Small businesses can reduce UPI acceptance costs by getting the right merchant classification, choosing an acquiring bank or payment provider with transparent terms, and using the simplest integration they need. The UPI network itself does not enroll a shop: an acquiring bank or provider on that bank’s behalf onboards the business, assigns its merchant details and category, supplies the QR or integration, and settles the money.

For the fee framework described by the Department of Financial Services (DFS) on 15 September 2026, effective 15 October 2026, covered P2M transactions above ₹2,000 carry 0.4% MDR, capped at ₹300 for transactions of ₹75,000 or more. Small merchants classified as P2PM and receiving up to ₹1 lakh per month through UPI QR remain at zero MDR under that FAQ. Those rules do not eliminate other possible provider charges, so compare the complete written schedule rather than assuming that “UPI is free” means every service costs nothing.

What changed on 15 October 2026

The current reference for selected UPI merchant fees is the DFS FAQ titled Merchant Discount Rate (MDR) on Select UPI (P2M) Transactions, dated 15 September 2026. It states that the framework takes effect on 15 October 2026. The 0.4% rate applies to covered Person-to-Merchant (P2M) UPI payments above ₹2,000. For a transaction of ₹75,000 or more, the MDR is capped at ₹300.

MDR is a merchant-side charge. The same FAQ says merchants cannot pass it on to customers. The Ministry of Finance, in a Press Information Bureau statement on 8 August 2026, put the customer position plainly: “No charges for users: Consumers making payments will not face any transaction charges.” A customer seeing no fee therefore does not prove that the merchant has no cost; it only describes the payer’s side of the transaction.

Payment amount How the DFS P2M rule applies Illustrative MDR under 0.4%
₹1,500 Not above ₹2,000, so the 0.4% rule does not apply. The merchant’s category and provider terms still matter. Not established by this rule
₹2,000 Not above ₹2,000, so the 0.4% rule does not apply. Other agreed charges may still exist. Not established by this rule
₹3,000 Covered P2M example ₹12
₹10,000 Covered P2M example ₹40
₹75,000 0.4% would be ₹300, exactly the cap ₹300 maximum
₹100,000 0.4% would be ₹400, but the cap applies ₹300 maximum

DFS says more than 95% of UPI P2M transaction volume is at or below ₹2,000. That is a government FAQ statistic for UPI P2M volume, not a guarantee about your shop’s payment mix or your total cost.

Check whether your account is P2PM or P2M

“Small business” is not itself a fee category. Your acquiring bank or provider classifies the merchant account, assigns a business category or MCC, and applies the relevant rules. Ask for that classification in writing before accepting payments.

P2PM treatment for small merchants

The DFS FAQ describes P2PM merchants receiving up to ₹1 lakh per month through UPI QR as remaining at zero MDR. The FAQ also describes monitoring: when inward UPI payments exceed ₹1 lakh per month for three consecutive months, the account transitions to P2M treatment. The exact account-monitoring process is handled by the acquirer.

A single payment above ₹2,000 does not, according to that FAQ, automatically remove a merchant from P2PM treatment. The monthly total and the account classification are the important questions. Ask how your provider measures the ₹1 lakh threshold, which months it reviews, and when a category change would take effect.

When special sector rules matter

The DFS FAQ lists separate examples for certain sectors. For transactions above ₹2,000, specified railway, telecom, insurance and fuel transactions can have a flat ₹5 fee. Capital-markets transactions are described at 0.02%, capped at ₹300. Credit-linked UPI payments follow separate credit-product rules. A general retailer should not apply these exceptions to its own account without confirmation from its acquirer.

How to start accepting UPI

  1. Choose the acquiring relationship. Partner with an acquiring bank or a payment provider that operates in the merchant-acquiring chain. NPCI’s UPI Frequently Asked Questions says the acquiring bank provides the UPI infrastructure, merchant onboarding, merchant identifier and configuration.
  2. Submit the requested business information. The bank or provider will tell you which identity, business, bank-account and address documents apply to your legal form and risk category. Do not rely on a generic checklist from another provider.
  3. Confirm the settlement account. Ask exactly where successful payments land: directly in your bank account or first in a merchant pool under the agreement, and on what reconciliation statement they appear.
  4. Get the account category and price schedule. Request written confirmation of P2PM or P2M status, MDR thresholds and caps, any sector-specific rate, settlement terms and all non-MDR fees.
  5. Select an acceptance mode. A static or dynamic merchant QR is usually enough for a counter. An online store may need intent or application integration. A collect request can be appropriate for some assisted payments.
  6. Test before opening. Make a low-value payment, verify the displayed merchant name and UPI ID, check the provider confirmation, and confirm that the bank or settlement ledger records the same transaction.
  7. Set up reconciliation and support. Keep the provider’s transaction reference, a daily sales record and a documented route for refunds, reversals and disputes.

Choose the simplest UPI integration that fits

QR acceptance at a counter

A merchant QR lets a customer scan with a UPI app and approve payment. It is the practical starting point for a shop, clinic, stall or service counter. The QR must be issued or configured for your merchant account; a generic image or another business’s QR can send money to the wrong recipient.

Intent integration for online checkout

Intent sends a customer from a website or app into a supported UPI app with payment details prepared. It reduces manual entry in a mobile checkout but requires technical integration and testing across supported apps and devices.

Application-based integration

An application integration gives a business more control over its own checkout flow and transaction status. It is useful when the business has a maintained app, order system or reconciliation process rather than a simple physical counter.

Collect requests

A collect flow asks the customer to approve a payment request in their UPI app. It can suit assisted or account-based billing, but the provider should explain expiry, customer authentication, pending states and cancellation behavior before you depend on it.

Display the QR correctly

NPCI’s BHIM UPI Guidelines, updated 4 June 2026, cover physical QR sticker and soundbox-static QR formats. For the specified QR sticker design, the document gives a minimum QR code size of 2 cm by 2 cm and requires clear “Scan & Pay with any UPI app” instructions. Artwork and legibility rules vary by format, so use the file supplied by your acquirer and do not resize it until the code becomes difficult to scan.

A countertop standee is only a holder or display accessory. It does not enroll a business, create a merchant identifier or make an unpersonalized QR valid. Put the acquirer-issued QR on the standee, keep the merchant name and UPI ID visible, protect the code from glare, and replace damaged or altered prints.

Compare total cost, not just the MDR headline

Cost or term Question to ask
MDR and classification Is this account P2PM or P2M? What rate, threshold, cap and transition rule applies to this MCC?
Onboarding Is there a one-time setup or verification charge?
QR service Is the QR supplied free, rented, replaceable or subject to an inactivity fee?
Soundbox Is the device purchased or rented? What are the SIM, connectivity, maintenance, replacement and cancellation terms?
Settlement Where does money settle, on what schedule, and are there settlement or bank-transfer charges?
Operations Are reconciliation reports, refunds, reversals, dispute handling or support charged separately?

Neither a zero-MDR P2PM status nor a zero-MDR transaction means that a provider cannot charge for a soundbox, software, support or another service. Only the signed merchant terms answer that question.

Practical ways to keep acceptance costs down

Match the account to the real business

Give the acquirer an accurate description of what you sell and how customers pay. An incorrect MCC can produce the wrong pricing, reporting or risk review. Recheck the category when you add online sales, high-value invoices or a new line of business.

Monitor the P2PM threshold

Track monthly inward UPI receipts separately from cash, cards and bank transfers. If your provider’s monitoring shows more than ₹1 lakh through UPI QR for three consecutive months, ask when P2M treatment will begin and what rate will then apply. Do not wait for a deduction to discover the change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use QR before buying extra hardware

For a single counter, a printed QR and a reliable confirmation process may be sufficient. Buy or rent a soundbox only if its audio alerts solve a real problem, such as a noisy counter or staff sharing one settlement device. Include recurring connectivity and replacement costs in the comparison.

Reconcile every day

Match the customer’s success screen, the provider transaction reference and the settlement ledger. Fast reconciliation catches duplicate orders, pending payments and mistaken QR displays before they become an end-of-day dispute.

Ask for a complete quote

Request the MDR schedule and every recurring or event-based fee in one document. Compare providers using your actual average ticket, share of payments above ₹2,000, expected monthly UPI value and need for hardware. There is no evidence establishing one universally cheapest provider.

Settlement, refunds and failed payments

NPCI says funds are received immediately after the customer confirms a transaction, into the merchant pool or bank account according to the agreement. “Immediately” describes the payment confirmation and agreed settlement arrangement; it does not replace checking the destination, ledger and bank statement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a customer shows a debit but your merchant system remains pending, record the transaction reference and wait for the provider’s stated status window rather than accepting a second payment blindly. For a confirmed payment that must be returned, use the provider’s documented refund route and retain the refund reference. NPCI directs merchants to their acquiring bank for grievances, so keep that support contact accessible to staff.

Common mistakes to avoid

  • Assuming every small firm is P2PM: classification and monthly monitoring decide treatment.
  • Passing MDR to the customer: the DFS FAQ says merchant MDR cannot be passed on.
  • Using an unverified QR: a standee or downloaded image is not an enrollment.
  • Calling every cost “MDR”: device rent, connectivity, support and settlement terms are separate questions.
  • Using an old zero-fee article: the 2025 incentive scheme was time-limited and ended on 31 March 2025.
  • Ignoring high-value transactions: model the 0.4% charge and ₹300 cap for your own ticket sizes, plus any category exception.

What the older 2025 incentive does—and does not—tell you

A Ministry of Finance announcement on 19 March 2025 described an FY 2024–25 incentive scheme: eligible small-merchant BHIM-UPI P2M transactions up to ₹2,000 could receive a 0.15% incentive, and that scheme period ended 31 March 2025. It is historical context, not evidence of a continuing payment to merchants in 2026.

How large the network is, and why that does not predict your savings

The DFS MDR FAQ reports 2,451 crore UPI transactions worth ₹29.9 lakh crore in August 2026. Those are government-reported aggregate figures, not a forecast for an individual shop. NPCI’s August 2025 ecosystem snapshot recorded 3,129.40 million grocery and supermarket transactions and 1,263.07 million fast-food transactions. Category totals show usage at network level; they do not establish how many small businesses accept UPI or how much a particular merchant will save.

A final onboarding checklist

  • Acquirer or acquiring provider selected and documents confirmed.
  • Settlement destination and reconciliation report understood.
  • P2PM or P2M classification documented, including the ₹1 lakh monitoring rule where applicable.
  • MDR, caps, sector exceptions and all non-MDR charges supplied in writing.
  • Correct QR, merchant name and UPI ID tested at the counter.
  • QR display meets the applicable NPCI size and legibility guidance.
  • Refund, reversal, dispute and grievance contacts given to staff.
  • Monthly UPI volume and transaction-size mix reviewed before renewal or adding hardware.

The lowest-cost setup is usually the one whose classification and terms match the business, whose QR or integration is no more complex than needed, and whose owner monitors the thresholds that can change pricing. Confirm those points with the acquiring bank or provider before printing the QR or accepting the first customer payment.
