Scientists determine why a whale, dolphin, seal or other marine mammal died by combining a documented stranding response, a physical examination or necropsy, targeted tissue sampling and laboratory tests. They compare those findings with the animal’s location, condition, age, sex and circumstances. The result may identify a single cause, a chain of contributing factors or no defensible cause at all.
NOAA Fisheries coordinates this work in the United States through the Marine Mammal Health and Stranding Response Program and its National Marine Mammal Stranding Response Network. Only trained, authorized responders should approach or handle a carcass.
What a marine-mammal death investigation is designed to answer
A stranding investigation asks more than “what injury is visible?” Investigators try to establish whether the animal died from disease, toxins, trauma, starvation, pollution, a human interaction or a combination. They also distinguish a condition that caused death from a secondary change that happened after death or during decomposition.
NOAA Fisheries defines a necropsy as “the examination of the dead body or carcass of an animal, similar to an autopsy conducted on humans.” A necropsy is one part of the investigation. Reports from the beach or vessel, photographs, environmental circumstances, tissue samples and laboratory findings can be equally important.

The evidence is often incomplete. A carcass may be too decomposed, inaccessible or unsafe to examine fully. In those cases, a responsible conclusion can be “cause undetermined,” rather than a guess based on one visible feature.
1. A report triggers a trained response
Reports can involve an animal washed onto a beach, found floating, or discovered in another location. NOAA’s response network includes government agencies, academic institutions, aquariums, zoos, veterinary clinics and nonprofit organizations. The current NOAA description lists more than 120 partner organizations, a figure presented on its current program pages and not as a dated study statistic.
Responders first consider safety and feasibility. A large whale, an animal in surf, a carcass near traffic or a body entangled in gear can create hazards. Response decisions depend on the location, weather, animal size and condition, available personnel and equipment, and whether moving the carcass is practical. A public report does not authorize bystanders to approach it.
2. Investigators create the case record
Before cutting or sampling, responders document what is known about the event. NOAA’s Level A record captures basic information such as:
- date and location of the stranding;
- species, when identification is possible;
- condition of the animal;
- age and sex, when available;
- whether the animal was alive or dead and what happened afterward;
- whether a necropsy was performed; and
- whether samples were collected.
The Level A form is a standardized case record, not a laboratory report. It can show that tissue was collected, but it does not contain the results of diagnostic analyses. Those results are generated separately and interpreted with the rest of the case evidence.
Photographs and field notes preserve details that may disappear when a carcass is moved or decomposes. Investigators record external injuries, body position, skin changes, visible fishing gear or debris, bleeding, unusual coloration and the surrounding conditions. These observations guide the examination and help laboratories interpret samples.

3. The carcass condition determines how far the examination can go
There is no single necropsy format for every species or stranding. The examination may take place on a beach, at sea or in a facility. Scope is selected after responders consider decomposition, access, safety, resources and logistics.

| Investigation setting | What it can provide | Main limitation |
|---|---|---|
| Field examination | Rapid documentation of location, external injuries, body condition, entanglement, debris and other visible clues. | Internal organs and laboratory-quality samples may be unavailable or limited. |
| Partial or on-site necropsy | Selected internal observations and targeted tissues without transporting the entire animal. | Large size, weather, access and decomposition can restrict which organs or samples are examined. |
| More complete facility necropsy | Broader examination of organs, more systematic sampling and better conditions for diagnostic work. | Transport may be impossible, unsafe or damaging; a decomposed carcass may still lack usable evidence. |
NOAA does not require a necropsy in every case. A response may be unsafe or impractical, and advanced decomposition can erase or obscure the findings that would otherwise identify a cause.
4. What happens during a necropsy
External examination
Responders document the body’s overall condition and look for injuries, wounds, scars, parasites, abnormal bleeding, emaciation, skin lesions, entanglement marks and evidence of contact with vessels, fishing gear or debris. They assess whether the animal appears well nourished or severely depleted and note changes that could reflect disease or harmful algal exposure.
Internal examination
The body is examined systematically, with organs and tissues documented for visible abnormalities. Investigators look for trauma, inflammation, infection, tumors, organ damage, swallowed material and other lesions. Findings are recorded with the animal’s species, age class, sex and circumstances in mind; an abnormality has different significance in different contexts.
Targeted sampling
Appropriate tissues may be collected for disease, parasite, toxin, contaminant and other biological analyses. Sampling is selective rather than indiscriminate. The suspected causes, the animal’s condition and the available diagnostic capacity determine which tissues are useful and how they are preserved.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA sample does not automatically prove causation. Detecting a chemical, pathogen or injury establishes that evidence exists; investigators still have to determine whether it was sufficient to kill the animal, contributed to death or was incidental.

5. Laboratory tests answer different questions
Field observations often require confirmation in a diagnostic laboratory. NOAA descriptions include microscopy, genetic and pathogen testing, and other techniques. The Southwest Fisheries Science Center also describes radiology such as computed tomography (CT) and magnetic resonance imaging (MRI), histopathology, microbiology and occasional gas analysis.
| Method | Question it helps answer | Why it is not decisive by itself |
|---|---|---|
| Radiology, including CT or MRI | Are there internal fractures, foreign material, gas patterns or structural abnormalities that cannot be seen externally? | Images still require clinical interpretation and may be limited by body size, equipment and decomposition. |
| Histopathology | What microscopic changes are present in organs and tissues? | Microscopic lesions must be matched to the animal’s history and other findings to establish significance. |
| Microbiology and pathogen testing | Are bacteria, fungi, viruses or other infectious agents present? | Presence does not always show that an agent caused the death; contamination and secondary infection must be considered. |
| Genetic testing | Can a pathogen or biological material be identified or characterized genetically? | Results depend on sample quality and the question being tested. |
| Toxin, contaminant or tissue analysis | Are harmful algal toxins, pollutants or other chemicals present in relevant tissues? | A measured exposure must be evaluated for dose, timing and biological effects. |
| Gas analysis | Do gases in tissues or body spaces provide additional evidence in a particular case? | It is an occasional technique, not a universal test, and interpretation depends on collection conditions. |
No single test identifies every cause of death. A laboratory result becomes useful when it agrees with lesions, body condition, timing, location and other case information.
6. How investigators weigh competing explanations
After the examination and testing, investigators integrate the evidence rather than selecting the most dramatic finding. They ask:
- Does the injury or disease occur in a pattern capable of causing death?
- Does the laboratory result match the observed lesions and clinical circumstances?
- Could the finding have developed after death or during decomposition?
- Are there independent signs of another cause, such as malnutrition plus infection or trauma plus entanglement?
- How reliable is the evidence given the carcass condition and the amount of tissue available?
The conclusion may be a likely primary cause, a combination of contributing factors or an undetermined cause. “Undetermined” is a scientific result when the available evidence cannot distinguish among plausible explanations.
Causes scientists routinely investigate
Infectious and non-infectious disease
Investigators consider parasites, bacteria, fungi and viruses, as well as non-infectious disease such as cancer. Microscopy, histopathology, microbiology and pathogen testing can help connect an agent or lesion with organ failure, respiratory disease or other fatal damage.
Toxins and harmful algal blooms
Harmful algal blooms can produce biotoxins. Domoic acid toxicosis is one example considered in stranded cetaceans. Tissue analysis and compatible lesions or neurological findings are needed to distinguish meaningful exposure from a trace detection that does not explain death.

Trauma
Blunt-force or penetrating injuries may result from vessel collisions, other impacts or gunshots. Investigators document wound location, internal damage and healing, because a superficial mark is not equivalent to a fatal injury.
Entanglement and ingestion
Fishing gear and marine debris can entangle animals, restrict movement, cause wounds or prevent feeding. Ingested debris may injure the digestive tract or indicate a broader exposure problem. Gear, line and debris are documented as evidence, not automatically treated as the cause without supporting injuries or physiological effects.
Malnutrition, pollution and social separation
Severe loss of body condition can indicate inadequate food intake or illness. Pollution exposure may contribute through chemicals or long-term physiological stress. Separation of a young animal from its mother can be fatal even when no single traumatic lesion is present.
Environmental and combined causes
Unusual weather or oceanographic conditions can be associated with strandings. More than one factor may operate together: for example, poor nutrition can weaken an animal, infection can follow, and a toxin or entanglement can add further stress. The investigation must identify which findings are causal, contributory or incidental.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Why decomposition and access can prevent a definitive answer
Decomposition changes organs, destroys microscopic detail and can introduce bacteria or gases that were not present when the animal was alive. A carcass in a remote location may be reachable only briefly, while a large whale may be impossible to transport. Rough seas, tides, unstable terrain, hazardous gear and limited personnel can also restrict sampling.

These constraints explain why two strandings of the same species may receive different levels of examination. One case may produce high-quality tissue for several tests; another may yield only field observations. A confident diagnosis requires evidence strong enough for the specific case, not a conclusion borrowed from a nearby animal.

From an individual death to an Unusual Mortality Event
A cluster of deaths in one region over a short period can be designated an Unusual Mortality Event (UME). A UME is not simply a larger necropsy. NOAA’s program coordinates a working group that investigates potential causes across animals, locations and time.
Population-level work compares case records, species, age classes, body condition, lesions, exposures and environmental conditions. Tissue analyses can reveal a shared pathogen or toxin, while baseline biosurveillance and long-term tissue storage allow researchers to compare current samples with earlier health patterns. The goal is to determine whether animals share a cause, a set of contributing conditions or only a coincidental time and place.
A regional example—and why it cannot be generalized
The NOAA Southwest Fisheries Science Center reports that necropsies most commonly identify trauma, infectious disease and domoic acid toxicosis among stranded cetaceans in San Diego County. The statement is geographically limited and qualitative; it supplies no percentages or counts in the cited description. It should not be treated as a universal ranking for all whales, dolphins, seals, species or coastlines.

How the public should report a carcass
If you find a stranded marine mammal, report it to the appropriate local marine mammal stranding network or wildlife authority. Provide:
- the date and time;
- the precise location or nearest landmark;
- the number of animals;
- whether each animal is alive or dead; and
- the species, if you can identify it safely.
Photos from several angles can help responders, but take them only from a safe and legal distance. Marine mammals are large, wild and unpredictable, and they may carry diseases transmissible to people. Do not touch, feed, move, cut open or collect tissue from a carcass. Trained and authorized responders must decide whether examination or sampling is appropriate.
How to read a reported cause of death
A public notice may use terms such as “probable,” “suspected,” “contributing factor” or “undetermined.” These words describe evidence strength, not a failure to investigate. A probable cause can rest on a consistent combination of lesions, test results and circumstances even when no single test is conclusive. Conversely, finding a pathogen, toxin or piece of debris does not establish that it killed the animal.
The most reliable interpretation states the animal or population covered, the geographic area, the examination scope, the available samples and the remaining uncertainty. It also separates one animal’s diagnosis from a UME investigation, where the question is whether a pattern extends across many cases.
