Space nuclear reactors and radioisotope power systems (RPS) both use nuclear energy, but they produce heat in fundamentally different ways. An RPS takes heat from the natural radioactive decay of an isotope; a fission reactor sustains a controlled chain reaction in fuel. That distinction determines how each system makes electricity, how much power it can deliver, where it is useful and how mature its missions are.
The essential difference
“Nuclear-powered” describes an energy source, not one particular machine. NASA separates radioisotope-based systems from fission-based systems because their heat sources and operating architectures are different.
| Characteristic | Radioisotope power system (RPS) | Space fission reactor |
|---|---|---|
| How heat is produced | Natural radioactive decay of an isotope, commonly plutonium oxide in NASA radioisotope thermoelectric generators (RTGs). | A sustained fission reaction in fuel; NASA’s technical comparison discusses uranium-235. |
| How electricity is made | In an RTG, thermocouples use a temperature difference between the hot radioisotope source and the cooler exterior. The process has no moving parts. | Heat from the reactor is routed through a separate power-conversion subsystem. The conversion technology depends on the reactor design. |
| Power scale in NASA’s 2019 comparison | Up to about 1 kilowatt. This is the range presented in that comparison, not a universal limit for every future RPS design. | Potentially from kilowatts to megawatts, according to the same comparison. |
| Typical role | Long-duration spacecraft and planetary rovers operating where sunlight is weak, intermittent or unavailable. | Higher-demand, sustained power for planetary surfaces and other missions that need substantially more electrical output. |
| Operational evidence | NASA’s Multi-Mission Radioisotope Thermoelectric Generator (MMRTG) is flight-qualified and powers Mars rovers. | NASA’s current surface program is in design and development; its proposed system is not an already deployed lunar reactor. |
What a radioisotope power system does
Natural decay supplies the heat
An RPS contains a radioisotope that releases heat as its atoms decay naturally. No operator has to start or sustain a chain reaction. The heat source continues to produce thermal energy over a long mission, gradually declining as the isotope decays.

Thermocouples convert heat without moving machinery
In an RTG, the radioisotope heat source is placed on the hot side of thermocouples. The other side is kept cooler by the spacecraft’s surroundings and radiator surfaces. The resulting temperature difference drives an electric current. NASA describes this arrangement as having no moving parts, which simplifies operation over missions that can last years or decades.
The electrical output is only part of an RTG’s value. The same decay heat can help keep instruments and spacecraft hardware warm in cold environments. NASA identifies this combined supply of heat and electricity as an important reason RPS technology works for deep-space and planetary missions.
RPS is a category, not one identical device
“Radioisotope power system” is broader than “RTG.” RTGs use thermocouples, but other radioisotope conversion concepts exist. Therefore, the no-moving-parts description applies to the RTG arrangement NASA describes, not automatically to every possible RPS design.
What a space fission reactor does
A controlled chain reaction creates the heat
A fission reactor generates heat by sustaining fission in its fuel. Reactor control, heat transport and shutdown behavior are part of the system architecture. The reactor is therefore an active heat source, unlike the naturally decaying source in an RPS.
Electricity requires a power-conversion subsystem
Reactor heat does not become usable electricity by itself. A power-conversion subsystem takes thermal energy from the reactor and produces electrical power. NASA’s technical comparison discusses multiple conversion options; the appropriate choice depends on the reactor, mission environment and required output.

This is a useful distinction when reading the phrase “nuclear reactor power.” The reactor supplies heat, while the conversion equipment determines how that heat becomes electricity for a spacecraft, habitat, rover or surface installation.
Why the two systems serve different missions
RPS fits low-power, long-duration exploration
Solar arrays become less useful as a spacecraft travels farther from the Sun, enters darkness or operates where dust, terrain or orientation blocks sunlight. Batteries can store energy but cannot by themselves provide indefinite mission power. NASA and the U.S. Department of Energy describe RPS as useful in environments where solar power, chemical batteries and fuel cells have important limitations.

NASA identifies the MMRTG as providing heat and power to the Curiosity and Perseverance rovers on Mars. Those missions need dependable energy through night, dust events and seasons without relying on large solar arrays. The system’s steady decay heat also supports thermal management on a cold planetary surface.
Fission targets higher continuous demand
Fission becomes attractive when a mission needs far more electrical power than the RPS range in NASA’s 2019 comparison. The same NASA comparison describes fission systems as having potential output from kilowatts to megawatts. That range can support sustained surface operations requiring substantial power rather than only instrument operation and vehicle survival.
NASA’s current Fission Surface Power effort is aimed at lunar surface use. Its program page describes work with the Department of Energy and industry on a system intended to provide at least 40 kilowatts. That number is a development target, not measured output from an operating lunar unit and not proof that the system has already flown.

Power scale: how to interpret the published numbers
| Figure | What it means | Qualification |
|---|---|---|
| Up to about 1 kW for RPS | NASA’s 2019 technical comparison characterizes radioisotope systems at this scale. | It describes that comparison’s context; it should not be treated as a permanent ceiling on future RPS technology. |
| Kilowatts to megawatts for fission | NASA’s 2019 comparison identifies this as the potential range for fission power systems. | “Potential” refers to system capability discussed in the report, not a statement that every reactor reaches the upper end. |
| At least 40 kW | NASA’s current Fission Surface Power page states the intended output for its surface-power design. | This is a program target reported by NASA, accessed October 9, 2026, and remains under development. |
These figures are not interchangeable performance ratings. The RPS value comes from a 2019 technical comparison, while the 40-kilowatt value is a current development objective. A mission decision should use the requirements for a specific spacecraft or surface installation rather than treating any one number as a universal limit.

RPS provides a predictable thermal resource
For an RTG-powered vehicle, the thermal output is continuous and the electrical output declines over time as the isotope decays. Engineers must allocate both forms of energy: electricity for avionics, communications and instruments, and heat for keeping equipment within operating limits.
The absence of moving parts in the NASA-described RTG conversion arrangement removes a class of mechanical components that could wear out. That does not make every failure mode disappear; the spacecraft still depends on thermal paths, wiring, electronics, structure and radiators.
Fission adds reactor and conversion functions
A fission system must manage the reactor’s sustained reaction and transport its heat to the conversion subsystem. The result can support much higher electrical demand, but the architecture has more active functions to design, control and qualify than a simple decay-heat source paired with thermocouples.
The available sources do not establish a universal ranking for safety, mass, cost or reliability between the two categories. Those properties depend on the particular fuel, shielding, controls, conversion equipment, launch configuration and mission environment. It is not technically sound to label one category categorically safer or better without a mission-specific analysis.

Flight history and development status
Radioisotope systems are flight-proven
NASA describes the MMRTG as flight-qualified and identifies its use on Curiosity and Perseverance. The Department of Energy documents the long-running role of RPS in supplying systems for NASA and other missions. This history gives mission planners an established option when the required power level and environment fit radioisotope technology.
Surface fission remains a development program
NASA’s Fission Surface Power page describes design and development work carried out with the Department of Energy and industry. The page does not describe an operational lunar reactor or provide a deployment date. The intended 40-kilowatt-plus output should therefore be read as a design goal for a future system.
That distinction matters when comparing maturity. A flight-qualified MMRTG used on Mars represents operational experience. A proposed surface fission unit represents an effort to develop and qualify a higher-power capability. The two should not be presented as equivalent stages of readiness.
How to choose between RPS and fission for a mission
- Define continuous electrical demand. If the mission fits the low-power range characterized for RPS, an RTG may be an appropriate starting point. If demand is many kilowatts or more, evaluate fission architectures.
- Separate electrical and thermal requirements. Record how much electricity instruments and systems need, then determine whether the spacecraft or surface asset also needs a steady heat source.
- Describe the environment. Account for distance from the Sun, darkness, dust, terrain, surface temperature and radiator conditions. These factors determine whether solar power is practical and how useful waste heat will be.
- Set mission duration and degradation limits. Radioisotope output declines as the isotope decays, so the end-of-mission electrical requirement must be checked rather than relying only on beginning-of-mission power.
- Check technology maturity. A flight-qualified MMRTG and a development-stage surface reactor carry different qualification and schedule assumptions.
- Compare the complete system. Include heat source, conversion equipment, shielding, controls, radiators, structure, launch interfaces and operations. Comparing only the reactor or only the RTG generator can produce a misleading result.
Common misconceptions corrected
“Nuclear battery” means an electrochemical battery
“Nuclear battery” can be a useful analogy for an RTG’s long-lived power, but an RTG is a thermal-to-electric system. It obtains heat from radioactive decay and converts part of that heat into electricity; it does not store energy through an electrochemical reaction like a conventional battery.

Every nuclear power system is a reactor
No. An RTG is nuclear-powered but does not sustain a fission chain reaction. NASA’s wording is explicit: “RTGs are not fission reactors.”

More electrical power means the reactor is already proven
Higher proposed output does not establish flight heritage. NASA’s at-least-40-kilowatt surface figure is an intended development performance, whereas MMRTGs have documented use on Mars.
Heat and electricity are the same benefit
They are related but separate mission resources. An RPS can provide useful heat even when its electrical output is modest. Thermal design should therefore count the heat-management benefit rather than evaluating an RTG only by its wattage.
One category is automatically safer
The cited NASA and Department of Energy material explains the categories and applications but does not establish a simple safety ranking. Safety depends on the complete design and mission profile.
What the distinction means for future exploration
RPS and fission reactors are complementary technologies rather than competing names for the same device. Radioisotope systems offer a compact, long-lived source of heat and modest electricity for spacecraft and rovers in difficult solar environments. Fission systems are being developed for missions whose sustained power requirements are substantially higher, including future planetary-surface operations.
The practical question is therefore not “Which nuclear system is best?” It is “How much electrical and thermal power does this mission need, in what environment, for how long, and with what level of flight heritage?” Once those requirements are explicit, the distinction between natural decay heat and sustained fission points toward the appropriate technology class.
