Short answer: The annual budget deficit is the federal government’s shortfall during one fiscal year, while federal debt is the accumulated amount the government still owes at a specific point in time. A deficit is a flow; debt is a stock. Repeated deficits generally increase debt because the government borrows to cover them. A surplus can reduce debt held by the public.
The distinction matters because the words are often used interchangeably, even though they describe different measurements, dates and accounting concepts. The debt figure also depends on which debt measure is being quoted.
Deficit and debt in one sentence each
- Budget deficit: During a defined fiscal year, federal outlays exceed federal receipts such as taxes and other income.
- Federal debt: The amount of federal borrowing outstanding at a particular date.
The federal fiscal year runs from October 1 through September 30. A deficit therefore describes what happened over that 12-month period. Debt is measured at a point in time, such as September 30, and reflects borrowing accumulated over many years.
The U.S. Department of the Treasury defines the budget surplus or deficit as the difference between total federal spending and receipts in a given year. The Congressional Budget Office (CBO) explains the connection this way: because the government borrows to finance deficits, a deficit adds to federal debt—the total amount borrowed at a given point.

Flow versus stock: the household analogy
Imagine a household that spends $5,000 more than it earns during a year. The $5,000 shortfall is like a budget deficit. If the household borrows that amount, its outstanding loan balance is like federal debt. Another year of overspending adds to the balance; a year in which income exceeds spending can help pay it down.
The analogy is useful but incomplete. Federal debt can be reported using more than one measure, and federal budget accounting does not perfectly track cash borrowing. Treasury financial statements reconcile the deficit with changes in cash and monetary assets, including transactions that affect cash but are outside the budget and budgetary outlays that do not involve an immediate cash payment.
How a deficit usually increases debt
Receipts and outlays determine the deficit
The deficit is calculated by comparing federal receipts with federal outlays for the fiscal year:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Deficit = federal outlays − federal receipts
If outlays are higher, the result is a deficit. If receipts are higher, the result is a surplus. Outlays include spending programs, interest on existing debt and other federal obligations. Receipts include taxes and other income collected by the government.
Borrowing finances the shortfall
When receipts do not cover outlays, the Treasury generally finances the gap by borrowing. That borrowing creates additional securities and increases the amount owed to creditors. In broad terms, a deficit adds to debt.

The relationship is cumulative. A $1 trillion deficit does not mean the government owes only $1 trillion in total; it means borrowing needs increased by roughly that amount during that fiscal year, subject to other financial transactions and accounting adjustments. Previous deficits remain part of the outstanding debt until they are repaid or refinanced.
What a surplus does
A surplus occurs when receipts exceed outlays. If the surplus is used to repay obligations held outside the federal government, debt held by the public can decline. The reduction is not guaranteed to equal the surplus dollar for dollar because cash management, non-cash transactions and other financing activities can affect the change in debt.

What “federal debt” can mean
Debt figures are not comparable unless they use the same definition. Two measures appear most often in federal reports.
| Measure | What it includes | Typical use |
|---|---|---|
| Debt held by the public | Federal securities owned by entities outside the federal government, including individuals, corporations, state and local governments, Federal Reserve Banks and foreign governments. | The measure most often used in CBO budget reports and in discussions of the government’s borrowing from outside investors. |
| Gross federal debt (also called total public debt outstanding) | Debt held by the public plus intragovernmental holdings, principally securities held in federal government accounts. | A broad total of federal debt obligations, including amounts one federal account owes another. |
Treasury’s Debt to the Penny data separates debt held by the public, intragovernmental holdings and total public debt outstanding. Whenever you quote a debt number, identify the measure. Saying simply “the national debt” can conceal a material difference between public-held debt and gross debt.
Why the deficit is not always equal to the change in debt
It is tempting to subtract one year’s debt balance from the next and expect the result to match the reported deficit. The figures often move in the same direction, but they are not mechanically identical.

Non-cash budget outlays
Some items counted in the budget affect reported spending without requiring an immediate cash payment. Those items can increase the deficit while having a different timing or effect on Treasury’s cash balance and borrowing.
Cash movements outside the budget
Some transactions change cash or monetary assets without being recorded as current-year budget outlays or receipts. Financing operations, changes in cash balances and other activities can therefore change debt or cash independently of the headline deficit.
Different debt measures and timing
A deficit generally relates to a fiscal year, while debt is reported on a particular date. Debt held by the public and gross federal debt can also change by different amounts because intragovernmental holdings may rise or fall. Treasury’s Statement of Changes in Cash Balance provides the formal reconciliation between the budget deficit and changes in cash and monetary assets.
The accurate general rule is: deficits generally add to debt because the government borrows to finance them, but the annual deficit is not necessarily equal to the change in cash or debt.

Official agencies reported slightly different rounded values for fiscal year 2025. The differences should not be treated as contradictions; each figure carries its own publisher, rounding and reporting basis.

| Publisher and report | Deficit | Debt figure | Date and qualification |
|---|---|---|---|
| U.S. Department of the Treasury, report of FY 2025 results (2026) | $1,775.4 billion | $30.2 trillion in debt held by the public, excluding accrued interest | Debt measured September 30, 2025; equal to 99% of GDP on that basis. |
| Congressional Budget Office, FY 2025 review (2025) | $1.8 trillion | Debt held by the public at 99.8% of GDP | Figure is CBO’s reported rounded value for the end of FY 2025. |
The Treasury and CBO numbers describe the same fiscal year but should not be silently combined. Treasury reports a deficit to the nearest $0.1 billion and gives a dollar debt balance excluding accrued interest. CBO reports a rounded deficit and a debt-to-GDP ratio. A comparison is meaningful only after checking the measure, date, units, GDP denominator and publisher.
How to read a debt-to-GDP ratio
A debt-to-GDP ratio compares debt with the size of the economy rather than reporting dollars alone. Treasury’s FY 2025 figure of 99% refers specifically to debt held by the public, excluding accrued interest, as of September 30, 2025. CBO’s 99.8% figure is its reported debt-held-by-the-public ratio for the end of that fiscal year.
The ratio is not the same as the deficit-to-GDP ratio. The deficit measures one year’s addition to the government’s finances; debt-to-GDP measures the accumulated balance relative to annual economic output. A country can run a deficit while its debt-to-GDP ratio falls if the economy grows rapidly, although borrowing, interest costs and other factors determine the actual result.

Calling the deficit “the national debt”
A deficit is one year’s shortfall. Debt is the accumulated borrowing balance. The deficit can be large even when total debt is much larger, because earlier deficits remain outstanding.

Mixing debt measures
Debt held by the public excludes securities held by federal government accounts. Gross federal debt includes those intragovernmental holdings. Two articles can quote different “debt” totals and both be accurate if they use different measures.
Assuming debt changes exactly equal deficits
Cash balances, non-cash outlays, transactions outside the budget and other financing activities affect the reconciliation. Use Treasury’s cash-balance statement when an exact year-to-year explanation is required.
Using an undated daily balance
Debt balances change as Treasury issues and redeems securities. Treasury describes its Debt to the Penny interface as updated each business day with the previous business day’s data, but a displayed dataset can lag the current date. Always record the observation date and check the current Treasury data interface before citing a live balance.
A practical checklist for comparing figures
- Identify the time period. Is the deficit for a fiscal year, and is the debt balance tied to a specific date?
- Name the debt measure. Specify debt held by the public, intragovernmental holdings or total public debt outstanding.
- Check the units. Distinguish millions, billions and trillions, and note whether the value is rounded.
- Check exclusions. For example, Treasury’s FY 2025 dollar figure excluded accrued interest.
- Check the publisher. Treasury and CBO may present different rounding or reporting conventions.
- Check the denominator. A debt-to-GDP percentage depends on the GDP estimate and the debt measure used.
- Check the date of the data. A current-looking page may contain an earlier observation.
The relationship in a simple example
Suppose the government begins a fiscal year with $30 trillion in debt held by the public. It collects $4 trillion and spends $5 trillion, producing a $1 trillion deficit. Borrowing to finance that gap would tend to raise debt held by the public to about $31 trillion. If cash management and other accounting items change the financing requirement, the reported ending balance could differ from that simple calculation.
If instead receipts are $5 trillion and outlays are $4 trillion, the government records a $1 trillion surplus. Applying the surplus to obligations held by the public would tend to reduce that debt. The example demonstrates the direction of the relationship, not an exact Treasury reconciliation.
Bottom line for readers
Use “deficit” when discussing the federal government’s yearly shortfall or surplus, and use “debt” when discussing accumulated borrowing outstanding on a stated date. Deficits usually increase debt; surpluses can reduce debt held by the public. For any published figure, state the fiscal year or as-of date, identify the debt measure, preserve the source’s units and rounding, and avoid treating the deficit as an exact substitute for the change in debt.
