There is no single “startup supplier” application that guarantees a contract with India’s space programme. The practical route is to match your product or service to a live Department of Space or ISRO opportunity, register on the official e-procurement system, satisfy that tender’s eligibility and technical conditions, and submit a compliant bid. Other routes serve different purposes: IN-SPACe supports or authorises non-government space activities, while NSIL can be relevant to industrial production, technology transfer and commercialisation.
Start with the buyer and the specific opportunity, not with a generic startup certificate. ISRO consolidates tenders from more than 20 centres and units, and every tender can impose its own requirements for technical capability, finance, security, local content, government procurement rules, GeM participation or past performance.
Which route fits your startup?
“Supplying the space programme” can mean selling a component to an ISRO centre, proposing an Indian substitute for an imported item, receiving startup support, obtaining permission to conduct a regulated space activity, or commercialising Department of Space technology. These are different processes with different gates.

DPIIT recognition can be relevant to a scheme, but it does not by itself qualify a company for an ISRO tender, create empanelment or produce an invitation.

How to pursue an ISRO or Department of Space tender
1. Find the procuring centre and a live requirement
Use ISRO’s consolidated tenders listing and the central e-procurement portal. More than 20 ISRO centres and Department of Space units publish requirements, so the organisation named in the notice matters: it determines the technical contact, delivery location, inspection arrangements and documents that govern the purchase.
- Search by capability, not only by product name. A startup making precision electronics might need to search for assemblies, test services, calibration, embedded systems or subcontracts rather than one familiar label.
- Open the complete tender package. Read the notice, scope of work, specifications, drawings, schedules, eligibility section, commercial conditions, quality clauses, security requirements, forms and amendments.
- Record the controlling dates. Capture the clarification deadline, pre-bid meeting, bid-submission closing time, technical-opening date and validity period. Treat a portal amendment as controlling over an earlier copy.
- Identify the contracting entity. Confirm which centre will issue the purchase order and where inspection, acceptance and invoicing occur.
Do not infer a contract from a listing alone. A tender is an invitation to compete, and the published bid document—not a general industry page—controls the startup’s obligations.
2. Register on the e-procurement portal
The central portal provides new vendor registration and explains registration, bidding prerequisites and long- and short-term empanelment. Registration allows a firm to view or respond to opportunities; it is not an award and does not ensure that a company will be invited to a limited tender.
- Create the organisation account using the legal entity details that will appear on bids, tax records and bank documents.
- Complete the portal’s current identity, authorised-signatory and contact fields. Keep the email address and phone number monitored throughout the tender period.
- Upload the documents the portal requests and complete any digital-signature or authentication setup before the closing day.
- Check whether the particular notice requires a separate vendor code, class of registration, GeM listing, declarations or other prerequisite.
- Run through the portal’s bid-submission checklist with a test review well before the deadline; do not wait until the final hour to discover a missing field or expired certificate.
ISRO’s Industry page states: “Interested industry can register in the portal for empanelment to receive the limited tenders from ISRO centres, subject to approval.” The words “subject to approval” are significant: empanelment is discretionary and separate from ordinary access to public tenders.
3. Test eligibility before spending on a bid
Build a tender-specific compliance matrix. Put every “shall” or mandatory form in one column, your evidence in another and the responsible person and submission file in a third. Typical conditions can include:

- minimum years of operation, turnover or positive net worth;
- similar-supply or similar-service references and completion certificates;
- specific manufacturing, clean-room, environmental, software or test capability;
- quality-management, inspection, calibration, traceability and documentation controls;
- local-content, Make in India, security, export-control or data-handling declarations;
- bid security, performance security, taxes, statutory registrations and bank details;
- delivery milestones, warranty, liquidated damages and acceptance testing.
These conditions vary by notice. A startup should not assume that being incorporated in India, holding DPIIT recognition or having venture funding substitutes for a stated experience or financial requirement. If a mandatory condition is unclear, use the clarification channel before the published deadline and retain the official response.
4. Prepare and submit a compliant response
- Separate technical and commercial files as instructed. Putting a price in a technical envelope, omitting a required declaration or altering the prescribed format can make an otherwise capable bid non-responsive.
- Map every specification to evidence. Cite a drawing, datasheet, test report, process description or past-delivery record for each requirement. Mark deviations explicitly rather than silently substituting an easier specification.
- Price the whole obligation. Include tooling, inspection, packaging, transport, taxes, installation, training, warranty support and any performance-security cost required by the notice.
- Review authority and signatures. Ensure the signatory is authorised, certificates are current and consortium or subcontracting disclosures follow the tender’s rules.
- Upload early and verify the acknowledgement. The portal’s successful upload or acknowledgement is the evidence that the bid was received; a saved draft is not a submission.
Using the Procurement Live Register for an import substitute
ISRO’s Procurement Live Register is a public channel for informing Indian industry about potential import substitutes and seeking expressions of interest. For the EOI route described on that page, an Indian industry or business house may respond when its product has at least 20% local (Made in India) content.
What to include in an EOI
- the exact item or function you can replace and the environments in which it operates;
- local-content calculation and the basis for the percentage claimed;
- technical specifications, interfaces, drawings, standards and qualification status;
- production capacity, lead time, supply continuity and service support;
- test, inspection, calibration and quality records;
- indicative commercial information and a named technical contact.
The 20% figure is specific to the EOI route described on ISRO’s page; it is not a universal local-content rule for every space-programme tender. After an EOI closes, ISRO says its purchase process will be followed and the submitted information may become one input to regular procurement. Treat the register as a lead-generation and capability-submission route, not as a purchase order, pre-qualification certificate or promise of a tender.
When IN-SPACe is the right channel
IN-SPACe promotes and enables non-government space entities and authorises and supervises space activities. Its role becomes relevant when the startup will conduct an activity in the space sector—for example, operating a satellite, providing a regulated space service or using facilities under a permission framework—not merely when it wants to sell an ordinary part or service to a government buyer.
Separate authorisation from procurement
A company can need IN-SPACe authorisation for its planned activity while separately registering and bidding through the Department of Space procurement system to sell goods or services. The available institutional material does not establish that every vendor, subcontractor or component supplier needs IN-SPACe authorisation. Map the actual activity, ownership, control, spectrum or facility use and service model to the current IN-SPACe process before assuming a permission is required.

Support schemes and seed funding
IN-SPACe describes handholding, access to facilities, private-sector opportunities and regulatory support. Its scheme material also describes seed funding, mentorship, facility access and possible technology transfer. One seed-fund guideline states that DPIIT-registered startups are eligible to apply, subject to the guideline’s other criteria.

Eligibility is call-specific. Check the latest scheme notice for the technical scope, incorporation and ownership conditions, application window, milestones, matching-fund or cost-sharing obligations, intellectual-property terms and reporting duties. A separate scheme concerning full mission virtualisation for smart computing and control demonstrates how narrowly scoped an opportunity can be; it should not be treated as a continuously open grant for every space startup.
IN-SPACe’s homepage, marked updated February 23, 2026, displayed more than 4,500 registered organisations and 118 technology transfers. These are dated institutional figures, not a current success rate, guarantee of acceptance or measure of how many suppliers won government contracts.
When NSIL and technology transfer fit better
NSIL is a wholly owned Government of India company under the Department of Space and the commercial arm of ISRO. Its stated business areas include production of launch vehicles through industry, space-based services, satellites built to user requirements, transfer of technology from ISRO and Department of Space centres, and commercialisation of programme-derived products and services.
Investigate NSIL when your objective is to build an industrial product at scale, obtain a licence to use Department of Space technology, produce a satellite to a customer requirement or commercialise an established programme-derived capability. This path is not a substitute for bidding on an ordinary purchase tender: it involves opportunity-specific technical evaluation, intellectual-property and licensing terms, investment, capacity and commercial agreements.

ISRO’s industry-interface mechanisms
ISRO’s industry material describes several mechanisms that may appear in a specific opportunity:
- sharing experience in quality and reliability protocols, documentation and testing;
- identifying technology challenges that industry can address;
- promoting shortlisted proposals for government part-funding through established channels;
- conducting a proof of concept with industry in particular cases; and
- involving NSIL in mass production after a successful proof of concept where the arrangement calls for it.
These are announced mechanisms, not an automatic entitlement for every applicant. A startup should ask which programme owns the requirement, who funds non-recurring engineering, who owns resulting intellectual property, what qualification evidence is needed and whether a later production agreement is guaranteed or separately negotiated.

Technical and quality readiness
- Maintain controlled drawings, bills of material, software versions and change records.
- Document incoming inspection, process controls, non-conformance handling, corrective action and traceability.
- Identify accredited or otherwise acceptable test and calibration capability when the tender specifies it.
- Prepare environmental, reliability, electromagnetic, safety or functional test evidence appropriate to the product.
- Demonstrate business continuity for critical components and disclose single-source risks.
Commercial and legal readiness
- Keep incorporation, tax, bank, beneficial-ownership and authorised-signatory records consistent across the portal and bid.
- Model cash flow for long manufacturing cycles, milestone payments, bid security and performance security.
- Review intellectual-property ownership, confidentiality, cybersecurity, export-control and data-access clauses with qualified advisers.
- Set an internal approval gate for deviations, warranty exposure, delivery penalties and subcontractor commitments.
Evidence pack
Maintain a reusable but tender-tailored folder containing capability statements, plant and equipment lists, key-person résumés, customer references, test reports, quality certificates, financial records and local-content calculations. Reuse saves time, but never submit an old certificate or generic compliance statement when the notice asks for a dated or project-specific document.
Common mistakes and how to recover
Confusing registration with qualification
Symptom: the company registers on the portal and waits for an invitation. Fix: monitor public tenders, select opportunities that match the capability and complete the tender’s own eligibility evidence. Limited-tender empanelment remains subject to approval.

Assuming startup status overrides tender rules
Symptom: a founder relies on DPIIT recognition to bypass turnover, experience or security clauses. Fix: quote the exact exemption, if any, in the tender and attach the prescribed proof. Without an explicit provision, the published condition applies.

Using IN-SPACe as a general vendor portal
Symptom: a component supplier applies for a support scheme but never identifies a procurement opportunity. Fix: decide whether the company is selling to a buyer, conducting an activity requiring authorisation, seeking scheme support or pursuing technology transfer; then use the corresponding channel.
Treating an EOI as an order
Symptom: the startup invests in production capacity after listing an import substitute. Fix: wait for a formal procurement, qualification and purchase process, and use the EOI to demonstrate capability rather than forecast guaranteed volume.
Missing a portal deadline
Symptom: files are ready but the upload fails at closing time. Fix: complete registration, signatures, file-size checks and an acknowledgement test days in advance; monitor amendments and keep a submission owner and backup.

- Define the deliverable. Is it a product or service sale, an Indian import substitute, a regulated space activity, startup support or technology commercialisation?
- Locate the official opportunity. Search the ISRO consolidated tender listing, e-procurement portal, Procurement Live Register, current IN-SPACe calls or NSIL programme information.
- Read the controlling document. Record eligibility, local-content wording, security, quality, delivery, intellectual-property and deadline requirements.
- Choose the gate. Complete vendor registration for a tender, submit the relevant EOI, apply to the specific IN-SPACe scheme or authorisation, or engage on NSIL’s technology-transfer terms.
- Run a bid/no-bid review. Decline opportunities where mandatory experience, finance, testing or delivery capability cannot be evidenced honestly.
- Submit and preserve records. Keep the final files, portal acknowledgement, clarifications, amendments and internal approvals for audit and future qualification.
Because tenders, EOIs, authorisations and scheme calls change, verify the current notice, closing date and governing document immediately before acting. Exact bid security, local-content rules, technical qualifications and commercial terms are established by the live opportunity, not by a general description of India’s space ecosystem.
