Nandan Nilekani has advocated a systematic, technology-assisted response to examination-paper leaks, according to a PTI report carried by Rediff on 13 October 2026. Reports describe proposals including large question banks, AI-generated papers on exam day and wider computer-based testing. These are proposals, not proven fixes: no available evidence establishes that any one measure can make an examination leak-proof.

What Nilekani reportedly proposed

Rediff’s PTI report identifies Nilekani as an Infosys co-founder and head of an examination-reform task force, and says he advocated using technology systematically to address paper leaks. The report does not provide a verified transcript, so its headline should not be treated as his exact words. Rediff’s report

Coverage of the proposals points to three related changes: building large question banks, generating papers with AI on the day of an exam, and expanding computer-based testing. NDTV reports the question-bank proposal; Moneycontrol describes the AI and computer-based-testing proposals. Neither report establishes that these ideas have been implemented or evaluated as effective interventions.

How the proposed measures could change exam security

Large, refreshed question banks

A substantial bank can make it harder for a leak of one prepared paper to expose the exact questions every candidate will receive. A system could select different questions for different candidates or sessions, while aiming to preserve syllabus coverage and comparable difficulty. Business Standard describes a proposal for a validated bank that can generate unique papers with comparable difficulty and syllabus coverage.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

The bank itself becomes a high-value target. Its security depends on who can view, edit or export questions; how access is logged; how often questions are refreshed; and whether a small group can reconstruct a future paper. A large bank is not protective if its contents are broadly accessible or if the selection rules make the chosen paper predictable.

AI-generated papers on exam day

Moneycontrol reports a proposal to use AI to generate question papers on the day of an examination. The potential security benefit is reducing the time a complete paper exists in a finalized, accessible form before candidates sit the exam. That shifts the problem rather than removes it: the underlying questions, generation system, prompts, administrators and output still need protection.

AI-generated versions would also need validation. Exam authorities would have to show that papers test the same syllabus, meet the required standard and have comparable difficulty across candidates or sessions. The reports describe a proposal, not evidence that these requirements have been met at scale or that AI generation has reduced leaks.

Computer-based testing

Wider computer-based testing could reduce reliance on printing and transporting sealed paper packets. It creates different security requirements: secure delivery to test centres, reliable devices and networks, identity verification, controls against unauthorized materials, and procedures for outages or suspected compromise. The sources do not establish that computer-based delivery is inherently safer in every setting.

Why technology alone cannot guarantee a leak-proof exam

Exam security is a chain of controls, not a single tool. Mint describes encrypted digital delivery, biometric verification and AI monitoring among approaches being considered. It also reports that, for the NEET-UG re-examination, question setters were kept in secure facilities without phones, internet or outside communication until the examination concluded. That is a specific measure reported for that re-examination, not a description of all exams.

Channel News Asia reports expert discussion of lessons from other countries and a layered approach involving refreshed question banks, identity checks, test-centre safeguards and monitoring. These measures can address different points of vulnerability, but the cited coverage does not demonstrate that any particular configuration eliminates leaks.

What a credible rollout would need to establish

Any proposal should be judged by whether it reduces exposure without creating unfair differences between candidates or new weak points. Useful questions for exam authorities include:

  • How many people can access the complete paper or the question bank, and what access is recorded?
  • How frequently are questions refreshed, and can any administrator or vendor infer the final paper in advance?
  • Can different papers be shown to have comparable syllabus coverage and difficulty?
  • How are candidate identity, devices, printing and test-centre access controlled?
  • Can the system withstand network or power failures, preserve an audit trail, and recover safely after a suspected breach?

Policy context and what remains unsettled

Business Standard describes the task force in the context of exam-integrity concerns including NEET-UG 2024 and the CBSE 2018 paper-leak incident. The task force was reportedly formed after the NEET-UG 2024 controversy. These historical references are secondary reporting, rather than a complete case record. Business Standard’s coverage

As of the reports dated 13 October 2026, the available coverage presents Nilekani’s ideas as proposals. It does not supply a final task-force report, confirm which recommendations will be adopted, or establish measured effects on leak frequency, candidate outcomes or exam reliability. No verified statistic in these reports quantifies the scale of leaks or the effectiveness of the proposed controls.
