account. Check that the merchant app or bank record shows success, the amount is correct, the business name is recognisable and the expected settlement report contains the transaction reference.
  8. Protect the QR. Display the provider-issued code where customers can scan it, but prevent stickers or overlays from being placed on top. For a printed stand, use the code supplied by the acquirer; a generic tabletop stand does not create a valid merchant QR.
  9. Train staff. Staff should wait for the official success status or bank/provider record, not accept a screenshot as final proof. They should know who handles pending, failed, refunded and disputed payments.

How MDR and other costs actually work

MDR is the merchant discount rate deducted within the payment ecosystem. It is different from a customer surcharge, a device subscription, a gateway fee or a charge on another payment instrument. The Ministry of Finance release posted on 15 September 2026 says: “MDR is a charge within the merchant payment ecosystem. It is not a charge on customers making UPI payments.” The release also says banks have been advised to ensure that merchants do not pass MDR to customers.

Rates described in the 15 September 2026 release

Transaction or merchant condition MDR described in the release Qualification
P2P UPI Free This is a person-to-person transfer, not a merchant sale.
P2M transaction up to ₹2,000 Free of MDR Applies to the framework described in the release; confirm the effective date with the acquirer.
P2PM small merchant receiving up to ₹1 lakh per month through UPI QR Zero MDR on all transactions The monthly-receipt condition and merchant classification must be confirmed by the provider.
Specified P2M transaction above ₹2,000 0.4% MDR For transactions of ₹75,000 and above, the release says MDR is capped at ₹300 per transaction.
Specified essential or thin-margin sector transaction above ₹2,000 Flat ₹5 MDR The named sectors are railways, telecommunications, insurance, fuel and agricultural inputs.
Capital-market transactions Separate rates described These are not central to an ordinary shop’s QR setup; ask the acquirer if your business is in this category.

The release does not state its implementation date in the text available here. A rate printed in a news article or an old provider agreement is not proof of what will be deducted from your account today. Ask the acquirer for the start date, the rule applied to your MCC, and an example calculation for your typical invoice values.

Why “zero MDR” does not mean “everything is free”

Zero MDR addresses one payment charge only. A provider can separately price a soundbox, POS terminal, app plan, SIM or connectivity, onboarding, replacement, settlement service, refunds, or acceptance of cards and other instruments. The cited Paytm merchant agreement, for example, lists UPI MDR at 0% for its stated transaction bands while separately describing device plans and charges for other payment instruments. That agreement is provider-specific and may not be the current term for every merchant, so use it as a reminder to read the schedule rather than as a universal quote.

Request the total cost in a table from the provider. It should identify whether each amount is one-time, monthly, per transaction, conditional, refundable, or subject to GST. Ask what happens if you return a device, stop using the service, change your bank account or fall below a usage threshold.

Settlement: when the money reaches your bank

“Payment successful” at the customer’s app and “funds settled” in the merchant account are related but different events. Settlement depends on the product, contract, cut-off time, bank holidays, verification holds, refunds and deductions.

Read the payout clause, not a marketing label

The cited Paytm agreement describes T+2 working-day payout after deductions for a specified online payment flow. That is an example of one contractual flow, not a universal promise for every UPI QR collection. A counter QR, payment link and gateway can have different schedules.

Ask these questions and keep the answers with the signed agreement:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What is the definition of T, and what time is the daily cut-off?
  • Do Saturdays, Sundays and bank holidays count as working days?
  • Does the clock start at authorisation, successful capture or provider confirmation?
  • Are refunds, reversals, taxes, reserves or other deductions removed before payout?
  • Can the provider hold funds for risk review, and how will it notify you?
  • Which reference number links the customer transaction to the settlement report?

If a representative promises same-day or next-day settlement, ask for that promise in the written schedule, including exceptions. Do not use an example from another merchant’s contract to forecast your own cash flow.

Daily reconciliation that prevents missing or duplicated sales

Keep the provider’s transaction record and the business sale record together. A simple spreadsheet or accounting export is enough if it captures the same identifiers every day.

  1. Record the sale at checkout. Enter the date, invoice or order number, amount, tax-inclusive total where relevant, cashier and payment method.
  2. Check the official status. Confirm “successful” in the merchant app, acquiring dashboard or bank record. A customer screenshot can be useful evidence but is not proof that your account received the money.
  3. Match the amount and reference. Compare the paid amount, UPI transaction reference and merchant order or invoice number. Investigate partial payments and duplicate references immediately.
  4. Mark exceptions. Put pending, failed, reversed, refunded and disputed items in separate columns. Do not mark a pending payment as cash received.
  5. Compare the settlement file. When the payout arrives, match its gross transactions, deductions and net amount to the day’s sales. Record the settlement date and bank credit reference.
  6. Escalate within the stated process. Use the provider’s written complaint or dispute channel, attach the transaction reference and proof of fulfilment, and keep the ticket number.
  7. Close the day. Have a second person or owner review the unmatched list and retain the report, invoice and fulfilment proof under a consistent naming convention.

What to do with a pending or failed payment

What you see Immediate action Do not do
Pending Check the official merchant status and the provider’s stated resolution window; keep the order on hold or request another payment according to your sales policy. Do not treat the customer’s screenshot as settled money.
Failed Record the reference, follow the provider’s failed-transaction process and offer another payment method if appropriate. Do not repeatedly retry without checking whether an earlier attempt later reversed or succeeded.
Reversed or refunded Match the reversal or refund reference to the original sale and update the invoice and inventory record. Do not issue a second refund for the same transaction.
Disputed Preserve invoice, delivery or service evidence and respond through the named dispute channel. Do not rely on an informal message to the customer as the only record.

Reserve exact timelines for the selected provider’s terms. RBI guidance says payment-aggregator agreements should assign responsibility for complaints, refunds, failed transactions, disputes, reconciliation and grievance handling. Those responsibilities should be visible to your staff, not buried in a contract nobody can access at the counter.

Questions to ask before choosing a provider

Use this checklist during a bank or provider call, then ask for written answers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is this a merchant QR, a personal UPI ID, a payment link, an online gateway or a combination?
  • Which legal entity receives the funds, and which bank account is the settlement account?
  • What MCC will be assigned, and how will it be changed if the business expands?
  • Which published MDR rule applies to my MCC and transaction size, and from what effective date?
  • Do the quoted rates apply to every UPI transaction or only a stated band, channel or monthly condition?
  • What fees exist outside MDR: platform, account, device, rental, SIM, connectivity, support, replacement, refund or withdrawal fees?
  • Is GST added to each service or device charge?
  • What are the settlement cut-off, working-day definition, holiday rule, deductions and hold policy?
  • Can I export transaction-level data with UPI reference, order reference, gross amount, fee, tax and net settlement?
  • How are failed, pending, reversed, refunded and disputed transactions handled, and who owns each step?
  • What support channel is available outside business hours, and how do I escalate an unresolved complaint?
  • Can staff have separate logins or roles without sharing the owner’s credentials?

Counter setup and online acceptance

At a physical counter

Place the merchant QR where the customer can inspect the business name before paying. Keep a spare printed copy in a secure place, but retire it if the provider regenerates the code. Check the display each morning for tampering, overlays or a changed QR. If you use a soundbox, reconcile its announced amount with the app or dashboard; an audible message alone is not a substitute for the official record.

For a website, app or payment link

Find out whether the provider is acting as a gateway or aggregator and whether the integration uses a merchant QR, intent flow, collect request or another method. Request written terms covering processing fees, payout schedule, refunds, failed payments, disputes, reconciliation and grievance handling. Test successful, failed, cancelled and refunded orders in a non-production environment or with small amounts before launch. Ensure the order system stores the provider’s transaction reference so support staff can trace a payment after the customer leaves the checkout page.

How to avoid the most common surprises

  • Unexpected customer charges: Do not add an MDR line to a UPI bill. The Ministry release says MDR is within the merchant ecosystem, not a charge on customers.
  • Wrong rate: Ask the acquirer to confirm your MCC, transaction band and any P2PM monthly-receipt condition in writing.
  • Device bill: Separate UPI MDR from hardware rental, subscription, SIM, replacement and other-instrument charges.
  • Late cash flow: Model working capital using the contract’s cut-off, working-day and holiday rules, not a sales representative’s informal estimate.
  • Untraceable payments: Make the invoice or order number part of your reconciliation record and retain the UPI reference.
  • QR tampering: Use only the code issued to your merchant profile and inspect public displays regularly.
  • Staff acceptance errors: Train staff to verify the official merchant status and amount before releasing goods or marking an order complete.
  • Unclear disputes: Keep the agreement, support contacts and escalation steps accessible to the person who closes the register.

Bottom line for a small business

Start with a provider-issued merchant QR and a correctly assigned MCC. Before accepting the first customer payment, obtain a dated tariff and settlement schedule that separates MDR from every other fee. The 15 September 2026 Ministry of Finance release describes free P2M UPI payments up to ₹2,000, zero MDR for qualifying P2PM small merchants up to ₹1 lakh in monthly UPI-QR receipts, 0.4% MDR for specified P2M payments above ₹2,000 with a ₹300 cap at ₹75,000 and above, and a flat ₹5 rate for specified essential-sector payments above ₹2,000; its effective date is not stated, so confirm implementation with your acquirer. Reconcile the provider record to each sale every day and treat settlement, refunds and failed payments as contract-controlled processes rather than assumptions.
