The Cloud Controls Matrix (CCM) is the Cloud Security Alliance’s vendor-neutral cybersecurity control framework for cloud computing. Its controls help cloud service providers and customers assess and manage security and privacy risks, and clarify which party is responsible for which safeguards.

What the Cloud Controls Matrix is—and is not

CSA describes CCM as a structured set of cloud-focused security and privacy controls. Organizations can use it to define, implement, enforce, and monitor requirements relevant to their cloud environments. It is a framework for organizing and assessing controls, not a cloud service, certification, or proof of compliance by itself.

The framework is intended for both cloud service providers (CSPs) and cloud service customers (CSCs). It can help translate internal, operational, and legal requirements into cloud-relevant policies, procedures, and technical control objectives. Organizations still need to decide which controls apply to their architecture, risks, and obligations.

What is in the current CCM version?

CSA’s version-specific 2026 materials identify CCM v4.1 as the latest release, published January 27, 2026, with 207 controls grouped into 17 security domains. CSA’s introductory guidance explains the framework’s purpose and structure in more detail. See CSA’s CCM and CAIQ v4.1 release and introductory guidance.

CSA’s general CCM overview page still gives a count of 197 control objectives across 17 domains. That differs from the 207-control count in the version-specific v4.1 release and 2026 guidance. For v4.1, use the version-specific figure rather than treating both numbers as descriptions of the same release. CSA’s general CCM overview contains the older conflicting count.

The domains categorize related controls, while the framework’s mappings connect them with other standards, regulations, and best-practice frameworks. CSA also provides control specifications and applicability information, including typical ownership and architectural or organizational relevance.

How organizations use CCM

CCM can support internal reviews as well as external assessments and audits. It gives organizations a cloud-specific way to examine whether their security requirements are addressed and to identify gaps that need policies, processes, or technical safeguards.

Responsibility depends on the service model and the particular control. In IaaS, PaaS, and SaaS environments, a safeguard may belong to the provider, the customer, or involve both. CCM implementation guidance helps organizations interpret controls and delineate responsibilities; teams should apply that guidance to their actual architecture rather than assume the same allocation for every cloud service.

CSA’s companion resources serve different purposes:

  • Control specifications and applicability matrices explain controls and indicate typical ownership and relevance.
  • Scope applicability mappings help relate controls to the environment being assessed.
  • Implementation guidelines explain how to interpret and implement the specifications. CSA’s CCMv4.1 Implementation Guidelines were released January 27, 2026.
  • Auditing guidelines and continuous audit metrics support assessment and monitoring work.

CCM and CAIQ: the difference

The Cloud Controls Matrix is the framework of controls. The Cloud Security Alliance Questionnaire (CAIQ) is a related assessment tool that turns controls into yes-or-no questions about whether they are met. A questionnaire response can support an assessment, but it is not the control matrix itself. CSA explains their relationship in its CCM and CAIQ FAQ.

CSA distinguishes a reference CAIQ from the STAR Level 1 questionnaire version used for submissions to the STAR Registry. If you plan to submit, check CSA’s current submission artifact and use the applicable questionnaire version; the reference questionnaire and submission version are not interchangeable by default. The v4.1 release page describes the available CCM and CAIQ materials.

CCM or CCM Lite?

CSA also offers CCM Lite, a streamlined option designed primarily for small and medium-sized businesses with limited resources. CSA describes Lite as a subset of the full framework, with 96 foundational controls, its own CAIQ Lite, implementation and auditing guidance, mappings, and machine-readable formats. CSA says it accepts CCM Lite submissions into the STAR Registry; confirm the current submission artifact before preparing a submission. CSA’s CCM resources provide the framework context.

Option Scope Intended context Assessment materials
CCM v4.1 207 controls across 17 domains Full cloud control framework for providers and customers CAIQ and supporting implementation and auditing resources
CCM Lite 96 controls, described by CSA as a subset of the 207-control CCM Streamlined option primarily for SMBs with limited resources CAIQ Lite and supporting implementation and auditing guidance

The counts and intended audiences above come from CSA’s version-specific CCM materials and CCM Lite information. The right choice depends on your organization’s needs and the assessment or submission you intend to complete.
