Solar radio bursts can interfere directly with GPS and other radio receivers when intense solar emission enters a receiver’s frequency band and raises its noise floor. That can reduce GPS carrier-to-noise ratio, degrade tracking, and, in severe cases, cause a receiver to lose navigation or radar function. Power-grid failures follow a different route: Earth-directed coronal mass ejections (CMEs) can trigger geomagnetic storms that induce currents in long conductors. The radio burst and the geomagnetic storm may belong to the same solar event, but radio waves do not create the currents that threaten the grid.
What is a solar radio burst?
A solar radio burst is a short-lived, intense increase in radio emission from the Sun, often associated with a solar flare. The emission can span wide frequency ranges and may be strongly polarized. For a receiver on Earth or in orbit, sufficiently powerful emission in the receiver’s passband behaves like unwanted radio-frequency (RF) energy: it raises the noise floor and makes the wanted signal harder to detect.
The effect depends on more than the flare’s headline size. Frequency, polarization, antenna direction, receiver bandwidth, shielding, local interference, and the receiver’s link margin all matter. A burst that overwhelms one installation may have little operational effect on another.
How do solar radio bursts affect GPS?
Direct interference at the receiver
GPS satellites transmit very weak signals. A ground receiver normally measures the signal against background noise using a carrier-to-noise ratio (C/N0). When solar radio emission arrives in the same band, the additional noise lowers C/N0. Tracking loops then have less margin to follow the carrier and code, increasing errors or causing loss of lock.

This is a direct receiver-interference mechanism. It is different from an ionospheric delay or scintillation event, in which the signal’s path through the atmosphere changes.
What the 7 September 2005 measurements showed
A peer-reviewed study by Alessandro P. Cerruti, Paul M. Kintner, Dale E. Gary, Louis J. Lanzerotti, Eurico R. de Paula, and Hien B. Vo (2006) measured the effect during a 7 September 2005 solar radio burst. Across the visible GPS satellites, GPS L1 carrier-to-noise ratio fell by about 2.3 decibels. The burst reached 8,700 solar flux units (SFU) in right-hand circular polarization at 1,600 MHz.
Those numbers describe specific receivers, frequencies, locations, satellite geometry, and polarization. They demonstrate that the mechanism is real; they do not mean every burst produces a 2.3 dB loss or that every consumer GPS unit will fail. The study found that, in the analyzed cases, only right-hand circularly polarized emission affected the observed GPS signals.
What a user might notice
- A fall in reported C/N0 or satellite signal-strength indicators.
- Longer time to acquire satellites or slower position updates.
- Loss of tracking on some satellites, reducing the number available for a fix.
- Temporary loss of navigation or timing if the receiver’s remaining margin is exhausted.
A receiver may continue working while accuracy or continuity degrades. A brief interruption is therefore possible even when a complete “GPS outage” is not.
Can a solar flare knock out GPS?
It can disrupt GPS service, but “knock out GPS” is too broad without specifying the receiver, location, frequency, and type of space-weather effect. A flare can produce prompt radio emission that directly raises receiver noise. The same flare can also emit X-rays that alter the dayside ionosphere, changing how signals propagate. Either path can reduce availability, while neither guarantees a worldwide failure.

NOAA states that flares can be accompanied by radio emissions that interfere with GPS and other satellite communications. The agency’s GPS explanation also notes that disturbed ionospheric conditions can make the normal correction model inaccurate. Geomagnetic storms can increase total electron content, and small-scale equatorial irregularities can cause scintillation—rapid amplitude and phase changes that can make a receiver lose signal lock.
Direct burst interference versus ionospheric effects
| Feature | Direct solar radio interference | Ionospheric disturbance |
|---|---|---|
| What changes | Extra RF energy raises the receiver’s noise floor. | The signal path’s delay, refraction, absorption, or rapid fading changes. |
| Where the vulnerability is | The antenna and RF front end, especially when the Sun is in a susceptible direction. | The atmosphere between satellite and receiver; effects vary with latitude, local time, and ionospheric structure. |
| Typical symptom | Lower C/N0, degraded tracking, or loss of lock during the burst. | Position error, timing error, scintillation, or intermittent loss of lock. |
| Timing | Can begin as soon as the radio burst reaches the receiver. | Can accompany the flare or develop later as the ionosphere responds. |
Both mechanisms can occur during one solar event, so an operational report should identify which evidence was observed instead of labeling every GPS problem “radio interference.”

Can solar storms disrupt radio communications?
High-frequency (HF) radio blackouts
Flare X-rays ionize the sunlit-side ionosphere. At HF frequencies, that can increase absorption and degrade or block communications, particularly on sunlit paths. NOAA treats this as a radio-blackout phenomenon: the atmosphere has changed the propagation path, rather than a solar radio wave simply being injected into the receiver’s channel.
Energetic protons during solar radiation storms can also disturb HF radio at high latitudes. The location and route of the link therefore matter as much as the flare itself.
Radar and other narrowband systems
Solar emission can also enter specialized receivers. A study by C. Marqué and coauthors (2018) examined a 4 November 2015 incident in which Swedish and other European secondary air-traffic-control radars were disturbed while their antennas pointed toward the Sun. The disturbance coincided with peaks of an unusually intense solar radio burst near 1 GHz. The authors identified the solar burst as the most probable space-weather explanation, while noting that such disturbances were not forecastable with the capability available when they wrote.

This is evidence of a particular radar incident, not a claim that every radar or every burst will be affected. Antenna pointing, operating frequency, receiver design, and burst intensity determine exposure.

How often are communications systems exposed?
NOAA’s space-weather FAQ estimates that accompanying solar radio bursts are expected to exceed cell-phone-system noise tolerances two to three times per solar cycle. That is an estimate of exceedance frequency, not a schedule and not a prediction that cellular service will fail each time. Cellular networks also use many cells, frequencies, adaptive controls, and terrestrial links, so a solar burst’s effect can differ substantially from one site to another.
Can solar activity cause a power outage?
Yes, solar activity can contribute to a power outage, but the established mechanism is a geomagnetic storm—not solar radio waves acting directly on power lines.
The geomagnetically induced-current pathway
An Earth-directed CME can carry a large cloud of plasma and magnetic field toward Earth. When that field interacts with Earth’s magnetosphere and changes over time, it drives electric fields in the ground. Those fields induce quasi-direct currents in long conductors such as transmission lines, pipelines, and transformer windings.
Geomagnetically induced currents can push transformers and other grid equipment outside normal operating conditions. Utilities may need voltage corrections, protective devices can trip, and an extreme event can damage high-voltage transformers. The risk varies with latitude, ground conductivity, line length, network topology, transformer design, and the storm’s magnetic-field orientation.

The Quebec example
NOAA reports that the geomagnetic storm of March 1989 sent Quebec into darkness for nine hours. That outage is attributed to the geomagnetic storm and its induced currents, not to a solar radio burst. It is a useful example of why a report should name the correct pathway when describing grid consequences.
Are solar radio bursts the same as geomagnetic storms?
No. They are different phenomena that can occur during the same active solar episode.
| Phenomenon | What arrives or changes | Primary systems affected | Typical timing | Main hazard pathway |
|---|---|---|---|---|
| Solar radio burst | Intense solar RF emission | GPS, satellite links, radar, and other RF receivers | Prompt, as the radio emission arrives | In-band interference raises receiver noise |
| Flare X-rays | Enhanced X-ray radiation | HF radio paths on the sunlit side | Prompt | Ionospheric absorption and propagation change |
| Solar energetic particles | High-energy protons and ions | HF radio at high latitudes and spacecraft systems | After particle acceleration and transport | Particle-driven ionospheric and radiation effects |
| CME-driven geomagnetic storm | Plasma and changing magnetic field at Earth | Power grids, pipelines, spacecraft, navigation and communications infrastructure | Often tens of hours after the eruption | Geomagnetically induced currents and magnetospheric/ionospheric disturbance |
NOAA uses separate scales for these categories: R for solar radio blackouts, S for solar radiation storms, and G for geomagnetic storms. The R scale describes flare-related radio-blackout impacts, especially to HF communications; it is not a direct severity scale for GPS interference from every solar radio burst.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How quickly can each effect appear?
Prompt effects
Light and radio emission from a flare reach Earth in roughly the same travel-time range, so a strong radio burst or flare X-ray effect can begin while the flare is in progress. A receiver that is exposed to sufficiently strong in-band emission can experience interference immediately.
Delayed CME effects
The plasma and magnetic field in a CME travel much more slowly. NOAA’s FAQ gives 30–72 hours as a typical CME arrival range, although actual transit time varies. A radio burst may therefore be an early sign of a larger solar eruption, while the geomagnetic-storm risk comes later, if the CME is Earth-directed and its magnetic field couples strongly to Earth’s magnetosphere.

Do not infer grid danger solely from a radio-burst report. Conversely, a geomagnetic-storm warning does not mean that a GPS receiver is being flooded by solar radio noise; its immediate navigation problem may instead be ionospheric scintillation or another propagation effect.
Why location, geometry, and equipment matter
- Sunlit versus dark side: Flare-driven ionospheric absorption is strongest on the sunlit side, while direct RF exposure depends on whether an antenna can “see” the Sun and how the installation is shielded.
- Latitude: HF and scintillation effects can be especially important at high latitudes, while equatorial regions can experience intense small-scale irregularities.
- Antenna pointing: The 2015 radar case occurred while antennas pointed toward the Sun, illustrating the importance of geometry.
- Frequency and polarization: A burst must overlap the receiver’s operating band, and polarization affects coupling. The 2005 GPS observations involved right-hand circularly polarized emission.
- Link margin and redundancy: Two receivers exposed to the same event can have different outcomes because of antenna gain, filtering, firmware, satellite visibility, and available signal margin.
- Grid construction: Long transmission corridors, local ground conductivity, and transformer characteristics influence geomagnetically induced-current risk.
What operators should monitor during solar activity
For current-event context, use NOAA space-weather alerts and operational updates. Treat an alert as a description of a hazard class and expected conditions, not as a guarantee that a particular receiver or utility will fail.
For GPS, timing, and satellite-link operators
- Log C/N0, satellite lock status, position residuals, and timing offsets so a transient can be separated from a local equipment fault.
- Compare multiple frequencies, receivers, and independent timing or navigation sources where continuity matters.
- Check whether a reported problem coincides with a solar radio-burst alert, ionospheric scintillation, or a geomagnetic disturbance; these signatures imply different mitigations.
For HF and radar operators
- Record operating frequency, antenna azimuth and elevation, local time, and whether the link is on the sunlit side.
- Use alternate paths or bands when ionospheric absorption or solar interference raises error rates.
- Preserve receiver diagnostics: a change in noise floor supports an interference diagnosis, while rapid fading and phase fluctuations point toward propagation effects.
For utilities
- Follow geomagnetic-storm watches and warnings rather than treating a radio-burst notice as a grid-current forecast.
- Use the utility’s established procedures for transformer loading, voltage control, protective-device coordination, and operator staffing.
- Assess local susceptibility; the same storm can produce different induced voltages on different networks.
What a realistic risk statement looks like
A technically accurate incident report should identify the phenomenon, system, evidence, timing, and uncertainty. For example: “A solar radio burst produced a measured 2.3 dB GPS L1 C/N0 reduction in the 7 September 2005 observations” is precise. “The Sun knocked out GPS” is not. Likewise, “the 1989 geomagnetic storm caused a nine-hour Quebec outage” is accurate; “a solar radio burst shut down Quebec” assigns the wrong mechanism.
The practical conclusion is conditional rather than absolute: solar radio bursts can degrade or interrupt exposed RF receivers, including GPS and radar, while CME-driven geomagnetic storms can stress long conductors and power grids. Their timing, geography, and failure signatures differ, so effective response starts with identifying which pathway is actually present.
