Ship operators manage safety in elevated-risk transit zones by matching a voyage-specific risk assessment to current regional guidance, preparing the ship and crew to carry out the plan, and ensuring that watches are properly manned and rested. The master retains overriding authority and responsibility for the safety of the crew, ship and cargo; company planning and shipboard procedures must support that responsibility. A route label alone is not a security plan: threats, rules and advisories can change, so operators need to assess the actual voyage and keep the plan current.

What makes a transit zone high risk?

There is no single universal map or definition of a “high-risk maritime transit zone” established by the guidance discussed here. Risk depends on the route, the vessel and the conditions at the time of the voyage. Piracy and armed robbery are important possibilities, but not every elevated-risk area is a piracy zone, and a piracy-focused precaution may not address a different threat or method.

That distinction matters operationally. A security measure is useful only if it fits the identified threat and the crew can carry it out without creating a new safety problem. Operators must consider security alongside navigation, shipboard safety, staffing, watch arrangements and crew fitness for duty—not as a separate checklist that can be completed once and set aside.

Risk designations can also become outdated. The International Maritime Organization (IMO) says the shipping industry’s Indian Ocean High Risk Area designation was rescinded effective 1 January 2023. In April 2025, industry issued consolidated BMP Maritime Security (BMP-MS), replacing Global BMP, BMP5 and BMP West Africa. These changes are a reason to check current guidance for the particular route rather than rely on an old map, document or label. IMO piracy and armed-robbery guidance points to BMP-MS and the Maritime Security Center Indian Ocean voluntary registration scheme.

How should operators assess a voyage?

The company and master share responsibility for planning and a thorough, realistic assessment. The assessment should connect current information to decisions the crew can understand and execute. A useful planning loop has five stages:

  1. Review the route and current information. Consult relevant official and industry notices, reporting and coordination channels, and applicable shipboard procedures. Confirm that information is current for the intended route and voyage date.
  2. Identify the threats that apply. Consider what is known about the transit, the vessel and the operational context. Do not assume that a measure designed for piracy will address deliberate targeting, collateral damage or another threat with different methods or intent.
  3. Select proportionate mitigations. Choose measures that address the identified risks and can be implemented safely with the vessel’s crew, equipment and operating plan. Check the effects on bridge and other watches, workload and the ability to maintain rest.
  4. Brief and prepare the crew. Explain the plan, who has which responsibilities, how the crew should respond, and how information or changes will be communicated. Use drills or other preparation appropriate to the assessed risk and applicable procedures.
  5. Monitor and revise underway. Reassess when conditions, information or the vessel’s circumstances change. A plan made before departure should not be treated as a guarantee that the threat picture will remain unchanged.

The goal is not to eliminate uncertainty with a document. It is to make sure that decisions are based on current information, that mitigations are realistic, and that the crew can follow the plan while continuing safe ship operations.

Keep regional advice tied to its date and route

On 9 June 2026, IMO Secretary-General Arsenio Dominguez issued a statement about Strait of Hormuz transit conditions. He said, “Seafarer safety must remain the overriding priority at all times,” and emphasized that the master and company bear ultimate responsibility for voyage planning and realistic risk assessments. Those remarks concerned the Strait of Hormuz and the conditions described on that date; they are not a live advisory for all routes or future voyages. The underlying planning principle is broader: commercial or operational considerations should not expose seafarers to known, significant risks that cannot be mitigated. Read the IMO statement and its route-specific context.

How should ships prepare for piracy and armed robbery?

Preparation should follow the current threat assessment and applicable regional guidance. IMO identifies BMP-MS, issued in April 2025, as the consolidated industry guidance that replaced earlier publications including BMP5. Operators should consult the current publication and relevant reporting or coordination channels, including the voluntary registration scheme noted by IMO for the Indian Ocean. They should also verify the latest contacts and procedures rather than assume that details in an older document remain current.

Shipboard preparation is more than distributing written instructions. The crew needs a practical briefing on the plan, its assigned responsibilities and the procedures relevant to the voyage. Drills or other preparation should make the response familiar enough to execute under pressure, while remaining consistent with the vessel’s safety-management procedures and the master’s decisions.

Older BMP5 material is useful for understanding the purpose of such planning: it described support for planning, detecting, avoiding, deterring, delaying and reporting attacks. But BMP5 has been superseded by BMP-MS, and IMO cautions in its current piracy guidance that the Indian Ocean HRA designation ended in 2023. Treat old material as historical context, not as a substitute for the current consolidated publication or current route-specific advice.

Consider armed personnel only within the legal and risk framework

Armed guards are not a universal substitute for other protective measures. IMO guidance says their carriage is a matter for flag and coastal states, and its interim guidance says armed personnel should be considered only after risk assessment—not as a replacement for BMP and other protections. Because the cited armed-security guidance is interim material from 2012, operators need to confirm the current legal requirements and any later applicable instruments before making operational or legal decisions.

In comparing possible measures, operators should ask whether each one matches the assessed threat, whether it is permitted under the relevant jurisdictions, and whether the ship can implement it without undermining safe operations or crew rest. They should also consider whether the crew is briefed and prepared to perform its part. The available guidance does not establish one measure as best for every vessel or route.

What are seafarers’ hours of work and rest?

Rest is a safety control because fatigue can impair watchkeeping. Under the STCW regulation VIII/1 framework summarized by IMO, administrations must establish and enforce rest periods for watchkeepers and people assigned safety, security or pollution-prevention duties. Watch systems must be arranged so that fatigue does not impair watchkeeping efficiency; people taking the first or relieving watch must be sufficiently rested and fit for duty. IMO’s overview of seafarers’ work and rest requirements explains this framework.

That general framework should not be turned into a one-size-fits-all legal checklist. Exact limits and their application depend on the relevant convention text, flag-state implementation and shipboard procedures. Operators should use the rules applicable to their vessel and crew rather than assume that a summary page resolves every legal question.

Work and rest records matter, but records alone do not ensure that a watchkeeper is fit for duty. A compliant-looking schedule may still be undermined by the way work is organized or by conditions that make rest difficult. The practical question is whether watchkeepers have adequate rest and can perform their duties safely—not only whether a form has been completed.

How can fatigue be managed on ships?

IMO’s 2018 Guidelines on Fatigue treat fatigue as an organizational and operational risk, not merely an individual sleep problem. Their modules address companies, seafarers, awareness and training, ship design, administrations and port State authorities. Companies cannot regulate every seafarer’s sleep, but they can reduce risk through ship design and operational and manning policies, as well as awareness and training.

Design work and watches around safe performance

Watch design, operational demands and staffing interact. If a plan requires work that leaves too little opportunity for rest, the issue is not solved by reminding crew members to sleep. Company planning should consider how the operation affects workload and whether the available crew can carry out assigned duties while meeting applicable work-and-rest requirements.

That is particularly important during a high-risk transit, when extra preparation or security duties may add work. A mitigation that looks sound on paper may be impractical if it depends on an already stretched watch team. Before adopting it, the company and master should consider who will perform the task, whether watch coverage remains adequate, and how the additional workload affects the crew’s ability to rest and remain fit for duty.

Make fatigue awareness part of preparation

Awareness and training are part of the IMO fatigue framework. Operators can use preparation to make clear how fatigue relates to safe performance and to encourage crew members to raise concerns through the ship’s procedures. The company’s role is to create workable operating conditions and policies; it cannot guarantee that an individual will sleep or remove every source of fatigue.

For the master and company, a useful review is to look for a mismatch between assigned duties, the watch plan and the people available to perform them. If a revised security plan changes who must be alert or available, the schedule and rest arrangements should be reconsidered rather than left untouched.

Why safe manning is part of fatigue control

IMO’s minimum safe-manning principles connect safe manning with qualified and experienced seafarers needed for ship safety and security. They also link the ability to comply with requirements to training, work-and-rest hours, and occupational safety, health and hygiene. Avoiding fatigue is an explicit objective.

This means manning is not simply a headcount question. The right people must be qualified and experienced for the ship’s needs, and the watch and task arrangements must allow them to perform safely. An operator should not infer a universal crew number from general guidance: the appropriate arrangements are specific to the vessel and applicable flag-state requirements.

When planning a transit, the company and master should test the operational plan against the actual crew complement and qualifications. If a measure adds duties, they should account for its effect on watch coverage and rest. If the plan depends on a crew member being available for a task, it should not silently conflict with that person’s need to be rested and fit for a watch.

A practical review before and during transit

The following questions bring security planning, fatigue management and safe manning together. They are a decision aid, not a replacement for current official advice, applicable law or the vessel’s procedures.

  • Is the information current? Check notices, regional guidance, contacts and relevant registration or reporting procedures for the route and voyage date.
  • Does each measure match the threat? Identify the risk it addresses and whether another threat calls for a different response.
  • Can the crew execute the plan? Confirm that responsibilities are clear, the crew is prepared, and the plan fits shipboard procedures.
  • Does the plan preserve effective watches and rest? Review added duties against applicable rest requirements, watch coverage and fitness for duty.
  • Are legal and jurisdictional questions resolved? Confirm relevant flag- and coastal-state requirements, especially before considering armed personnel.
  • What would trigger a reassessment? Decide how changes in conditions or new information will be communicated and how the plan will be reviewed underway.

These checks keep the risk assessment connected to the voyage instead of treating it as a static file. The master and company must retain the ability to revise decisions when the threat picture or operational demands change.
