F/A-XX and F-47 are separate sixth-generation fighter programs built around different missions. F/A-XX is the Navy’s future carrier-air-wing aircraft, intended to operate from aircraft carriers and eventually augment and replace F/A-18E/F Super Hornets and EA-18G Growlers. F-47 is the Air Force’s crewed air-dominance fighter, replacing the F-22 within the broader Next Generation Air Dominance (NGAD) family of systems.

Boeing is the contractor for both efforts, but that common contractor does not make the aircraft identical or turn the programs into a joint airplane. Their requirements, basing environments, predecessor fleets, acquisition phases and publicly disclosed specifications are different.

Why the Navy needs a different fighter

Carrier operations impose a different design problem

F/A-XX is being designed for a carrier air wing. That means the aircraft must be part of a ship-based aviation system rather than a land-based fighter force. Launch and recovery equipment, deck handling, storage, maintenance, sea-based logistics and the need to generate sorties from a moving carrier all shape the requirements. The aircraft also has to contribute to a maritime force whose sensors, weapons and communications are distributed across ships, aircraft and other platforms.

Those constraints are not interchangeable with the Air Force’s requirements for a land-based air-dominance fighter. A carrier aircraft must be usable by a naval air wing and support operations across large ocean distances while remaining compatible with the carrier itself. The Navy’s program therefore begins with maritime requirements, even when it uses technologies or design approaches also relevant to Air Force aircraft.

F/A-XX is the next carrier-air-wing fighter

The Pentagon information cited in October 2026 describes F/A-XX as an aircraft that will augment and eventually replace F/A-18E/F Super Hornets and EA-18G Growlers, beginning in the 2030s. That wording matters: the program is not simply a one-for-one replacement for one fighter model. It is intended to become a core future carrier-air-wing component while the Navy manages a transition from existing strike fighters and electronic-attack aircraft.

Representative Joe Courtney described the aircraft as a platform that “will serve as a critical platform for the Navy to overcome the tyranny of distance in the Indo-Pacific region,” according to his statement after the contract announcement. The quotation expresses the strategic problem the Navy is trying to address; it does not establish a specific range, payload or tested performance figure.

What the Air Force means by F-47 and NGAD

A crewed fighter inside a larger family

The Air Force’s F-47 is the crewed fighter element of NGAD. Congressional Research Service (CRS) described NGAD in its July 22, 2025 overview as a family-of-systems effort that includes the crewed fighter and uncrewed, semiautonomous Collaborative Combat Aircraft (CCA). The fighter is therefore being developed to work with other systems rather than as a standalone replacement for every capability in the Air Force inventory.

F-47 is intended to replace the F-22 Raptor in the air-dominance role. That role is centered on gaining and maintaining control of airspace against advanced opponents. The Air Force’s basing model is different from the Navy’s: the aircraft is planned as a land-based system supported by Air Force installations, tankers, maintenance units and distributed networks rather than by a carrier air wing.

Planned F-47 figures are not test results

CRS relayed Air Force-provided plans for more than 185 F-47 aircraft, a combat radius above 1,000 nautical miles and speed above Mach 2. These numbers describe planned quantities and capabilities. No public source cited here establishes that an operational F-47 has achieved them, and they should not be treated as independent test results or guaranteed production specifications.

Which aircraft is replacing which?

F/A-XX: Super Hornet and Growler transition

F/A-XX is associated with the Navy’s future carrier force. Its intended predecessor set includes both the F/A-18E/F Super Hornet and the EA-18G Growler. The Navy’s description of augmenting those fleets before eventual replacement implies a phased transition: existing aircraft remain in service while F/A-XX development, testing, integration and procurement proceed.

F-47: F-22 replacement

F-47 is the Air Force’s planned successor to the F-22. That does not mean it replaces every Air Force fighter or every NGAD-related capability. The stated role is the crewed air-dominance aircraft, while CCA and other elements of the NGAD family provide additional uncrewed and networked functions.

Because the predecessor fleets perform different jobs in different services, asking which aircraft is “better” misses the acquisition logic. F/A-XX must satisfy carrier and maritime requirements; F-47 must satisfy the Air Force’s air-dominance requirements.

How the aircraft fit with uncrewed systems

Navy combination: F/A-XX, F-35C and CCA

The Navy expects F/A-XX to operate with the carrier-based F-35C and Collaborative Combat Aircraft. In practical terms, F/A-XX is being positioned as one participant in a mixed carrier-air-wing force. The publicly cited material does not specify the final number, configuration or autonomy rules for Navy CCA, so it does not support claims about exact teaming tactics.

Air Force combination: F-47 and CCA within NGAD

For the Air Force, CCA is explicitly part of the NGAD family alongside F-47. CRS’s overview says the Air Force’s fiscal year 2026 request included $2.58 billion for F-47 system development and demonstration and $111.37 million for CCA. Those were amounts requested in the 2025 budget process, not statements of final congressional appropriations or current-year spending.

The shared idea of crewed-uncrewed teaming should not be mistaken for a shared airframe. Both services can pursue CCA while assigning different missions, basing arrangements and interfaces to their crewed aircraft.

Acquisition status and budget context

F-47 entered engineering and manufacturing development first

The Air Force announced F-47 as the fighter for its NGAD effort and awarded Boeing an engineering and manufacturing development contract in March 2025. Engineering and manufacturing development is a major design, build and test phase; it is not the same as a declaration that the aircraft has entered full-rate production or operational service.

The $2.58 billion F-47 system-development-and-demonstration request cited by CRS belongs to the Air Force’s fiscal year 2026 request. A request is not a final funding amount, and it should not be used as a direct cost comparison with the Navy’s later contract value.

The Navy’s program moved from constrained funding to a development award

The Department of Defense’s June 2025 fiscal year 2026 budget briefing said minimal F/A-XX development funding would preserve the option to leverage F-47 work while avoiding excessive pressure on qualified defense-industry engineers. That was the administration’s stated budget rationale. It did not establish that the two aircraft share an airframe or that one program could substitute for the other.

Senate Armed Services Committee language in the fiscal year 2026 defense authorization process urged the Navy to continue F/A-XX as a core future carrier-air-wing component, coordinate with the Air Force and retain requirements specific to maritime operations. The committee also discussed whether industrial capacity could support two advanced fighter programs. That is the committee’s position, not proof that capacity is assured.

Axios reported on October 7, 2026, that Boeing had received the Navy’s F/A-XX full-scale development contract, awarded in September. The report valued it at more than $20 billion and said it covered multiple aircraft for ground and weapons-integration testing. Boeing did not disclose the number of test aircraft, delivery dates, variants or performance specifications such as range and payload. The reported amount is a development-contract value, not a total life-cycle cost.

Are F/A-XX and F-47 the same plane?

No. They are separate service programs with separate mission requirements. Boeing’s involvement in both creates potential opportunities for common technologies, manufacturing knowledge or engineering coordination, but the public record does not establish a common airframe.

Congressional language encourages coordination while explicitly preserving the Navy’s maritime requirements. That distinction explains why the services can cooperate on research, suppliers or uncrewed teaming and still procure different aircraft. A carrier fighter and a land-based air-dominance fighter face different constraints even when both are described as sixth-generation systems.

What is publicly known—and what remains unknown

Information available for F-47

  • It is the Air Force’s crewed NGAD fighter and is intended to replace the F-22.
  • Boeing received an engineering and manufacturing development award in March 2025.
  • Air Force plans reported by CRS call for more than 185 aircraft.
  • The same plans cite a combat radius above 1,000 nautical miles and speed above Mach 2.
  • NGAD includes Collaborative Combat Aircraft as an uncrewed, semiautonomous element.

Information not disclosed for F/A-XX

  • The October 2026 reporting did not disclose range or payload.
  • Boeing did not disclose the number of ground- and weapons-integration test aircraft.
  • Delivery dates and variants were not provided.
  • No confirmed service-entry date for either program is established in the cited sources.
  • The sources do not provide comparable life-cycle costs for the two aircraft.

Concept art and renderings are not specifications. The F/A-XX rendering discussed in the October 2026 report should not be used to infer dimensions, propulsion, weapons capacity or final configuration.

How to interpret future announcements

Readers can avoid common confusion by checking four details in every new announcement:

  1. Identify the service and basing model. A Navy carrier-air-wing announcement concerns a different operating environment from an Air Force NGAD announcement.
  2. Separate the contract phase from fielding. Engineering development, full-scale development, test production, low-rate production and operational deployment are different milestones.
  3. Check whether a number is planned or demonstrated. Air Force-provided F-47 figures in the CRS overview are plans, not operational test results.
  4. Keep cost scopes separate. A reported F/A-XX development-contract value cannot be compared directly with a budget request or with an unknown full life-cycle cost for F-47.

On the evidence available through October 2026, the most defensible conclusion is straightforward: F/A-XX is the Navy’s carrier-based answer to future maritime air-wing needs, while F-47 is the Air Force’s crewed air-dominance answer within NGAD. Their contractor overlaps, and both are expected to work with uncrewed aircraft, but they are not the same airplane and neither program’s public information supports a direct superiority ranking.
