Singapore did not solve water scarcity with one machine or one source. It built a connected system: rainwater catchments and reservoirs, imported water, reclaimed water called NEWater, and desalination. NEWater takes treated used water through microfiltration, reverse osmosis and ultraviolet disinfection; for drinking supply, it is generally blended into reservoirs and then treated again at conventional waterworks.
What does “up to 40 per cent” mean today?
The figure in the question should not be read as a verified current share of Singapore’s water supply. PUB’s current “Singapore’s Water Loop” page, accessed in 2026, reports demand of about 440 million gallons per day and says demand could almost double by 2065, but it does not state the current proportion supplied by NEWater. The available official information therefore does not establish that NEWater now meets 40 per cent of demand.
The more durable point is that NEWater is a major, planned source within a broader national supply strategy. Singapore’s target is not achieved by reclamation alone: each source reduces exposure to a different constraint, from rainfall variability to reliance on imported water.

Singapore has limited naturally available freshwater and little land relative to its population and economic needs. PUB’s 2022/23 annual report recalls water rationing around independence. As demand grew, rainfall-dependent supplies alone could not provide the security the country wanted, while imported water brought a dependence on agreements beyond Singapore’s borders.

Instead of relying only on untouched natural catchments, Singapore expanded the area where rain could be collected. The Ministry of Sustainability and the Environment (MSE) says two-thirds of the land surface serves as catchment. More than 8,000 kilometres of drains and canals carry rainwater to 17 reservoirs. Marina Reservoir, commissioned in 2010, was the first freshwater reservoir in the city centre, according to PUB’s 2022/23 annual report.
This collection network is one part of the answer, but it remains rainfall-dependent. Singapore’s water planners pursued reclamation and desalination as sources less dependent on weather, while maintaining imported water as another part of the supply mix.
How does used water become NEWater?
Singapore’s official terminology is “used water.” After use, wastewater is conveyed through the Deep Tunnel Sewerage System to water reclamation plants, where it receives treatment. A portion of that treated effluent is then purified further to become NEWater.

- Microfiltration: Membranes remove microscopic particles, including bacteria.

PUB describes these stages on its NEWater pages. The process depends not just on advanced membranes, but also on the sewer network and upstream treatment that deliver a suitable feedstock to the NEWater plants.
Why did the system take decades to develop?
Reclaiming water for potable use was not a sudden breakthrough. PUB says a feasibility study in the 1970s did not lead to a rollout because costs were high and reliability had not been proven. As membrane technology improved in cost and performance, PUB began testing it for potable reclamation in 1998. A demonstration plant capable of producing 10,000 cubic metres per day was commissioned in 2000, and NEWater was launched publicly in 2002.
The sequence matters: Singapore tested the treatment approach, demonstrated it at scale, and built public confidence before making it part of the national supply strategy. Long-term investment in sewerage, reclamation plants, pipes and reservoirs made it possible to use the treatment technology as a system rather than as a standalone device.

How does NEWater reach industry and homes?
Industrial and commercial use
Most NEWater is used by non-domestic customers, including wafer-fabrication facilities, industrial estates and commercial buildings. Uses include industrial processes and cooling for air-conditioning systems. PUB says the water’s quality is attractive to wafer plants that need ultra-pure process water. A dedicated pipe network supplies industrial users.
Drinking supply through reservoirs
For indirect potable use, NEWater is added to reservoirs, particularly during dry periods. It mixes with reservoir water, which is then treated at conventional waterworks before distribution. This means NEWater is potable-quality reclaimed water, but it is not generally sent straight from a NEWater plant to household taps as the whole supply.
How is NEWater quality checked?
PUB’s current NEWater Quality page says a two-year comprehensive study preceded the 2003 introduction. The study generated about 20,000 physical, chemical and microbiological test results; PUB reports that NEWater quality consistently exceeded WHO drinking-water guidelines and US EPA drinking-water standards. The same page says current monitoring tracks about 300 parameters across the supply chain.

Separately, a 2021 PUB feature reports that NEWater had undergone more than 150,000 scientific tests. That is a different figure and context from the roughly 20,000 results reported for the pre-introduction study; the counts should not be combined as if they measured the same period or testing program.

The official sources establish these qualitative differences but do not provide a standardized current cost-per-unit comparison across all four sources. In practice, the portfolio balances reliability, energy use, land and conveyance needs, water quality and the security of imported supply.

What is Singapore building next?
In its Committee of Supply 2026 speech, MSE said the Deep Tunnel Sewerage System (DTSS) Phase 2 tunnels were substantially complete. The Tuas Water Reclamation Plant and Tuas NEWater Factory were scheduled to commission in phases from 2027. Construction had begun on Changi NEWater Factory 3, with completion expected in 2028, and a possible sixth desalination plant was under feasibility study. These are schedules and plans stated in 2026, not confirmation that the facilities are already operating.
PUB’s 2022/23 annual report counted five NEWater plants and five desalination plants at that time; that historical count should not be mistaken for a current total. The capacity being developed depends on major infrastructure projects that were still underway or planned in MSE’s 2026 statement.
What is the larger lesson?
Singapore’s achievement is not simply that sewage can be purified to drinking-water standards. It is that a city-state with constrained natural freshwater built the collection, sewerage, treatment, storage and distribution infrastructure to make reclaimed water one dependable part of a diversified supply. The four-source approach also means that NEWater is not asked to solve every water problem by itself.
