A Steam store price is not your payout. Steam describes a sequence in which gross revenue is reduced by applicable taxes, returns, and chargebacks to produce net revenue; the net amount is then multiplied by the revenue-share percentage in your signed Steam Distribution Agreement, with any applicable withholding taxes deducted. Refund timing, tax treatment, and the local prices you set can therefore change income substantially. Use your Steamworks reports and contract—not the headline price—as the basis for forecasts.
The payout chain from a store sale to developer income
Steam’s tax documentation gives developers a useful accounting model. It is a sequence of adjustments rather than a single platform fee applied directly to the price shown on your store page.

Gross revenue is not the cash you keep
Steam’s definition of gross revenue can include VAT and sales tax. That makes a customer-facing price a poor proxy for the amount that reaches the sharing calculation. A $20-equivalent price in one country may include a consumption tax that is shown separately in another country, even though both customers see a similar checkout total.

Taxes, returns, and chargebacks are adjustments
Steam says applicable taxes, returns, and chargebacks are among the items deducted before net revenue is calculated. A returned unit is not simply a marketing expense: it reverses the sale in the settlement calculation. A chargeback can have a similar effect and may appear on a different reporting line from ordinary refunds.

The contract controls the revenue-share percentage
Steam’s Taxes FAQ says net revenue is multiplied by the revenue-share percentage to produce the amount paid to the partner, net of applicable withholding taxes. The FAQ points to the signed Steam Distribution Agreement for the payment terms. It does not establish a universal current percentage for every indie developer, product, or agreement. Use the percentage and definitions in your own contract and partner reports.
Withholding is separate from Steam’s revenue share
Steam says the rate is determined after the tax interview and may range from 0% to 30% on US-source income, depending on the information provided. Treaty eligibility and tax-identification details can affect the result. The 30% figure is not a default cut from every sale and should not be applied to all of your worldwide revenue. Treat it as a partner-specific tax calculation and confirm your position with a qualified tax adviser.

Net revenue = gross revenue − applicable taxes − returns − chargebacks − other applicable adjustments
Partner amount before withholding = net revenue × your contractual revenue-share percentage
Estimated amount after withholding = partner amount before withholding − applicable withholding

Illustrative calculation
Suppose a spreadsheet contains $1,000 of gross revenue for a period, $120 of applicable taxes, $50 of returned sales, and $30 of chargebacks. The illustrative net revenue would be $800. If your agreement’s share percentage is r, the partner amount before withholding is $800 × r. If a withholding amount w applies to that partner amount, the cash after withholding is ($800 × r) − w. The numbers are hypothetical; replace them with the classifications and values in your Steamworks statements.
Columns worth keeping in your own model
- Territory and local currency price.
- Units purchased and gross sales value.
- VAT, GST, JCT, or sales-tax amounts identified by the report.
- Returned units and returned value for the same reporting period.
- Chargebacks and any other listed adjustments.
- Net revenue in the report currency.
- The revenue-share percentage stated in your agreement.
- Withholding amount and the tax documentation used to determine it.
- Settlement period and the report version or export date.
How Steam refund reporting should be interpreted
Steamworks provides refund statistics for recent week, month, and lifetime periods, along with counts, rates, and player-stated reasons. Steam defines the refund rate for a period as the number of returned units divided by the number of units purchased during that same period:
Refund rate for a period = returned units in that period ÷ purchased units in that period

Use all three time windows

Valve warns that rates vary considerably from game to game and that weekly figures can be especially volatile around launch and after discounts. A sale can create many purchases in one period, followed by refund requests in a later period. An increase immediately after a promotion is therefore a timing signal to investigate, not an automatic verdict on the game.
Turn refund reasons into a diagnostic loop
Steam lets players provide reasons and notes. Valve describes these notes as useful for finding work that may address bugs, gameplay balance, or mismatched expectations. They are evidence to prioritize investigation, not proof that one reason caused every refund.
- Export or record the refund rate for the week, month, and lifetime views.
- Annotate launch dates, major patches, price changes, and discounts next to each period.
- Group player notes into actionable themes such as crashes, performance, balance, missing features, or unclear store-page expectations.
- Check whether the theme appears in support tickets, reviews, and crash data before choosing a fix.
- After the fix or clarification, watch the next monthly and lifetime trend rather than relying on one weekly number.

What refunds do to income forecasts
Refunds reduce the sales value that remains in net revenue. They also complicate cohort analysis because a purchase and its return may fall in different calendar periods. A launch-week spreadsheet that subtracts only same-day returns can understate the eventual reversal; a later spreadsheet that attributes every return to the latest discount can overstate the promotion’s effect.

Maintain at least two views: a transaction-period view that mirrors Steam’s refund-rate definition, and a cohort view that follows units purchased during a launch or sale and tracks later returns. Label both clearly. Do not insert a fixed consumer refund window into the model unless you have checked Steam’s live consumer policy; the exact eligibility rules and partner settlement timing are not established here.

Regional pricing affects both customer demand and the gross sales basis on which your share is calculated. Customers in different territories can see different local-currency prices, and tax display treatment can differ by jurisdiction. A currency conversion alone does not establish an appropriate local price: purchasing power, local market expectations, competing releases, payment behavior, and tax treatment all matter.
The reviewed material does not establish a current table of recommended prices, price limits, or supported currencies. Do not copy an old country list or publish a universal regional-price chart without checking the live Steamworks guidance at Steamworks Pricing.

A country-level pricing review
- List every territory and currency enabled for your title in Steamworks.
- Record the exact local-currency price, not just the converted value shown in your planning sheet.
- Check whether the displayed customer price is VAT-inclusive in that market or whether sales tax is added at checkout. Steam says prices are VAT-inclusive where it collects VAT, GST, or JCT; in applicable US and Canadian jurisdictions, sales tax is added on top of the Steam price.
- Compare the price with the local market context and your intended positioning. Treat automated conversion as a starting point, not a final decision.
- Model units, gross revenue, taxes, refunds, and chargebacks by territory so that a low local price is evaluated against expected volume rather than judged in isolation.
- Revisit prices when exchange rates, tax rules, or your product’s content and positioning change.
Steam maintains its tax table as laws change, so a country’s treatment should be checked on the current tax documentation before you publish a price or build a long-term forecast.
Separating customer tax treatment from your own tax obligations
Steam’s handling of customer-facing VAT or sales tax does not determine the income tax, corporate tax, or other obligations of your studio. Valve remits taxes it collects in the applicable customer jurisdictions, while your business may have separate filing and reporting duties where it is established or earns income. The platform’s withholding calculation is also distinct from those obligations. Keep sales reports, tax forms, treaty documentation, and professional advice together rather than treating one tax line as a complete picture of your liability.
Common forecasting mistakes and the correction

A repeatable income-review checklist
- Before launch, read the revenue-share and payment definitions in your signed Steam Distribution Agreement.
- Complete the Steamworks tax interview accurately and retain the supporting tax-identification information.
- Build a territory-level price sheet with local currency, customer tax display, planned units, and sensitivity ranges.
- After launch, export gross, tax, return, chargeback, and net-revenue lines from the relevant reporting period.
- Review refund rates in weekly, monthly, and lifetime views, with every launch, patch, and discount annotated.
- Sort refund notes into fixable product or expectation themes and verify them with other evidence.
- Update the model when Steam changes tax documentation, pricing guidance, or report definitions.
