To accept the Minecraft server EULA, start the server once so it creates eula.txt, stop the server, change eula=false to eula=true, save the file, and restart. Hosting panels may provide an I Accept button that makes the same change.
Every separate server installation has its own EULA file. You must accept it again if a new installation or a software change creates a separate server directory.

What the EULA error means
A Minecraft server will not continue booting until its operator records acceptance of Mojang’s End User License Agreement (EULA). The server checks a small text file named eula.txt in the server’s working folder. A newly created installation normally contains eula=false, so the first launch stops and tells you that you must agree before continuing.
Accepting the EULA is not a command typed into the game console. It is a file setting, or an equivalent control in your hosting panel. The change applies only to the installation whose file you edited.

Before you accept
- Confirm that you are editing the folder used by the server process, not a download folder containing an unused copy of the server software.
- Make sure the server is stopped before changing the file. A running process can overwrite the file or start another shutdown cycle before your edit is read.
- Read the current agreement before accepting. The comment in
eula.txtpoints to aka.ms/MinecraftEULA. The agreement can change, so do not rely on an old copy or a summary. - Keep a backup of the original file if you administer several installations. This makes it easier to identify which server directory has been accepted.
This procedure applies to file-based server installations that generate eula.txt. Bedrock-specific EULA handling is not covered here; if your software does not create this file, use the instructions for that software or hosting service.
Manual method: edit eula.txt
Use this method when you have access to the server’s local folder, a remote desktop, or a host’s file manager.
- Launch the server once. Start it with the normal launcher, script, or hosting control. The first run usually stops with an EULA message and creates
eula.txtin the server folder. - Stop the process completely. Use the server’s stop control or wait for the console to report that shutdown has finished. Do not edit while world data is still being written.
- Open the file. In a local installation, open
eula.txtwith a plain-text editor. In a hosting panel, open the panel’s Files, File Manager, or similarly named area and select the file in the server’s root directory. - Change the value. Replace the line
eula=falsewitheula=true. Keep the spelling, lowercase letters, equals sign, and file name exactly as shown. - Save the file. If you edited a local copy, upload the saved file back to the same server directory and choose to overwrite the old copy when prompted.
- Start the server again. The next launch reads the new value. If the file is in the correct directory and saved correctly, the EULA refusal should no longer be the reason for shutdown.
Do not add quotation marks, spaces inside the value, or a second setting. A line such as eula = true may not be interpreted the same way as the expected eula=true format.
Accepting through a hosting panel
Some game-server panels display an I Accept, Accept EULA, or equivalent button after the first failed start. Select that control only after reading the agreement, then restart the server from the panel.

A panel button is an interface for the same file edit; it does not accept the agreement for every server you own. If the panel hosts multiple instances, open each instance separately and verify its own file.
How to verify that the acceptance worked
After restarting, check the startup console or log. The server should proceed past the EULA check and continue with normal initialization. You can also stop the server and reopen eula.txt to confirm that it still contains eula=true.

eula.txt, noteula.txt.txt. Some operating systems hide known file extensions, so enable extension display if the name looks suspicious. - The value is exactly
truein lowercase. - The file is in the directory from which the server starts and where its other files, such as world data and configuration files, are located.
- The account running the server can read the file.
- You restarted the server after saving; changing a file while the process is running does not generally reload the setting immediately.
If “you need to agree to the EULA” still appears
The file was edited in the wrong folder
Multiple downloads, test worlds, modded instances, and backup directories can each contain a server file. Look at the path shown by your launcher or panel and edit the eula.txt beside the executable and configuration files used by that process. If a panel has separate server tabs, open the file manager from the affected server rather than from a general account dashboard.
The server recreated the file
If the file returns to eula=false, stop the server, change it again, and save before starting. Check whether an automated deployment, container image, restore job, or startup script is copying a clean server directory over your edit. Disable that overwrite or place the accepted file in the directory that the startup process actually uses.

The edit was not saved or uploaded
Close and reopen the file to confirm the saved value. For a local edit, verify that the upload completed and that the remote timestamp or file contents changed. Some web editors require a separate Save button after you type; closing the tab alone may discard the change.
File permissions prevent the server from reading it
On a local machine, confirm that the account launching the server has read access to the file and its parent folder. On a managed host, ask the account administrator to restore the server user’s access rather than changing unrelated permissions across the installation.
The value contains formatting errors
Use a plain-text editor and retain the simple assignment format. Remove smart quotes, hidden formatting, duplicate lines, and accidental characters. The effective line should be eula=true.
A different startup error is being mistaken for the EULA error
Once the EULA check succeeds, the server can still stop for a separate reason. Read the newest console output from the beginning of the failed restart and address the first actual error reported. An online-mode warning is separate from the EULA prompt; changing the EULA value will not resolve an authentication, network, Java, mod, port, or world-data problem.

Why every installation needs its own acceptance
The EULA setting is stored beside each server installation. A second world, a staging copy, a modded instance, or a new server directory therefore has its own eula.txt. Accepting one file does not set the value in another directory.
Keep a written inventory of the folders or panel instances you operate. When troubleshooting, identify the exact instance named in the startup log, then inspect only that instance’s file. Copying an accepted file into an unrelated installation can hide which server was actually approved and may be overwritten when that installation is regenerated.
Changing server software or version
Switching server software or version can create a new installation layout. For example, moving from a Vanilla server to a Forge-based setup may require accepting the EULA again if the new setup generates its own file. Treat every newly created server directory as a separate installation:
- Stop the old process before changing files.
- Identify the directory used by the new software.
- Start the new setup once so it can create its files.
- Open that setup’s
eula.txtand seteula=true. - Save, then restart the new server and inspect its console.
Do not assume that an accepted value survives a migration. Check the actual file after the software change and before inviting players to connect.

What accepting the EULA does—and does not do
Setting the value to true records that the operator accepts Mojang’s agreement for that server installation. It does not create a player account, authenticate users, open a firewall port, configure online mode, install Java, or grant permission to ignore other Minecraft rules.
Acceptance also does not guarantee that the server will finish starting. It only removes one startup prerequisite. Continue to follow the server software’s licensing, configuration, and security requirements.
Monetization and server-store questions
Cosmetic items are generally treated differently from items that provide a gameplay advantage. Examples commonly described as cosmetic include particle effects, hats, and colored names. Selling a benefit that changes competitive or survival capability for real money is treated as pay-to-win and is not safely covered by a simple “EULA accepted” setting.
Secondary explanations of the rules disagree about some borderline offerings. Access fees, donations, reserved slots, priority queue access, extra home locations, and extended storage are not settled here as universally allowed or forbidden. Their treatment can depend on the exact implementation and the current official guidelines. Read the current agreement and related official guidance before charging players, and obtain professional advice for a commercial operation.
Keep content suitable for all ages and avoid activities that could harm the Minecraft brand, including gambling, pornography, or extreme violence. The guidelines may be changed or withdrawn, so a feature that was previously tolerated should not be treated as permanently approved.
A practical acceptance checklist
- You opened the current EULA and understand what you are accepting.
- The affected server has been started once, allowing it to create
eula.txt. - The server process is fully stopped before editing.
- The file belongs to the intended server directory.
- The line reads exactly
eula=true. - The saved file was uploaded if the edit was made locally.
- The server was restarted after the change.
- The console moved past the EULA check.
- Every separate installation has its own accepted file.
- You rechecked the file after changing server software or version.
Quick answer
Start the server once, stop it, open the generated eula.txt, replace eula=false with eula=true, save or upload the file, and restart. If the error remains, verify the directory, spelling, permissions, upload, and newest console error before changing anything else. Accept each installation separately and review the current agreement before operating the server or selling any in-game feature.
