If your business stores stock in more than one Indian state, keep a location-wise inventory trail and check that each warehouse is correctly reflected in your GST registration particulars. A warehouse used to store taxable goods can count as a place of business, and CBIC says registration is required in each state from which taxable supplies are made. Whether a particular arrangement requires another registration depends on the facts; a marketplace or fulfillment operator does not automatically take care of the seller’s obligations.

The practical system is a stock ledger that can be filtered by state, warehouse, SKU and relevant GSTIN, with every receipt, sale, transfer, return or disposal tied to a supporting document. This article explains how to build that trail and where to get GST-specific advice before treating stock movements as routine adjustments.

What GST records should a multi-state seller keep?

Section 35 of the CGST Act requires a registered person to maintain true and correct accounts, including accounts of stock, inward and outward supplies, input tax credit and tax payable or paid. It also addresses where accounts are kept: where multiple places are specified in a registration certificate, accounts relating to each place are to be kept at those places. Electronic maintenance is permitted.

For inventory, the goal is to be able to explain how much stock was at each relevant location, how it arrived, what happened to it, and which records support those events. The law establishes the recordkeeping obligation; it does not prescribe a particular spreadsheet, software product, SKU scheme or reconciliation schedule. The ledger design below is a practical way to make the records traceable, not a statutory form.

The CGST Act also requires accounts to include relevant supply, credit and tax information, not only quantities. Keep the inventory trail connected to the accounting and tax records rather than maintaining a stock count that cannot be linked to transactions.

Do you need GST registration in every state where stock is stored?

Do not answer this with a blanket yes or no based only on a warehouse address. Under the Act, a warehouse, godown or other place where a taxable person stores goods can fall within the definition of a place of business. CBIC FAQs state that registration is required in each state from which taxable supplies are made. These points make the warehouse arrangement and the way supplies are made important to the registration analysis.

Review the seller’s actual relationship with the premises and stock: who owns or controls the goods, whether the seller has documented use of the premises, what the fulfillment operator does, and how goods are dispatched. Stock held by another party, stock in transit, lack of a right to use a facility, and movements between distinct state registrations may raise different questions. The available general rules do not settle every arrangement. Have a GST practitioner assess the contracts, facts and current law before deciding whether a registration or a movement document is required.

When checking registration particulars, compare the real warehouse arrangement with the places shown in the registration certificate. The GST portal registration guidance describes adding additional places of business and supporting premises evidence, including ownership, lease or consent documentation. Keep the evidence that supports the seller’s use of each relevant location and confirm that the filed details match the actual arrangement.

Can one GSTIN cover stock in different states?

Do not assume that one GSTIN covers stock held or supplied from locations in several states. The GST framework is state-based, and CBIC’s stated registration position concerns each state from which taxable supplies are made. At the same time, a warehouse address by itself does not establish every detail of a seller’s registration obligation. Ask a practitioner to apply the rules to the seller’s actual premises rights, supply pattern and registrations.

An e-commerce marketplace’s registration or a fulfillment warehouse’s records do not by themselves establish that the seller has met its own registration and accounting duties. Treat marketplace and warehouse reports as evidence to reconcile against the seller’s records, not as a substitute for the seller’s own assessment.

What if a warehouse is shared?

CBIC’s sectoral FAQ says multiple registered persons may declare the same e-commerce warehouse as a place of business if each has requisite documents for use of the premises, such as ownership documentation or an agreement with the owner. It also states that there is no general restriction on multiple persons using a premises. Each seller remains responsible for its own record compliance; shared use is not a transfer of the seller’s obligations to the warehouse operator.

How to set up a location-wise stock ledger

A single movement log is usually easier to reconcile than separate unconnected lists, provided every entry identifies its location and relevant GSTIN. A spreadsheet can work for a small operation; accounting or inventory software may be more practical as the number of locations and transactions grows. In either case, preserve the underlying documents and make it possible to export a readable record for each location.

1. Create a location master

Give every warehouse or other relevant stock location a consistent identifier. Record the state, full address, warehouse operator, associated GSTIN, registration status and the dates the location was used. Include the evidence reference for the seller’s right or basis to use the premises. Keep effective dates because a location may be added, changed or no longer used over time.

Do not make the location field merely a free-text note that varies from row to row. A consistent location identifier lets you filter the movement log and identify stock recorded at an address that is missing from the registration review.

2. Record every inventory event

Use one row or transaction record for each relevant movement or stock adjustment. At minimum, capture:

  • date and item or SKU;
  • quantity and unit of measure;
  • source and destination location, where applicable;
  • the relevant GSTIN or registrations associated with the locations;
  • movement type, such as receipt, customer supply, transfer, return, damage or write-off; and
  • document type and a stable document number or file reference.

Use distinct movement types rather than hiding different events in a general “adjustment” category. Customer sales, internal transfers, returns, samples or gifts, theft, destruction and write-offs can require different supporting records or tax analysis. Recording the reason makes unexplained quantity changes easier to find.

3. Link entries to source records

Keep a stable reference from each stock entry to the document that explains it. Depending on the event, that may be a supplier invoice, sales invoice, credit or debit note, delivery challan, carrier record, warehouse statement, marketplace fulfillment report or customer return record. Store the record itself or retain a reliable file reference that can be retrieved later.

Marketplace settlements and fulfillment reports can help establish what was dispatched, returned or held in a marketplace facility. Reconcile them with the seller’s invoices and books; a platform report may describe custody or fulfillment activity without answering the seller’s registration or tax-treatment question.

4. Reconcile quantities by SKU and location

For each period you choose for operational review, calculate the closing quantity for each SKU at each location:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Opening stock + receipts − customer supplies − transfers out − losses and other disposals + transfers in and returns = closing stock.

Set the review cadence to fit the volume and risk of the business. GST law does not prescribe a daily spreadsheet routine in the material discussed here. The essential control is that the seller can support the figures and investigate mismatches, rather than allowing discrepancies to accumulate unnoticed.

Check negative balances, unexplained transfers, marketplace quantities that do not agree with the books, and stock appearing at a location not included in the registration review. Document the investigation and any correction with the relevant source records; do not erase the discrepancy by overwriting the original entry without a traceable correction history.

5. Preserve records so they can be produced

Electronic accounts are allowed. Choose a method that preserves access, backups, readable exports and an edit trail appropriate to the operation. Limit uncontrolled changes, record corrections in a way that shows what changed and why, and test that a competent person can retrieve records by location and export them in a readable form.

A paper ledger or accounting book can be useful for manual bookkeeping, but it is only an aid. It does not replace required invoices and other transaction documents, correct registration particulars, or the records needed to explain stock movement.

How to document transfers between states

Do not treat a movement of stock between facilities or state registrations as an invisible inventory adjustment. The tax consequences and the appropriate invoice or other document depend on the ownership, movement and registration facts. In particular, movements between distinct state registrations can have tax consequences even where the goods remain within the same broader business operation.

Before making a recurring inter-state movement, have a GST professional confirm the applicable document and tax treatment for the actual arrangement. In the ledger, record the dispatch and receipt as linked entries, identify both locations and relevant GSTINs, and retain the document and warehouse or carrier evidence that explains the movement. This creates a quantity trail without presuming a tax outcome that may vary by facts.

Choosing an electronic or manual workflow

The choice is operational, not a legal shortcut. Manual books may suit a very small inventory operation with few movements, while electronic records can make filtering, backup, change history and multi-location reconciliation easier. Neither method fixes an incomplete document trail or an incorrect registration setup.

Workflow Useful when Controls to check
Manual ledger with organized source files There are few locations and transactions, and a person can maintain entries consistently. Use consistent SKU and location names, reference source documents, review arithmetic, and keep legible backups or copies.
Electronic spreadsheet or accounting/inventory system Filtering by location, SKU or GSTIN and reconciling reports would otherwise be cumbersome. Confirm that it can preserve a change trail, retain backup copies, attach or reference source documents, and export readable records.

For a shared fulfillment warehouse, agree on how the operator will provide statements and movement evidence, but keep the seller’s own references and reconciliation. For an owned or leased facility, retain the relevant premises documents and ensure location records and registration particulars reflect how it is actually used.

Common recordkeeping failures and how to correct them

  • Stock is listed only by SKU, not location. Add a consistent warehouse and state dimension to every relevant entry so the balance can be produced by place.
  • Transfers appear as unexplained quantity changes. Link the dispatch and receipt records, identify the source and destination, and seek tax advice where distinct state registrations are involved.
  • Marketplace reports do not match the books. Compare fulfillment, sales, return and settlement records with invoices and stock movements; identify whether the mismatch is timing, a return, a missing entry or another event before correcting it.
  • The seller cannot produce evidence of use of a warehouse. Collect the applicable ownership, lease, consent or other documents and review whether the place is correctly reflected in registration particulars.
  • A shared warehouse is assumed to cover every seller. Confirm that each seller has requisite supporting documents and maintains its own records; shared premises do not make the seller’s responsibilities disappear.
  • Electronic records exist only in one inaccessible system. Preserve backups and readable exports, and verify that the records can be retrieved by location when needed.

Retention and professional review

Keep records for the period required under the current law applicable to the seller. The material summarized here does not establish a definitive retention period for every record type, exception or circumstance, so do not use a generic number without checking the current consolidated law or obtaining professional advice. Retain source documents and movement records together in a retrievable way while confirming the relevant statutory requirements.

Seek GST advice when deciding whether a warehouse creates a registration requirement, whether multiple registrations are involved, what document should accompany an inter-state movement, or how a particular transfer is taxed. Those decisions turn on current law and the seller’s real contracts and conduct; the stock ledger is evidence and control, not a substitute for that analysis.
