Sewage spills can put disease-causing organisms into rivers, estuaries and coastal bathing waters, but a spill does not mean every swimmer will become ill. Risk depends on the contamination level, rainfall, the type of water, how much water is swallowed or contacts broken skin, and the swimmer’s health. In England, check the site’s current pollution forecast and notices before entering the water; an annual bathing-water classification is not a guarantee of safe conditions today.
What a sewage spill is—and why it reaches open water
Most reported sewage spills from sewer networks occur through storm overflows. These structures are designed to release diluted wastewater when rain or snowmelt exceeds the capacity of pipes and treatment works. Without an overflow, sewage could back up into homes or onto streets. During a release, however, wastewater can enter a river, estuary or the sea, carrying faecal organisms and other pollutants.
Rain can create contamination without a storm-overflow discharge. Runoff from fields may carry livestock manure; roads and urban surfaces can wash faecal material into drains and streams; and birds, dogs and other animals can contaminate water or sand. A positive test for faecal bacteria therefore shows that faecal material is present, not that human sewage was definitely the source.

It says water companies must significantly reduce harmful pathogens from storm overflows near those waters by applying disinfection or reducing discharge frequency to meet Environment Agency spill standards by 2035. That is a policy target for infrastructure and treatment; it is not a promise that an individual site will be safe after every rainfall event.

How exposure can affect your health
Swallowing contaminated water is the most obvious route to infection, but organisms can also enter through the eyes, ears, nose, mouth or cuts. Contact with polluted sand, rocks, equipment or wet clothing can transfer organisms to hands and then to the mouth. The UK government’s Swim Healthy guidance associates open-water swimming with gastrointestinal illness, including diarrhoea and vomiting, and with respiratory, skin, ear and eye infections.
Possible illnesses and organisms
- Gastrointestinal illness: norovirus, giardia and cryptosporidium can cause nausea, stomach cramps, diarrhoea and vomiting. These illnesses are often mild but can cause dehydration.
- More serious infection: certain strains of E. coli, including E. coli O157, can cause severe illness. Leptospirosis (Weil’s disease in its severe form) is associated with water contaminated by infected animal urine.
- Other infections: polluted water can contribute to conjunctivitis, ear infections, skin problems and respiratory symptoms, especially when water is splashed into the face or a person has existing skin damage.
These are possible outcomes, not inevitable results. A person can swim after a contamination event and remain well, while another person exposed at the same site becomes sick. The amount and type of exposure, the concentration of organisms and individual susceptibility all matter.
Who faces higher risk?
- Children and novice swimmers are more likely to swallow water accidentally.
- People with weakened immune systems may be more susceptible to infection or complications.
- River and estuary swimmers are identified in UK guidance as more likely to become unwell than people using some other open-water settings.
- Anyone with open cuts, scratches, eczema or sores has a route through damaged skin.
- Heavy rain can rapidly wash sewage, agricultural material and urban pollution into bathing water, increasing short-term risk.
Is it safe to swim after a sewage spill?
Do not enter a site while an official pollution warning, higher-risk forecast or local safety notice is in effect. If no warning is displayed, that is not proof that conditions are risk-free: forecasts can change, contamination can arrive between samples, and non-designated waters may not be monitored at all. Treat the current site-specific information, recent weather and visible conditions as a decision together rather than relying on a single annual rating.

A practical decision check
- Identify the exact water. Find the named beach, river reach or lake rather than assuming that an alert at one location applies everywhere nearby.
- Check current information. In England, use the Environment Agency’s Swimfo service for designated-site classification, monitoring information and pollution-risk forecasts. Check the forecast for the date and time you intend to swim because conditions can change.
- Look for local signs and notices. Follow warnings posted at the site, advice from the managing authority and any information about storm-overflow operation or runoff.
- Consider weather and the setting. Delay swimming after heavy rain, especially where a stream, drain or river enters the bathing area. Estuaries and rivers can receive pollution from upstream catchments as well as local discharges.
- Reassess on arrival. Do not swim if the water has sewage-like debris, unusual discolouration, an oily sheen, excessive foam, a strong sewage odour or dead animals. These observations do not identify the source, but they are reasons to stay out and report the condition.
There is no universal number of hours that makes every site safe after a spill. Tides, currents, wind, sunlight, river flow, the volume of the release and further rainfall all affect how contamination moves and dilutes. Follow the site’s official advice rather than applying a fixed waiting period.
Where to check river and beach water quality before swimming
Designated bathing waters in England
Use Swimfo to find the specific designated beach or inland bathing-water reach. The service provides the site’s monitoring information, annual classification and pollution-risk forecast. Designated sites are sampled during the bathing season, and forecast conditions can change, so check close to your visit instead of relying on a screenshot or an old result.
Local councils, harbour authorities and site operators may also post temporary signs or online notices. Those notices can be more immediate than a routine laboratory result. If official sources disagree, follow the more precautionary warning and ask the site authority for clarification.

Rivers, lakes and other non-designated waters
Non-designated open waters are not routinely monitored for bathing-water quality under the designated-site programme. They may contain sewage, livestock faeces, agricultural chemicals or industrial pollution at levels that would not be acceptable at a designated bathing water. The absence of an alert, sign or classification therefore does not establish that the water is safe.

For a non-designated site, look for information from the landowner, local authority, river or lake manager and relevant health authorities. If no current information exists, the uncertainty itself is a reason to choose a monitored site or avoid swimming.
What bathing-water tests can—and cannot—tell you
Routine testing at designated bathing waters in England measures E. coli and intestinal enterococci. These are indicator bacteria: elevated levels suggest faecal contamination and the possible presence of organisms that can make people ill. The indicators do not identify whether the faecal material came from a storm overflow, a sewage leak, birds, dogs, cattle or other animals.

Annual bathing-water classifications use monitoring results collected over multiple years. They are useful for comparing long-term performance, but they average across dates and conditions. A site with a high annual classification can still have a short-lived pollution episode after a storm. Conversely, a lower classification does not mean that every visit will expose you to high contamination.
| Information | What it is useful for | What it does not prove |
|---|---|---|
| Annual bathing-water classification | Summarises multi-year monitoring performance at a designated site. | That the water is safe at this moment or after today’s rainfall. |
| Pollution-risk forecast | Flags expected short-term weather-related contamination risk for a specific site. | That no organisms are present when no warning is shown. |
| Laboratory indicator result | Shows the measured level of faecal-indicator bacteria in a sample. | Whether the source was human sewage or animal faeces. |
| No classification for a site | Usually means the water is outside the designated monitoring programme. | That the water is clean or suitable for bathing. |
What recent England spill figures mean
Environment Agency figures illustrate the scale of storm-overflow operation in England, but they are not a direct measure of the risk at one river or beach on one day. Keep network-wide annual returns separate from the subset covering designated bathing waters.

The Environment Agency linked the lower average number of bathing-water-associated spills in 2025 partly to below-average summer rainfall. Rainfall changes how often overflows operate, so a year-to-year reduction should not be presented as proof of a permanent infrastructure trend or as evidence that every individual site became safer. These figures describe England and should not be read as totals for all UK waters.

How to reduce your exposure
Before entering the water
- Check the site-specific forecast, recent alerts and signs.
- Cover cuts, scratches and sores with a waterproof plaster. This protects the wound from contact; it does not neutralise sewage or prevent illness from swallowing water.
- Choose a designated, monitored site when practical, particularly for children, inexperienced swimmers or people with impaired immunity.
- Do not swim during or soon after heavy rain when runoff and overflow operation are more likely.
While swimming
- Keep water out of your mouth and do not deliberately swallow it.
- Avoid splashing water into your eyes, nose and ears.
- Do not swim through a stream, drain or visible runoff flowing across the beach or into the river.
- Keep young children close enough to prevent accidental immersion and swallowing.
After swimming
- Wash your hands with soap and clean water before eating or preparing food.
- Shower or rinse exposed skin, clean and cover cuts, and wash swimwear or wetsuits carefully.
- Seek medical advice if diarrhoea, vomiting, fever, unusual skin or eye symptoms, breathing problems or other illness develops, and mention the open-water exposure.
- Do not swim again until diarrhoea has stopped for at least 48 hours, or for longer if a clinician advises.
How to interpret a warning without panicking
A warning means the conditions meet the authority’s criteria for increased risk; it is not a prediction that every person will be infected. Conversely, no warning is a guarantee of zero exposure. Make a proportionate choice: postpone when an official notice or high-risk forecast applies, select a monitored alternative when available, and take precautions whenever you swim in open water.
Remember that “sewage spill” is only one possible explanation for faecal contamination. Agricultural runoff, urban drainage, wildlife and domestic animals can all contribute, especially after rain. The practical response is the same—check current information, avoid visibly polluted water and reduce the amount of water that reaches your mouth, eyes or broken skin.
What the 2035 storm-overflow target does and does not promise
The Storm Overflows Discharge Reduction Plan’s wording is explicit: “Water companies must significantly reduce harmful pathogens from storm overflows discharging near designated bathing waters, by either: applying disinfection; or reducing the frequency of discharges to meet EA (Environment Agency) spill standards by 2035.” The objective concerns reductions near designated bathing waters and the standards set for relevant inland or coastal locations. It does not establish a single spill-duration or bacteria threshold that makes every open-water site safe, and it does not cover every source of contamination.
For swimmers, the immediate decision remains local and time-specific. Use current forecasts and notices, account for recent weather and the type of water, and treat uncertainty at an unmonitored site as a reason for extra caution.
