Semiconductor fabrication plants (fabs) run a closed-loop water operation rather than simply consuming tap water and sending it to a sewer. They treat incoming water for each job, make ultrapure water (UPW) for wafer processing, collect different wastewater streams separately, remove or recover contaminants, and send reclaimed water to another use when its quality is suitable. Any remaining concentrate or treated effluent is discharged under the facility’s permit and local rules.
The exact balance depends on the chip processes, plant design, source-water quality, cooling system, wastewater route and watershed. A reuse percentage or treatment train reported for one fab is not an industry-wide standard.
What is the water path through a semiconductor fab?
A fab’s water system has several linked stages. Municipal or other permitted source water first enters pretreatment. Part of that flow is purified to UPW for sensitive manufacturing steps. Other portions support cooling, exhaust-abatement equipment, laboratories, sanitation and landscape needs. Water that contacts chemicals or process residues is collected by stream, treated and either reused, sent to a publicly owned treatment works (POTW), or discharged under a permit.
- Source and pretreatment: Incoming water is screened and conditioned to protect downstream membranes, ion-exchange equipment and other purification systems.
- UPW production: A high-purity train removes particles, ions, dissolved gases, organic compounds and microorganisms to the level required by the process.
- Point-of-use delivery: UPW is distributed to wafer cleaning, wet etching, solvent-related operations, planarization and similar steps.
- Collection: Drains and piping keep incompatible streams apart, such as acids, bases, fluorides, metal-bearing slurries and solvent waste.
- Treatment and recovery: Each stream receives treatment matched to its contaminants. Recovered water can feed cooling, scrubbers, irrigation or a new UPW cycle when it meets the receiving system’s specifications.
- Final discharge: Residual treated water and concentrated waste go to the approved disposal route. “Zero discharge” is a separate design goal, not an automatic feature of semiconductor manufacturing.
How much water does a semiconductor fab use?
There is no single answer because fabs differ in wafer size, product mix, production volume, cooling architecture and local climate. The U.S. National Institute of Standards and Technology (NIST) 2024 environmental assessment nevertheless provides useful reference points, all of which should be read as reported estimates rather than universal norms.

| Measure | What NIST’s 2024 assessment reports | How to interpret it |
|---|---|---|
| Median UPW use | 4.25 billion gallons across 29 facilities in 2021 | A median-based industry assessment figure, not a consumption figure for every fab |
| Associated daily figure | 1.16 million gallons per day | Reported alongside the assessment’s median UPW-use figure; facility size and operating schedule vary |
| Municipal water needed for UPW | 1,400–1,600 gallons to produce 1,000 gallons of UPW | An estimate cited by NIST from Govindan (2022), not a fixed conversion for every site |
| Industry water-use change | 24.5% increase globally from 2019 to 2023 | An estimate cited by NIST from Wang et al. (2023a); scope and method belong to that underlying study |
The large source-to-UPW ratio reflects treatment losses, reject water and the need to keep purification equipment operating within specification. It also explains why a fab can reduce municipal demand substantially by recovering water before it reaches the drain.
Why do chip fabs need ultrapure water?
Modern wafer features are small enough that trace particles, ions or organic residues can damage a device or change its electrical behavior. UPW is therefore much purer than drinking water. NIST describes it as thousands of times purer than drinking water and notes that producing it requires substantial treatment.
UPW is used repeatedly throughout front-end manufacturing. Typical applications include rinsing after wet etch steps, cleaning wafers, preparing or removing process chemicals, solvent-related operations and chemical-mechanical planarization. Each use can add a different contaminant load, so “used UPW” is not one uniform wastewater category.

A fab may combine clarification or filtration, activated-carbon or other organic removal, reverse osmosis, deionization, electrodeionization, ultraviolet oxidation, degassing, ultrafiltration and final polishing. The sequence and equipment depend on source water and the required process specification. NIST discusses counterflow reverse osmosis as one way to improve recovery compared with conventional reverse osmosis; this is a plant-scale design choice, not a household filter recommendation.

| Use category | Estimated share | Examples |
|---|---|---|
| Processing | 48% | Wafer rinsing, wet etch, solvent processing, planarization and related steps |
| Facility support | 23% | Cooling systems and other building services |
| Abatement technologies | 20% | Exhaust scrubbers and pollution-control equipment |
| Non-industrial uses | Less than 1% | Uses such as domestic services and site functions |
| Loss attributed to UPW treatment | 9% | Water that does not become delivered UPW, including treatment reject and related losses |
These percentages are an assessment estimate, not a guaranteed profile for a particular building. Support systems matter: a plant can reduce process-water demand yet still have a large water footprint if cooling or abatement consumes a significant share.
What happens to wastewater from chip manufacturing?
Wastewater is segregated because acids, bases, solvents, metals, fluorides and biological contaminants require different controls. The U.S. Environmental Protection Agency’s November 2022 Electrical & Electronic Components Detailed Study Report says that, according to industry information cited in the report, the vast majority of semiconductor facilities pretreat wastewater before sending it to a POTW.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsSolvent and chemical segregation
EPA describes dedicated solvent drains and collection systems, along with solvent-management plans intended to keep many organic contaminants out of general wastewater. Some facilities recover solvents such as isopropyl alcohol or N-methyl-2-pyrrolidone for reuse or resale. Keeping these materials in a controlled stream can lower the load presented to biological or physicochemical treatment.
Examples of treatment operations
EPA facility examples include combinations of clarification, polymer treatment, microfiltration, acid or base slurry treatment, fluoride treatment and pH adjustment. A plant might neutralize an acidic stream, precipitate metals, remove fluoride, filter solids and then blend or further polish the water. Another plant may use a different sequence because its chemistry, permit and receiving system differ. The examples demonstrate possible treatment trains, not a required template.
Contaminants of concern
EPA identifies potential concerns including tetramethylammonium hydroxide (TMAH) and PFAS. Process changes can also alter copper and fluoride loads. That does not mean every fab discharges every listed substance. Applicable limits and monitoring requirements depend on the facility’s discharge route, permit, state or local rules and current process configuration.

Do semiconductor fabs recycle wastewater?
Yes, but “recycle” generally means matching reclaimed water to a suitable next use, not sending every drop directly back to a wafer tool. NIST’s 2024 assessment cites an average received-water recycling range of 40% to 70% as of 2022 for a semiconductor fab using conventional onsite wastewater treatment. The range is an average reported by the cited source; it does not describe every plant.
The same assessment reports that multiple large manufacturers had achieved UPW recycling rates above 80% for processing activities in recent years. It also cites a facility in Arizona that returned 95% of the water it used in 2020. That Arizona result is facility-specific and should not be treated as an industry average.
Where reclaimed water can go
SEMI F98, a semiconductor-specific guide for designing and operating reuse-water treatment systems, lists several potential destinations. The receiving system sets the quality requirement:
| Destination | Why reclaimed water may fit | Important qualification |
|---|---|---|
| Cooling systems | Cooling loops can accept water with a different quality envelope than wafer tools | Scaling, corrosion, biological growth and concentration cycles must be controlled |
| Exhaust scrubbers | Scrubbers consume water while removing process gases | Contaminants must not interfere with scrubber chemistry or create a new waste problem |
| Point-of-use abatement | Some abatement equipment can use reclaimed water for a defined duty | Equipment specifications determine allowable impurities |
| Thermal processes | Heat-transfer or related operations may need less-pure water than wafer cleaning | Temperature, dissolved solids and corrosion limits still apply |
| Site irrigation | Outdoor uses can accept treated water that is unsuitable for production | Local health, soil and discharge rules govern the application |
| UPW-system front end | Recovered water can be treated again before final polishing | The source stream must be compatible with the purification train |
EPA’s industrial-reuse resources define the practice as “Water reuse is the practice of reclaiming water from a variety of sources, treating it, and reusing it for beneficial purposes.” In a fab, that means treatment is designed around the next user of the water. A stream that is acceptable for a cooling tower may still be unacceptable for a wafer rinse.
How do fabs decide whether a reuse project is worthwhile?
Engineers compare more than the percentage of water recovered. A technically impressive recovery rate can be impractical if it consumes excessive energy, creates a difficult concentrate or conflicts with local water and discharge constraints.

- Target quality: Define the receiving tool or system’s limits for particles, ions, organics, microbes, hardness, silica, metals and temperature.
- Source characteristics: Measure the wastewater stream’s chemistry, variability and peak loads rather than relying on an average sample.
- Recovery and residuals: Calculate permeate, reject, sludge, spent media and any concentrate that still needs disposal.
- Energy and complexity: Include pumping, membrane pressure, chemical use, cleaning cycles, monitoring and operator requirements.
- Site context: Consider source-water reliability, drought risk, watershed impacts, sewer capacity and the facility’s permit.
- Reliability: Provide bypasses and storage so a treatment upset does not interrupt production or force an uncontrolled discharge.
What happens to water that cannot be reused?
After onsite treatment, water may be discharged to a POTW, released under a direct-discharge permit or sent to another approved disposal route. EPA’s November 2022 study reports that industry representatives it consulted were not aware of U.S. semiconductor facilities with zero discharge. That was a time-bounded finding from the study and is not proof that no such facility exists today or elsewhere.
The EPA’s Electrical and Electronic Components effluent-guidelines page identifies 40 CFR Part 469 materials and links to the agency’s detailed study and semiconductor guidance. A general description cannot determine a named plant’s permit obligations; those must be checked in the current permit and with the responsible regulator.
How to read a fab’s water claim
When a company reports “water recycled” or “water returned,” ask what boundary and denominator it used. The figure may cover only UPW processing, all received water, a specific building or a calendar year. It may count water sent to cooling, scrubbers or irrigation as reuse even though it does not return to wafer tools. It may also exclude concentrate and sludge that still require treatment.
A credible comparison should state the reporting year, facility or portfolio boundary, source-water volume, treatment losses, reuse destinations, discharge route and whether the number is measured, modeled or estimated. NIST’s cited figures illustrate why attribution matters: a 40%–70% average, an above-80% UPW-processing rate and a 95% facility result describe different scopes.

“All fab water is ultrapure.”
No. UPW is reserved for sensitive process steps. Cooling, scrubbers, abatement and irrigation can use water with different specifications, which is why a fab operates several treatment and distribution loops.

“Wastewater leaves through one drain.”
No. EPA describes dedicated solvent drains, collection systems and separate treatment practices. Segregation prevents incompatible chemistries from mixing and makes recovery or targeted treatment possible.
“Recycled means it returns directly to the wafer.”
No. Reuse is fit for purpose. Reclaimed water often goes first to cooling, scrubbers, abatement or irrigation, or back to the front end of a UPW plant for additional purification.
“A high recycling percentage means no environmental impact.”
No. Recovery systems use energy and chemicals and produce reject water, sludge or concentrate. The watershed benefit depends on the source-water stress, treatment design, residual-waste handling and discharge conditions.

The practical takeaway
Semiconductor fabs manage water as a set of engineered quality loops. They use large volumes because wafer processing, cooling and exhaust control all need water; they consume additional source water because UPW production rejects part of its feed; and they reduce demand by segregating wastewater, treating each stream for its contaminants and reusing recovered water where its quality fits. Reported recycling rates are meaningful only when the facility, year, water boundary and destination are stated. For any specific fab, the current permit, water balance and treatment design are more reliable than an industry-wide percentage.
