Set up UPI acceptance through an acquiring bank or merchant-payment provider, then choose the mode that matches your sales channel. A local shop will usually start with a provider-issued merchant QR, while an online business may need intent, application or collect integration. The acquiring bank completes KYC, creates your merchant identifiers and handles the banking relationship.
UPI settlement and pricing depend on your written merchant agreement and classification. A Department of Financial Services (DFS) FAQ dated 15 September 2026 announced a new MDR framework scheduled for 15 October 2026; the evidence available on 9 October was collected before that date. Confirm the live treatment, your P2PM or P2M classification and every additional fee with the provider before relying on a rate.
What you need to accept UPI as a business
UPI is a bank-account payment rail. To accept it commercially, you do not normally connect to the network by yourself. NPCI’s merchant guidance says to partner with an acquiring bank. The bank or its merchant-payment provider performs KYC and compliance checks, assesses risk, creates merchant identifiers, and configures your merchant category and UPI details.

Your agreement should identify the settlement account, reporting tools, refund process, complaint route, MDR treatment and any service, subscription, soundbox or hardware charges. NPCI describes settlement as immediate after the customer confirms payment, into a merchant pool or merchant bank account according to the agreement. That network-level description does not mean every provider uses the same account or reconciliation schedule.

Information to prepare
- Business and owner identity documents requested for KYC.
- The bank account into which settlements should arrive.
- Business address, contact details and the correct merchant category.
- Expected sales channels: physical counter, delivery, website, app or invoices.
- Estimated transaction values and monthly volume, especially if classification could affect MDR.
Ask for the final commercial terms in writing. An approved QR display is useful, but a generic printed standee alone does not create a merchant account or enable settlement.
Choose the UPI mode that fits your sales channel
NPCI lists four broad acceptance modes. Discuss the technical and commercial implications of each with the acquiring provider.
| Mode | Best fit | How the customer pays | Questions to ask the provider |
|---|---|---|---|
| QR | Walk-in shops, counters, stalls and field sales | The customer scans a merchant QR and confirms the amount in their UPI app. | Is the QR static or dynamic? Does it show the merchant name and amount? Who supplies an approved standee or sticker? |
| Intent | Websites, apps and mobile checkout | The checkout sends a payment intent to a compatible UPI app. | Which platforms and apps are supported, and how are successful, failed and abandoned payments reported? |
| Application-based | Businesses with their own app or a provider-managed app flow | The payment is initiated inside an application integration. | What integration, testing, security and maintenance obligations apply? |
| Collect | Invoices, remote requests or cases where the payer must approve a request | The merchant sends a collect request; the customer reviews and authorizes it. | How long do requests remain valid, and how are expiries, declines and duplicate requests handled? |
For a physical shop, QR is usually the simplest starting conversation. Online sellers should select an integration that returns a reliable payment status to the order system rather than treating a customer screenshot as proof.
Step-by-step: set up a merchant UPI account
- Approach an acquiring bank or merchant-payment provider. Describe your channel, expected volume, average ticket and desired settlement account. Request a current fee sheet and agreement.
- Complete KYC and business verification. Submit the documents requested by the acquirer. Check that the legal name, trading name and bank-account holder details are recorded correctly; mismatches can delay activation or settlement.
- Confirm merchant classification. Ask whether the account is being onboarded as P2PM or P2M, what evidence supports that classification and what event would change it. Obtain the answer in writing.
- Select the acceptance mode. Choose an approved QR for a counter, or the relevant intent, application or collect integration for online and remote sales.
- Verify the merchant identity before display or launch. Scan the QR with a test payment and confirm that the customer-facing name is yours. For an integration, complete success, failure, cancellation and timeout tests before accepting live orders.
- Set up operational controls. Decide who checks the provider dashboard, who matches settlements to invoices, and how staff handle a customer who says money was debited but the order appears unpaid.
- Publish payment instructions. Place the approved QR where customers can see it without obstruction. Tell customers to verify the displayed merchant name and amount in their own UPI app.
- Record settlement and support details. Save the settlement account, expected timing, report-export method, refund steps and acquiring-bank grievance contact in an internal procedure.
UPI transaction costs: what changes in October 2026
The timing matters. The DFS FAQ dated 15 September 2026 described a finalized MDR framework with an effective date of 15 October 2026. At the 9 October information cutoff, that date had not arrived. Because the available official material predates implementation, confirm the provider’s live calculation and effective date treatment now rather than assuming the announcement was already applied.

Announced MDR treatment
The FAQ says a 0.4% MDR will apply to specified person-to-merchant (P2M) UPI transactions above ₹2,000. It describes a cap of ₹300 for transactions of ₹75,000 and above. These are merchant-side charges; the same FAQ says merchants cannot pass MDR to customers as a separate convenience fee.
| Transaction example | Calculation in the DFS FAQ | Illustrative MDR | Qualification |
|---|---|---|---|
| ₹2,000 or less | No impact under the announced threshold | ₹0 MDR under that threshold statement | Confirm that your account is treated under the relevant category. |
| ₹3,000 | ₹3,000 × 0.4% | ₹12 | Example given in the FAQ for an applicable P2M transaction. |
| ₹50,000 | ₹50,000 × 0.4% | ₹200 | Example given in the FAQ. |
| ₹75,000 or more | 0.4% calculation subject to the cap | Up to ₹300 | The FAQ states a ₹300 per-transaction cap at ₹75,000 and above. |
P2PM and P2M classification
The FAQ separately describes zero MDR for eligible P2PM merchants under its classification and threshold terms. Its discussion refers to small vendors receiving up to ₹1 lakh per month through QR and says the account transitions to P2M after inward UPI credits exceed ₹1 lakh per month consecutively for three months. Treat those as the Government FAQ’s stated conditions, not as a universal automatic rule: ask your acquirer how it measures inward credits, when it changes classification and how it notifies you.
What the published statistics do—and do not—say
The DFS FAQ says more than 95% of total UPI P2M transaction volume is at or below ₹2,000. A separate DFS statement says UPI remains free for P2P and 96% of merchant transactions. “Transaction volume” and “merchant transactions” are different formulations and should not be combined into one percentage.
The FAQ also attributes an industry estimate of around ₹20,000 crore in annual UPI operating costs. That is an attributed estimate, not an independently audited Government measurement, and it does not tell you what your provider will charge.

How to manage your total merchant cost
MDR is only one line in a payment budget. Build a simple monthly view that separates transaction charges from fixed or optional services.
Calculate by transaction band
- Export transactions by value and identify how many are at or below ₹2,000, above ₹2,000, and at or above ₹75,000.
- Apply the written MDR rule for your classification to each band; use the ₹300 cap only where the provider confirms it applies.
- Compare the calculated amount with the provider’s settlement statement, retaining the statement and calculation for disputes.
- Track refunds separately. A refund should follow the acquirer’s defined process rather than an informal transfer from a different account.
Check every non-MDR charge
- One-time onboarding or integration fees, if any.
- Monthly subscription or minimum-commitment charges.
- Soundbox rental, purchase or service fees.
- Hardware, replacement and maintenance costs.
- Reporting, reconciliation or support charges.
The official material available here does not establish provider-specific prices for these items. Do not assume a free QR means every related service is free; request an itemized schedule and ask whether charges recur.
Use written terms to compare providers
Obtain comparable offers rather than choosing on a headline rate. A provider that appears inexpensive on MDR may have a subscription or settlement limitation that matters more to a low-volume shop. Re-check terms whenever your monthly credits approach a classification threshold.

Settlement, reconciliation and refunds
NPCI’s merchant FAQ says the merchant receives money immediately after the customer confirms payment into the merchant pool or merchant bank account as agreed. “Immediately” describes the payment network event; your agreement controls the destination account, statement timing, batching and any provider-side hold or review. Have the provider state these details explicitly.

Daily reconciliation routine
- Match each order or invoice to the provider transaction reference, not just a customer screenshot.
- Compare the provider report with bank credits and investigate missing, duplicated or reversed entries.
- Record the gross amount, MDR and net settlement so accounting can explain differences.
- Restrict dashboard access to staff who need it and preserve an export for the accounting period.
Refunds and transaction complaints
For returned goods or rejected services, NPCI says the merchant asks the bank to refund the charged amount through the defined process. Start with the acquiring bank or provider, retain the original transaction reference and document the customer, amount and reason. NPCI identifies the acquiring bank as the route for transaction grievances. Do not send a second payment merely because a customer claims the first one failed until the status is verified.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Practical controls for a physical QR counter
- Display only the QR supplied or approved for your merchant account; replace damaged or altered displays promptly.
- Keep the customer-facing merchant name legible and ask staff to check the amount and name on the customer’s confirmation screen.
- Do not treat a “payment successful” screenshot as final when your dashboard or bank record says pending.
- Use a separate cashier procedure for duplicate debits, delayed confirmations and refunds.
- Ask the acquirer whether it supplies a standee or sticker; purchasing a generic display is optional and does not activate acceptance.

Common problems and the right response
The QR shows the wrong business name
Stop using it and contact the acquirer. A customer should see the merchant identity you verified during onboarding. Do not cover the name with a handwritten label.

A settlement is lower than expected
Reconcile gross amount, MDR, refunds and any fixed service charge against the provider statement. If the calculation does not match the written agreement, raise it with the acquiring bank and retain the statement.
Your MDR treatment changes
Ask for the reason, the measured monthly credits and the effective date. In particular, verify whether the provider has applied the DFS FAQ’s P2PM threshold conditions or classified the account as P2M.
Bottom line
Start with an acquiring bank or merchant-payment provider, use an approved QR or the appropriate online integration, and document settlement and refund procedures before launch. Budget from your written MDR and service terms—not from a blanket claim that UPI is free. For the 2026 policy transition, verify the provider’s implementation after the 15 October effective date, your P2PM or P2M classification and the treatment of transactions above ₹2,000.
