Small modular reactors (SMRs) generate power by using nuclear fission to produce heat. In a steam-cycle design, that heat makes steam, which turns a turbine connected to an electrical generator. The basic conversion is familiar, but an SMR is not one standard machine: designs vary in reactor technology, coolant, fuel, output and intended use. Their modular construction is intended to make production more repeatable and allow capacity to be added in stages; it does not, by itself, guarantee lower costs or faster delivery. Licensing, fuel, factories, sites, financing and project execution all affect whether a design becomes an operating plant.

How does an SMR generate electricity?

An SMR’s reactor core is a source of heat. Fission releases energy in the core, and a system transfers that heat to a power-conversion process. In a conventional steam cycle, heat turns water into steam; the steam spins a turbine, and the turbine drives a generator that produces electricity. The reactor supplies the heat, while the turbine-generator system converts it into electrical power.

The precise arrangement depends on the reactor design. Water-cooled, gas-cooled, liquid-metal-cooled and molten-salt concepts do not all move heat in the same way, and they may differ in fuel and operating conditions. The International Atomic Energy Agency’s 2024 publication Small Modular Reactors: Advances in SMR Developments describes a diverse set of technologies and applications, not a single standardized design. It is therefore more accurate to describe the common heat-to-energy principle than to suggest every SMR has the same core, coolant circuit or turbine layout.

Some designs are intended to generate electricity, while others may be suited to provide industrial heat or support other energy products, such as hydrogen. Those uses depend on the design’s output and temperature. A reactor suited to one application should not automatically be assumed to suit another.

What does “small modular” mean?

Small refers to a category, not a single capacity

SMR is a broad category. Designs can differ in electrical output, operating temperature, coolant, fuel cycle and intended application. The label alone does not tell a reader how much electricity a particular project would produce, what fuel it would use, or whether it is meant to supply a grid, an industrial site or both. Those details must be checked for the specific design or project.

Modular describes an intended production and deployment approach

The IAEA describes SMRs as modules that may be shop-fabricated or factory-produced, transported to a site and used individually or as part of a multi-module plant. The proposed advantage is that a repeatable module could be manufactured more consistently than a wholly bespoke, one-off facility. Multiple units could also allow a site to add capacity in stages rather than build all planned capacity at once.

That is an intended model, not a guarantee. It depends on standard designs, production volume, manufacturing quality, the ability to transport modules and install them at a site, and a supply chain capable of meeting applicable engineering codes and standards. If a factory is not ready, components are not qualified, or each project requires substantial redesign, modularity may not deliver the expected repeatability or schedule benefits.

Why modularity does not automatically mean cheaper or faster

The economic case for SMRs depends in part on manufacturing many components or modules in a repeatable way. The U.S. Department of Energy’s explanation of SMR benefits identifies mass manufacture as part of that case. A first unit, however, is not the same as a mature production run. Early projects may have to resolve design, licensing, construction and commissioning issues that later deployments could potentially avoid. The existence of a modular design therefore does not establish that its first plant—or every proposed design—will cost less or arrive sooner.

Shorter schedules and lower capital costs should be treated as conditional propositions rather than established outcomes. They depend on the project and the manufacturing system behind it. The relevant evidence is not only a design announcement or a manufacturer’s estimate: it includes prototype testing, demonstration, qualified suppliers, construction progress and operating experience. Repeat manufacturing economies also require repeat orders and delivered units.

Staged construction can be attractive where adding units over time fits demand, financing or site plans. But staging does not remove the need to plan for a complete project: the owner still needs a suitable site, financing, regulatory approval, operators and the infrastructure needed to build and run each phase. A multi-module plant also raises licensing and operating questions that do not necessarily arise in the same way for a single unit.

What limits SMR deployment?

Deployment is a chain of linked requirements, not a single test of whether a reactor design can work. A technically credible design can still be held back by licensing, fuel availability, manufacturing readiness, site suitability, financing, stakeholder engagement, construction or operator capability. The OECD Nuclear Energy Agency’s SMR Dashboard treats licensing, siting, financing, supply chain, engagement and fuel as distinct readiness dimensions. A delay or gap in one can matter even when other parts of a project are progressing.

Licensing and regulatory readiness

A design must move through the applicable regulatory pathway, and its review status matters. Readers should distinguish a concept or design announcement from a design that has been reviewed or licensed for a particular jurisdiction and project. Requirements and review stages can differ by country; a status in one regulatory system should not be read as approval everywhere.

First-of-a-kind projects also differ from repeat deployments. A regulator, project team and operator may have less experience with the first unit of a design than with later units built to an established configuration. For multi-module sites, licensing and operating arrangements can introduce further questions. The IAEA Nuclear Safety and Security Network’s SMR Regulators’ Forum identifies regulatory issues in its publications; a project’s actual status must be assessed from the relevant regulator and project documentation.

Fuel and the fuel cycle

Fuel readiness means more than naming a fuel in a design description. A project needs a credible path to obtaining the proposed fuel and arrangements for the relevant parts of the fuel cycle, including both front-end and back-end considerations. The fuel type and fuel-cycle approach can differ across SMR concepts, so a statement about one design should not be generalized to all of them.

A project comparison should ask whether the specific fuel is available for the intended deployment and whether the required fuel-cycle arrangements are established. The sources used here do not establish a universal fuel solution or readiness level for every proposed reactor. Fuel should therefore be evaluated project by project rather than inferred from the SMR label.

Manufacturing and supply-chain capability

Factory production only helps if the factory, workers, processes and suppliers can deliver components to the required quality and engineering standards. The IAEA identifies industrial preparedness, technology readiness, prototype testing and demonstration as conditions relevant to deployment. A design that depends on components from a supply chain that is not yet qualified may face a different path from one with suppliers and manufacturing processes ready for repeat work.

Transport and installation are part of the same practical test. A module must be manufacturable, movable to its site and installable within the project’s engineering and construction plan. Repeatability is valuable only when the entire chain—from production through site installation—can support it.

Site, financing and stakeholder engagement

A project needs a suitable site and a financeable plan, not just a reactor design. Site suitability, local engagement and the ability to execute construction are separate questions. Financing also depends on a project being sufficiently developed and credible for the parties expected to fund it. A proposed staged build may change when capital is committed, but it does not make the later phases automatic.

Stakeholder engagement is a deployment dimension in the OECD-NEA dashboard, alongside siting and financing. It is not a substitute for technical or regulatory readiness; it is one of several conditions a project must address. Readers should look for evidence of a specific site, an owner prepared to deliver the project and an executable construction plan rather than treating general interest in the technology as project readiness.

Construction, commissioning and capable operators

A design has to be built and commissioned before it can operate. That requires more than a completed drawing or a stated target date: the project needs construction readiness and the ability to bring the plant into service. It also needs an owner and operator capable of running the particular facility. These elements are especially important when a project involves a design or multi-unit operating arrangement with limited deployment experience.

Evidence becomes stronger as a project moves from design claims to prototype testing, demonstration, construction, commissioning and operation. Those stages are not interchangeable. A prototype can show that a technology has been tested; it is not the same as an operating commercial plant. Similarly, an announced project is not evidence that its financing, approvals, supply chain and construction are complete.

How to assess a specific SMR project

When comparing real designs or proposed plants, use the same questions for each one. This prevents a strong claim in one category—such as a novel reactor concept—from obscuring a gap in another, such as fuel or site readiness.

  1. Identify the technology and product. Establish the reactor type, electrical capacity, operating temperature and whether the project is intended to supply electricity, process heat or both. Do not infer these from the term “SMR.”
  2. Check the fuel pathway. Find the proposed fuel, its availability for the project and the stated front-end and back-end fuel-cycle arrangements.
  3. Verify regulatory status in the relevant jurisdiction. Look for the applicable pathway and the actual review or licensing stage. Separate first-of-a-kind review from claims about repeat deployments, and check how a multi-module site would be licensed and operated.
  4. Test industrial readiness. Ask whether suppliers are qualified, manufacturing capacity is available, engineering-code requirements can be met, and construction and commissioning plans are developed.
  5. Assess project readiness. Look for a suitable site, financing, stakeholder engagement, a capable owner and operator, and evidence of a plan that can be executed.
  6. Separate projections from delivered experience. Distinguish design targets and cost or schedule estimates from prototype results, demonstrations, completed construction and operating experience. Claims about serial-production savings require repeat orders and delivered units to support them.

The OECD-NEA dashboard’s readiness dimensions—licensing, siting, financing, supply chain, engagement and fuel—offer a useful way to organize this review. They do not collapse into one score that makes all projects directly comparable: the technology, jurisdiction, project stage and evidence behind each claim still matter.

What does global interest tell us?

The IAEA’s SMR Platform Annual Report 2025 says that more than 40 Member States had expressed interest in SMR technologies and applications. That figure measures interest, not the number of licensed, financed, built or operating plants. It indicates that governments are considering potential uses; it does not show how many projects have cleared the practical hurdles described above.

For readers tracking deployment, the distinction is essential: interest is an early signal, while project maturity depends on evidence such as regulatory progress, a site, fuel and supply arrangements, financing, construction and operating capability. A large number of interested countries cannot be used as a proxy for commercial deployment.
