The safest way for a small manufacturer to leave a single export market is to diversify in stages, not all at once. Screen several destinations with official trade data, test demand and compliance with real buyers, run a tightly bounded pilot, and scale only after repeatable margins, payment performance and service levels are proven. Keep improving the product mix as well as the country mix: WTO and World Bank analysis from 2010 found the stabilising effect of product diversification more consistently than market diversification alone.

Why relying on one export market is dangerous

When one country buys most of a factory’s output, a recession, currency shock, regulatory change, shipping disruption or political dispute there can cut sales abruptly. The WTO/World Bank analysis described exporting one product to one foreign market as “a very risky endeavor” because the exporter becomes completely dependent on demand in that importing country.

Diversification spreads exposure across products and destinations whose demand cycles do not move in lockstep. It does not eliminate risk: each new market adds compliance, logistics, customer-service and working-capital demands. The objective is a portfolio in which a problem in one market does not threaten the company’s ability to operate.

Small manufacturers matter disproportionately to this decision. A WTO page citing current materials in 2026 says micro, small and medium-sized enterprises (MSMEs) represent 95% of companies globally and 60% of total employment. Yet the WTO’s 2016 World Trade Report found that firms with fewer than 250 employees made up 78% of exporters in developed countries but only 34% of exports. In developing countries, manufacturing MSME exports equalled 7.6% of total sales, compared with 14.1% for large manufacturing enterprises. These figures point to an opportunity, but also to the capability gap that must be managed.

Step 1: Map concentration, capacity and cash exposure

Measure dependence on the incumbent market

Start with twelve months of shipment and finance data. Calculate each destination’s share of revenue, gross margin, open receivables, inventory committed to its specifications and production hours. A market that supplies 40% of sales but 60% of gross profit creates a different risk from one that supplies 40% of sales at low margins. Record customer concentration inside the country as well: one distributor can recreate the same dependency even after you add a second country.

Stress-test the business against a sudden 20% volume decline, a 30-day payment delay and a temporary border closure. Identify which fixed costs, debt payments and payroll obligations remain. This sets the maximum pilot budget and prevents an expansion plan from endangering the core business.

Inventory adaptable products and spare capacity

List every product that can be sold abroad with only minor changes to voltage, packaging, labelling, language, dimensions or documentation. Mark products that require new tooling, safety testing or a different bill of materials. Then map unused machine hours, shift flexibility, qualified operators, approved suppliers and warehouse space. A new market is viable only if you can serve it without displacing profitable existing orders or creating an unmanageable quality risk.

Separate product and market diversification decisions

Use a two-dimensional portfolio: products across one axis and destinations across the other. Prioritise combinations that share components, production steps or certifications while serving customers with different demand drivers. The 2010 WTO/World Bank findings support this approach: adding products can smooth shocks even when adding countries alone does not.

Step 2: Build a candidate-market longlist

Use official screening tools correctly

The ITA Market Diversification Tool scores and ranks potential export markets from the products, current markets and comparison markets you enter. Treat its ranking as a screening signal, not a decision. The score cannot know your exact production constraints, distributor quality, service costs or contractual exposure.

The WTO’s Global Trade Helpdesk integrates trade and business information in one online portal to simplify market research, particularly for MSMEs. Use it to check import demand, existing trade flows, tariffs and market-access indicators for each product code. Confirm the correct HS classification before comparing results; a wrong code can invalidate every downstream conclusion.

Keep the longlist deliberately broad

Begin with several markets rather than choosing the first high-growth country that appears in a ranking. Include at least one destination with similar technical rules and shipping lanes to your incumbent market, one with a different demand cycle, and one where your product has a clear but untested niche. Remove candidates only after recording the reason, such as a prohibited standard, excessive landed cost or unavailable payment protection.

Step 3: Compare markets on explicit decision axes

Convert the longlist into a comparable scorecard. Use the same evidence standard for every destination and write assumptions beside each number.

Axis Questions to answer Evidence to collect
Demand and growth How large is import demand for the exact product, and is it expanding? Recent import value and volume, three-year trend, buyer segments and seasonality
Competitive intensity Who already serves buyers, and where can a small supplier win? Competitor prices, local substitutes, distribution coverage and switching barriers
Tariffs and origin What duty applies to your HS code, and can you satisfy the rule of origin? Tariff schedule, trade agreement eligibility, origin calculation and customs rulings
Standards and certification Which tests, registrations, labels or language rules are mandatory? Regulator guidance, accredited-lab quotations, technical files and label samples
Customs and logistics Can goods arrive predictably at an acceptable cost? Delivered freight quotations, transit-time ranges, clearance steps, insurance and duties
Payment and currency How likely is late payment, non-payment or an adverse exchange-rate move? Buyer credit checks, payment terms, currency controls and hedging cost
Channel economics Can you reach qualified buyers without giving away the margin? Distributor discounts, marketplace fees, sales-cycle length and service territory
After-sales obligations What warranty, spare-parts and response-time commitments are expected? Local service requirements, return rates, technician availability and parts lead time
Legal and strategic risk Can you protect designs and enforce a contract, and does demand diversify your exposure? IP registration, sanctions screening, dispute forum and correlation with incumbent demand

Weight the axes according to your business. A low-priced, bulky product should give logistics and landed cost more weight than a compact, high-margin component. A regulated product should treat certification as a gate, not merely another score.

Step 4: Validate the shortlist with buyers and compliance evidence

Interview the people who would actually buy

Speak with several independent importers, distributors, integrators or end users in each leading market. Ask what specification they currently buy, acceptable lead time, minimum order quantity, incumbent supplier weaknesses, warranty expectations and payment practice. Request a written indication of volume and target price, while treating any non-binding interest as a lead rather than a forecast.

Build a landed-cost model

For each prospective order, add factory cost, export packing, inland transport, freight, insurance, duty, taxes, broker fees, certification amortisation, distributor margin, warranty reserve and expected financing cost. Show the result in the buyer’s currency and your reporting currency. Run sensitivity cases for freight increases, currency movements, a delayed shipment and a return. Do not call a market attractive until the delivered gross margin remains acceptable under a plausible downside case.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Obtain written compliance confirmation

Confirm product standards, testing laboratories, registrations, labels, manuals, recycling or environmental declarations and customs documentation with the relevant authority or a qualified compliance adviser. Keep the written response in the product file. Check whether a change in component supplier would invalidate certification.

Protect the company before accepting an order

Screen the buyer, distributor owners and beneficial parties for sanctions and fraud indicators. Register or otherwise protect intellectual property where practical. Have counsel review governing law, payment security, delivery terms, warranty limits, returns, data handling and dispute resolution. A promising order is not diversification if collecting the money or enforcing the contract is unrealistic.

Step 5: Run a bounded market pilot

Define the pilot before spending

Set a fixed duration, a small number of SKUs, a maximum inventory position, a marketing ceiling and a stop date. Choose products that use existing tooling and have the clearest compliance path. Ship in stages rather than committing the full forecast. Require deposits, documentary controls or other payment protection appropriate to the buyer’s risk.

Track operational and commercial metrics

Metric What it reveals Decision use
Qualified leads and opportunities Whether the channel reaches real prospects Increase or change discovery activity
Quote-to-order conversion Fit of price, specification and trust Adjust offer or stop pursuing the segment
Delivered gross margin Profit after freight, duty, channel and warranty costs Primary scale gate
On-time-in-full delivery Ability to meet promised service Fix logistics or cap volume
Claims, returns and defects Product and packaging suitability Redesign, retrain or pause shipments
Repeat orders Evidence of durable demand Stronger signal than initial enquiries
Working-capital days Cash tied up from production to collection Set financing limit and order terms

Review the dashboard at predetermined checkpoints. A pilot that produces sales but misses its margin or cash threshold is not a success; redesign the offer, channel or payment structure before adding volume.

Step 6: Finance the working-capital gap

Export growth often requires buying materials and making goods weeks or months before the foreign buyer pays. Compare the cost, collateral requirement, recourse and eligibility of each instrument with your bank and the relevant official export-support agency.

Instrument How it helps Points to check
Advance payment Funds production before shipment Buyer acceptance, refund obligations and competitive impact
Documentary or standby letter of credit Adds bank-controlled payment conditions Issuing-bank quality, document accuracy and fees
Trade finance Bridges receivables or inventory Interest, borrowing base, tenor and currency exposure
Export-credit insurance Protects eligible receivables against specified commercial or political losses Country and buyer limits, exclusions, deductible and claim process
Guarantee cover May help a lender extend working-capital credit Coverage percentage, fees, collateral and application timing

OECD identifies official financing support and guarantee cover as established export-credit categories, but availability varies by country and buyer risk. Build financing approval into the pilot gate; do not assume a facility will be available after you have accepted a large order.

Step 7: Scale, stop or redesign at explicit gates

Scale only when all critical gates pass

  • Delivered gross margin meets the pre-set floor after realistic downside cases.
  • Payments arrive within the agreed terms and the exposure fits approved credit limits.
  • Required certifications, labels, registrations and customs documents are complete.
  • On-time delivery, defect and claims rates are within service targets.
  • Repeat orders or a credible contracted pipeline justify additional inventory and staff.
  • The new destination reduces, rather than merely relocates, concentration risk.

Stop or redesign when a gate fails

Pause new commitments if compliance costs keep rising, the channel demands uneconomic discounts, buyers insist on unsecured long credit, or service failures consume the margin. Test a different SKU, distributor model, payment term or shipment frequency before abandoning the entire country. Record the reason for the decision so the next market screen benefits from the lesson.

Make diversification an organisational capability

Document repeatable export processes

Create checklists for classification, quotations, Incoterms, packing, export documents, certificates, claims and collections. Assign an owner and backup for each step. Train production, sales, finance and customer-service staff together so a new destination does not depend on one employee’s memory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build alternate supply and logistics options

Qualify secondary suppliers for critical inputs and at least one alternate freight or customs route where feasible. Keep approved packaging and documentation templates for each market. This reduces the chance that a disruption in one carrier, port or component source cancels the diversification benefit.

Use digital channels with realistic expectations

Digital marketplaces, online demonstrations and direct outreach can widen customer discovery and reduce some intermediation costs. They do not remove the need for connectivity, trained staff, compliant contracts, secure payments, local fulfilment and after-sales support. Measure the full cost per qualified opportunity rather than treating online visibility as demand.

OECD notes that SMEs and start-ups engaged in international activities tend to be more productive, create more jobs and participate in innovation spillovers. Those benefits accrue when internationalisation is supported by skills, market intelligence, networking, advisory help and finance—not simply by listing products online.

Common mistakes and practical fixes

  • Following a ranking blindly: use the ITA score and trade portals to screen, then verify buyers, standards and landed cost.
  • Confusing sales with profit: calculate delivered gross margin after duty, channel fees, warranty and finance.
  • Launching too many SKUs: start with a narrow, adaptable range and add products after service data supports them.
  • Ignoring demand correlation: choose at least one market whose economic cycle is not tightly linked to the incumbent destination.
  • Accepting weak payment terms: match credit exposure to verified buyer quality and available insurance or guarantees.
  • Underfunding compliance: obtain written requirements and laboratory or registration quotations before quoting a final price.
  • Scaling after one order: require repeat purchases, stable delivery and cash performance at the pilot gate.
  • Keeping the plan in one person’s head: document procedures, train backups and review the portfolio quarterly.

A practical 90-day decision sequence

  1. Days 1–15: map revenue, margin, receivables, capacity, product adaptability and current-market concentration.
  2. Days 16–30: screen a broad set of destinations with the ITA Market Diversification Tool and Global Trade Helpdesk; confirm HS codes.
  3. Days 31–45: score demand, competition, access, standards, logistics, payment, channel, service and legal risk using one worksheet.
  4. Days 46–60: interview buyers, obtain freight and compliance quotations, complete buyer and sanctions checks, and model downside margins.
  5. Days 61–75: secure payment protection and working-capital approval; select a limited SKU and shipment plan.
  6. Days 76–90: launch the pilot with written success thresholds, dashboard ownership and a scheduled scale-or-stop review.

The result should be a balanced export portfolio, not a collection of untested countries. Add destinations and products only when evidence shows that the factory can serve them profitably, compliantly and with enough cash resilience to withstand the next shock.
