The Internet is not one network with one owner. It is a global network of independently operated networks that connect by following shared technical standards. Companies, universities, governments, service providers, and other organizations run parts of it; separate communities coordinate the identifiers and rules needed for those parts to work together.

How does the Internet actually work?

Think of the Internet as both physical infrastructure and shared rules. Organizations operate the networks and equipment that carry data. Common protocols and open standards let independently run networks and devices interoperate, while globally meaningful identifiers help keep essential technical elements consistent.

The Internet Society describes the system as tens of thousands of interconnected networks. That phrase conveys its scale, not a precise, dated count: the organization’s overview does not provide a measurement date or counting method. The networks are operated by many kinds of organizations, including service providers, companies, universities, and governments.

Because the standards are open, network operators can connect without relying on a single central operator, and people can build content and services without asking a central authority for permission. This shared foundation helps the network grow while leaving its component networks under separate management. Internet Society: What is the Internet? Internet Society: Internet invariants

TP-Link AC1200 Gigabit Dual Band WiFi Router (Archer A6)
  • Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
  • Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
  • Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
  • MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home

Who runs the Internet?

There is no single organization that owns or operates the whole Internet. Individual organizations run the networks and infrastructure they control. The Internet’s overall operation emerges from those networks connecting and using shared standards, rather than from a central authority directing every part.

That distinction matters: a network operator can manage its own infrastructure, but that does not make it the boss of the global Internet. Nor does the existence of organizations that coordinate shared technical resources mean that any one of them controls all networks, services, or users.

If nobody runs it, who decides the rules?

Distributed operation is not the same as having no coordination. Some technical elements have to be administered consistently worldwide: names and addresses must be globally unique, and protocol codes must carry the same meanings across implementations. Different communities and institutions handle distinct coordination responsibilities rather than governing the entire Internet as a single system.

Area Community or body Responsibility
Names ICANN Coordination associated with Internet names.
Numbers The five Regional Internet Registries (RIRs) Coordination of Internet numbering resources.
Protocols Internet Engineering Task Force (IETF) Development and coordination of Internet protocols.

The Internet Assigned Numbers Authority (IANA) describes these as separate naming, numbering, and protocols communities. IANA functions are performed by Public Technical Identifiers (PTI), an affiliate of ICANN. This is a specific technical-administration role; it does not make ICANN or PTI the owner or singular controller of the Internet. IANA: About IANA IANA: Excellence

TP-Link AC1200 WiFi Router Dual Band Wireless Internet Router (Archer A54)
  • Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

These bodies are part of a wider ecosystem. Network operators, Internet exchange points, equipment and software vendors, regional registries, and other groups also contribute to how the Internet functions. Reducing the system to ICANN or IANA alone would miss the many organizations that operate networks and take part in coordination. Internet Society: How the Internet works

How is Internet governance different from technical coordination?

Technical coordination addresses shared requirements such as unique names and addresses or consistent protocol parameters. Internet governance is broader: it concerns the principles, rules, procedures, and decisions that shape how the Internet evolves and is used.

A 2025 Internet Society policy brief uses the definition adopted in 2005 through the World Summit on the Information Society process: “the development and application by governments, the private sector, and civil society in their respective roles of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” That definition places governance across government, business, and civil society—not only technical organizations. In practice, relevant questions are discussed and decisions are shaped across different institutions and forums. This multi-stakeholder approach distributes participation, but it can also be demanding: the Internet Society notes that taking part requires time and resources across global, regional, and local forums, particularly for unpaid volunteers.

What “nobody is in charge” really means

  • Many organizations operate the infrastructure. The Internet is made up of independently run networks, not one centrally operated network.
  • Shared standards make connection possible. Open protocols let networks interoperate without requiring a single operator to approve every connection or service.
  • Coordination still matters. Unique names and addresses, along with consistent protocol parameters, require administration across the system.
  • Responsibilities are divided. ICANN, the RIRs, IETF, IANA/PTI, operators, and other participants have distinct roles; none is the Internet’s all-purpose owner or boss.
  • Governance reaches beyond engineering. Governments, businesses, civil society, and technical communities participate in decisions about the Internet’s use and evolution.
