Technology adoption in America does not follow one universal curve. Household access to computers and broadband is widespread, while business use of newer tools such as AI remains uneven—and estimates vary sharply depending on whether a survey counts firms, workers, or individuals. Adoption can enable efficiency, new products, and changed work processes, but it is not proof that productivity has risen or that benefits are broadly shared.
What a technology adoption curve shows
An adoption curve describes how use of a technology spreads over time within a defined population. It can help show whether use is still uncommon, growing quickly, or broadly established. The curve is a description of uptake, not a guarantee of what happens next: different technologies spread at different speeds, and adoption may stall where access, skills, cost, or workflow changes are barriers.
The population and behavior being measured matter as much as the percentage. A household with broadband, a person using a generative AI tool for work, a firm reporting any AI use, and a worker employed at a firm that uses AI are four different units of analysis. Their percentages cannot be placed on one shared curve without accounting for those differences.

Household technology access offers a mature-adoption example
The U.S. Census Bureau’s American Community Survey shows how broadly foundational computing and internet access had spread by 2021. These measures describe household access, not whether every member uses every device or has adopted newer technologies.

The 2021 figures come from the Census Bureau’s report Computer and Internet Use in the United States: 2021, published June 18, 2024; 2018 comparisons are from that report. Urban households had higher 2021 access rates than rural households: 96% versus 93% for a computer, and 91% versus 87% for broadband. High national access does not mean that access is uniform across places or that access alone ensures people can benefit from a technology.
Household internet access supports practical activities such as getting news, communicating with family and friends, completing schoolwork or online courses, finding jobs, and applying for jobs, as described in Census Bureau reporting on 2018 use. The report discusses possible links between broadband, individual empowerment, economic growth, and community development; those are potential benefits, not causal effects measured by the access percentages.
Business AI adoption is newer—and the estimates answer different questions
AI adoption figures can seem contradictory because surveys count different things. The Federal Reserve Board’s April 3, 2026 note, Monitoring AI Adoption in the US Economy, brings together three surveys with distinct respondents and measures. Its reported estimates are snapshots from late 2025, not a single definitive national adoption rate.

The BTOS asks businesses about firm-level use and runs biweekly; the RPS asks individuals about generative AI; the SBU surveys business executives and supports an employment-weighted estimate. The 78% figure therefore does not mean that 78% of firms adopted AI. It means that, under the SBU measure, that share of workers were employed at a firm that had adopted it.

There is also a break in the BTOS question. When the Census Bureau began asking about AI in September 2023, it asked about use in “producing goods or services.” In November 2025 it broadened the question to AI use “in any of its business functions.” A before-and-after comparison across that wording change should not be treated as a clean measure of growth in the same behavior.
Earlier Census evidence provides context, but it is not directly interchangeable with these late-2025 estimates. A Center for Economic Studies analysis of the 2018 Annual Business Survey found that fewer than 6% of firms used any of five measured AI technologies, while employment-weighted average adoption was just over 18%. The five technologies were automated-guided vehicles, machine learning, machine vision, natural language processing, and voice recognition. These figures reflect different years, a different survey, and a specific set of technologies; they are not a current estimate of all AI use.
The same 2018 survey evidence showed digitization was more widespread than advanced technologies, and advanced technology use was generally more common among larger and older firms. The 2026 Federal Reserve review likewise reports higher AI adoption rates among the largest firms in both BTOS and SBU data. Adoption rates alone, however, do not establish that large firms gain more, that AI helps smaller firms compete, or how much business impact any firm receives.
What businesses and households use technology for
Households: communication, learning, and access to work
Computer and broadband access can support communication, education, job searches, and applications. These uses illustrate why adoption is not merely a device count: the relevant question is whether people can use the connection and tools for a task that matters to them. The benefits depend on access, ability, and the availability of useful services.

Businesses: production, business functions, and experimentation
Business technology may be adopted to change how goods or services are produced, support other business functions, develop new products, or conduct research and development. A survey that asks about any business function will capture a broader set of uses than one limited to production. For AI in particular, a reported use does not by itself show whether the technology is routine, effective, or economically significant.
Potential benefits do not establish realized productivity gains
The Congressional Budget Office (CBO) describes AI’s possible economic channels as increased efficiency, new products, and changes in demand for workers. As the CBO puts it, “By increasing efficiency, enabling the development of new products, and altering the demand for workers, AI has the potential to change the economy, perhaps in ways that are difficult to predict.” That is a statement of potential, not a finding that all firms adopting AI have become more productive.
The CBO characterizes evidence on productivity at firms that have implemented AI as early and variable across studies. The Bureau of Economic Analysis (BEA), in its July 2026 paper AI Expectations and Outcomes, finds some evidence that businesses’ stated motivations for AI use connect with changes in production processes, and that AI use cases are associated with greater research-and-development intensity. The paper does not establish a settled economy-wide productivity outcome; it describes the link between motivations and outcomes as murky and notes that some structural changes may still be in planning.

The BEA reports a changing pattern between expected and observed adoption: “AI adoption initially happened slower than expected, was followed by a short period of growth that was faster than expected, and more recently has been close to expected rates.” That sequence illustrates how expectations can diverge from uptake over time, but it should not be treated as a forecast for every technology or sector.

Costs, uneven access, and labor-market risks
Implementation can require more than access to the tool
Adoption may require investment, complementary infrastructure, skills, workflow redesign, and time for organizations to integrate a tool. If those conditions are absent, nominal access or a reported trial may not translate into sustained use. Costs can arrive before benefits, and firms may need to change processes before outcomes become measurable.
Gains and disruptions may be uneven
Technologies can affect workers and firms differently. The CBO says evidence on AI’s effects on employment and wages is sparse and varies by type of AI. Some workers may see higher productivity or wages; others may face displacement or lower-paying work. New tasks, jobs, products, and broader economic growth could offset some losses, but the direction, size, and timing of those effects remain uncertain.
The CBO also identifies potential fiscal effects: investment costs may initially reduce taxable income, while changes in worker productivity, wages, displacement, or lower-paying work can affect income and payroll tax receipts. These are possible channels rather than a settled prediction of the net budget effect.
Uneven early diffusion can also widen gaps if firms with more resources adopt sooner and others remain behind. The Census Center for Economic Studies analysis of 2018 business data raised the possibility of an “AI divide” if early adoption patterns persist. That is a risk to monitor, not proof that a permanent divide has already formed.

Why a high adoption rate is not a short-term economic forecast
Having a technology and using it productively are separate milestones. A historical example cited by the CBO is electrification: four decades after the first central power station opened in the United States, only about half of factory mechanical drive capacity had been electrified. The example shows that availability can precede widespread integration by a long time; it does not provide a schedule for AI or any other present-day technology.
Productivity effects can depend on complementary investment, worker skills, organizational redesign, and the time required to identify valuable uses. Current adoption rates therefore describe diffusion at a point in time, not the timing or scale of future economic gains. The CBO says it is difficult to place AI on historical diffusion timelines.
How to evaluate an adoption statistic or forecast
- Identify the denominator. Is the measure about households, individuals, firms, establishments, or workers?
- Check the definition of use. Does it count access, occasional use, a trial, routine use, or adoption by the organization?
- Look at the reference period and question wording. A revised survey question can make a series less comparable over time.
- Distinguish firm-weighted from employment-weighted results. A small firm and a large employer count differently under those approaches.
- Ask who is ahead or behind. Consider region, industry, firm size, worker role, and access to supporting infrastructure.
- Separate uptake from outcomes. Ask what result was measured, for whom, and over what period; adoption alone does not demonstrate productivity, wage, or employment effects.
- Consider what successful use requires. Skills, integration, investment, workflow changes, and time may determine whether adoption produces value.
Applied to AI, these checks explain why the late-2025 U.S. estimates of 18%, 41%, and 78% can all be informative without being competing answers to the same question. They describe different populations, technologies, and weighting methods.
