Telecom tower sharing lets two or more mobile operators use one site or supporting facility instead of building completely separate locations. In the simplest arrangement, each operator keeps its own antennas, radios, spectrum and core network while sharing land, the mast, power systems, access roads or backhaul. More ambitious agreements can share radio-access equipment—and, in some architectures, other network elements—so the phrase “tower sharing” never identifies the arrangement by itself.

The practical question is therefore not whether operators “share a tower,” but exactly which assets, systems, responsibilities and decisions are shared. Those details determine the engineering, economics, competition issues and regulatory approvals.

What “tower sharing” includes—and what it does not

A mobile site has several layers. The tower or mast is only the visible structure. A site may also contain land rights, fencing, shelters, cabinets, antennas, radio units, baseband equipment, batteries, generators, mains power, transmission links and connections to each operator’s core network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operators can share one or several of those layers. Sharing the structure does not automatically mean sharing radio frequencies, subscriber data, service platforms or the mobile core. Spectrum sharing, roaming, tower leasing and radio-access-network (RAN) sharing are related but separate commercial or regulatory arrangements.

Arrangement Typical shared elements Usually kept separate What it means operationally
Co-location One physical site or mast Each operator’s equipment and network Operators install their own equipment in allocated space and connect it to their own transport and core.
Passive infrastructure sharing Land, rights of way, ducts, trenches, towers or masts, dark fibre, shelters and power facilities Often antennas, transceivers and other active equipment Operators share physical support systems while retaining separate radio and service decisions.
Active RAN sharing Some electronic radio equipment, such as base-station or controller functions, and possibly backhaul Elements not included in the agreement, including potentially each operator’s core More joint engineering, performance management and fault coordination are required.
Core-network sharing Specified core functions or platforms Functions outside the agreed scope This is a deeper arrangement than ordinary tower or passive sharing and raises additional security, resilience and competition questions.

The GSMA’s Mobile Policy Handbook lists land, rights of way, ducts, trenches, towers, masts, dark fibre and power supplies among infrastructure that may be shared. The exact boundary is contractual: “passive” describes the type of facility, not who owns it or who operates its power and maintenance systems.

How a shared site works in practice

1. The parties define the site and assets

Operators first identify the locations and facilities covered by the deal. A bilateral agreement may apply to one tower, a group of sites or an entire region. The inventory should identify the plot, mast, rooftop or other structure, equipment rooms, cabinets, generators, batteries, electrical capacity, transmission paths, access routes and any existing tenants.

2. Each operator obtains an engineering allocation

The parties reserve physical and electrical capacity for each network. Engineers check structural loading, antenna positions, wind loading, available floor or cabinet space, cable routes, grounding, generator capacity and transmission backhaul. A shared site can be physically available yet unable to accept another antenna, cabinet or power load without reinforcement.

3. Installation and access are coordinated

The contract sets procedures for surveys, construction windows, keys, safety rules, escorts and emergency access. One party may manage the compound while each operator controls work on its own equipment. Maintenance teams need a way to enter without exposing another operator’s protected equipment or customer information.

4. The site is operated against agreed service levels

Responsibilities are assigned for electricity, fuel, batteries, cooling, physical security, cleaning, preventive maintenance, alarms and repairs. The agreement should specify response times, planned-outage notice, generator testing, incident escalation and records. Separate radio networks can therefore deliver different coverage, capacity and service policies even though their support facilities are shared.

5. Changes are handled through a change process

New spectrum bands, heavier antennas, 5G radio units, extra backhaul or a new tenant can exceed original assumptions. A sound agreement defines who requests a modification, who pays for reinforcement, how engineering approval works and whether an operator can refuse a change that threatens safety or contracted capacity.

Passive infrastructure sharing

Passive sharing is the most common interpretation of tower sharing. Operators use the same non-electronic facilities but generally supply and operate their own active radio equipment. A tower company, a joint infrastructure company or one operator may own the site and lease space to others.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Possible structures include:

  • Direct bilateral sharing: two operators exchange or lease capacity on specified sites.
  • Strategic alliance: several operators coordinate a portfolio of locations or construction projects.
  • Joint infrastructure company: participating operators place assets into a separately managed entity.
  • Independent tower provider: a specialist owner builds or acquires sites and leases space and facilities to multiple carriers.

Passive sharing can leave each carrier free to choose its radio vendors, spectrum configuration, software releases and customer-service policies. It still requires disciplined coordination over power, structural limits, security and access.

Active sharing: RAN, spectrum and core are different decisions

Active sharing extends beyond the mast to electronic network infrastructure. The GSMA’s 2019 overview describes the RAN as including antennas and transceivers, base stations, backhaul networks and controllers, and distinguishes RAN sharing from core-network sharing. It discusses the labels MORAN (Multi-Operator Radio Access Network) and MOCN (Multi-Operator Core Network). Those labels signal different arrangements for radio and network resources; an implementation must confirm the intended spectrum treatment, equipment boundaries, identities, performance obligations and fallback behavior rather than assuming that a label alone answers them. See GSMA’s Infrastructure Sharing: An Overview for the technical context.

Active sharing can reduce duplicated electronics and simplify some expansion, but it also joins more operational decisions. The parties need common procedures for software upgrades, fault isolation, capacity planning, lawful access, cybersecurity, emergency calling and service restoration. Sharing a RAN does not automatically mean sharing the mobile core; that is a separate architectural and contractual choice.

Who owns and supplies the infrastructure?

Ownership and use are separate questions. An operator may own a mast and lease space to another carrier, while an independent tower company may own the structure and lease positions to several carriers. The land may be held under a long-term lease, a public right of way or another access arrangement. A joint company may own only the passive assets while each operator retains its electronics.

GSMA reported in a 20 May 2026 article that TOTEM CEO Emmanuel Rochas said: “Today, 70% of the 4.5 million towers in the world are owned by tower companies,” compared with roughly one quarter of sites a decade earlier. That is an executive statement quoted by GSMA, not a universal registry count. The same article reported approximately €65 billion invested by tower companies in Europe during the preceding five years and average tenancy above two operators per site. The figures are specific to the article’s date, geography and attribution; they are not a guaranteed ratio for every market. Source: GSMA, What is the future for the tower company model?

Why operators share sites

  • Avoiding duplicate construction: one compound, power connection and mast can replace several overlapping installations.
  • Lowering capital or operating costs: sharing may reduce the amount each operator must build and maintain, although the result depends on rent, reinforcement, energy and access costs.
  • Faster or broader coverage: a ready site can help extend service where acquiring land or permits is difficult.
  • Rural viability: shared infrastructure can make low-revenue locations more practical when standalone deployment would not pay for itself.
  • Better use of scarce locations: urban rooftops, transport corridors and elevated rural sites can serve several networks.

The GSMA identifies rural coverage and avoiding unnecessary duplication as reasons to share. Australia’s Department of Infrastructure likewise describes co-location as offering potential cost, time and operational savings. These are possible outcomes, not a universal savings percentage: rent, energy prices, construction, backhaul, site density and bargaining terms vary substantially.

What a tower-sharing contract must settle

A site agreement is an operating relationship, not merely a lease. At minimum, the parties should document:

  • Ownership and rights: who owns the land, mast, shelter, power plant, fibre and installed equipment; lease term; renewal; termination; and removal obligations.
  • Permitted use: antenna types, bands, radio units, cabinets, generators, microwave dishes, fibre routes and maximum structural or electrical loads.
  • Access: routine and emergency access, notice periods, escorts, work permits, safety rules and access logs.
  • Operations: responsibility for power, fuel, cooling, security, alarms, inspections, repairs and outage communications.
  • Capacity allocation: how tower loading, floor area, power, batteries, backhaul and shelter space are measured and reserved.
  • Upgrades: approval, cost allocation and scheduling for new bands, 5G equipment, stronger structures, generators or transmission.
  • Additional tenants: whether the owner may add another operator, how capacity is protected and whether existing users have consent or notice rights.
  • Commercial terms: recurring rent, energy charges, one-time construction fees, shared-investment recovery, indexation, taxes and liability.
  • Security and compliance: cybersecurity boundaries, lawful access, environmental duties, permits, insurance, resilience and audit rights.

Because engineering thresholds and standard clauses are not universal, the contract should refer to a site-specific design and acceptance process rather than promise an unspecified amount of capacity.

Competition and service differentiation

Passive sharing can preserve substantial competitive separation: operators may use different radios, spectrum, software, coverage targets and retail strategies. The fact that antennas stand on one mast does not make the networks one service.

Active sharing requires more coordination and can affect how carriers differentiate or recover from faults. The GSMA’s policy position says sharing should retain competitive incentives and be assessed under general competition law. That is an industry-association position, not a regulator’s ruling. Regulators may examine exclusivity, discriminatory access, information exchange, market concentration and whether a shared arrangement reduces incentives to invest.

Regulatory examples: rules depend on the country

India

A 14 March 2024 Press Information Bureau release summarized Telecom Regulatory Authority of India recommendations that licensees be allowed to share passive and active infrastructure within their licence scope. It also described proposed non-discriminatory sharing provisions for certain publicly funded rural infrastructure and roaming in specified government-funded remote areas. The release reports recommendations; it is not proof that every proposal became enacted law. Read the release at Press Information Bureau, TRAI recommendations, then check the current licence and implementation rules.

Australia

The Australian Department of Infrastructure’s consultation on the effectiveness of telecommunications facilities and tower-access regulations ran from 23 February to 5 April 2024 and is closed. Its page explains that the regime is intended to enable co-location and records an issue created by tower-asset transfers: existing legislation did not require standalone mobile-network infrastructure providers to grant carrier access. The consultation describes a regulatory question, not a final statement of current law. See the department’s consultation page.

Egypt

Egypt’s National Telecom Regulatory Authority publishes a framework for constructing and leasing telecommunications towers under the country’s Telecommunications Regulation Law. It illustrates a country-specific tower-leasing regime; applicants must confirm the current framework, permits and technical conditions before relying on it. United Kingdom and Europe

The UK Wireless Infrastructure Strategy describes the separation of tower assets from network services and gives transaction examples, including a 2021 transfer involving Cornerstone and Vantage Towers. Those examples show the direction of asset ownership in the UK and Europe, not a single European sharing rule. Source: UK Wireless Infrastructure Strategy.

A practical decision process for a new sharing project

  1. Define the objective: coverage expansion, faster deployment, lower duplication, rural service or a specific capacity problem.
  2. Choose the sharing layer: compare co-location, passive facilities, active RAN and any core-network element separately.
  3. Survey candidate sites: verify ownership, permits, structural loading, power, backhaul, security and environmental constraints.
  4. Model the economics: include construction, rent, energy, reinforcement, operations, access, decommissioning and the cost of coordination.
  5. Run legal and competition checks: identify licence conditions, access duties, public-funding rules, spectrum restrictions and information-sharing limits in the jurisdiction.
  6. Write the operating model: assign ownership, maintenance, access, capacity, upgrades, outages, incidents, security and dispute escalation.
  7. Test before launch: accept the physical installation, power and alarms, then verify coverage, capacity, handover, emergency service and fault procedures for each network.
  8. Review as demand changes: revisit loading, energy, spectrum, software, resilience and tenant requests instead of treating the initial design as permanent.

Common misconceptions and failure points

  • “Same tower means same network.” Usually false; passive sharing can leave radios, spectrum and cores completely separate.
  • “Passive means the tower company controls everything.” Not necessarily; ownership and operation are negotiated.
  • “Sharing always cuts costs.” Not guaranteed. Reinforcement, rent, energy and coordination can offset construction savings.
  • “A shared site has unlimited capacity.” Structural, electrical, floor-space and backhaul limits remain real.
  • “A rule from another country applies here.” India, Australia, Egypt and the UK illustrate different frameworks; local law and current licences control.
  • “MORAN or MOCN is self-explanatory.” The architecture, spectrum treatment and operational boundaries must be specified in the technical design.

The Bottom Line

Tower sharing is a spectrum of arrangements, from leasing space on one mast to sharing active radio or core-network functions. Identify the exact shared assets, preserve clear ownership and maintenance duties, engineer capacity and upgrades explicitly, and verify the rules in the country where the site operates.
