SMR financing models manage construction risk by dividing exposure among project companies, investors, governments, contractors and electricity buyers, while using public cost-sharing or revenue agreements to make some cash flows more predictable. These arrangements can help a project attract capital, but they do not automatically cap construction costs or make overruns disappear. The exact allocation is project- and market-specific, and a commercially mature, standard SMR financing model has not yet been established.

Small modular reactors (SMRs) are often presented as easier to finance than large nuclear plants because smaller units, standard designs and factory production could reduce the capital required for each project and make delivery more repeatable. That is a potential advantage, not a demonstrated financing outcome. The OECD Nuclear Energy Agency (NEA) defines SMRs as reactors with an output range of 10 to 300 MWe and cautions that their value proposition depends on a viable business case and the development of a global market. The NEA’s 2021 report discusses the possible role of modularisation, standardisation and factory production, but these features do not by themselves settle who pays if construction runs late or over budget.

In practice, the financing structure has to address two separate questions: who bears the project’s construction exposure, and whether the completed plant will earn sufficiently predictable revenue to repay capital. Public cost-sharing, contracts and guarantees may address some construction exposure; power purchase agreements (PPAs), tariffs and contracts for difference (CfDs) may reduce uncertainty about future revenue. The measures can complement each other, but revenue support is not a construction-cost cap.

What construction risk means to an SMR project

Construction risk is the chance that a project will cost more, take longer, or deliver a plant that does not meet its planned requirements. Those outcomes can raise financing needs and delay the point at which electricity sales begin. For an investor or lender, the concern is not merely the final construction bill: a delay can also postpone revenue, increase the time capital is tied up, and make debt repayment less certain.

Cost and schedule exposure

Cost escalation can arise from changes in project scope, design maturity, component costs, labour, supply-chain performance or the time required to complete work. A first-of-a-kind (FOAK) project faces a particularly demanding test: it must turn a design into a constructed and operating plant without the delivery record that repeat projects might provide. The sources establish no standard SMR contingency level, overrun cap or completion guarantee that applies across projects.

Design and delivery exposure

SMRs may use modularisation and factory production, and repeated use of a standard design could improve delivery if a supply chain and a market develop at scale. Those advantages are conditional. A factory-built module still has to be manufactured to specification, transported, integrated with site work and commissioned. Early projects must also coordinate engineering, procurement, construction, licensing and financing. Standardisation cannot eliminate risk if the design changes or the organizations responsible for delivery do not manage interfaces effectively.

The NEA’s construction guidance treats governance, risk allocation and mitigation as foundations for a sound financing scheme. Its practical guide focuses on reducing nuclear construction costs through stakeholder action, rather than identifying a single contract form that automatically transfers all risk. The NEA’s 2020 construction guide is relevant because the financing model depends on whether the parties can identify, assign and manage the risks that remain after contracts are signed.

How financing arrangements divide construction exposure

There is no universal SMR allocation established by the cited sources. Project agreements determine which party bears particular risks, and the allocation may differ by country, market structure, project stage and participant. A useful principle is to assign each residual risk to the party best able to control or manage it. Transferring a risk on paper is not the same as eliminating it: the party accepting that exposure must have the capacity and financial strength to meet its obligation if the risk occurs.

Mechanism What it can address What it does not establish on its own
Project contracts and risk allocation Specify which parties carry defined delay, cost escalation, completion or performance exposure. A universal SMR contract, fixed allocation or guaranteed overrun cap; these are not established by the NEA sources.
Government cost-sharing Can cover an agreed portion of the construction exposure on a FOAK demonstration and help attract other investors. That government will cover every overrun, or that the supported project will be delivered within budget.
Long-term PPA or tariff Can make the price or revenue associated with electricity more predictable. A direct limit on construction spending or a guarantee that the plant will be completed on time.
Contract for difference (CfD) Can help stabilise revenue against some electricity-price uncertainty, depending on the market and contract. Construction-cost coverage; specific terms and support levels are not established as a standard for SMRs.
Government involvement in financing May support commercial-bank participation through mechanisms such as predictable cash flows or taking construction risk. A single government role or risk-sharing structure that applies across markets.

The table describes what each mechanism can be designed to do, not terms confirmed for a particular current project. The NEA and International Energy Agency (IEA) material does not provide comparable project-level overrun caps, contingency amounts or debt-and-equity terms for named commercial SMR projects. Those details would need to be verified in project disclosures and agreements.

Risk allocation in project contracts

Project agreements can define responsibilities for construction work, schedule milestones, performance and completion. In principle, a project may seek to place a defined risk with a contractor or another counterparty, while the owner, investors or public sector retain other exposures. The actual boundary depends on the contract and on which party can manage the risk. For example, assigning a delivery obligation is only meaningful if the responsible party can perform it and the agreement specifies what happens when it cannot.

For lenders and equity investors, clarity matters as much as the nominal allocation. Unassigned or poorly coordinated risks can return to the project company, while a counterparty’s inability to absorb a loss can leave the project exposed despite contractual language. The NEA’s construction guidance emphasizes risk allocation and mitigation as part of creating adequate financing schemes; it does not set a standard SMR contract or promise that contracts will prevent overruns.

Public cost-sharing for FOAK demonstrations

For a first demonstration unit, a government may share some costs with the project participants. The logic is that early projects can provide evidence and delivery experience that later projects may use, while exposing private investors to risks that are difficult to price before a commercial track record exists. The NEA’s 2021 report identifies cost-sharing mechanisms and specific long-term PPAs as possible support for FOAK demonstration projects, describing them as ways to minimise construction risks and attract investors. The report’s discussion of FOAK support does not mean that a government assumes all costs or guarantees a successful build.

Cost-sharing is therefore a division of exposure, not a blanket promise to make the project whole. Its effect depends on what costs qualify, how much support is committed, when funds are available and which risks remain with the project participants. The evidence here does not establish a common percentage, ceiling or trigger for SMR cost-sharing.

Government involvement and bankability

Government participation may matter to commercial banks because it can improve the project’s risk profile, support predictable cash flows or involve public assumption of some construction risk. The IEA describes government involvement as important to commercial-bank participation, while noting that the mechanisms vary by market and project. Its 2025 discussion of nuclear project finance is not an SMR-specific contract template. A government role should be understood as a possible component of the financing structure, not proof that a project has obtained private financing or transferred all construction risk.

How revenue arrangements help without controlling the build budget

Construction risk and revenue risk are linked in a project’s overall ability to repay capital, but they are not interchangeable. A PPA, tariff or CfD can improve the predictability of future electricity income. More predictable cash flow can support financing decisions because lenders and investors can assess expected revenues with greater confidence. None of those arrangements, simply by stabilising a price or revenue stream, ensures that construction will be completed at the planned cost.

Power purchase agreements

A PPA is a long-term agreement for the sale of electricity under terms set by the parties. For a FOAK demonstration, the NEA identifies a specific long-term PPA as one possible form of support. It may help address uncertainty about whether there will be a buyer and the terms on which output will be sold. Its financing value depends on the agreement’s duration and terms, the buyer’s ability to perform, and the project’s ability to deliver electricity. The sources do not establish a standard SMR PPA duration or price.

Tariffs and contracts for difference

Tariffs and CfDs can provide a framework for more stable long-term electricity revenue. A CfD can reduce exposure to some market-price movements by settling against an agreed reference arrangement; the actual effect depends on how the contract is designed. These tools address the revenue side of the project, not cost escalation during construction. If a plant is delayed, its income may also be delayed, even where a future revenue arrangement exists.

The NEA’s work on nuclear new-build financing discusses the role of financing, market design and project management in the viability of new projects. Its 2015 report provides broader context for how market arrangements and project delivery interact. It should not be read as evidence that every SMR has a PPA, tariff or CfD, or that any one arrangement guarantees a successful project.

FOAK financing is not the same as financing repeat units

FOAK and nth-of-a-kind (NOAK) projects face different financing questions. A FOAK project is the first application of a design or an early demonstration, so investors must assess delivery without a substantial record of repeat construction. A NOAK unit is a later application, where repeated design and delivery could make costs and schedules more predictable if the promised learning and standardisation materialise. The label alone does not prove that a later unit is cheaper, less risky or commercially financeable.

The NEA’s November 2024 financing brief reported that, among the designs it reviewed, 11 FOAK designs and one NOAK design had financing secured. The brief also described the BWRX-300 at Darlington as the only OECD commercial SMR deployment example then offering a model with potential for wider replication. These are dated findings from the NEA’s reviewed set, not a current census or a count of operating commercial plants. The November 2024 brief is evidence of financing activity at that time, not proof that the overall market has matured.

In a separate 2024 report, the NEA listed 56 SMR designs actively progressing toward construction or under construction in the second edition of its dashboard. That figure counts designs, not completed or commercially operating plants. The same report says most SMR designs under development were privately funded, while moving from design to construction requires a major increase in investment; SMRs under construction in several countries also benefit from different forms of public support. The NEA’s 2024 financing and project-management report therefore illustrates why design funding should not be mistaken for the capital needed to build a plant.

What to examine when assessing an SMR financing model

For a project-level assessment, the useful question is not simply whether a project has public support or a long-term revenue agreement. It is how the combination of funding commitments, contracts and delivery capability covers the risks at each stage. The sources do not provide a complete project-by-project comparison of current SMR contract terms, so the following points are a framework for evaluating disclosures rather than claims about named projects.

  • Construction exposure: Identify which parties bear defined cost increases, schedule delays, performance shortfalls and completion risks. Look for risks that remain with the project company or are not clearly assigned.
  • Support conditions: Determine whether public involvement is cost-sharing, a guarantee, direct investment or another mechanism; identify its scope and conditions rather than assuming that “government-backed” means all overruns are covered.
  • Revenue arrangements: Establish whether the project has a PPA, tariff or CfD, what uncertainty it is intended to reduce, and whether revenue depends on successful and timely operation.
  • Financing stage: Distinguish capital committed to design from financing secured for a FOAK build and from financing for repeat deployment. Those are materially different milestones.
  • Delivery readiness: Consider design maturity, project governance, supply-chain planning and the ability of responsible parties to manage their assigned risks. Factory production and standardisation are prospective advantages unless repeated delivery demonstrates them.
  • Market context: Read the structure in light of the project’s electricity market and government role. A mechanism that supports revenues or construction exposure in one market may not translate directly to another.

A strong financing model makes the allocation and management of residual risk legible; it does not make uncertainty vanish. The NEA’s 2020 construction guide and its 2024 financing report treat project management, governance and risk mitigation as material alongside financial support. For SMRs, the central test remains whether the project can convert design funding and proposed support into a financeable, deliverable build, and whether later units can reproduce that result.
