A Steam sale banner, a lower game price, and a publisher’s “sale starts soon” announcement can look like one promotion. They are usually separate systems. A partner enters a discount for a specific product package; Valve operates platform-wide seasonal and themed events; and a publisher or developer can build a curated sale page that Steam reviews before displaying it. Understanding which system you are seeing explains why one game is discounted while another is not, why a teaser appears before prices change, and why a title can miss an event even when it seems to fit.
Three different promotions can share one Steam banner
Steam’s storefront presents promotions to shoppers, but the underlying controls belong to different workflows. The distinction matters because eligibility, timing, discount requirements and visibility are not the same.

Visibility is an opportunity, not a promise of a front-page placement, a particular number of impressions or higher sales. Steam’s documentation describes how these systems operate, not a guaranteed commercial outcome.

A discount is attached to a product package in Steamworks. The partner—not the storefront shopper—sets the percentage, package and dates. The sale event may provide a place to submit that discount, but joining an event does not create one automatically.
What a partner needs before entering a discount
- The Steamworks account must have the Manage Pricing & Discounts permission.
- The user must belong to the Steamworks partner that receives payment for the game.
- The game must appear in the partner’s Discount Management dashboard, which only shows products for which that user has pricing permission.
Dashboard workflow for an ordinary or event discount
- Open Steamworks and go to Discount Management.
- Review the listed games and the upcoming events each game can join.
- Choose the product package and event, then enter a valid discount percentage and the applicable dates.
- Save the entry. Steam allows discounts to be edited or removed before they begin, subject to the event’s rules and timing.
Launch discounts use a different control. Near the release date, the partner configures the optional launch discount from the application’s landing page rather than the ordinary dashboard path.

Wishlist notification threshold
Steam documents a specific consequence for a self-serve discount: “Any discount set to 20% or greater will automatically trigger email notifications to players with your game on their wishlist.” The threshold is a notification rule, not a guarantee that recipients will buy the game or that Steam will give it a particular placement.
Launch discounts have separate limits
An optional launch discount starts when the game releases and can run for 7 to 14 days. Steam sets a maximum discount of 40%. Valve’s generalized guidance suggests roughly 10% to 15%, but that range is advice rather than a required rate. A launch discount also creates a price-introduction cooldown when it ends, so a partner cannot immediately stack another discount simply because a different event is starting.
Other discount formats
A Weeklong Deal starts Monday at 10 a.m. Pacific and lasts seven days. Partners can also schedule custom discounts around a major update, a release anniversary or another milestone. These are still product-level entries: the timing or label does not turn them into a publisher sale page.

Valve’s live Upcoming Steam Events calendar is the authoritative place to verify dates and registration details. The following dates were listed on that calendar on October 13, 2026:

Calendar entries can change, and older calendar snapshots may show superseded dates. Check the live page immediately before relying on a date, planning a launch or promising customers that a sale will occur.
What a seasonal sale does—and does not do
Seasonal sales are platform-wide windows in which released games may participate. Valve supplies the event framework; each partner still decides whether to enter a discount for each eligible package. Consequently, a seasonal sale can contain thousands of discounted games while other released games remain at their normal prices.
Seasonal sales are exempt from the ordinary 30-day discount cooldown. That exemption does not cancel a price-introduction cooldown. A product can still be blocked until 30 days have passed since its release, a price increase in any currency or the end of its launch discount. If that price-introduction period expires while a seasonal sale is already running, the partner may manually enter a custom discount and join at that point.
How often can a Steam game be discounted?
For planning purposes, separate two kinds of restriction:

- Ordinary spacing: Steam generally applies a 30-day cooldown between discounts. Seasonal sales are the documented exception to this ordinary discount cooldown.
- Price-introduction protection: A game generally cannot be discounted within 30 days of release, within 30 days of a price increase in any currency, or within 30 days after its launch discount ends. Seasonal participation does not override this protection.
These rules mean a game may be eligible for a seasonal event in principle yet still be unable to take a reduced price on the day the event opens. Partners should check the product’s dates in Discount Management instead of assuming that an event invitation overrides every restriction.
A practical timing example
Suppose a game’s launch discount ends shortly before the Winter Sale. The Winter Sale’s exception removes the ordinary between-discount barrier, but the launch-discount price-introduction period remains. If that period ends during the Winter Sale, the partner can enter a custom discount after expiry; before then, the game cannot be reduced under the event.

How Steam themed sales and Fests work
Themed events are selective, theme-led promotions rather than automatic discounts for the whole catalog. Valve uses store tags and the game’s primary theme or mechanics to identify likely matches, then uses an auto-invitation and registration process. Partners commonly receive six weeks or more to register, although the exact timetable and rules vary by event.
Theme fit is about the main game, not a minor feature
A game that contains a small feature associated with the theme may not qualify if its primary gameplay does not match. For example, a title with a brief crafting system is not necessarily a fit for an event centered on crafting when its main mechanics belong to another category. The event’s genre and category rules control the decision.

Discounts are optional, but prominence differs
Valve states that “a discount is not required to participate in these events, though the event page will most prominently feature discounted games.” A qualifying game may therefore appear without a price cut, while discounted entries receive stronger emphasis. Free games, Coming Soon games and games with demos may also be welcome when a particular event’s criteria allow them.
Being present in the broad Steam catalog does not establish eligibility. A partner must review the event-specific invitation, tags, registration window and rules.
How publisher and developer sale teasers work
A publisher or developer sale page is a curated catalog page, not the same thing as a Valve seasonal sale or a themed Fest. The partner selects the games and creates the page with Steam’s Sale Event Editor tools. The page can gather several titles under a publisher, developer or franchise identity even when the underlying discounts are configured separately for each product.
Sale-page submission steps
- Open the Sale Event Editor in Steamworks and build the catalog page with the intended products, artwork, copy and dates.
- Use the Sale tab to choose Request Review.
- Allow typically 2–3 business days for Steam’s review. That is a normal estimate, not a guaranteed service-level deadline, so submit early enough to handle changes.
- After approval and scheduling, Steam may promote the page in several store locations. The exact exposure is not guaranteed.
Why a teaser can appear before the discount
A publisher can announce an upcoming sale in a Steam announcement or through an external channel while the sale page is being prepared, reviewed or scheduled. That teaser is communication, not the discount mechanism. Prices change only when the partner’s product-level discount entries become active. A teaser may therefore show a date and a catalog preview before shoppers see reduced prices.

Conversely, a page can list products that are not discounted. The page organizes a catalog; it does not force every listed package to have the same percentage—or any percentage—off.
Reader troubleshooting: why a game is not discounted
“The game is on the seasonal sale page, but the price is full.”
Check whether the listing is an event placement rather than a discounted offer. Seasonal participation requires the partner to enter a reduction for the package. A game may be visible through an event or catalog page while remaining at its regular price.

“The game was just released or repriced.”
The 30-day price-introduction cooldown may be the reason. It applies after release, a price increase in any currency and the end of a launch discount, including during a seasonal event.
“The publisher teased a sale, but nothing changed.”
The announcement may precede the activation time, or the sale page may still be in Steam’s review workflow. A typical review takes 2–3 business days, and the page’s existence does not itself set a product discount.
“The game seems to match a Fest, but it is absent.”
Review the event’s primary-theme and mechanics rules. Valve’s selection uses tags and the main identity of the game, not merely a minor matching feature. Registration or invitation timing can also determine whether a title is included.
What each system means for shoppers and partners
- For shoppers: treat the percentage shown on a product page as the actual offer. A banner, teaser or event badge is not proof that every related title is discounted.
- For partners: plan product-level discounts, event registration and sale-page review as separate workstreams. Confirm permissions, package eligibility and cooldown dates before announcing a start date.
- For both: distinguish typical visibility from guaranteed placement. Event pages and publisher pages create merchandising opportunities, not promised traffic or revenue.
The key is to identify the layer you are looking at: the product’s active discount, Valve’s event calendar and eligibility rules, or a curated sale page awaiting or completing review. Once those layers are separated, Steam’s apparently inconsistent sale behavior follows the documented rules rather than a single universal promotion switch.
