Technology can make learning easier to access, practice, and manage—but the right tool depends on the barrier and the task. Text-to-speech can make written material available through audio; accessible digital content can improve navigation; and collaboration, feedback, or simulation tools can support particular learning activities. A tool works best when it fits the learner’s needs and they have a chance to learn how to use it.
How can technology help when learning feels difficult?
Learning can be harder when the format of information, the way a task must be completed, or the learning environment creates a barrier. Technology can offer another way to access information, communicate, practice, or receive feedback. The Institute of Education Sciences (IES) describes technology research that includes supporting communication and access to the general curriculum for learners with or at risk for disabilities. CAST’s Universal Design for Learning guidance likewise emphasizes accessible materials and assistive tools as ways to support access, participation, and progress.
These examples are not a diagnosis or a promise that a particular tool will help everyone. Barriers may relate to language, literacy, attention, executive functioning, sensory processing, temporary injury, physical or internet access, or an inconsistent learning environment. What helps one person may not help another, so start with the specific task that is difficult and the learner’s preferences.

Which kinds of technology address different learning barriers?
Choose by the barrier or learning activity, rather than by a tool’s novelty. The What Works Clearinghouse (WWC) postsecondary practice guide, released in May 2019, recommends several technology-supported practices. Its evidence ratings differ, and they are guidance about practices—not rankings of current products.
| Learning need or activity | How technology may help | WWC evidence rating |
|---|---|---|
| Reading written prompts | Text-to-speech can provide an audio version of written content. It is an access option, not a substitute for understanding or practice. | The WWC guide does not rate this specific example in the cited recommendations; see IES assessment guidance below. |
| Interaction with peers or instructors | Communication and collaboration tools can support interaction among learners and between learners and instructors. | Minimal evidence |
| Finding suitable learning materials | Varied, personalized digital resources can provide different ways to engage with material. | Moderate evidence |
| Planning and monitoring learning | Technology can model or foster self-regulated learning, such as managing learning activity and progress. | Moderate evidence |
| Receiving information about performance | Technology can provide timely, targeted feedback tied to a learning activity. | Moderate evidence |
| Working through complex problems | Simulations can let learners engage with complex problem-solving situations. | Minimal evidence |
Evidence ratings describe the strength of evidence for the recommendations in that dated guide; they do not establish that every tool in a category is effective for every learner. Read the WWC guide to using technology to support postsecondary student learning for its recommendations and evidence context.

Assistive technology and accessible materials
Assistive technology may support reading, navigation, communication, interaction, or composition. Accessible content and compatible tools matter together: a feature is less useful if the material or learning platform blocks it, or if the learner cannot comfortably navigate it. CAST notes that learners may need support to use assistive and accessible technologies, and that curricula and instructional technology should not create barriers to them.

How do you choose a tool that fits?
Before adopting a tool, identify the actual learning goal and check whether the tool fits the learner’s device, content, and learning environment. A practical comparison should consider:

- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
- The barrier or task: Is the difficulty accessing text, communicating, organizing work, practicing a skill, or getting useful feedback?
- Access and compatibility: Does the tool work with the learner’s device, course materials, and existing learning environment?
- Comfort and practice: Can the learner use it comfortably, and will they have time to learn its controls before relying on it?
- Feedback and monitoring: Does it provide information that helps the learner or instructor decide what to do next?
- Observed usefulness: Does using it appear to support the stated learning goal in practice?
Include the learner in the choice. CAST’s July 2026 white paper, based on feedback from 24 district leaders and assistive-technology users, emphasizes usability, professional learning, system alignment, and participatory design. The number describes feedback contributors, not participants in an effectiveness trial. Its findings reinforce a practical point: a learner’s experience with a tool and its settings is relevant to whether the workflow fits.

Why isn’t having a tool enough?
Access does not guarantee that a learner knows when or how to use a feature. In the NAEP digital math assessment research discussed by IES, about two-thirds of students with disabilities did not use text-to-speech, and digital pencil use was below 10% on most math items. Those figures describe the assessment context on the IES page; they are not rates for all students or everyday learning situations.

It also recommends checking how the tool was used and whether it helped. For text-to-speech specifically, the IES discussion notes that sustained and fragmented use patterns may relate differently to performance in the assessment context. That is a reason to teach deliberate use and assess fit, not to assume that turning a feature on automatically improves results.

How can you tell whether the technology is helping?
Set a concrete goal before using the tool—for example, accessing a reading assignment independently, completing a practice task, or getting feedback in time to revise. Then observe whether the learner can use the tool, whether it reduces the particular barrier, and whether it supports the learning activity. If not, check whether the issue is the tool, its settings, compatibility, or insufficient instruction and practice. Adjust the approach based on what the learner and instructor observe rather than assuming that more features mean better learning.
Technology is one part of instruction, not a replacement for teaching. A well-matched tool can expand access and participation, but learners may still need clear instruction, guided practice, and follow-up.
