Protecting customer data during a new TMS or cloud migration is a supply-chain risk-management project, not a single software setting. Inventory every data type and flow, assess the technology provider and its subcontractors, put security duties in the contract, then enforce least privilege, multifactor authentication, encryption, patching, monitoring, resilient backups and rehearsed incident response. Give an executive owner clear accountability and bring in specialist help where the firm lacks cyber expertise.

Why a technology change creates a data-protection risk

A freight forwarder sits between shippers, carriers, customs authorities and other service providers. A new transportation-management system (TMS), cloud storage account, application programming interface (API), mobile device or managed service provider can therefore expose information far beyond the office network. A compromised account might reveal rates and routing; a misconfigured integration could send consignee details to the wrong system; a supplier outage could stop shipment processing even when the forwarder’s own computers are working.

The U.S. Cybersecurity and Infrastructure Security Agency (CISA) identifies six priority risk categories for small and medium-sized businesses (SMBs): limited cyber expertise, weak executive commitment, inadequate information-and-communications-technology supply-chain risk management, dependence on a single supplier, supplier disruption and poor supplier visibility. CISA cites U.S.-specific figures of more than 31.7 million SMBs, 41.7% of private-sector employees and nearly half of gross domestic product. Those statistics show why a small forwarder is an important supply-chain participant; they do not describe every country or market.

NIST Special Publication 800-161 Revision 1, Update 1 (published in 2024 and updated in 2025) offers a repeatable way to identify, assess and mitigate cybersecurity risks in acquired products and services. NIST SP 1800-28 (final 2024) concentrates on identifying and protecting data against confidentiality breaches. Neither publication is a legal safe harbor. Use them as control and decision frameworks while checking the privacy, customs, export-control, breach-notification and contractual rules that apply to each shipment and jurisdiction.

1. Inventory and classify the information before selecting a system

Do not begin with a vendor demo. First make a data register that shows what the forwarder holds, why it is needed, where it travels and who can use it. Include information in spreadsheets, email, shared drives, handheld scanners, employee laptops, customer portals, backups and paper that is later scanned.

Record the data classes

  • Customer and consignee names, addresses, telephone numbers and email addresses.
  • Commercial invoices, purchase orders, bills of lading, packing lists, rates, margins and routing instructions.
  • Customs declarations, export-control records, licenses, end-user information and screening results.
  • Carrier, warehouse and broker credentials, API keys, passwords and recovery codes.
  • Employee identification, payroll or contact information held in operational systems.
  • Shipment status, delivery appointments, warehouse locations and other operationally critical details.

Tag each field as personal, commercially sensitive, export-controlled, operationally critical or ordinary business information. A single record can have several tags. For example, a consignee address may be personal data and a routing plan may be commercially sensitive. Record the business purpose, retention period, legal or customer requirement, system of record and approved deletion method for each class.

Map every movement and access path

Draw a simple data-flow diagram from booking through delivery and invoicing. Show the TMS, accounting package, customer portal, carrier APIs, customs broker, warehouse system, email service, cloud backup, mobile app and any outsourced IT or security provider. Mark whether each transfer is automated, manual, encrypted, cross-border or dependent on a single supplier. List the devices that connect, including office workstations, warehouse tablets, personal phones used for work, printers and network equipment.

This map exposes places a project plan often misses: a test environment containing live shipment data, an old API token in a script, a former employee’s mailbox forwarding messages, or a backup retained indefinitely by a provider. It also gives you a defensible answer when a customer asks where its information is stored or who can see it.

2. Assess the TMS, cloud service and subcontractor chain

Security claims in a sales presentation are not a risk assessment. Ask for evidence and document the answers, exceptions and owner for each unresolved item. The same questions apply to a TMS vendor, hosting company, API provider, device-management service and managed service provider (MSP).

Questions to put to a technology vendor

  • Architecture and location: Provide a current architecture and data-flow diagram, hosting regions, tenant-isolation method, disaster-recovery sites and a complete list of subcontractors that can access data.
  • Identity: Explain role-based access, administrator separation, single sign-on options, strong multifactor authentication (MFA), service-account controls and how dormant accounts are disabled.
  • Cryptography: State how data is encrypted in transit and at rest, who controls keys, how keys rotate and whether customer-managed keys are supported for the data classes that require them.
  • Vulnerability handling: Describe secure development, vulnerability disclosure, severity ratings, patch targets, penetration testing and how unsupported software is removed or isolated.
  • Detection: Identify events logged, retention periods, customer access to logs, alerting for unusual downloads or forwarding-rule changes and the process for preserving evidence.
  • Continuity: State backup frequency, recovery-point and recovery-time objectives, geographic separation, restore-testing frequency and the manual-work procedure if the service is unavailable.
  • Data lifecycle: Explain export formats, retention defaults, deletion from production and backups, legal holds and how deletion is verified after termination.
  • Assurance: Request current independent security-assurance reports, summaries of material findings, remediation status and the scope and date of each assessment.

Ask specifically what happens when the provider itself is breached. The answer should identify notification timing, containment responsibilities, customer communication, evidence access and cooperation with affected shippers or regulators. “We will notify you promptly” is not a measurable commitment; the contract should define a deadline and the channel used at any hour.

Check concentration and exit risk

Map dependencies that could strand operations: one cloud region, one identity service, one customs API, one internet link or one provider holding the only readable copy of shipment history. Require an export test before production and maintain a documented migration path. An exit plan should specify usable formats, assistance, costs, transition time, credential revocation and deletion certification. Portability is an operational-control question, not merely a procurement preference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Turn the assessment into enforceable contract terms

A security questionnaire without contractual duties leaves the forwarder with little leverage after signing. The agreement, data-processing addendum and service-level terms should align with the data-flow map and the shared-responsibility model.

Clauses that matter in practice

  • Define permitted processing, approved purposes, locations and prohibited secondary use or sale.
  • Require least-privilege access, separate administrator accounts, MFA for privileged and remote access, and prompt removal after role changes or termination.
  • Require prior notice and approval rules for subcontractors, with equivalent obligations flowing down the chain.
  • Set a specific incident-notification deadline, required content, update cadence, evidence-preservation duty and cooperation with customer or regulator requests.
  • Specify encryption, vulnerability remediation targets, logging access, security testing and the right to review relevant assurance reports.
  • Set backup, recovery-point and recovery-time objectives that match shipment cutoffs and customer commitments.
  • Define data return, machine-readable export, verified deletion from active systems and backups, and assistance during transition.
  • State which party secures endpoints, networks, configurations, identities, application code and data. Record exceptions and who accepts them.
  • Include service-continuity obligations, outage communications and a practical manual-work or alternate-channel procedure.

Have counsel check whether the terms satisfy the law and customer contracts in every operating jurisdiction. Export-control obligations, privacy duties, customs records and breach rules vary by cargo, person, destination and governing law.

4. Configure a minimum protection baseline

Implement controls before importing production data. Prioritize settings that reduce the blast radius of a stolen password or compromised device.

  1. Separate roles: Create roles for booking, operations, customs, finance, customer service and administrators. Grant only the fields and actions each role needs. Use a separate named administrator account for elevated work; never share administrator credentials.
  2. Enable strong MFA: Require phishing-resistant or app-based MFA where supported, especially for administrators, remote access, email, cloud consoles and API-management portals. Store recovery codes securely and test account-recovery procedures.
  3. Protect data in transit and at rest: Require modern encrypted connections for portals, APIs, remote administration and device synchronization. Confirm encryption for databases, file stores, backups and removable media, and document key ownership and rotation.
  4. Patch and harden: Keep supported operating systems, browsers, TMS components, routers, firewalls, scanners and mobile devices current. Disable unused services, change default credentials and remove unsupported equipment from production networks.
  5. Segment networks: Separate office, warehouse, server, management and guest networks. Restrict traffic between segments to the flows the data map requires; a guest device should not reach a TMS database or administrator interface.
  6. Centralize logs: Collect authentication, privilege changes, exports, API calls, configuration changes and endpoint alerts in a location an attacker cannot easily alter. Set retention long enough to investigate customer questions and incidents.
  7. Control endpoints: Use screen locks, device encryption, anti-malware or endpoint detection, remote-wipe capability for mobile equipment and a process to report lost devices immediately.
  8. Remove stale access: Review accounts after every departure or role change and at least quarterly. Revoke unused API keys, shared links, mailbox forwarding rules and vendor support accounts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

5. Build backups and an incident response that works during a shipment

Backups are useful only if they are recoverable and isolated from the same compromise. Keep an offline or otherwise resilient copy, protect backup administration with separate MFA, limit who can delete recovery points and test restores on a schedule. A restore test should verify that the TMS, critical documents, integrations and authentication dependencies can actually resume work, not merely that a file exists.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.

Rehearse at least these scenarios: ransomware encrypting the TMS, credential theft followed by mass download, a vendor compromise, accidental emailing of a commercial invoice and loss of a warehouse device. A tabletop exercise should end with documented gaps, owners and due dates. Keep a paper or offline continuity procedure with booking, release, customs and delivery information fields so an outage does not force unsafe improvisation.

6. Govern security when there is no large IT department

Assign three distinct responsibilities even if one person holds more than one role: an executive owner who accepts risk and funds controls, a day-to-day security lead who manages access and monitoring, and an operations owner who confirms that controls fit shipment work. Review a short dashboard monthly: open high-risk findings, overdue patches, MFA coverage, inactive accounts, backup-restore results, vendor incidents and unresolved contract exceptions.

If internal expertise is limited, an MSP or managed security service provider can supply monitoring, patching and response support. Put that relationship under the same scrutiny as a TMS: require transparent security discussions, defined responsibilities, access to logs, incident cooperation, documented subcontractors and secure offboarding. Outsourcing tasks does not outsource accountability; the forwarder still decides what data is shared and whether the service meets customer and legal obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Compare technology options with a consistent scorecard

Use a weighted scorecard rather than choosing the cheapest subscription or the most attractive demonstration. Record evidence, assumptions, exceptions and the person who approved each score.

Decision area What to verify
Data minimization Only required fields are collected, copied and retained; test and analytics environments use masked or synthetic data.
Identity and MFA Role-based access, separate administrators, single sign-on, strong MFA and rapid deprovisioning are available.
Encryption and keys Transport, storage and backups are encrypted, with documented key custody and rotation.
Logging and detection Relevant events are retained, exportable and monitored for unusual downloads, privilege changes and forwarding rules.
Vulnerability handling Patch timelines, disclosure channels, testing scope and support-life dates are explicit.
Incident response Notification deadline, evidence access, cooperation and customer communications are contractually defined.
Backup and recovery Recovery-point and recovery-time targets, geographic separation and restore-test results match operational needs.
Subcontractor visibility Hosting regions and downstream providers are disclosed, with change-notice and approval mechanisms.
Portability and exit Data can be exported in usable form, transition help is available and deletion can be verified.
Resilience and fit Uptime, network dependencies, manual fallback, total cost and export-control or customer-contract requirements are acceptable.

8. A practical adoption sequence

  1. Weeks 1–2: Appoint owners, complete the data register and flow map, classify records and identify legal or customer retention requirements.
  2. Weeks 2–4: Issue the vendor questionnaire, review architecture and subcontractors, test an export, identify single-source dependencies and score alternatives.
  3. Weeks 4–6: Negotiate processing, access, incident, continuity, audit, portability and deletion terms. Record residual risks and executive acceptance.
  4. Before go-live: Configure roles and MFA, patch and segment devices, enable encryption and logs, load only the minimum necessary data, test integrations and complete a restore test.
  5. First 90 days: Review access, investigate alerts, run a tabletop exercise, validate supplier contacts and correct configuration findings.
  6. Every quarter: Re-certify access, review vendor changes and assurance reports, test backups and update the data-flow map after every new integration or material process change.

What the guidance does—and does not—establish

CISA’s SMB material explains why supply-chain visibility and executive commitment matter when specialist staff are scarce. NIST’s confidentiality guidance defines the objective as protecting data from unauthorized access and disclosure, including personal privacy and proprietary information. The Bureau of Industry and Security’s 2024 freight-forwarder guidance addresses forwarder roles, exporter responsibilities, selection, antiboycott requirements and red flags. That BIS material is U.S. export-control guidance, not a universal privacy standard. The freight forwarding community, as BIS Assistant Secretary Matthew S. Axelrod put it, is “a linchpin in the global supply chain, ensuring that the right goods get to the right place.” Apply the relevant rules for the shipment, customer, cargo and jurisdiction rather than treating any one framework as proof of legal compliance.

A small forwarder does not need a large security department to make a defensible technology decision. It needs a complete data map, evidence-based supplier review, enforceable allocation of duties, a small set of consistently operated controls and a tested way to keep moving when a system or provider fails.
