Shipbuilders manage a multi-vessel backlog by turning each contract into a continuously updated production plan. They decompose vessel designs into buildable blocks and work packages, reserve shared shops and drydock slots, test sequences against labor, machinery, material, storage and delivery constraints, and feed shop-floor status back into the plan. The order count alone says little about feasibility: several ships may compete for the same welders, panels line, cranes, storage yard or dock.

There is no universal backlog formula. Methods vary with vessel type, yard layout, number of sites and production technology. The common principle is to connect portfolio-level commitments with detailed, executable work while exposing conflicts early.

A backlog is a production-allocation problem

An order book becomes difficult when vessels share finite resources. A yard may have enough total labor and steel over a year yet still miss deliveries because two hulls need the same panel line in the same week, a block has nowhere safe to wait, or a drydock remains occupied by a late vessel. Shipbuilding planning research describes systems for mixed production and simultaneous vessel construction rather than simple one-project-at-a-time scheduling (Cho, Lee and Woo, 2021).

A workable plan therefore answers four questions for every major activity:

  • What physical object or work package must be completed?
  • Which people, machines, materials, space and facility are required?
  • When can the work start, and what must precede it?
  • How will actual progress or a design change alter downstream work?

Portfolio planning sets priorities and facility loading; medium-term planning sequences work through shops; near-term control assigns packages and reacts to events. Treating these as one static spreadsheet hides conflicts instead of resolving them.

1. Convert each vessel into buildable production objects

Contracts and engineering drawings are organized for design and customer requirements, not necessarily for fabrication. The first backlog task is to create a production structure that can be scheduled, supplied and inspected.

Use a hierarchy from hull to work package

In a Fincantieri case, the described hierarchy runs from hull areas to sections, blocks, sub-blocks, panels and smaller production objects. Planning works down that structure while checking material type, weight, dimensions and required delivery date. The yard can then compare alternative build strategies and analyze capacity at different sites (Siemens Digital Industries Software case study).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This hierarchy creates usable handoffs. A block can have a planned release date, a list of panels, a defined outfitting package and a destination for storage or erection. Smaller objects can be linked to steel, welding, coating, piping or electrical work orders instead of remaining as undifferentiated “ship progress.”

Reconcile engineering and production views

Designers commonly think in systems—propulsion, HVAC, accommodation or electrical distribution—while production planners think in process phases and milestones. Lothar Brose of Lürssen-Kröger Werft summarized the difference: “Design engineers are accustomed to thinking in systems. On the other hand, production planning is process-oriented in various construction phases – each summarized in several major milestones.”

An ERP implementation described by PSI links engineering parts lists to production-oriented work packages, then generates production-order structures and timelines. Its case says a project plan could contain up to 11,000 positions. That is a capability reported for that customer project, not a normal size for every shipyard (PSI Software SE case study).

2. Allocate shared capacity before promising dates

Once work is decomposed, planners test it against the actual production system. A capacity model should represent, at minimum:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Labor skills, shifts, calendars and learning or qualification limits.
  • Machines and shops, including throughput, setup time and maintenance windows.
  • Steel, equipment and long-lead components, with availability and delivery dates.
  • Cranes, transport routes, staging areas and block-storage positions.
  • Drydock, quay and erection capacity, including access and predecessor work.
  • Site-specific capabilities when blocks or modules can move between yards.

The Fincantieri planning example uses simulation to compare production strategies against machinery and labor constraints in distinct workshops and to balance materials and capacity among sites (case study). Simulation is valuable because it reveals that a theoretically shorter sequence may overload one shop or create an impossible material peak.

Plan block storage as a finite resource

Completed blocks compete for space, handling equipment and safe access. Mitsubishi Shipbuilding describes an automated block-storage method based on mathematical optimization. In a comparative evaluation using past performance data, the company reports that moving and storing costs could be reduced by up to 42% versus conventional manual planning. “Up to” applies only to that described evaluation; it is not a guaranteed saving for other yards (Mitsubishi Heavy Industries Technical Review, Vol. 63 No. 3, 2026).

A storage plan should reserve not only an empty location but also the route, crane and retrieval sequence needed to move a block out later. Otherwise a nominally available slot can become inaccessible behind newer blocks.

3. Protect the main bottlenecks, especially drydock time

Drydocks are a throughput choke point because a vessel occupies a large, specialized facility that few other activities can replace. The U.S. Government Accountability Office’s 2009 analysis explains that yards define blocks months before steel cutting, use the construction strategy to plan drydock and other resources, and complete as much outfitting as practical before erection in the dock (GAO-09-322).

Reduce work that must happen in the dock

Outfitting a block on the shop floor is often easier than doing the same work after many blocks are erected. Planners therefore decide which piping, cable trays, machinery foundations, insulation or accommodation modules can be installed before erection without damaging them during lifting or transport. The objective is not to maximize pre-outfitting blindly; it is to shorten the vessel’s critical dock occupancy while preserving access and quality.

Sequence for throughput, not just individual completion

A sequence that accelerates one vessel can delay the fleet if it consumes the only dock during a period when another hull has no alternative. Portfolio reviews should show each vessel’s planned dock entry, erection duration, departure date and float, then test the effect of a late block or an unavailable crane. The GAO discussion is historical rather than a current industry census, but its process logic remains useful for understanding why dock time governs throughput.

4. Combine three planning horizons

Horizon Main decision Typical inputs Output
Long-term portfolio Can contracted vessels fit the yard network? Delivery commitments, vessel families, site capabilities, major facilities and aggregate labor Ship start and finish windows, site assignments, dock loading and investment needs
Medium-term production How should blocks and packages flow through shops? Material dates, block hierarchy, labor and machine calendars, storage and transport limits Shop sequences, release dates, inter-yard transfers and capacity reservations
Near-term execution What should each team do next, and what is blocked? Actual completions, shortages, drawing revisions, quality holds and equipment status Dispatch lists, updated work orders, exception alerts and recovery actions

Advanced-planning research describes long-term production planning, while project and shop-floor cases show how detailed structures and status data support execution. The practical requirement is consistency between horizons: a near-term expedient must not silently violate a dock commitment or starve another vessel’s critical path.

5. Connect engineering changes to the shop floor

A schedule is unsafe when production is using an obsolete drawing or bill of materials. Fraunhofer IGP’s “Shipyard 4.0” project describes integrating ERP, product-lifecycle-management and CAD information with shop-floor data. Marked parts and barcode scanning record status and timestamps; terminals provide drawings, bills of materials and work orders at the point of work. Target-versus-actual comparisons support process control, while components affected by design changes can be flagged and blocked to prevent rejection and rework (Fraunhofer IGP).

The control rule is simple: a revision must identify every affected object, order and already completed predecessor. If a changed pipe support is hidden inside a block that has already been painted, the cost is not merely a drawing update; it may be rework, a new inspection and a lost erection slot.

6. Run a closed-loop status and replanning cycle

Backlog management is a recurring control loop rather than a plan issued once. A practical cycle is:

  1. Capture actuals. Record start and finish timestamps, quantities completed, material receipts, quality holds and equipment downtime at the work-package level.
  2. Compare with targets. Identify activities whose actual progress, remaining duration or required date differs materially from the baseline.
  3. Trace dependencies. Determine which blocks, shops, transport moves, dock events and customer milestones depend on the deviation.
  4. Test alternatives. Simulate resequencing, another shop, overtime, an inter-yard transfer, a substitute material or a different storage location against all relevant constraints.
  5. Authorize and publish. Approve the recovery choice, update work orders and communicate the new dates to engineering, procurement, production and quality.
  6. Verify the result. Check that the action relieved the constraint without creating a larger conflict elsewhere.

The documented systems provide the ingredients—simulation, shared-capacity analysis, timestamps and target-versus-actual views—but the sources do not establish one universal rescheduling frequency or algorithm. Each yard must choose a cadence that matches its volatility and decision lead times.

7. Compare planning systems by capability, not brand name

Evaluation axis Questions to ask Why it matters
Constraint coverage Does the model include skills, machines, materials, storage, facilities and delivery dates? Ignoring one scarce input can produce an infeasible “optimal” sequence.
Multi-site handling Can it simulate alternatives and balance work among yards with different capabilities? Transfers can relieve a bottleneck but add transport, handling and coordination risk.
Engineering-to-production linkage Are parts lists, revisions, work packages and production orders connected? Changes become traceable instead of reaching the shop as disconnected notices.
Execution feedback Are status, timestamps and blockers captured at the work object? Planners see actual flow rather than relying on late manual reports.
Planning horizons Can the same data support portfolio, shop and dispatch decisions? Different teams avoid maintaining contradictory schedules.
Adaptability and maintainability Can ship-specific rules be modeled without making updates impossible? Generic methods may miss shipbuilding realities; excessive customization can become unmaintainable.

A PSI Lürssen case reports that 80% of requirements were handled in the standard ERP system for that project. The figure describes coverage of requirements, not measured savings, and the case says the project’s duration prevented expressing migration effects numerically at publication time (PSI case study). Published implementations should therefore be read as evidence of approach and scope, not as cross-yard benchmarks.

8. Use metrics that expose flow problems

Counting ships delivered is too late to manage a congested backlog. Useful operational measures include:

  • Dock occupancy and variance against each vessel’s planned departure.
  • Time a block waits between operations, and the percentage of storage positions accessible without rehandling.
  • Schedule adherence for critical work packages, measured against target dates.
  • Material shortages and engineering-change holds by vessel and shop.
  • Actual versus planned labor and machine hours at the work-package level.
  • Rework caused by outdated information or quality nonconformance.
  • Number and age of unresolved cross-vessel resource conflicts.

These measures distinguish a genuinely faster flow from merely moving delays between shops. A dashboard should show the owner, next decision date and downstream impact for every exception.

9. Common failure modes and recovery actions

Optimizing each vessel independently

Symptom: every project schedule looks reasonable, but the combined plan overloads a shared shop or dock. Recovery: create one capacity view for all vessels and rank conflicts by contractual milestone and network-wide criticality.

Scheduling before confirming materials

Symptom: labor is assigned to blocks that cannot be completed because steel, equipment or drawings are missing. Recovery: make material and information readiness explicit release gates; resequence to work that is genuinely executable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring storage and transport

Symptom: completed blocks accumulate, cranes queue and the next block cannot be retrieved. Recovery: model locations, access paths, handling resources and retrieval dates together, then test an optimized storage sequence.

Allowing uncontrolled design changes

Symptom: rework appears after fabrication or coating. Recovery: link revisions to affected production objects, block unsafe orders automatically and require a disposition before release.

Relying on stale progress reports

Symptom: the master schedule says a package is complete while the shop is waiting on inspection or correction. Recovery: capture timestamped status at the work location and expose blockers, not just percentage complete.

What scale looks like in context

A 2021 paper describes Korean shipyards as building more than 10 ships per year and says large yards build 50–70 ships per year. Those figures are contextual statements in the paper, not a current production census (International Journal of Naval Architecture and Ocean Engineering). At that scale, a backlog system must coordinate many simultaneous vessels and thousands of linked objects, yet the same logic applies to a smaller specialist yard: model the constraints that can actually stop work, connect design to execution and replan from verified facts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Limits of what can be generalized

The evidence spans peer-reviewed studies, a U.S. government report, a research-institute project and vendor or shipbuilder case studies. Case studies can document what a named implementation says it did, but their benefits are not independent comparative benchmarks unless explicitly evaluated as such. The Mitsubishi “up to 42%” result is tied to its stated past-performance comparison; no cross-industry backlog-performance benchmark or universal planning cadence is established here. The 2009 GAO report is useful for process reasoning but should not be read as a survey of current digital shipbuilding technology.

The durable lesson is organizational as much as technical: maintain a production structure that mirrors how the yard builds, represent every meaningful shared constraint, keep engineering and shop data synchronized, and make deviations trigger a visible decision before they become dock delays.
