The Southern Ocean stores carbon through two connected routes: seawater absorbs carbon dioxide from the atmosphere, and phytoplankton convert dissolved carbon into organic matter that can be carried downward. Circulation then redistributes that carbon between the surface and the ocean interior. The exchange runs in both directions: upwelling can bring carbon-rich deep water back toward the surface, where some carbon may return to the atmosphere. The Southern Ocean is therefore a major carbon sink overall, but not a one-way pipe or an equally strong sink everywhere and in every season.

What it means for the Southern Ocean to store carbon

Carbon storage is not a single event in which carbon dioxide disappears from the air. It is a sequence of exchanges and transfers. Carbon dioxide crosses the sea surface; some enters seawater and becomes part of its dissolved inorganic carbon. Some of that carbon is moved downward with water masses. Separately, marine organisms turn dissolved inorganic carbon into organic material, some of which sinks or is transported below the surface. Carbon can remain in the ocean interior, be transformed there, or eventually return to the surface.

The distinction between entering the ocean and reaching the deep sea matters. A molecule of carbon dioxide absorbed at the surface has entered the ocean, but it has not necessarily been isolated from the atmosphere for long. Surface water can mix, circulate, or be carried back upward. Biological material can sink, but much of it is consumed and remineralized before it reaches the deepest water. Storage depends not just on uptake, but on where carbon goes and how long it remains out of contact with the atmosphere.

The Southern Ocean has an unusually important role because its circulation connects surface water with intermediate, deep, and bottom waters. The NOAA-hosted 2023 review of the Southern Ocean Carbon and Climate Observations and Modeling project (SOCCOM) calls the region the “primary gateway” through which those ocean layers interact with the surface and atmosphere. That gateway transports carbon downward, but also brings nutrients and dissolved carbon back toward the surface. The SOCCOM project review describes this two-way connection.

How carbon dioxide crosses the sea surface

Absorption and outgassing happen in the same ocean

Air–sea exchange is a transfer in both directions. When conditions favor it, carbon dioxide moves from the atmosphere into seawater; under other conditions, carbon moves from seawater into the air. Cold water can absorb atmospheric carbon dioxide. In the Southern Ocean, upwelling brings deep water toward the surface, where it is exposed to the atmosphere. The water may absorb carbon dioxide and later be carried downward again. But deep water can also be carbon-rich, so bringing it to the surface creates the possibility of outgassing rather than guaranteeing uptake.

Winds and other surface conditions influence exchange, while circulation controls which waters are exposed to the atmosphere and where they go next. This is why a description such as “the Southern Ocean absorbs carbon” is accurate only as a broad statement about its overall importance, not as a claim that every surface region is absorbing carbon all the time. The direction and size of the local flux can differ by season and location.

Why seasonal averages can obscure the exchange

NASA’s account of aircraft observations from field campaigns spanning 2009–2018 reports stronger uptake during Southern Hemisphere summer and less winter outgassing than some earlier estimates based on ocean acidity. The measurements were atmospheric: scientists looked for changes in carbon dioxide in the lower atmosphere over the ocean. Lead author Matthew Long described a summer drawdown over the Southern Ocean surface as evidence of ocean uptake. This finding is evidence for the periods and coverage of those campaigns, not a universal rate for all Southern Ocean waters or every year. NASA’s December 2, 2021 account explains the study and its seasonal result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A seasonal net result combines periods of uptake and release. A strong summer sink can coexist with winter outgassing, and a basin-wide or annual average can hide that contrast. A measurement from one season or location therefore cannot by itself establish the annual balance for the whole Southern Ocean.

How the biological pump moves carbon downward

From dissolved carbon to living material

Phytoplankton use photosynthesis to take dissolved inorganic carbon from surface water and make organic matter. That matter includes particulate and dissolved forms. The carbon has not been destroyed: it has changed form, from inorganic carbon in seawater to carbon in biological material. This conversion can reduce carbon in surface water while organisms are producing and growing, but lasting removal from atmospheric contact depends on what happens afterward.

Export by sinking, animals, and mixing

When phytoplankton die or are eaten, some organic material sinks under gravity. Carbon can also be transported below the surface through animal migration and mixing. These routes are often discussed together as biological carbon export, but they are not identical: sinking particles, movement by animals, and physical mixing carry material in different ways and on different paths.

The descending material is a food source for animals and microbes. They consume and remineralize much of it in intermediate waters, converting organic matter back into inorganic forms. This process adds dissolved inorganic carbon and nutrients at depth. Some material continues farther down, while some carbon and nutrients are eventually returned toward the surface by physical circulation. NOAA’s Ocean Carbon Observing Science Plan FY25–FY35 describes organic matter transport, remineralization, and the resulting changes in carbon and nutrient concentrations.

Calcium carbonate is another biological route

The biological pump is not limited to organic matter. NOAA’s observing plan also includes biogenic calcium carbonate particles, which can be transported downward and dissolve at depth. This is a different material and process from the sinking and remineralization of organic matter. It is useful to keep the pathways distinct: “biological export” covers several forms of biological transport, not one uniform stream of particles following the same fate.

For any of these routes, sinking below the surface is not the same as reaching the deep ocean intact. Remineralization can return carbon to dissolved inorganic form well before particles reach great depth. The fraction that travels deeper contributes to ocean-interior storage, while the portion transformed at shallower depths can be moved again by circulation.

How circulation connects surface exchange to deep storage

Air–sea exchange and biology alter carbon concentrations near the surface. Overturning circulation, upwelling, and mixing move water and its dissolved contents vertically and between regions. In one direction, circulation carries surface-influenced waters into the ocean interior, transporting carbon away from direct contact with the atmosphere. In the other, it brings deep water, along with dissolved carbon and nutrients, toward the surface.

This means the Southern Ocean’s storage role cannot be understood by counting only carbon that sinks as particles. Dissolved carbon transported with water masses is also important. Nor can circulation be treated as a conveyor that only carries carbon downward: the same connected system supports the return of carbon and nutrients to surface waters. Returned nutrients can support further biological production; returned dissolved carbon can participate again in air–sea exchange.

Biological and physical pathways interact rather than operating as separate systems. Phytoplankton draw on dissolved carbon and nutrients in surface water. Export and remineralization alter conditions at depth. Circulation moves those waters and their contents, affecting what is available at the surface and what remains in the interior. The net outcome depends on the balance of these exchanges over time, not on any one downward flux.

Why the answer varies by place and time

The phrase “the Southern Ocean” covers a large, dynamic region, and its carbon exchange is not spatially uniform. A 2024 review by Alison R. Gray emphasizes basin-scale differences as well as the roles of eddies, mixed-layer depth, and high-frequency atmospheric variability. A zonal-mean description—one that averages conditions around a latitude—can therefore miss important local and short-lived patterns. Gray’s 2024 review discusses the region’s four-dimensional carbon cycle and these sources of variability.

Biological export also varies with plankton communities, grazing, nutrient conditions, mixed-layer depth, and eddies. Those factors can change over time and across locations. NOAA’s observing plan identifies sparse sustained observations of the biological pump and undersampling in the Southern Ocean as challenges. The implication is practical: a local observation, a seasonal snapshot, or a model average may each capture a different part of the system. They should not be treated as interchangeable measures of one fixed regional sink strength.

Measurements and models also have different limits. The region’s remote and extreme conditions make sustained observations difficult; smaller-scale processes can be missed when results are averaged over broad areas. NOAA’s 2025–2035 plan notes remaining uncertainty about how changes in circulation and biology affect the magnitude and variability of the ocean carbon sink. Consequently, claims about an exact regional uptake value need a stated period, method, and spatial coverage. The evidence supports the Southern Ocean’s major role, but not a timeless, method-independent number for its net sink.

How scientists observe a hard-to-measure ocean

Aircraft measurements reveal atmospheric changes

Aircraft observations provide evidence about how atmospheric carbon dioxide changes over the ocean. NASA’s account of campaigns spanning 2009–2018 reports lower-atmosphere drawdown in Southern Hemisphere summer and compares the findings with earlier estimates based on ocean acidity. The method looks at the atmospheric side of air–sea exchange; it does not, by itself, map every water mass or biological pathway throughout the Southern Ocean.

Profiling floats measure conditions below the surface

SOCCOM was implemented in 2014 to help address the region’s observation gap. Its autonomous profiling floats carry sensors for oxygen, nitrate, pH, and bio-optical properties, providing year-round observations from the surface down to 2,000 metres. The project review published in 2023 reported more than 260 profiling floats and over 27,000 vertical profiles after nine years of project operation. These are totals reported for that review’s period, not a current deployment count. The 2023 SOCCOM review describes the observing effort.

These measurements help scientists track changing conditions through the water column, including variables relevant to carbon cycling and biological activity. They complement rather than replace other approaches: aircraft observe atmospheric changes, floats sample ocean conditions over depth and time, ships can make direct observations, and models help connect observations across places and periods. No one method provides a complete picture of every exchange, biological process, and water-mass pathway.

Why sustained observations matter

Biological production and export can change rapidly with plankton communities, grazing, mixed-layer conditions, nutrients, and eddies. Sparse sustained observations make it difficult to match measurements and models across the same times, depths, and regions. A monitoring system that samples year-round and through the water column can help reveal variability that a brief campaign would miss, but the remaining observing gaps mean that uncertainty persists in estimates of how the full system changes.

How to interpret claims about Southern Ocean carbon storage

When evaluating a claim that the Southern Ocean “stores” or “absorbs” a certain amount of carbon, check what the statement actually measures. Atmospheric drawdown, surface-water uptake, biological export, carbon carried below the mixed layer, and long-term ocean-interior storage are related but different quantities. A study can establish one without directly measuring all the others.

  • Identify the pathway. Is the claim about dissolved carbon dioxide entering seawater, water-mass transport, biological fixation, sinking particles, or a combination?
  • Check direction and depth. Does the measurement describe uptake at the surface, outgassing, export to intermediate water, or transport deeper into the ocean?
  • Read the time and place. Note the season, observation period, and region. A summer result or basin-specific estimate is not automatically an annual Southern Ocean total.
  • Look at the method. Aircraft measurements, floats, ship observations, and models sample different parts of the carbon cycle. Ask what the method can establish directly and what is inferred.
  • Keep uncertainty attached to the estimate. Remote conditions, sparse biological observations, and smaller-scale variability limit how confidently local or short-term results can be generalized.

The most reliable overall picture is a coupled one: surface exchange supplies or releases carbon; biology packages some carbon into organic matter and exports it; circulation redistributes dissolved and biological carbon between depths; and upwelling and mixing can return carbon to surface waters. How much remains out of atmospheric contact depends on the interaction of those processes across seasons, basins, and depths.
