Small hydropower plants can reduce flow in a river section, change flowing habitat into a pond, or make river levels rise and fall as operations change. Those changes can shrink or disconnect habitat trout use, and rapid drops can strand fish. The effects depend on the project’s layout, operating rules, season, and river conditions—not simply on whether a plant is called “small.”

What “small hydropower” can mean for a river

“Small” describes a project category, not a guarantee that its river effects are small. The Federal Energy Regulatory Commission (FERC) describes its small/low-impact hydropower program as intended for projects expected to have minor environmental effects, including projects involving little change to water flow and use. That is the program’s stated intent; it does not establish that every project in the category leaves every river unchanged.

Projects can be configured differently. Some impound water behind a dam; some route water through a canal or pipe to a powerhouse; and some combine these features. A diversion may leave a section of the original channel with less water before the diverted flow returns downstream. This section is called a bypassed reach. As the U.S. Fish & Wildlife Service (USFWS) puts it, “Hydropower operations may dewater a section of river (bypassed reach) when water is diverted through a pipeline or power canal.” How much the reach is affected depends, among other things, on how much water is diverted and how much remains in the channel.

To understand the trout implications, separate three questions: how much water is present, how quickly that amount changes, and whether fish can reach and safely move through suitable habitat. A project may affect one or more of these conditions. Two plants described by the same size label can therefore have quite different effects.

How hydropower changes river flow

Persistent changes and bypassed reaches

A diversion can reduce the flow in the channel between the intake and the point where water returns. A dam can also hold water in an impoundment, replacing some flowing channel habitat with ponded habitat. Downstream flow may be affected by project operations as well. The Washington Department of Fish and Wildlife’s 1992 review, Hydropower Flow Fluctuations and Salmonids, distinguishes longer-lasting flow alteration from short-term fluctuation: alteration can persist for weeks, months, or seasons, including when a penstock bypasses a stream section.

Less water in a bypassed reach can mean less wetted channel—the portion of the river covered by water—and less physical space available to fish. But the amount of change cannot be inferred from the existence of a diversion alone. The length and shape of the affected reach, its natural seasonal flows, the operating pattern, and the flow left in the channel all matter.

Minimum conservation flows

A minimum conservation flow is a required or agreed minimum amount of water left in a river or bypassed reach to protect resources such as fish habitat. It can help limit the effects of diversion, but a minimum is only one part of a flow regime. The season in which it applies, how it relates to natural inflow, and how project operations change flow above that floor are also important.

A minimum-flow number cannot be carried from one river to another as a universal trout prescription. The same amount of water can produce different depths, wetted areas, and connections between habitats in different channels. The appropriate conditions must be assessed for the particular project and river.

What lower flow can mean for trout habitat

Habitat is the physical space and conditions available to fish; it is not another name for population size. Lower flow can reduce wetted area, make some habitat less suitable, or disconnect places fish use at different life stages. If a channel’s shallow margins or connecting paths dry, fish may have less access to feeding, shelter, spawning, or rearing areas.

A U.S. Forest Service technical assessment reported reduced habitat area for some resident trout in some bypassed reaches, using the Instream Flow Incremental Methodology (IFIM) to assess habitat. That finding supports a real potential effect on available habitat, but it is not a finding that every bypass reach loses the same amount—or that trout abundance falls by a predictable amount.

The assessment treated population consequences as context-dependent. Reduced flow may have affected abundance in some reaches, while growth was considered unlikely to have been affected in some reaches where cold water limited growth. These distinctions matter: a measured reduction in modeled or assessed habitat area does not by itself establish a corresponding change in the number or growth of trout. Local habitat, water conditions, fish use, and other influences shape the biological response.

Why the speed of flow changes matters

Flow effects are not limited to a steady reduction. Hydropower operations can also cause water levels to rise or fall over shorter periods. The Washington review distinguishes this kind of fluctuation from persistent, seasonal flow alteration; both can matter to fish, but they describe different operating and habitat conditions.

Rapid decreases can leave fish in shallow water or isolated pockets as the river recedes. USFWS Region 1 passage guidance identifies stranding in shallow or disconnected areas and dewatering of spawning and rearing habitat as risks. A fast drop can therefore expose fish or habitat even when the flow later rises again. The timing and rate of a decrease, the shape of the channel, and the presence of connected refuges affect the risk.

Ramping means the rate at which project flow changes. Ramping limits can constrain how quickly operations increase or decrease flow, reducing abrupt changes. Numeric recommendations depend on the region, source, project, and conditions addressed. A value in one project review or regional guide should not be presented as a universal threshold for trout.

Dams, fish movement, and turbine risks

Flow is only part of the story. A dam can impede fish moving upstream or downstream between habitat areas. Fishways and other passage structures can help, but USFWS notes that passage solutions vary by species and are not as effective as movement in a free-flowing river. A structure designed for one species or movement pattern should not be assumed to work equally well for another.

Fish may also be drawn into the water route leading to a turbine. Entrainment is fish entering that route; impingement is fish being pinned against a screen or other structure. Risk depends on factors such as fish species and size, turbine type, and the project’s head—the vertical distance water falls through the system. Screens and barriers can reduce entrainment, while passage measures can improve access, but their effectiveness depends on the facility and fish they are designed to protect.

When evaluating a project, consider passage and screening alongside the bypass flow. A reach with an adequate minimum flow may still present a movement barrier or a downstream route hazard. Conversely, a screen or fishway does not by itself resolve reduced flow or rapid fluctuations.

How safeguards are tailored to a project

Potential measures address different risks rather than serving as interchangeable fixes. Minimum flows address how much water remains in a reach; ramping limits address how quickly flow changes; screens and bypasses address turbine-route exposure; and fish ladders or other passage structures address movement around barriers. Which measures are appropriate depends on the project configuration, the affected reach, and the fish present.

  • Minimum-flow conditions: specify the flow left in a bypassed channel and the seasons or circumstances in which the requirement applies.
  • Operating mode: run-of-river operation and other operating conditions can shape how project flows relate to inflow. The project’s actual requirements matter more than a label alone.
  • Ramping limits: set a permitted rate of change, often with season-specific terms where a review proposes them.
  • Fish passage: address upstream and downstream movement with structures suited to the species and facility.
  • Screens and bypass infrastructure: reduce the chance that fish enter or become trapped against a turbine water route, with design matched to fish and project conditions.

FERC’s project review and consultation materials treat project design, flow, and fish protection as site-specific considerations. They do not provide one package of measures that can be presumed sufficient for every trout river.

What one FERC project example shows—and what it does not

FERC’s environmental assessment for Project No. 2337-077 records proposed measures for that project, including run-of-river operation, seasonal minimum flows, ramping restrictions, and fish-passage improvements. Its figures show how a review can combine several controls; they are not national recommendations or a general standard for small hydropower.

Project No. 2337-077 proposed measure Value or condition in the FERC environmental assessment
Minimum flow in the bypassed reach Increase from 10 cubic feet per second (cfs) year-round to 30 cfs from March 1 through July 31, and 20 cfs from August 1 through February 28; subject to inflow or USGS gage flow as a constraint.
Auxiliary release Provide an auxiliary release system.
Ramping limit 0.2 foot per hour from May 1 through September 30; 0.3 foot per hour from October 1 through April 30.
Fish passage and screening Changes to fish-screen bypass and fish-ladder infrastructure.

The seasonal distinctions in that example are important: the proposed minimum flow and ramping rate vary across the year, and the flow values include a constraint tied to inflow or a USGS gage. They should be read as conditions proposed in this project’s review, not as evidence that the same numbers would protect trout elsewhere. A different river may need different measures based on its hydrology, channel, fish, and operating plan.

How to compare two plants or operating plans

There is no defensible universal ranking of hydropower configurations as “best for trout” without local evidence. If you are comparing projects, permits, or proposed operating plans, use the following questions to identify where their effects and safeguards differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. What is the configuration? Identify the dam or impoundment, any canal or pipeline, the powerhouse, and whether water is diverted around a bypassed reach.
  2. What flow remains in the affected channel? Look for baseline and seasonal conditions, minimum-flow requirements, the amount diverted, and any constraints tied to natural inflow or a gage.
  3. How does flow change over time? Check whether the plan allows fluctuations, how quickly flow may rise or fall, and whether timing or ramping limits differ by season.
  4. Which habitat and reaches are affected? Find out the length of the bypassed section and whether the assessment addresses wetted area, depth, cold-water conditions, and access to spawning or rearing habitat.
  5. Can fish move safely? Review upstream passage, downstream routes, screening, and the potential for entrainment or impingement.
  6. What evidence supports the conclusions? Give more weight to measured local conditions and a project-specific assessment than to a broad claim drawn from a different watershed.

These questions make comparisons more useful without implying that one operating plan is automatically better in every river. A minimum-flow value alone, for example, does not reveal the affected reach’s habitat, the rate of change, or whether fish can pass the project.

What “low impact” does and does not tell you

FERC’s small/low-impact program is intended for projects expected to have minor environmental effects and encourages projects involving little change to water flow and use. That program description is not a site-specific finding that trout habitat is unaffected. The actual channel, diversion, operating conditions, fish protections, and local assessment determine what a given project means for a river.

For readers asking, “How does hydropower affect fish?”, the practical answer is to trace the water and fish routes: where water is held or diverted, what remains in each affected reach, how operations change flow, and how fish move past or through the facility. Those details explain why two projects described as small can have different implications for trout.
