For startup SMS alerts, keep three decisions separate: what recipients see as the sender, whether US application traffic needs carrier registration, and how your server authenticates API requests. Provider documentation can guide those setup choices, but it does not establish comparative delivery rates, latency, or cost. The available documentation covers Twilio, Sinch, and Vonage—not four providers or hands-on performance tests.
What do sender ID, 10DLC registration, and API signing each do?
Sender ID: what the recipient sees
A sender ID is the number or label displayed to the recipient. The available format depends on the destination country and the type of sending route. It answers “who appears to have sent this message?” rather than whether the sender has met carrier or legal requirements.

10DLC concerns application-to-person messaging over US 10-digit long-code numbers. Registration gives carriers information about the sending business and the messaging campaign; it is not the same as choosing the visible sender.

API authentication: who can make requests to your service
API authentication controls whether a client request is accepted by the messaging service. A valid credential or signature does not, by itself, register a campaign, establish recipient consent, or determine what sender identity appears on a phone.

Do I need 10DLC for startup SMS alerts?
If your application sends SMS or MMS to US recipients using a 10-digit long-code number, Twilio says registration is required. Its process has a Brand component identifying the sender and a Campaign component describing the use case and opt-in, opt-out, and help flows. Buying a number alone does not complete that registration. See Twilio’s A2P 10DLC guidance.
Vonage likewise says API or application traffic to US numbers requires brand and campaign registration. For recurring campaigns, its guidance describes opt-out language in the first message, with an exception for 2FA messages. Check the current instructions for the route and message type you plan to use: Vonage’s 10DLC traffic-compliance guidance.

Toll-free numbers and short codes are separate sending options; the 10DLC guidance should not be read as a description of their requirements. Choose the US route first, then follow the registration rules that apply to that route.
Can I use an alphanumeric sender ID in the EU?
There is no single answer for every EU destination. Twilio documents alphanumeric sender IDs as available in many countries, with country-specific restrictions or registration requirements; its guide says this sender type is not available for US traffic. Sinch Engage describes alphanumeric IDs as an option for branded, one-way alerts and identifies 10DLC as US-only. Neither description means an alphanumeric ID is supported or ready to use in every European country.

Before choosing a sender type, check the current rules for each recipient country, including any registration requirement and whether the message flow is one-way or expects replies. What does SMS API HMAC signing do?
HMAC signing authenticates an API request; it does not identify the sender to the message recipient or satisfy carrier registration. Sinch Engage’s API reference states: “All requests to the Sinch REST API must be authenticated, this can either be done using Basic Authentication or by signing with a HMAC signature.” It documents EU and US API base URIs, but the appropriate endpoint and authentication method should be taken from the current reference for the service you are integrating: Sinch Engage API Reference.

Do EU SMS alerts require consent?
First classify the message. An operational alert—such as a status or security notification—is not automatically the same thing as promotional direct marketing, but the message’s purpose and content matter. Do not assume that labeling a message an “alert” settles its legal classification.

Article 13 of Directive 2002/58/EC addresses unsolicited direct-marketing communications. The directive’s recitals identify SMS among the communication forms of concern, while its framework leaves member states to determine the consent or objection approach. The directive alone does not resolve every national rule or whether a particular operational message counts as direct marketing. If a message includes promotion or its classification is uncertain, check the law and guidance in each recipient’s country before sending.
