Thermal energy storage (TES) lets a building store heating or cooling capacity and use it later. Instead of storing electricity in a battery, a TES system holds thermal energy in a medium—such as water, ice, or building materials—then supplies that heat or cooling when the building needs it. It can shift some HVAC demand away from peak hours, but whether that reduces a building’s bills or equipment needs depends on its load pattern, controls, local rates, and system design.

What thermal energy storage means in a building

The U.S. Department of Energy defines thermal energy storage as energy stored in a material “as a heat source or a cold sink” and reserved for a different time. In practical terms, a system charges by adding heat to a storage medium or removing heat from it; later, it discharges by delivering that stored heat or cooling to a building. Storage can last from hours to weeks, depending on the system and application. DOE’s Building Technologies Office explains the basic concept.

TES is not another name for electrical battery storage. A battery stores electricity and can return it as electricity. TES stores heat or cooling capacity and supplies it to a thermal use, such as space conditioning or hot water. The distinction matters when evaluating a building’s energy plan: TES can change when a chiller, heat pump, or other equipment runs, but it does not by itself generate electricity.

The opportunity is significant because the DOE says more than 45% of electricity consumption in U.S. buildings is used for thermal uses such as air conditioning and water heating. The cited DOE page does not state a publication year for that figure, so it should be read as a DOE-reported statistic rather than a dated current-year measurement. How a building charges and uses stored heat or cooling

Charging, storing, and discharging

A typical cycle has three parts. First, equipment charges storage when thermal energy is available or demand is relatively low. Second, a tank, phase-change material, or building mass holds the energy. Third, the system discharges it when heating or cooling demand rises. For example, a chiller can make chilled water or ice during a lower-demand period, then the stored cooling can help serve the building later. A hot-water tank can hold heated water for use when demand increases. DOE describes these charging and discharge arrangements in its thermal storage fact sheet.

Storage does not eliminate the need to match equipment and controls to the building. The system needs a way to move heat into and out of the medium, a distribution system that can deliver the resulting heating or cooling, and a schedule that aligns charging with later demand. If the charge and discharge periods do not fit the building’s actual load, storage may not provide the intended shift.

How a stratified chilled-water tank works

In a common stratified tank, water separates by temperature because colder water is denser than warmer water. During discharge, cold water leaves from the bottom and serves the cooling system, while warmer return water enters the tank at the top. During off-peak charging, warm water is drawn from the top, chilled, and returned to the tank. DOE gives a typical chilled-water supply storage range of 39°F to 42°F for these systems. That range describes chilled-water storage, not a universal operating temperature for every TES design. DOE thermal energy storage fact sheet.

How ice storage works

Ice storage relies on latent heat: energy is absorbed or released as water changes phase, including when it freezes or melts. The system stores cooling capacity in the ice and draws on it later. Chilled water and other low-temperature fluids are also common cool-storage media, but they store energy differently: chilled-water storage uses a temperature difference, while ice storage uses a phase transition. DOE groups ice under latent-heat storage and identifies chilled water and low-temperature fluids as cool-storage media.

Four ways buildings can store thermal energy

TES is a category of approaches, not a single piece of equipment. The main distinction is what changes as energy is stored: the medium’s temperature, its phase, the building material’s temperature, or its chemical state.

Approach What stores the energy Building example
Sensible heat A temperature change in a material, without relying on a phase change A hot-water tank stores heat; a chilled-water tank stores cooling capacity.
Latent heat A phase change, such as water freezing or melting Ice storage or a phase-change material stores or releases energy during a transition.
Thermal mass The building material itself warms and cools Walls or interior mass can absorb and later release heat as indoor conditions change.
Thermochemical A reversible chemical reaction, often involving a material and water vapor Compact storage integrated with building equipment is a research area; project goals should not be treated as established commercial performance.

The first two approaches are used in commercialized TES systems, while thermal mass is part of how a building’s envelope and interior respond to temperature cycles. Thermochemical storage is less mature in the cited building applications. DOE’s fact sheet covers water and ice storage; DOE’s passive-design guidance explains thermal mass; and DOE’s Stor4Build research areas include materials and system integration work.

Where thermal mass and phase-change materials fit

Thermal mass depends on the temperature cycle

Thermal mass is not a separate tank: it is the capacity of building materials to absorb and release heat. A wall or other interior mass can help moderate temperature swings when heat flows into the material during one part of a cycle and back out during another. For that to happen, the surrounding air must be warmer than the mass while charging it and cooler than the mass while drawing heat back out. If the relevant daily temperature cycle never crosses the material’s temperature, the mass may have little effect on daily heat transfer and conditioning needs. DOE’s passive-design guidance describes these conditions.

Thermal mass can also improve comfort in spaces with strong temperature swings by reducing changes in mean radiant temperature—the temperature effect people experience from surrounding surfaces. Its value therefore depends on the space, materials, and timing of heat flows, rather than simply on having more mass.

Phase-change materials store energy during a transition

A phase-change material (PCM) absorbs or releases energy while changing phase, for example from solid to liquid. PCMs may be integrated into building materials or HVAC systems, but effective use requires compatibility with the surrounding system and suitable controls. DOE identifies compatibility, corrosion, performance, controls, and testing as ongoing development concerns. A material’s ability to store energy does not, by itself, establish how well a complete building system will perform. DOE discusses PCM applications in buildings; Stor4Build lists related research needs.

Why a building might use TES

Shift cooling or heating away from peak hours

When a building charges storage at a lower-demand time and uses it later, it can shift some HVAC electricity use away from peak hours. DOE says cool storage can flatten the electricity profile and reduce peaks. That can be useful when the building’s load and operating schedule align with periods of lower electricity prices or available renewable supply. Whether it saves money depends on the applicable rates, including demand charges, and on the installed system’s performance; the technology does not guarantee a lower bill. DOE’s fact sheet describes peak shifting and load flattening.

Potentially change chiller-plant sizing

Storage may allow a new chiller plant to be sized closer to average load rather than the building’s peak load, with possible equipment-capital benefits. That is a design possibility, not a universal rule: the building’s demand profile, storage capacity, equipment operation, and system design determine whether the approach is feasible. Compare the full proposed system rather than assuming that storage automatically reduces plant size or upfront cost.

Store heat from solar or combined heat and power

A hot-water tank can store heat from solar or combined heat and power (CHP) equipment when thermal demand is low and deliver it later. DOE notes that this can help use CHP heat more fully, particularly where heating demand is high. It also cautions that hot-water storage may offer fewer economic benefits than displacing chilled water supplied by electric chillers during high-price periods. The relevant comparison depends on the building’s thermal loads and electricity economics, not only on the existence of a heat source. DOE thermal energy storage fact sheet.

What is commercially established—and what remains in development

DOE describes chilled-water and ice storage as commercialized options used with chillers and CHP systems. TES spans a wide range of scales, from district energy installations and commercial buildings to smaller residential floor-heating systems. Those examples establish that the category is not limited to one building size, but they do not mean every storage type is equally mature or suitable for every project. DOE’s fact sheet summarizes these deployed applications.

DOE’s fact sheet gives two named large-scale examples: Princeton University’s 40,000 ton-hour low-temperature-fluid TES tank serves building cooling and turbine inlet cooling for a 15 MW CHP system; at Texas Medical Center, an 8.8-million-gallon chilled-water tank provides 75,000 ton-hours of cooling and is integrated with 45 MW CHP. These are specific installations, not typical sizes for a building project. Source: DOE thermal energy storage fact sheet.

Some newer heat-pump-integrated concepts described by DOE are project-stage rather than established commercial products. A 2024 project page describes work by the University of Maryland and Lennox International on a modular residential TES system using a polymer heat exchanger and salt-based PCM. Its capacity and savings statements are project targets or projected impacts, not independently verified product performance. DOE project description.

A separate DOE page dated February 14, 2024, describes a 2024–2026 thermochemical storage project led by Georgia Tech Research Corporation with the National Laboratory of the Rockies, GTI Energy, and Carrier Corp. The page says closed-system, building-integrated performance evaluation had been lacking and describes goals for a residential heat-pump-integrated proof of concept. Its storage and grid-impact figures are project goals or potential impacts, not demonstrated commercial outcomes. DOE project description.

DOE’s Stor4Build research agenda also identifies the work needed to assess and integrate newer storage approaches, including standardized material-property testing, codes and standards, controls, system sizing, heat-pump and heat-exchanger compatibility, and envelope-integrated systems. DOE Stor4Build research areas.

How to assess whether TES fits a building

A useful evaluation starts with the service the building needs, then tests whether storage can meet it economically and operationally. The same storage technology can make sense in one building and fail to deliver value in another because demand patterns, equipment, space, and utility rates differ.

  1. Identify the thermal service. Specify whether the goal is space cooling, space heating, domestic hot water, process hot water, or a combination. A cooling system and a hot-water system store and deliver different services.
  2. Choose a plausible storage medium and temperature range. Consider chilled water, hot water, ice, another PCM, thermal mass, or a thermochemical material. Confirm that the medium can provide the temperatures the building’s equipment and distribution system require. DOE gives 39°F to 42°F as a typical chilled-water supply storage range, but that figure applies to those systems, not every TES type.
  3. Check space and system integration. Establish where a tank or envelope-integrated material can go and how it will connect to the chiller, heat pump, or distribution system. Space requirements and integration are design constraints, not details to leave until after choosing a medium.
  4. Map the load and operating schedule. Compare when the building can charge storage with when it needs heating or cooling. Ask whether controls can shift demand without compromising comfort or service, and whether the storage can discharge at the required rate.
  5. Model local economics and verify evidence. Include local electricity rates, demand charges, installation costs, potential equipment-sizing effects, and measured performance for the proposed system. The cited DOE sources do not establish a universal installed cost, annual savings rate, or payback for TES across buildings and climates.

For newer materials or integrated systems, ask what has actually been tested: material properties, a component, a full system, or performance in an occupied building. A project’s modeled impact or target can help explain why it is being developed, but it is not a substitute for measured operating evidence. DOE’s Stor4Build research areas describe testing, controls, sizing, and compatibility as ongoing needs.

What TES can—and cannot—promise

Thermal storage is a way to move thermal energy across time. Its strongest established building examples include chilled-water and ice systems that shift cooling delivery, and hot-water tanks that store heat for later. Thermal mass can damp temperature swings when the building’s temperature cycle supports heat exchange with the material. These mechanisms can help reduce peak demand or make better use of available thermal energy, but the result depends on design, controls, building loads, and rates.

There is no single savings percentage or payback period that applies to all buildings in the cited DOE material. Nor should projected performance for residential PCM or thermochemical projects be treated as a verified commercial result. A sound decision compares the proposed system against the building’s actual load profile and utility economics, with evidence appropriate to the technology’s maturity.
